(1) THE ORGANISATION

Survey of India is the National Survey and Mapping Organisation of our country under the Ministry of Science and Technology. Set up in 1767, it is the oldest scientific department of the Govt. of India. It is also one of the oldest organized surveying institution in the world which has a rich heritage of accurate geo-spatial information.

Survey of India, with its reputation for high standards and accuracy, has evolved processes and techniques to generate geo-spatial information of very high value and today has a large work force of highly skilled and professional surveyors, engineers, mathematicians, geographers, geodesy scientists, astronomers, cartographers and experienced field workers.

In December, 2003, Survey of India undertook the task of restructuring the organization to make the organization more vibrant and responsive to user needs. Geo- spatial Data Centres were opened in each state to cater to specific developmental needs of the state. In April, 2008 another restructuring of Survey of India took place. Zonel system of administration came into effect through it. Addl. Surveyor General became another channel of administration and policy making between Rajasthan Geo-spatial Data Centre and Surveyor General's office. In this manner it was felt that Survey of India would play a more relevant role as a Geo-spatial information and solution provider by generating its products and services in areas and regions that need them most. It would also speed up the operational and delivery system.

Rajasthan Geo-spatial Data Centre (RGDC) is now be the nerve center for activity in the state of Rajasthan. The Head of the Rajasthan Geo-spatial Data Centre (RGDC) directly interacts with the state authorities to identify specific geo-spatial need and deliver updated data in digital/hard copy form on time.

The Rajasthan Geo-spatial Data Centre, with its headquarters in Jaipur and two Data Acquisition and Transformation (A/T) wings at Abu and Ajmer has the following basis organization structure. I. Supervision & Policy Making

At the helm of affairs is the Director who is responsible for planning, policy making and supervision of all activities of the Centre under the control of Addl. S.G., W.Z., Jaipur.

The Director is assisted in all these activities by the Deputy Director (Suptdg. Surveyor) , the Superintendent Surveyor, the Deputy Suptdg. Surveyor, the Establishment and Accounts Officer, the Assistant Stores Officer and the Technical Officer in various tasks. Director

II. Operational Staff

The next level of officers are the operation staff who execute the work. They consists of Gp 'B', Gp. 'C' & 'D' level personnel, such as officer Surveyors, Surveyors, Plane Tablers, Office Suptd., Assistant, UDCs, LDCs, Khalasis etc.

(2) FUNCTIONS AND DUTIES

Survey of India is responsible for all Topographical and developmental surveys in India. Rajasthan, with an area of 3,42,239 sq. kms. is covered by both topographical, geographical and special purpose maps.

The RGDC will endeavor to provide customer centric, cost effective and timely geo-spatial data and information for meeting the needs of sustainable development, security and new information markets in the state.

The primary functions and duties of this center will be to provide:

01. Updated topographical map data in both hard copy and digital form on 1:25k, 1:50K & 1:250k scales. 02. Carry out field work throughout the year for

a. Updating topographical maps b. Densification of Control by GPS c. Create large scale topographical database on 1:50,000 scale or larger 03. Creating seamless digital data on 1:1M or smaller scales for user application in the tourism, planning and security sectors of the state Govt. as well as Aeronautics and other sectors for the Central Govt.

04. Creation of Theme specific maps such as Tourist maps, Guide maps, trekking maps, State maps, Road maps etc.

05. Interaction with state specific users for delivery of data and information.

06. Human Resource Development in terms of manpower training or re-training in survey operations for developmental activities.

07. Data supply regarding plan, heights and distance of locations for use in the telecom and other sectors.

II. POWERS & DUTIES OF OFFICERS AND EMPLOYEES OF RGDC.

Survey of India as a national Geo-spatial solutions provider has its work cut out for itself.

In other Govt. offices, the hierarchy of its personnel are divided into roughly two categories. The first category at the top of the structure comprises of the supervisory personnel who decide on policies, supervise and administer their execution.

The second category comprises of personnel who execute the policies by carrying out the actual field & geo-spatial work or other operational administrative work.

 The Director, who is the head of the Rajasthan Centre of Survey of India, decides on policies on survey and geo-spatial operations and other administrative and fiscal issues related to the survey and geo-spatial operations.  The Deputy Director assists the Director in all the activities and it is at this level that implementation strategies are finalized.  The Deputy Superintending Surveyor assists the DD (Supdg. Surveyor) in all his field related work.  The DD(Superintending Surveyor) is the actual implementer of the various policies and strategies who heads a team of operational staff for the actual field geo-spatial operations.  The Establishment and Accounts Officer is the Head of all financial & administrative operations of this center and plays a vital role in the smooth operations of its various tasks.  The Assistant Stores officer is a vital link between the manpower and the actual operations and is responsible for providing all the logistical support for the survey operations.  The Technical officer plays a pivotal role in the planning and execution of all technical work in the center. He has to plan in advance as well as keep track of all technical activities in the center. The operational staff comprise of :

1. Gp.'B' Officer who manage and execute the field operations, inspect and monitor the logistics during non-field operation time and as heads of various field operation wings are both administrative, supervisory & operations power houses all build in one. 2. The Gp.'C' staff such as the Surveyor, Plane Tablers, Survey Assistants etc. are the actual operational staff who carry out the field operations during field time and in house office activities of geo-spatial information generation during recess (non field operation) time. 3. The other Group'C' staff such as Office Suptdt., Assistants, UDCs, LDCs are the workforce involved in monitoring, clearing and maintaining all administrative and financial transactions. 4. The Group 'D' staff provide all the support activities in the field and office and are a vital constituent of the field survey operations workforce. A large part of the manpower in Survey of India are from the Group'D' staff which shows their importance in organization.

The Powers & Duties of the officers of RGDC are given below:

01. DIRECTOR

1. Overall responsibility for coordination and execution of all policy matters. - Technical, Administrative and Financial matters of the Centre. 2. Transfers/Posting/Disciplinary Cases of Group 'A' ,B'& 'C' officers/employees of the Centre. 3. Policy matters concerning collaborations with the indentors 4. Sheets fairdrawn/digitized in the Centre shall have the seal and signature of Director. 5. All matters concerning Restructuring / Cadre Review. 6. Field Planning and Operations 7. All administrative and financial matters of the Centre. 8. Appointing Authority for Group 'C'. 9. Applete Authority for Group 'D' staff of RGDC. 10. DPC at Centre level. 11. Staff Associations/Union-all matters 12. Public Grievances Officer of the Centre 13. Legal Cases 14. Controlling Officer of the Centre 15. Liason with Army Hqrs./MO-GSGS etc. 16. Work as allotted by the Officers to whom attached. III. THE DECISION MAKING PROCESS (INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY)

Within the area of responsibility, which in this case is the State of Rajasthan, the Director as the head takes stock of the type and quantum of work to be done during the financial year. The work can be routine survey or geo-spatial operations required t fulfill the centers mandate or specific survey jobs allotted by the Surveyor General's office in Dehra Dun.

The manpower, financial & logistic resources required for conducting the filed survey operation and in-house geo-spatial and administrative activities are assessed and appropriate decisions are taken for execution of the tasks.

As the head of the center, the Director is at the apex of all the decision making process within the Center.

The Dy. Director /SS assists in the decision making process of develops strategies to implement the policies & decisions taken earlier.

The Establishment & Accounts officer assists in the decision making process on all financial and administrative process in the Center. He also develops strategies to implement and monitor the implementations of the policies & strategies.

1. Channels of Supervision

The Channels of Supervision start from the lowest formation in an office structure which is a section. A Technical Section comprises a Group of 5-8 Group 'C' Survey personnel supervised by either a Senior Group'C' or Group 'B' personnel. An organization or wing may have more than one section to perform different function. An administrative section comprises of a mix of LDCs, UDCs, Asstts supervised by the office Superintendent. Here again there are several sections, each devoted to perform specific tasks. Figure 2 will better illustrate the channels of supervision in this Centre. The supervision process is normally a bottom up process. The flow arrow indicates the direction of supervision.

2. Accountability

Each individual is assigned a specific task. There are well laid down procedures to execute these tasks. These procedures are laid down in technical manual/ SOPs or in GOI Administrative manual/books.

Therefore set procedure are laid down to accomplish a task. The individual is then accountable for whatever he does. Standards of quality and estimated for time within which to accomplish the task are also well known and form the yardstick against which performance of an individual is assessed. The assessment of the quality & quantity of performance is usually made by the next higher level of authority. The performance of an individual is reflected in his Annual Confidential Report (ACR), a procedure held annually in June.

IV NORMS SET BY RGDC FOR THE DISCHARGE OF ITS FUNCTIONS

Several Guidelines and methodologies have been laid down for the discharge of various functions in this office. The norms/ guidelines are laid down for broadly three types of functions namely:-

1. Field survey operations 2. Geo-spatial Operations 3. Administrative & Financial Operations.

All these activities are monitored by various Reports and returns of both Technical & Administrative activity. These various reports & returns have the standard norms against which the activity performed is assessed.

1. Norms for Field Survey Operations

The norms for field survey operations, held year after year normally during the winters from October to the following March but now increasingly being held throughout the year, are given in the Annexures attached :

2. The Norms for Geo-spatial Operations

The geo-spatial operations are the digital data generation and manipulation processes done in the office premises throughout the year.

The Norms for digital data generation are documented in the Departmental Booklet "National Standard Exchange format for Digital Vector Data", the Conventional Signs for "Topographical maps in the Digital Environment" and other Departmental instructions issued from time to time.

The norms for quality standards to be maintained for digital data manipulation and processing are laid down in Chapter VI of the Handbook of Topography pertaining to Topographical Mapping.

3. Norms for General Administration, Finance and Purchase of Stores etc.

The norms for various Administrative and Financial operations are laid down in Govt. of India Rules concerning Administration, finance, purchase of stores and other instructions & amendments as issued by the Govt. of India and the Department from time to time.

V. RULES, REGULATIONS, INSTRUCTIONS, MANUALS & RECORDS FOR DISCHARGE OF ADMINISTRATIVE & TECHNICAL FUNCTIONS IN RGDC.

Over the years the Govt. of India has promulgated a comprehensive set of rules to govern the entire gamut of work, conduct, benefits and all other aspects that affect the work or work environment of its employees. These rules have been embodied in the Constitution of India and find expression in various Govt. of India Rules and Orders, some of which are enumerated below:

Similarly, Survey of India, with a proud legacy of quality work accrued over a period of more than 239 yeas, has acquired a rich heritage of priceless data & information which is reflected in the quality standards maintained by it and the standardization of its various technical activities.

These standardization procedure has been documented in fine detail in the following manuals and documents:

VI. DOCUMENTS MAINTAINED BY RGDC

The documents maintained and generated in RGDC fall into the following three main categories:

1. Documents pertaining to Administrative Tasks 2. Documents pertaining to Technical tasks 3. Documents meant for sale

A brief statement of documents maintained under each category alongwith a list of the documents available in that category is given as an indicator of the type work being done in each category.

1. Documents pertaining to Administrative Tasks

These are general documents that one would find in most Central Govt. Organisations. The documents deal with organizational structure & functioning, service conditions, service records of employees, pay and pay fixation. Advances and withdrawals from GPF, Income Taxes, Leave cases, Documents relating to processing of various bills and other such documents. A brief list of some of the documents maintained in RGDC is given: 1. Service Books & Personal Files of employees 2. Organisational Structure and sanctioned/posted strength of employees 3. 2. Documents pertaining to Technical tasks :

Survey of India is a Scientific Department conducting various types of surveys. Topographical surveys are highly technical tasks leading to design and planning of precise structures like Dams, Tunnels, Canals, Roads, Railways, Industrial establishments, Seismic and Glacial investigations etc. Documents regarding surveys and survey products such as maps are generated and kept safely & securely. Some of these documents are sensitive and have direct security impacts. Some documents maintained by Survey of India and RGDC are :

1. G.T. Pamphlets and Topo Triangulation volumes. 2. Precision/ Single Tertiary (ST)/ Double Tertiary (DT) leveling volumes 3. CDs of digital data in DGN/Arc GIS formats 4. Plane Table sections, Heights & Colour traces, village lists and other field documents. 5. FDOs, Scribe Negatives, Sheet Files, Film Positives etc. 6. Maps for departmental use. 7. Aerial Photographs, Satellite imageries, scanned maps and film positives in TIFF & RLE formats respectively.

3. Documents meant for sale.

1. Maps are the only documents which are meant for sale.

VII. CONSULTATION WITH OR REPRESENTATION BY PUBLIC ON POLICY FORMULATION

Survey of India acts as a consultants to the Govt. of India on all mapping & surveying activities.

VIII. BOARDS/COUNCILS/ COMMITTEES IN RGDC

Government of India Rules have made it mandatory for Govt. organizations to set up various Boards/ Committees for smooth conduct of different administrative and technical tasks. These Boards/Committees normally constitute a Chairman, a Member Secretary and one or two other members. At times and as stipulated by the Govt., a member from outside the Department is also a member of the Board/Committee.

A few Boards/Committees, their functioning and constituent members are given below:

1. Procurement Board

This office buys materials for its daily use which are normally not cost intensive. Procurement of items under one lac are normally done this office after obtaining the requisite sanction/ approval from the Surveyor General of India.

The Board included a Chairman, a Member Secretary who is usually the Assistant Stores Officer (ASO) and two/ three other Gazetted Officers in the Office. The board proceedings, terms and conditions, notices/tender documents, prices and final rates are available to quoting/ tendering agencies.

2. Condemnation Board

Equipment, furniture, motor vehicles parts and other stores items which have lived their life and cannot be further gainfully used are normally put up for condemnation. A comprehensive condemnation of stores procedure is in place according to which the unusable items in this office are condemned.

The condemned stores are struck off from the various store ledgers and are then auctioned. The money obtained from the auction process is deposited in the Govt. treasury by challan.

The board consists of a Chairman and two/three other gazetted officers who are board members assisted by the Assistant Stores Officer (ASO).

Since this is departmental procedure, the proceeding are not normally put up for public view.

3. Recruitment Board

Recruitment to departmental posts are carried out from time to time to replenish any depletions in sanctioned strength in those particular posts.

This office conducts recruitment to the post of TTT'A' and TTT'B' which are operational survey staff in the Group 'C' category.

A Board is constituted to conduct the tests and interview and recommends candidates for selection. The Board consists of a Chairman, three other members and an external member.

The selection is done through a well defined procedure wherein candidates apply in response to an open advertisement.

The procedure for selection is based on well defined Govt. of India rules and departmental guidelines. The proceedings are not open to public scrutiny but the selection is based on merit obtained in test and interview.

4. Departmental Promotion Committees (DPCs)

DPCs are held from time to time for : i) for considering the confirmation/ permanency cases of Group 'C' and permanency cases of Group 'D'; ii) for promotion of Group 'D' from Khalasis to Daftry/ Daffadar/ Jemadar; iii) for considering the cases of ACP scheme to Group 'D'.

The DPCs are held by a Board of Officers which constitute a Chairman, one Member Secretary, senior most Office -in-charge (OC), one SC/ST member and one outside member.

The Board proceedings are confidential in nature and are not made public.

The DPCs are held as and when required on a regular basis.

5. Weeding out Board

Files, records, books etc. which have been lying for certain long durations are normally processed for weeding out/ elimination to avoid cluttering and congesting valuable office space.

Norms & guidelines regarding time after which documents can be weeded out along with detailed procedures for the weeding out process are available according to which the weeding out is done.

The board consists of a Chairman & two members. The approval to dispose of these is obtained from the Surveyor General's Office in Dehra Dun.

A record of files is kept before the files and documents are burnt. Since this is a departmental procedure, it is not open to public.

6. Canteen Committee

The departmental canteen is run on a no profit-no-loss basis. For the smooth functioning of the canteen a board has been constituted. The board consists Deputy Director as Chairman and Technical Officer as Secretary, Store Keeper as In-charge Canteen, one cashier, four staff representative and two Auditors.

7. Complaint Committee on Sexual harassment on working women.

On the basis of judgement of Supreme Court and the guidelines contained therein, the Department of Personnel & Training has asked all the Ministries/Departments to set up Complaints Committee to deal with complaints of sexual harassment on working women. In compliance with the Govt. of India orders, a Complaint Committee of women employees consisting a Chairman (Addl. Income Tax Commissioner, Jaipur) and all the women employees of this office as members has been constituted to look into the complaints.

IX. DIRECTORY OF OFFICERS & EMPLOYEES OF RGDC

The Directory of officers and employees of RGDC is attached in the Annexure.

X. MONTHLY REMUNERATION RECEIVED BY THE EMPLOYEES OF RGDC.

The organization is a Central Govt. Organisation and as such the remuneration received by the employees of this organization is in terms of salaries. The salaries are defined by the category in which the employee belongs and the category i.e. Group 'A','B','C' or 'D' stipulates the salary scales or pay scales which govern the particular employee.

The pay scales/pay band presently given are in accordance with VI Pay Commission recommendations. The pay received by an employee is calculated as follows:-

Basic Pay+ Grade Pay+D.A.+T.A.+Other allowances as applicable.

The compensation for extra work is given in terms of either Over Time Allowance or extra days leave depending on the category of the employee and the duration of the extra hours of work put in. For survey work in the field and for official journeys away from the office, TA/DR, as applicable is given.

The monthly remuneration received by each and every employee in this organization is given in the salary slips attached.

XI. BUDGET & ALLOCATION,PLAN, PROPOSED EXPENDITURES AND DISBURSEMENTS

The detailed estimates of expenditure are prepared by the estimating authorities for each unit of appropriation (Sub/detailed head) under the prescribed Major and Minor Heads of Accounts separately for PLAN and NON-PLAN expenditure.

Except for some new plan schemes introduced by the Govt. of India, from time to time, the expenditure funds/allotment of funds for all Departments/ Ministries including Survey of India , are provided only under NON-PLAN schemes.

For special purpose/ scheme like for automation of offices and Destination etc. procurement of computer, software etc. as per the requirements of R.G.D.C., under various sub/detailed head, certain funds are allotted under Plan Scheme by the Govt. of India/ Surveyor General of India. As per the Govt./SG's instruction issued from time to time, we receive the Budget under different Minor/detailed heads (Non-Plan) like: Minor Head:-01.001 Direction & Adm., 01.101 Topo. Survey & 02.00.20 other exp. (for Departmental Canteen employees) on the basis of our projection under Revised Estimate (RE) & Budget Estimate (BE) data. We have to make a provision under R.E. for current financial year and submit the Data for B.E. for the next coming financial year.

2. Prior to restructuring of this office as a Statewise GDC, this office functioned as a Directorate now in another restructuring of this Department previous set-up has again been introduced, which has come into effect from April, 2008. The provision of the Salaries & other dues regarding the Officers & Staff posted in Directorate Office including OE, Supply & Material and Motor Vehicles heads etc. were made under Direction & Adm. Heads as per the sanctioned and posted strength.

3. Similarly for the Officers & Staff posted in the Topographical & Drawing Offices, the provision of salaries & other due of such employees including O.S., MV and S & M heads etc. the expenditure figures were made under Minor Head 01.101 Topo. Survey as per the sanctioned & posted strength. Regarding funds related to our field requirement, such provision are also made under certain heads under the Topo. Survey head.

4. Similarly for a few years, for certain procedures like Automation of offices and digitization etc. the provision of funds in R.E./B.E. under plan scheme is also asked by Govt./Surveyor General of India as per our requirement. Accordingly such funds are also provided under certain heads of the plan scheme by the Govt.
