Divisions and Rules

Welcome Friends!

October 8th, 2016 marks the 20th Annual Sam Barlow High School Invitational. The tournament will be held at Sam Barlow High School on October 8, 2016. We invite you to attend and make this tournament as part of your annual schedule.

The Details Entries: We will be offering 10 OSAA individual events (Extemp, Oratory, DI, HI, Poetry, Prose, Impromptu, Radio, ADS, and Duo) and four debate events (CX, LD, Public, and PF). However, again this year we will be adding two NSDA main stage individual events: Program Oral Interp. (POI) and Informative Speaking (aka: 10 min. expos or INF). Divisions and Rules We will run novice and open divisions in as many events that warrant the separation. Since it is early in the year, some events may need to be combined with others if there are not enough competitors to run that event separately. Any event with fewer than 6 competitors, may be collapsed and combined. We will be following OSAA State Rules in open events; however, notes will be allowed in memorized novice events. Each event will have two prelim rounds and a final round (if the number of competitors warrants one). In the case where events are combined, awards will be given as if the events were held separately (i.e. first, second, finalist in each event).

Topics:  Lincoln- Douglas Debate – o Open division – Resolved: Countries ought to prohibit the production of nuclear power. o Novice division - Resolved: Civil disobedience in a democracy is morally justified.  Policy Debate - o Open division - Resolved: The United States federal government should substantially increase its economic and/or diplomatic engagement with the People’s Republic of China. o Novice case areas include the following as per OSAA: 1. Cooperation with China in Outer Space 2. Signing a Bilateral Investment Treaty with China 3. A grand bargain on Taiwan: Repealing the Taiwan Relations Act in exchange for Chinese concessions in the South China Sea. 4. Eliminating the U.S. Ballistic Missile Defense Installations in East Asia in exchange for China’s assistance in stopping North Korean nuclearization.  Parli Debate – o Both Open and Novice divisions will get topics from current events within the last 3-4 months.  POFO Debate – o Both Open and Novice divisions will debate this resolution. Resolved: In United States public K-12 schools, the probable cause standard ought to apply to searches of students.  Extemp - Round one is domestic topics, round two is foreign topics, final round is mixed foreign and domestic.  Impromptu – One word abstract, a question and a quotation with each draw.

Awards: Trophies will be awarded in open division for first and second place. Ribbons will be awarded to all remaining open division finalists and all finalists in novice division. We will not be doing school sweepstakes this early in the year.

Double Entries: Each student may enter up to two individual events (only one per pattern) and one debate event. CX, LD, Public and PF do not conflict with individual event patterns.

Entry Limits: We have quite a few rooms available at Barlow and the good news is that we will NOT be sharing the school with the volleyball tournament this year, so entries are wide open.

Judges: We will be supplying many judges from the Gresham community and local colleges. However, schools should plan on bringing enough judges to cover their entries. One judge will cover 6 IE entries, 2 CX/Public / PF teams and/or 4 LDers. If you have any alumni students or know of any extra judges, let me know.

Fees: School Fee $25.00 Each IE $5.00 Each DUO team $7.50 Each LD $5.00 Each CX/Public/PF team/Parli $10.00

Deadlines: Please have entries in to forensicstournament.net by Monday, October 3, 2016. Add/drop and fee deadline is Wednesday, October 5, 2016

Food: The Sam Barlow Speech Team's parent organization, PAWS, will have breakfast, snacks, and lunch items available for purchase in the snack bar next to the cafeteria throughout the day. We anticipate having some wonderful food opportunities provided/donated by local, popular vendors like Jamba Juice, Chipotle, Sunny Hans, Jazzy Bagels, and Papa John’s Pizza.

Directions to Barlow: From I-5 or I- 205 : Take I-84 east to exit 17 (Troutdale). Go to second stop light and take a right onto Kane/257th (the outlet malls will be on the left). Follow Kane up the hill and past Mt.. Hood Community College. Continue on Kane to Powell Blvd (few miles). Take a left at the stop sign. Follow Powell to 282nd . Take a right onto 282nd and go one block. Take a left onto Lusted Road. Follow Lusted Road to 302nd Ave. Take a right on 302nd and that will bring you into the front parking lot of the school. The back parking lot, off of Lusted Road, near the auditorium will also be open. Once inside, follow signs to the Media Center and Cafeteria.
