REGULAR COUNCIL MEETING

July 5, 2011

The Board of Aldermen met in regular session with Mayor R.E. Graner at City Hall, 206 North 16th Street, on Tuesday, July 5, 2011 at 5:30 p.m.

Present: Graner, Flesher, Mann, Williams, Nichols

Absent: none

Others Present: Janelle Hagler, Jaunita Schroff, Sabra Hamilton, and Rick Hayden

Meeting Called Mayor R.E. Graner called the meeting to order at 5:30 p.m. To Order

Pledge of The meeting opened with the Pledge of Allegiance. Allegiance

Approve Agenda Mayor R. E. Graner called for a motion for approval or amending of the agenda.

Mayor R. E. Graner requested a closed session for personnel.

Motion made by Alderman Jeff Nichols to add a closed session for personnel and seconded by Alderman Fred Flesher.

Approve Bills Mayor R.E. Graner asked if there were any questions on bills presented for payment and if not, a motion to approve the bills.

Approval Of Mayor R. E. Graner called for approval or correction of the minutes of Minutes June 20, 2011.

Motion made by Alderman Jeff Nichols to approve the minutes of June 20, 2011 and seconded by Alderman Todd Williams.

Economic Mayor R. E. Graner asked for the Economic Developer Report. Development Report

Website Sabra Hamilton, Economic Developer, has been updating the new website and the old website is no longer available.

Administrator & Mayor R. E. Graner asked for Administrator and Department Reports. Department Reports

Administrator Janelle Hagler and Sabra Hamilton, Economic Developer, will be attending the USDA Grant Seminar in Jefferson City on Wednesday, July 27, 2011.

The Library windows have been washed.

Pool Inspection Jeff Arp has inspected the pool for safety hazards. The main concern was covering the metal door that is over the shut off valves to the equipment in the zero depth area. The cover gets so hot that it could cause severe burns if stepped on or set on. MIRMA requires 10’ on both sides of the diving board and it only has 9’. Larkin’s Aquatics has a letter that reads that the Bethany Aquatic Center dive well has been designed to an appropriate standard of care for patron safety.

MIRMA Administrator Janelle Hagler will attend the MIRMA Conference at Tan-Tar-A on July 20-22, 2011.

Administrator Janelle Hagler would like Council to approve for Cristine Stallings, City Attorney, to the Municipal Attorney’s Summer Seminar at Tan-Tar-A on July 15-17. Council approved seminar.

Bids / MC-300 Administrator Janelle Hagler submitted bids for the Street Department for MC-300 Chip Seal Oil for approximately 5,000 gallons. The bids submitted were from Vance Brothers for $3.62 a gallon; Heartland for $3.83 a gallon; and Coastal for $2.99 a gallon plus $65.00 pump charge. Rick Hayden, Street Superintendent, recommendation to accept Coastal since they were low bid. The budget amount was $16,000.00.

Motion was made by Alderman Jeff Nichols to accept Rick Hayden recommendation to purchase the MC-300 Chip Seal Oil from Coastal for $2.99 a gallon plus $65.00 for pump charge for approximately 5,000 gallons.

The Street Department will be resurfacing Factory Street Friday, July 8, 2011, followed by Grand Avenue on Monday July 11th. The Street Department will be working on Bartlett Street, patching holes, raising middle of road, and grading sides.

Sewer The Water/Sewer Department is investigating a possible sewer problem on 17th Street Terrace.

Jerry Johnson’s sewer issue at 1108 Main Street was determined to be the neighbor’s line. Jim Lee and Frances Carter on 20th Street have resolved the sewer problem.

Administrator Janelle Hagler needed someone to be on Planning and Zoning Board and Board of Adjustments.

Littering Administrator Janelle Hagler told Council that John Gannan, Fire Chief/Building Inspector, is investigating the dumping of flowers from Miriam Cemetery at the West end of River Street.

Chem-Trol Susie Rollheiser had another issue with Chem-Trol spraying at the North Station for another Company.

Destruction Administrator Janelle Hagler presented a destruction list that Becky Turley created on ATV, election, Gas, insurance, liquor applications, and utility correspondence.

Motion made by Alderman Jeff Nichols to approve the destruction list and seconded by Alderman Todd Williams.

Bid / Audio Administrator Janelle Hagler submitted a bid for audio and drive up Drive-up Alert alert system. The bids submitted were E.F. Bavis and Associates Inc for $3,242.00; Bankers Security Inc for $1,220.00; and North Missouri Satellite for $2,698.00. Becky Turley recommended to purchase from Bankers Security since it is the low bid and BTC Bank has very good service and excellent response time. The budget amount was $1,000.00.

Motion made by Alderman Randall Mann to accept Becky Turley’s recommendation to purchase audio and drive up alert system from Bankers Security, Inc. for $1,220.00 and seconded by Alderman Fred Flesher.

Public Input Mayor R. E. Graner asked if there was any public input.

There was no public input at this time.

Council Reports Mayor R. E. Graner asked for the Council Reports and Comments.

Sutherland’s Alderman Jeff Nichols asked if anything was being done with Dr. Office Sutherland’s office. Sabra Hamilton, Economic Developer, has been working with someone to buy or relocate their business. The R/S Race Track will be relocated outside city limits.

Condemning Alderman Todd Williams asked about procedures on condemning Properties properties. John Gannan, Fire Chief/Building Inspector, tells the residents what needs to be fixed and they do just enough to pass inspection.

Alderman Fred Flesher would like George Hulet, Water/Sewer Superintendent to flush the hydrants on Timothy Terrace again. The residents are complaining that the water smells.

Bethany Mayor R. E. Graner would like to appoint two people on the Bethany Housing Board Housing Board. Mayor R. E. Graner appointed Deb Leasenby to replace Fred Kemp and Joyce Narron to replace Amy Cassidy.

Motion made by Alderman Fred Flesher to appoint Deb Leazenby and Joyce Narron to the Bethany Housing Board and seconded by Alderman Randall Mann.

Dustin Mayor R. E. Graner wanted to talk about Dustin Sherwood who is Sherwood putting a new business into the old Calhoun building. Mr. Sherwood has had some financial issues and Mayor Graner wanted everyone to be aware.

Closed Session Motion made by Alderman Randall Mann to go into Closed Session for personnel at 6:30 p.m. and seconded by Alderman Fred Flesher.

CLOSED SESSION

Police Mayor R. E. Graner and Administrator Janelle Hagler approached Chief Brian Groom over some police issues that were brought to Mayor R. E. Graner’s attention. After speaking with Chief Groom, Mayor Graner and Administrator Hagler believes that the issues will be corrected in the future.

Motion made by Alderman Fred Flesher to go to open session at 6:50 p.m. and seconded by Alderman Randall Mann.
