Council Review Hartford City Council Meeting Monday, September 12, 2016

The Council’s next regular meeting will be held on Monday, September 26, 2016 at 7 PM. The next regular public hearing will be Monday, September 19 at 7 PM. All meetings are held in the Council Chambers.

ITEMS OF SPECIAL INTEREST

“Doc” Hurley Statue – The Council referred, to its Public Works, Parks & Environment Committee, a resolution accepting a State grant of $250,000 for the purpose of erecting a statue of Walter “Doc” Hurley at the corner of Greenfield and Ridgefield Streets. Funds were secured by State Representative Douglas McCrory. The statue will be 7 feet tall, cast in bronze, and placed on a base of granite. The design and specifications have been developed by sculptor Vinnie Bagwell. (Bronin) Item #2

Coltsville Agreement – The Council referred to its Public Works, Parks & Environment Committee, a resolution authorizing the execution of a 5-year contract (with an option to renew for another 5 years) between the City of Hartford and the National Park Service. The agreement establishes a partnership for management of the Coltsville National Historical Park, located in the Sheldon-Charter Oak Neighborhood. The agreement covers the protection of historic sites and buildings, interpretation and education of residents and visitors to the Park, use of land, future projects, and the search for funding. Owners Registry – The Council postponed action on an ordinance that establishes a registry of owners of residential rental property of 4 units or more. The purpose of the registry is to provide the City with owner contact information. The City will use the registration in the enforcement of housing, building, and fire safety codes and in securing or demolishing buildings or relocating people in the interests of public safety. Registration is required each year. Fees for first-time registration are $50 and $20 for each unit above 5. Fees in subsequent years are $20 and $20 for each unit above 5. Required information includes owner’s name and contact information, contact information for a Connecticut representative (if owner is not in Connecticut), and contact information for the mortgage-holder and insurer of the property. Exceptions to the registration requirement are the Hartford Housing Authority and owners of rooming houses, hotels, motels, condominiums, elderly housing, and student dormitories. (Clarke) Item #24

Complete Streets Policy – The Council adopted an ordinance that establishes a Complete Streets Policy for the City of Hartford. The purpose of the Policy is to ensure that all public rights of way are designed and operated to provide safe, accessible, connected transportation for all users. Users include pedestrians, bicyclists, transit riders, motor vehicle drivers, emergency vehicle operators, and commercial vehicle operators, of all ages and abilities, including children, senior citizens, and persons with disabilities. The Policy was developed by the Complete Streets Working Group, under the direction of the Planning Division. It complements provisions of the new Hartford Zoning Code and has been endorsed by the Climate Stewardship Council, a working group of the Hartford Planning & Zoning Commission. (Bronin) Item #27 Human Relations Department – The Council referred to Public Hearing on September 19 and to the Committee of the Whole, an ordinance re-establishing a Department of Human Relations, for the purpose of fostering equality and understanding in support of social and economic justice for Hartford residents. The department would provide reports to the Mayor and Council on compliance of contractors with living wage, resident hiring and community benefit requirements and would provide staff support to the commissions on disability, LGBT, and women’s issues as well as the Civilian Police Review Board. During the current fiscal year, staff would be temporarily transferred from other departments. (Clarke) Item #30

4. Tree Planting. Allocation of $136,000 from the Hartford Tree Fund for the planting of 280 trees by Knox, Inc. (Bronin) Referred to Public Works, Parks & Environment Committee

5. 40 Coventry Street. Approval to enter into a ten-year lease with Inter Community Recovery Centers, Inc. for continued use of one of the buildings on the McCook campus for an annual payment of $15,000 per year. 6. Ryan White Grant. Authorization to accept a $4.0 million one-year grant from the U.S. Dept. of Health & Human Services to be used to provide medical and support services to people living with HIV/AIDS in the 57 towns in Hartford, Middlesex, and Tolland Counties. 7. Insurance Administrator. Approval to enter into a 3-year, $660,000 per year contract with PMA Management Corp. to manage workers’ compensation, general liability, auto liability and property insurance claims for the City and the Board of Education. (Bronin) Referred to the Operations, Management, Budget & Government Accountability Committee

8. NCAAA Grant. Authorization to accept $136,500 in grant funding from the North Central Area Agency on Aging to provide services to the elderly through the Dial-a-Ride, Home Help, and the Keep on Living wellness program. (Bronin) Passed

9. Saint Francis Donation. Approval to accept a donation of $105,000 from St. Francis Hospital & Medical Center to be used for the City’s Maternal & Infant Outreach Program. (Bronin) Passed 2 10.Public Health Grant. Approval to accept a one year grant of $130,613 from the CT Dept. of Public Health which will be used to offset salaries and fringe benefits of two epidemiologists in the City’s Dept. of Health & Human Services. 11.Coltsville Agreement. Authorization to enter into an agreement with the National Park Service for management of the Coltsville National Historical Park. (Bronin) Referred to Public Works, Parks & Environment Committee

12.Leaf Disposal. Approval to enter into a 3-year $114,000 contract with Harvest New England for collection and composting of leaves and brush and production of compost. (Bronin) Referred to Public Works, Parks & Environment Committee

13.Financial Report. Submission of the financial report for the fiscal year July 1, 2015 through June 30, 2016. (Bronin) Referred to the Operations, Management, Budget & Government Accountability Committee

14.Security System Maintenance. Approval of a 4-year contract with Vulcan Security Technologies, Inc. for monitoring of security alarm systems at 13 City locations. (Bronin) Referred to the Operations, Management, Budget & Government Accountability Committee

15.Use of Batterson Pond. Authorization to enter into a 3-year agreement (with options to renew for an additional 6 years) with the Avon Board of Education for continued use of Batterson Pond by the Avon High School Rowing Team for crew practice. 16.Subcommittee Report. Report from the subcommittee of the Operations, Management, Budget & Government Accountability Committee on discussions held on August 22nd on making Hartford City government financially sustainable. Received

17.Marcus Garvey Place. Report from the Public Works, Parks, Recreation & Environment Committee on a presentation by the MDC on improvements being made to Marcus Garvey Place, a small park at the intersection of Granby, Burlington, and Cornwall Streets, as part of the Clean Water Project sewer separation in the area. Received

18.Legislative Agenda. Report from the Legislative Affairs Committee stating that a presentation on the City’s legislative agenda was given on August 3. Received

19.Complete Streets. Report from the Planning, Economic Development & Housing Committee on discussions held at their meetings of July 21 and Sept. 6 on the Complete Streets ordinance. (Also see #27) Received

20.Immobilization of Vehicles. Report from the Operations, Management, Budget & Government Accountability Committee on discussions of a proposed ordinance authorizing the “booting” of a vehicle upon the issuance of a third parking citation after two parking citations have remained unpaid (Bronin) (also see #28) Received

21.Youth Grant. Approval for the City to accept $147,465 in grant funds from the CT Department of Education for positive youth development activities. (Bronin) Passed

23.PRAC Appointments. Confirmation of the Mayor’s appointment of Janier Caban-Hernandez, representing the Friends of Goodwin Park, as a member of the Parks & Recreation Advisory Commission. (Bronin) Passed

24.Owners Registry. Ordinance requiring owners of residential rental property of 4 units or more to register with the Division of Licenses & Inspections each year. (Clarke) Postponed

25.Treatment of Immigrants. Request to the Administration that the Police Department be banned from collaborating with U.S. Immigration & Customs Enforcement (ICE) on raids or providing certain information on undocumented residents to ICE agents. (Bermudez, Jennings, Deutsch) Postponed

26.Nahum & Berkeley Drives. Authorization for the City to abandon Nahum Drive and Berkeley Drive, located within Bowles Park, and transfer the land to the Hartford Housing Authority for development of the area into the new Willow Creek. (Bronin) Passed

27.Complete Streets Policy. Adoption of a policy that will integrate people and places in the planning, design, construction, operation, and maintenance of the city’s transportation network. (Bronin) (also see #19) Passed
