POSITION DESCRIPTION
JOB TITLE: Compliance Officer DEPARTMENT: Compliance
REPORTS TO: Chief Compliance Officer
FLSA STATUS: Exempt/Salary DATE: 3/8/16
JOB SUMMARY: Objectively review program activities and operations, to identify existing or potential deficiencies and monitor compliance with the Workforce Innovation and Opportunity Act (WIOA) and its regulations and all other agreements and contracts.
DUTIES AND RESPONSIBILITIES: Monitor organizational and operational systems and procedures: (40%) o Review and analyze data to ensure WIOA compliance for contractors and in-house units; o Conduct on-site monitoring of subcontractors and their program operations; o Conduct desk audit of participant files to ensure compliance with State & Federal requirements; o Review contracts (ITA, OJT, and Special Grants) for compliance; o Monitor Fiscal records and contract reimbursement, assurances, and subcontractor certificates to ensure compliance; o Perform EO/ADA reviews as required; and, o Assist Chief Compliance Officer with reviewing/analyzing Common Measure data to ensure compliance with State performance requirements. Develop relevant compliance forms, tools and policies: (10%) o Review relevant forms and tools for accuracy and completeness; o Update forms and tools frequently to ensure compliance with State and Federal regulation changes and monitoring guidelines; and, o Assists in helping to develop new policies/procedures relating to program/data compliance. Prepare reports: (30%) o Prepare reports following monitoring reviews; o Recommend corrective actions when deemed necessary; o Follow-up with correction action plans to ensure compliance; and, o Maintain hard copy report files and W: Monitoring file on shared network drive. Work closely with corresponding agencies: (10%) o Provide technical assistance to Case Managers, Business Representative, Employers and Training Providers regarding program compliance; o Provide training sessions, as needed, to subcontractors when requirements may change or new policies put into effect; and, o Assist State monitoring staff during periodic SCPa Works reviews. Attend meetings, seminars and workshops as required: (5%) o Participate in the Quality Technical Workgroup meetings; o Attend PA Workforce Development Association Conference and other relevant conferences, as needed; and, o Maintain expert knowledge of applicable Federal, State, Local and corporate laws, regulations and policies. Other duties as assigned: (5%) o Provide clerical support to the Chief Compliance Officer; and, o Scanning and copying. SPECIFICATIONS: Education/Experience: Associate’s Degree in Business Administration, Public Administration, Social Welfare or other related field with two plus (2+) years related experience or equivalent combination of education and experience.
Skills and Abilities: Effective utilization of advanced level monitoring skills to make recommendations to improve and to meet regulations under the WIOA and Department of Human Services. Handle multiple time sensitive projects simultaneously in fast-paced environment. Maintain confidentiality of all SCPa Works related activities. Strong interpersonal, written and oral communication skills including writing reports, procedure manuals and business correspondence and interpreting a variety of instructions furnished in written, oral, diagram or schedule form. Ability to solve practical problems and deal with variables in situations where only limited standardization exists; define problems, collect data, establish facts and draw valid conclusions. The individual must be a team player, be able to work independently and establish and maintain effective working relationships with supervisor, associates, outside agencies and general public. Must possess proven leadership skills. Basic office skills such as computer literacy, use of email and internet, phone systems, typing, experience using MS Office (Word, Excel, Access, Power Point), filing and knowledge of operating office machines Valid Driver’s License and ability to travel off site
