ACTIVITIES The project provides assistance to micro, small and medium-sized enterprises, local tourist organizations, and business support service providers, as well as municipal governments to stimulate private sector growth. The project is: Strengthening the competitiveness of the tourism sector It is promoting the north as a tourist destination by supporting innovative service providers, building the region’s capacity to support tourism, assisting coordination with coastal tourism businesses, and expanding access to tourist information. Improving the viability of agriculture and agribusiness It is restoring agriculture as a viable economic activity by supporting agricultural producers and processors from the north to capitalize on market trends and generate more income. Bettering the business-enabling environment It is identifying barriers to doing business and assisting municipalities to execute plans to lower these obstacles by providing services and targeted investment. RESULTS 248 businesses have received assistance from Economic Growth Project (EGP)-supported activities. Sales of items produced by EGP-supported small businesses have increased by 15.8 percent since the project began. Linkages have been established between 111 Northern firms, as well as between Northern firms and Central and Southern firms. 26 EGP-assisted companies invested in improved technologies, 29 improved management practices, and 31 farmers, processors, and other firms adopted new technologies or management practices.

Population age structure is changing, and takes unfavorable characteristics, reduces the proportion of younger and increases the proportion of elderly population. Disturbed age structure has a reverse effect on the movement of the population (the size of reproductive contingent), but also to all other population structure (size of contingent employment, population, mandatory school contingent, relationship maintenance). Despite significant changes in the demographic structures of all northeastern Montenegro, retains the characteristics of ethnically very heterogeneous environment. Keywords: Northeastern Montenegro, population, population structure INTRODUCTION Question of the relationship between the economy and population can be approached from many sides, because of so much importance to attract the attention of many scientific disciplines.     DREF operation n° MDRME003 Montenegro: Floods 16 November 2010 The International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross and Red Crescent emergency response. The DREF is a vital part of the International Federation’s disaster response system and increases the ability of National Societies to respond to disasters. CHF 50,256 (USD 51,384 or EUR 37,763) has been allocated from the IFRC’s Disaster Relief Emergency Fund (DRE F) to support the National Society in delivering immediate assistance to some 1350 beneficiaries. Unearmarked funds to repay DREF are encouraged. Summary: Heavy rains over the past four days caused floods in central and northern parts of Montenegro, causing severe damage, especially in three municipalities up north. 270 families were evacuated (around 1350 persons), and are in need of basic emergency relief items. The Red Cross of Montenegro has already assisted the evacuated population with some of these items, and plans to continue with the distribution, th according to the development of the Plav, November 10 2010. The aim of this paper is to highlight the development, deployment, structure of the industry and the impacts of industry on the environment. At the beginning of the nineties, Montenegro, like other socialist countries entered a period of transition. Begin the process of transition is associated with a number of negative effects, such as the decline in employment and output decline, with the increase of prices. Are industry has been blocked and moved his powerlessness logic. Handicraft activity characteristic of development that does not fit are needs of the population and economic development for diverse and quality products and services. One of the major needs of the transition is to discern the vision of the system pursued, and the choice of the privatization model, which leads to the realization of that vision. A chance to entrepreneurship in the region, it is the formation of small businesses, which are in the conditions of market economy, is gaining in importance. In fact, distinguished by a high degree of flexibility, it is easy to adapt to the changes and demands of the environment in which they are located.     INFORMATION ON IMPLEMENTATION OF ACTION PLAN FOR REALIZATION OF STRATEGY FOR PERSONS WITH DISABILITIES IN MONTENEGRO FOR 2010 Podgorica, February 2011. INTRODUCTION The Government of Montenegro adopted in December 2007 the Strategy for integration of persons with disabilities in Montenegro, for the period from 2008. to 2016. This document comprises the following areas: health care, social protection and pension disability insurance, field of education, professional training and employment, accessibility, culture, sport and recreation, as well as the field related to the position of disabled people’s organizations in civil society. The Strategy envisages measures and activities to be undertaken during the aforementioned period, in order to make the position of persons with disability in Montenegro in accordance with the European standards and standards prescribed by the UN Convention on rights of person with disabilities. The Government of Montenegro in 2008. also adopted the Action plan I for 2008. and 2009., which defines priority activities to be implemented in all the above stated fields, while in 2010. it adopted the Action plan II for 2010. and 2011. Also, since 2009. the Government of Montenegro each year has adopted annual reports on realization of measures envisaged for the previous year. In creation of the Report on implementation of the Strategy for integration of persons with disabilities for 2010., also participated an inter-sectoral comprising of, besides representatives of relevant ministries, representatives of NGO dealing with disabled people issues. In this way it was fulfilled a necessity to integrate issues related to disabilities in all sectors, as well as to make direct participation of end beneficiaries, in creation of the policy, while making the strategy and Action plans, and also in monitoring of defined measures and activities.

    23 ZuZana Poláčková – Pieter C. van Duin independence lost and regained: Montenegro’s contested identity and the failure of Yugoslavia (1918-2006) This article examines the political evolution of Montenegro during the era of Yugoslavia (1918- 1992) and the subsequent years of political conflict that eventually led to the regaining of Montenegrin independence in 2006. The First World War and the formation of the Yugoslav state not only meant the end of independent Montenegro but also the emergence of a new political context in which internal Montenegrin antagonisms were played out. While a considerable proportion of Montenegrin Orthodox Slavs supported the multinational but Serb-dominated Yugoslav state, there was also a growing number of Montenegrins who wanted to restore the country’s autonomous or even independent status. This was implemented to some degree in the Socialist Federal Republic of Yugoslavia but then was endangered again during the crisis of Yugoslavia in the 1980s and 1990s. In addition there was growing unrest among the Muslim minorities and civil protests against Montenegro’s participation on the side of the Serbs in the Yugoslav wars of the 1990s. The final result was a stronger anti-Serbian stance not only among a part of the general population but also among a significant section of the old political elite. This eventually led to Montenegro regaining independence through a referendum in 2006. However, achieving independence meant that Montenegro’s other serious problems, including corruption, uneven economic development and deficient democratisation, came even more emphatically to the fore. key words: Montenegro; Yugoslavia; national identity; political conflict; religious friction; demo- cratic change introduction ‘The national question permeated every aspect of Yugoslavia’s public life after 1918.

Temporal frame for the study covers the period from prehistoric of our time. The focus of research directed on two sets of questions, it is on: the characteristics of economic development to the Second World War and on characteristics of the development of the economy after the Second World War. By the beginning World War II, analyzed the geographical space was one of the underdeveloped areas of Montenegro. Prevailing is mostly agricultural production. After the Second World War former Yugoslavia, in whose composition is entered and Montenegro, started is in process accelerated industrialization. High measure of job security prevented activity mechanism of competition and the market economy. There was no pressure on employed workers to increase efficiency, which led to such situations that for exercise same scale of production engaged considerably more workers than in the classical (an entrepreneurial) firms.
