The minutes of the meeting of the Planning Committee held on 10th February 2005 were agreed and signed as a true record.

99. Planning Applications

The Committee considered a list of planning applications received from Cherwell District Council.

Planning Application 05/00249/OUT – 18 High Street, Kidlington – Correspondence was circulated.

The Committee considered a list of planning decisions received from Cherwell District Council.

101. Transfer of Liquor Licence – Oxford, Swindon & Gloucester Co- Operative Store, High Street, Kidlington

103. Oxford Local Plan 2001 – 2016 - Inspector’s Report

Correspondence was circulated – the Inspector’s report was produced by an independent Inspector Mr A S Freeman, who held the Local Plan Inquiry from 2nd March ’04 – 12th August ’04. The City Council will be considering the Inspector’s recommendations and intends to publish “proposed modifications” to the Local Plan in June 2005.

It was noted that the Inspector’s Report has been published on the City Council’s website.

Resolved – that the Administrative Assistant download the relevant chapter relating to the Parish Council’s comments.

104. Oxford Greenbelt Network – Newsletter February 2005

Councillor Graham reported that he had been invited and had attended an evening discussion/get together at Begbroke Science Park to inform on the planned development at the Park. Cllr Atsoparthis also attended and will report back to Full Council.

2 Cllr Graham had since received another invitation for the evening of Monday 14th March at Begbroke Science Park, involving discussion on land owned by the University including land in the Green Belt area to the West of Kidlington that could in the future be earmarked for development. Cllr Atsoparthis stated that she will also attend the meeting.

ii) Appeal Notice Planning Inspectorate Appeal Reference APP/03105/A05/1175013 - Re. Planning Application 04/01600/F – 26 South Avenue, Kidlington

iii) Sainsbury’s Inquiry

Correspondence was circulated – it was noted that the Inquiry will be held at 10.00am on 21st June 2005 at Bodicote House, Bodicote, Banbury. The Local Inquiry is expected to last for 4 days.

The Inspector currently nominated to hold the Local Inquiry is Doctor Alan Novitzky B.A arch M.A (RCA) PhD RIBA.

There are no other Rule 6 statements to be exchanged.

Proof of evidence must be sent no later than 4 weeks prior to the Inquiry, the applicant’s and LPA’s proofs of evidence will be forwarded to the Parish Council at the appropriate time.

It was agreed that all correspondence be forwarded to Andrew Hornsby- Smith and that a letter be written by the Administrative Assistant to Andrew to request that the proof of evidence be seen by the Parish Council to be approved prior to it being sent to the Inspectorate. The Annual Parish Meeting is on May 12th. The proof needs to be in the Parish Council Office a week prior to this – May 5th

3 – to be sent out to Councillors along with the Agenda for the meeting on May 12th.

iv) Withdrawal of Planning Application no. 05/00060/F Relaxation of Condition 1 of 02/02539/F – For the retention of 1 shower unit for use by staff at Thames Water Depot. Langford Lane, Kidlington

106. Any Other Business

Cherwell Housing Strategy 2005 – 2011

Cllr Ruiz reported that she had read through the draft for consultation of the Cherwell Housing Strategy 2005 – 2011 (raised on the agenda of the Extraordinary Policy Committee meeting on February 24th 2005).

It appeared that Cherwell District Council’s Social Housing Policy 2001 – 2005 had not achieved the 30% target for Social Housing – nearer 20%. The Audit Commission had noted this and the necessity for additional staff and reorganisation of the department.

It was noted that Cherwell District Council is still spending a large amount of money on providing Bed and Breakfast accommodation in the area.

Some funding apparently is available, this had not been realised and Cherwell District Council is now looking into the matter.

Cllr Graham reported that a developer had shown interest in Green Belt land off the Bicester Road in Gosford and Water Eaton Parish for possible development of Social Housing.

It was agreed that the Clerk contact Cherwell District Council and invite an officer to attend a Meeting to explain more fully the Housing Strategy allowing the Committee members to ask questions regarding the availability of land, lack of funding etc. to assess the situation. It was agreed that members of Gosford and Water Eaton Parish Council be invited to attend this meeting when arranged.
