Delaware Department of Correction Executive Meeting Minutes Tuesday, June 7, 2011

I. Call to order Commissioner Danberg called to order the regular monthly meeting of the DOC Executive Team at 9:05 a.m. on Tuesday, June 7th in conference room 300 of the DOC Admin Bldg.

 Legislation is on the down side which can become crazy at times. Any questions please direct through Kim Wheatley.  Parole Board elimination is still being held up.  COAD is circulating legislation for C/O series to retire at 25 years; however, some of the information is misleading.  DOC will be returning 2.5 million due to the hard work of DOC. Thank you and continue the good work.

II. Approval of minutes from last meeting Minutes approved as written.

III. BUREAU REPORTS:

Bureau of Prisons: Chief DeLoy  BOP count is up by 77  Overtime is down, we asked the facilities to reduce by 20% they gave us 28%  TIS Mods: 1117 cases have been reviewed since January 2011, 32 were eligible, 7 were recommended.  Three policies are under revision: 1. Policy 4.4 inmate grievances 2. Policy 3.3 classification 3. Use of force  DCI continues to plan the ASE Certification Program (Auto Mechanics) with DOE and DOL. There was no response to the 1st posting.

Bureau of Correctional Heath Services: Chief Welch  Next DOJ meeting is July 27th  MHM is still working on correction act plan. Should be available by Friday.  Admin Specialist III position is open again, Chief Wheatley and Chief Welch will post and interview.

Bureau of Community Corrections: Chief Hines  Re-entry continues, meeting this afternoon with Judge Toliver.  Re-entry starting work shops, Level 5  BOTC: next class starts August 18th, possible 23 cadets, 20 have been cleared waiting on the remaining 3.  Currently 26 P&P vacancies, with retirement the number could reach 30 by end of summer. Most current retiring is Tom Scully and Don St Jean.  Movement of Crest to CVOP went smooth.  CCD received an e-mail from Liz Allen that taxes were being taken from waitresses, Karl Hines to check into.

Bureau of Management Services: Chief Wheatley Bureau-wide:  Last small budget and hiring review meetings for this fiscal year will occur this week.  Office moves are occurring in the bldg, Chief Welch and I will be moving across the hall and DC Carroll will be moving into my current office.  I will be floating an updated cell phone policy out to Chiefs for final consideration. Business Office:  Developed and distributed FY11 closeout deadlines and instructions to all budget units.  In case anyone hasn’t met our new receptionist, please make sure you introduce yourself to Lori Miller. IT:  Classification module – The pilot training will take place June 8th and 9th. The pilot group will include SCI, SCCC and Georgetown P&P. Staff members from these facilities, as well as some staff from EDC and central classification, will attend the training this week. Central Records:  Rebecca was asked to present at the Superior Court retreat last month, we heard a lot of positive feedback about improvements in COR. Food Service:  FS is testing 6-different sets of thermal trays for future production at HRYCI. Temperatures will be recorded for a month throughout the tray assembly for breakfast, lunch and dinner and then tested every 15 minutes later up to an hour. Maintenance:  HRYCI kitchen design is 95% complete, we also have to discuss the old kitchen space and how we intend to move forward.  Statewide Facilities Roof Assessment- Currently the roof assessment is continuing at the JTVCC facility with the physical on-site assessment scheduled to be completed by June 8th.

Page 2 of 3 Deliverable reports with budgetary numbers for the JTVCC are to be completed by the end of June.

Janet Durkee:  May: 14 postings 1304 applications, 837 C/O officer applications  Next CEIT class starts July 7th, 47 cadets, 43 C/Os, 4 maintenance  Next BOTC class has 21 approved  EEOC complaints are down  C/O turnover rates down  Retirements up: 41 in July, 30 in August  Draft policy on suggestions programs: COC would like to review the nominations

Debbi Craig:  On site survey at JTVCC

Joe Dudlek: NO

Gail Stalling-Minor:  Scheduling vendor training for mid July  South Bridge Church has offered space for P&P and DOC to use.

Rich Seifert: NO

Alan Grinstead: NO

Roy Lawler:  Diversity Committee at JTVCC held its memorial service on May 21st.  Attending Captains Meeting at JTVCC to see if there are diversity/personnel issues discussed  The newly formed Diversity Committee at CVOP will start holding meetings this month

Ed Synoski: No

John Painter:  WDEL-continue to work with WDEL regarding positive programs within DOC.  Interest rising in lethal injection, type of medication is used, etc.

Ron Drake:  Backlog of 300 right now.  Finished with P&P candidates. Commissioner Danberg adjourned meeting at 10:10 a.m.
