Lake Point Improvement District Business Meeting March 9, 2017

Notice is hereby given that the Lake Point Improvement District held the regularly scheduled Business Meeting on March 9, 2017 at 7:12 pm at the North Tooele County Fire Station at 1540 Sunset Road, Lake Point, Utah. The agenda was as follows:

1. Call to order Meeting to come to order: (digital recorder) Motion: Keith, Seconded: Todd, In favor: 4, Opposed: 0, Motion carries.

Roll call: Keith Fryer, Todd May, Mary Lyn Robbins and Brady Morris Ward Engineering: Brendan Thorpe Absent: Mitch Hall and Terre Marshall

2. Public Concerns No public in attendance.

3. Approval of minutes Approval of minutes for the Business Meetings of February 9, 2017: One correction needs to be made on #7: sewer mains are 8, 10 and 21 inches instead of 7, 10 and 21 inch.” Motion: Brady, Seconded: Todd, In favor: 4, Opposed: 0, Motion carries.

4. Financial Reports

5. Approval of bills – (check # 3865-3873) total amount: $5,099.13 and (check# 2222) total amount: $250.00. Motion: Todd, Seconded: Brady, In favor: 4, Opposed: 0, Motion carries. a. Budget Report – Everything looks good. b. Balance Report – This account will increase substantially when customers pay sewer bills this month. c. HWCU checking accounts are within balance guidelines. There is no need to make any transfers at this time.

6. Semiannual town audit Keith and Terre conducted an audit to update the customer list for LPID. We currently have 337 customers connected to the sewer system. There was one question as to the address of a family with the last name of Murdock. Brady was able to find the address (7371 Foothill Dr.) on line while we were at the business meeting. The next update will take place in August before September’s billing is sent out.

7. Operations Reports UPDES Compliance Report – February 2017 BOD = 17 ppm (limit is 45ppm) TSS = 36 ppm (limit is 45 ppm) pH = 9.0 (limit >6.0<9.0) Coliform = N/D (limit is 128)

The district discharged the entire month of February 2017. There is an abundant algae bloom in cell #1 and cell #2. Cell #3 contains some algae bloom. Two aerators are currently operating 1 hour per day for mixing purposes until oxygen demand increases. Aeration time will increase as temperatures increase. Lagoon discharge stream is expected to be within permit limitations for March 2017.

8. Municipal Waste Water Planning Program Assessment Report A resolution by the Lake Point Improvement District Board of Trustees must be made to adopt the report and is as follows:

Resolution 001-2017 Be it resolved the Lake Point Improvement District informs the water quality board of the following actions taken by the Lake Point Improvement District Board of Trustees: 1. Reviewed the attached Municipal Waste Water Planning Program Report for 2016. 2. Have taken all appropriate actions necessary to maintain effluent requirements contained in the UPDES Permit UT0020231.

Passed by unanimous vote on March 9, 2017 and signed by both Keith and Mary Lyn

9. Saddleback Blvd Sewer System Saddleback has constructed at the Saddleback round about, three sewer mains: an 8, 10 and 21 inch that connects into the existing 12 inch line. LPID has advised Saddle back that this configuration is not acceptable from an engineering study. A formal agreement will be required of Saddleback to up size the sewer line when determined by LPID. Ward Engineering has been contracted to determine capacity of sewer system from the Saddleback round a bout to the Regional Pump Station.

Ward Engineering surveyed the existing sewer line from SR-36 to the Regional Pump Station to verify the existing elevations of the pipe. They evaluated the capacity of the existing line. The pipe was considered over capacity if the pipe flow depth to diameter ratio was over 2/3. It was discovered, that based on the current number of connections to the pipe that this analysis shows it is already over capacity. The analysis does not necessarily mean the pipe is actually over capacity, but according to the values assumed in the model it is. Ward Engineering recommended that a flow meter be installed within the existing sewer line to determine what the actual pipe flow is. Brendan recommends that we don’t allow anymore connections to the line until there is more data. Brendan is going to print a large map and bring it to the next meeting. This will make it easier to see all of the information and the areas we are discussing.

10. Development Status a. Saddleback-phase 3, (47 lots) 12 lots have been sold. Construction of several homes has begun. Phase 4 (35 lots) will be completed by mid-Spring. Water lines and roads have yet to be completed at this point. Phases 7 & 8 – A preliminary engineering study is underway to determine feasibility of developing property east of the Rigby Property (land south on Sunset and west of Lake Shore).

b. Lake Point Estates – (15 lots) No activity or updates for several months now.

c. Bridle Walk Acres- (42 lots) Cluff Property –5 “Will Serve” applications have been issued, including the model home. Utilities have been completed in this development. Fill material is still underway to bring lots to grade. Items still needing completion are: grouting of sewer manholes, installation of concrete pads around fire hydrants, realigning of ET canal concrete pipe into manhole vault #3, fabricate pipe flares at both end of canal pipe, install head gates at south end of canal pipe and remove debris from the concrete pipe.

11. Municipal Election Agreement Motion was made for LPID to enter into a Municipal Election Agreement with Tooele County for November 2017 election. Motion: Keith, Seconded: Brady, In favor: 4, Opposed: 0, Motion carries.

12. Other district business and trustee concerns a. RWAU Conference – Todd was unable to attend. b. Sexton position open for Lake Point cemetery c. There are 3 positions available on the planning commission d. Next LPID Meeting – April 13, 2017
