Beer Parish Council
The Parish Council Meeting was held on Tuesday 3 October 2017 at the Mariners’ Hall. Copies of minutes and reports are available on request.
Present: Cllr. M Graham Cllr. U Makepeace Cllr. G Pook Cllr. M Richards Cllr. L Vine Cllr. M Westlake
In attendance: A Dallaway (Clerk), Cllr M Shaw (DCC), three members of the public
1. Apologies accepted by the Council: Cllr. D Clinch (holiday); Cllr M Green (sickness); Cllr L Harrison (work commitments)
2. Declarations of Interest: Cllr Clinch was not present at the meeting but had previously declared an interest in agenda item 19, as he is the licensee of the premises.
3. Items to be dealt with after the public, including the press have been excluded: Council agreed that there were none.
4. Public participation: There were three members of the public in attendance who raised the following matters: Illegal parking on the strip of land outside Beach House - Cllr Pook is already in liaison with EDDC Estates to clarify this matter. ACTION: CLLR POOK to feedback directly to member of the public. Speeding vehicles in New Cut – Councillors acknowledged this as a valid concern (see agenda item 10). Objection to the licensing application for Barrel of Beer pub (variation of licence) – this is an agenda item (19). Flower pots are causing an obstruction to vehicles at the entrance to Higher Meadows. Councillors noted that this is a private road. The Clerk will find out if there is a residents’ association. ACTION: CLERK The owner of ‘Sunny Nook’ wished to update the Council regarding the sale of t-shirts from his front garden, which is a side-line of his main business. A number of objections have been received from local residents.
5. Police report: There were no members of Devon & Cornwall Constabulary in attendance at the meeting and no report received.
6. Approval of minutes: The minutes of the Parish Council Meeting held on the 5 September 2017 were approved and signed as a true record. Action points from the meeting: 5/9/2017/7 Cllr Richards is still trying to source suitable benches to fill gaps identified in the recent bench review. ACTION: CLLR RICHARDS 5/9/2017/11 A contractor will cut back the overgrown foliage on the land at Little Hemphay. ACTION: CLLR POOK.
7. Reports – Chairman, Clerk Chairman’s Report: Complaints are still being received about over-flowing dog bins. Cllr Pook will discuss the matter with Andrew Ennis. Sky has been appointed as the new broadband provider at the Mariners’ Hall.
Clerk’s Report:
Bpcmins03102017AD 1 The external audit is now complete and the accounting statements and auditor’s report will be displayed on the website. Cllr Hirons has resigned resulting in a casual vacancy on the Parish Council. The Clerk will display the relevant notices. The next deadline for the Parishes Together Fund is 10 November. Seaton Town Council is considering an application to improve road safety on the B3174 between Seaton and Beer. The Clerk will request further details. ACTION: CLERK
8. Financial report: i) The Council approved the bank reconciliation to the end of August 2017 iii) Cheques required: 001793 £65 Terry Hoare (Cowerslea Way cutting) 001794 £817.82 HMRC (PAYE/NI) 001795 £43.71 Bradfords Building supplies (padlocks)
The Council resolved to approve the cheques listed above and the additional cheque requested 001796 for £70 for Terry Hoare for grass cutting at Ash Hill in September. RESOLVED
9. Highways matters – to review progress and receive feedback from Highways Officers: i) Review of traffic signage to encourage HGV to avoid Common Hill Cllr Richards is in discussion with R&H signs regarding the road signage proposals. Cllr Richards will also request a quote for the new sign for the Court Barton/Causeway junction, directing HGV away from the village centre and the 6ft width restriction. ACTION: CLLR RICHARDS ii) Update re proposed traffic order for Beer Cllr Shaw had previously circulated draft details of the proposed traffic order which will go out to consultation. The double yellow lines have finally been extended outside Lion Villas. The re-location of the 30mph sign in Quarry Lane has not been included in the proposed traffic order. The Highways Officer has advised that this will be added to the list of works for the next financial year but cannot be prioritised over requests from the Police to ensure they can operate at enforcement sites.
8pm Cllr Shaw arrived at the meeting 10. Parish Council surgery – to receive report A surgery took place on 23 September at the Beer Horticultural Society Table Top Sale. Local residents raised concerns about illegal parking on the strip of land outside Beach Court and speeding vehicles in New Cut. (see agenda item 4) A number of queries have been raised by social media including: Concern regarding the increasing number of kayaks being stored on the beach – Cllr Pook suggested that a compound could be installed to accommodate the kayaks. Request for the Jubilee Play Area to be a smoke free area – the Council will explore this option once the asset transfer has taken place. Request for 20mph speed limit in the village - this matter will be raised with Highways. ACTION: CLERK
11. Beer Welcome Pack – to consider proposal As Cllr Green was not in attendance at the meeting, it was agreed to defer this item to the November meeting.
12. Surveillance camera – to review use and agree protocol The Clerk had previously circulated a draft policy for use of the surveillance camera to monitor dog fouling. The policy had been referred to the NALC legal team for advice and guidance. Councillors agreed to seek further legal advice regarding the use of the camera as a deterrent to dog fouling. This will be an agenda item for November. ACTION: CLLR WESTLAKE
Bpcmins03102017AD 2 13. The Meadows parking – to receive an update All of the parking permits have been renewed for 2017/18. Cllr Wood is organising the weeding of the parking bays and the minor groundworks necessary. The Parish Council accepted the quote provided for the minor groundworks.
14. Environment Report – to receive an update and discuss community engagement initiatives Cllr Westlake provided a report including the following items: A Brook Clearance day will take place on Sat 7 October. A shed has been donated to the Parish Council which has now been installed adjacent the Mariners’ Hall. The Volunteer Group will use the shed for the storage of tools and equipment. The DCC Highways Enhancement grant will be used to purchase tools and equipment and signage for the Road Warden scheme. The Court Barton Hill sign requires a new post – Cllr Pook will refer to EDDC.
15. EDDC asset transfer – to receive an update The asset transfer for Beer is due to take place 31 March 2018. Negotiations are on-going with EDDC regarding the asset transfer arrangements and the specific detail of the service level agreement.
16. Beer Coastal Community Team – update on interim projects: Cllr Pook has had a meeting with a local marketing consultant who has produced a preliminary scope of works for Beer. A Steering Group meeting will be scheduled for October. ACTION: CLERK
17. Neighbourhood Plan – to receive an update and reports from the Steering Group The latest draft of the Neighbourhood Plan is now ready to be submitted for the 6-week statutory public consultation period. Following this, the Plan will be formally submitted to EDDC for inspection. Ultimately, a public referendum will be necessary to adopt the Plan.
18. Planning: Minutes from the Planning Committee meeting held on 5 September and 19 September 2017 are available on the website. The Council resolved to accept the recommendations of the Planning Committee. RESOLVED
19. Licensing – to review application for Barrel of Beer pub (variation of licence) Two letters of objection have been received by the Parish Council. It was noted that EDDC is the appropriate licensing authority and the Parish Council is not a statutory consultee. The Parish Council will not be commenting on the application for a variation of licence. Cllr Pook, as Ward Member will be submitting comments.
20. Reports of EDDC and DCC Cllrs including matters for attention Cllr Pook, EDDC had nothing further to report.
Cllr Shaw, DCC had previously circulated a report including the following matters: A significant sum has been made available for road patching in the area – the Clerk has forwarded details of pot holes in the parish.
21. Reports of Parish Council representatives on other bodies: Cllr Makepeace reported that a team of village representatives attended a very successful Channel 4 ‘Village of the Year’ competition event.
