Period of From May 2014 to February 2015 Assignment Staff months Total: Mott MacDonald Ltd: 10; Partner(s): 0 Background EWSA is responsible for providing drinking water and sanitation services in Kigali and all urban centres of Rwanda as well as for providing electricity development and distribution. The Government of Rwanda has decided that this current joint energy and water utility structure is no longer appropriate for the delivery of high quality services. Therefore the Government is instituting reforms to split up EWSA and establish an autonomous water and sanitation utility. Description of This assignment was to assist the Ministry of Infrastructure to project review performance of the water and sanitation sector, propose options for the restructuring of the water and sanitation specific part of EWSA into a sustainable autonomous entity, and to support the development of a five year strategic business and financing plan to move towards a sustainable company offering improved water and sanitation services. Similar work was being undertaken for the energy sector under a separate assignment. Services provided The services provided were spread over two phases. During Phase 1 our team completed: - review of the water and sanitation sector and background studies; - review of, and recommendations on, capital investments in the

water and sanitation sector; - organisational and institutional review; - development of an accurate technical description of EWSA water and sanitation activities; - assessment of the operation and maintenance and of financial performances; - resources and skill needs assessment; - development of a road map for the sector institutional reform.

During Phase 2 our services included: - Development of a five year strategic business plan for the reform implementation of the water and sanitation sector; - Development of the strategic investment plan part of the financing plan within the five year strategic business plan for the reform and implementation of the water and sanitation sector. Results The results for Phase 1 were a report integrating the findings of the sector review, recommendations on the current capital investments, an assessment of the current operation and maintenance activities and financial status of EWSA, a needs assessment and a road map integrating all findings and recommending the strategy to be followed for the reform of the water and sanitation sector in Rwanda. Phase 2 started once the road map for the sector reform was approved by the Ministry of Infrastructure. Our work during Phase 2 was to develop the five year strategic business plan for the implementation of the sector reform for the newly created national water utility company WASAC (Water and Sanitation Corporation) and the associated financing and strategic investment plan for the next five years.
