` CLACKMANNANSHIRE TENANTS & RESIDENTS FEDERATION MINUTES OF LIAISON MEETING HELD THURSDAY 21ST AUGUST 2014

2. Apologies Councillor Sharp gave his apologies for today's meeting, but provided a report to the secretary for circulation.

3. Minutes of Previous Meeting Minutes of previous meeting on 14th May were approved

4. Matters Arising No matters arising from minutes. However, a discussion took place around putting the financial balance from the treasurers report given at the management committee meeting at the liaison meeting.

5. Housing Convenor Report June read out Councillor Sharp's report that she had received which highlighted the following points.

The Hallpark project is now nearing completion and almost ready to commence letting, Tenants for this facility will be carefully selected to ensure that the main purpose of the units are met, that is to try and ensure that sustainable long term tenancies in mainstream lets are achievable through support in this temporary accommodation.

As you are aware, the housing projects at Tullis and Alva are moving forward, we are looking forward to positive engagement with our RSL partners to ensure we deliver more quality housing meeting the needs of our residents.

developing a business plan to demolish the empty block of flats at the Orchard, subject to Committee approval today we intend to take this forward as quickly as possible and replace with 12 'Cottage style' units replicating the units at the Maltings.

As always I am happy to take up any concerns or arrange to meet out with normal meeting dates.

6. WRWG/Alliance Update New representative on the Alliance is Sandy with Catrina as back up. No update from Sandy received . However, Catrina as (CTRF) and June as (JCCF) attended a pre meeting with Robert Walters from (CTSI) in relation to the third sector strategic Action Plan.

The draft plan was circulated to all the Alliance partners prior to comments from the other third sector representatives.

7. Energy Saving Trust Guest Speaker - Mark

EES is being monitored by the regulator in terms of rating targets SAP ratings.. 1990 target Gas 48 Elec 63 2020 target Gas 69 Elec 65

Electric properties emit more carbon and cost more to heat. Private landlords are not included in the standard, but this may change in the future. Discussion then took place around Energy Performance Certific- ates (EPC's) for all property types including, warm air, biomass and storage heating etc. Susan asked how many Council houses in Clack- mannanshire have storage heater. Lawrence advised that the number is currently under 10 properties'.

Lawrence then gave the meeting clarification on cloning and scaling up. if the same type of property and heating, this can be cloned. An EPC once issued for the property can be used for 10 years provided their have been no changes made..

Energy efficiency improves with condensing boiler, modern storage heating, solid wall insulation, heating controls and fuel switching all contribute to energy efficiency targets.

Lawrence advised that currently 90.76% of our properties meet the Scottish Housing Quality Standard (SHQS), but to get to the 100% tar- get, the following require to be completed.

 54 door entry systems installed  300 kitchens for those who have previously refused a kitchen.  2 Heating systems Achieving this would also take our properties to the high 50's to low 60's in SAP rating getting closer to the target require by 2020.

Catrina asked about the funding for gas in properties in Tillicoultry. The Council looks at various funding sources including the monies available from the big utility companies, this can include HEEPS fund- ing projects that include owner occupiers.

Currently working on 43 properties in Mary Place and looking at prop- erties that were done 25 years ago and have failed or are flawed looking at around 450 properties throughout Clackmannanshire. Council has set aside 935K for energy efficiency measures in 2014/5 and 1.085 million for 2015/16 to complete 700 central heating systems upgrade. Clacks has already got HEEPS funding of around 3.5million for the retrofit programme so far which was for Alloa & Devonway. Following com- pletion of the works the average energy saving is £210.00.

June asked Lawrence who dealt with the Orchard project and advised Robert Smith and could They have a copy of the presentation as a handout. Lawrence will forward to Michelle for circulation to the members.

8. Any Other Business

June passed around the proposed article for the October edition of the VIEW newsletter. Members agreed article okay to go ahead.

Johanna gave a letter to the Federation on behalf of Keith at the Sauch- ie Community Group regarding setting up a tenants forum.

Michelle highlighted the Charter return events being hosted by TIS/TPAS advising that Council happy to pay travelling expenses for local events i.e. Glasgow or Edinburgh.

June, Rae & Susan will be attending the next Central Regional Network on Thursday 26th August in Glasgow. We still require a fourth repres- entative to be discussed at the next management committee meeting.

Federation received the next round of Estate Management walkabouts in Clackmannanshire.

Tullibody community asked to feedback to Robert Smith through place check by Saturday 23rd August.

9. Date of Next Meeting

The next liaison meeting was due to take place on Thursday 26th September instead of 18th September, which is voting day. To be con- firmed by Management committee
