The regular meeting of the Board of Education was held on Thursday, November 7, 2002. Mr. Phillip A. Delany, President, presided over the meeting, calling it to order at 6:38 p.m.

PUBLIC COMMENTS

The Board received comments from Police Chief Charlie Watkins, Antioch Village Trustees Bob Caufield and Scott Pierce, and parents Ms. Lisa Vitucci and Ms. Kathleen Van Dien regarding the resolution passed by the Village Board on October 28, 2002 concerning random searches of the high school building and grounds by the Antioch Police Department canine unit. Ms. Amber Carter, faculty member, read a letter from the Antioch Community High School Education Association asking the Board to confer with the Association before making a decision on this subject.

PUBLIC HEARING FOR TAX LEVY

Mr. Delany opened the public hearing on the proposed tax levy at 7:23 p.m. As there were no questions or comments from the public, Mr. Delany closed the hearing at 7:23 p.m.

INFORMATION AND DISCUSSION

Curriculum and Instruction

Foreign Language

Ms. Cheryl Cox, Department Leader, presented Jacquelyn Magiera, fourth year Spanish and third year German student, who demonstrated her reading and speaking skills in Spanish.

Fine Arts

Ms. Cox, Department Leader, updated Board members on the Fine Arts renovation and activities taking place within the department.

Personnel

Employment of Non-Certified Personnel

Mr. Koziorowski moved Cheryl Kerner be employed as a teacher aide at the Gateway Educational Program, effective October 21, 2002, at an hourly rate of $10.50, as recommended by the Superintendent. Second by Mrs. Biel.

Mrs. Biel moved Deanna Bartosh be employed as Main Office Secretary at Antioch Community High School, effective November 7, 2002, at an hourly rate of $14.60, as recommended by the Superintendent. Employment – Long-Term Substitute

Mr. Sobczak moved Mike Fiedler be employed as a .6 FTE long term substitute teacher effective October 28, 2002 and continuing until such time as Chris Kemmerer is certified by his physician to return to employment, as recommended by the Superintendent. Second by Mrs. Biel.

Employment – Increment Position

Mr. Sobczak moved Tom Deichsel be employed as .45 FTE Academic Team Coach for the 2002-2003 school year, as recommended by the Superintendent. Second by Mr. Koziorowski.

Mr. Sobczak moved the following persons recommended by the Superintendent for increment positions be employed at the stipend indicated for the 2002-2003 school year. Second by Mr. Koziorowski.

Mr. Peterson moved Jamie D’Andrea be employed as Assistant Softball Coach for the 2002-2003 school year at a stipend of $3,841.00 (3A), as recommended by the Superintendent. Second by Mr. Sobczak.

Resignation – Increment Position

Mr. Koziorowski moved the resignation of Lisa Marchinski as .5 FTE Assistant Softball Coach be accepted with regret, effective immediately, as recommended by the Superintendent. Second by Mrs. Biel.

Re-Assignment – Increment Position

Mr. Sobczak moved Jamie Walton be re-assigned from .5 FTE Assistant Softball Coach to 1.0 FTE Assistant Softball Coach for the 2002-2003 school year, as recommended by the Superintendent. Second by Mr. Koziorowski.

Business Office

Update – Building Projects

Mr. Ahlers reported the ACHS Expansion/Renovation, Second High School and Methane Gas Recovery projects were progressing well. Dr. Hockney reported that Glen-Gery Corporation, the brick manufacturer, had hired another company to stain the bricks and it appeared promising that the situation would be resolved in a satisfactory manner.

Adoption of 2002 Tax Levy

Mr. Sobczak moved the 2002 Tax Levy, as presented in Exhibit I (attached), be adopted by the Board. Second by Mrs. Biel.

Governance

North Suburban Conference Resolution

Mr. Sobczak moved the Board request that the governing body of the North Suburban Conference be asked to take official action to accept the second high school in District 117 as a member of the Conference effective with the 2005-2006 school year. Second by Mrs. Biel.

Voice Vote. Ayes: 5 Nays: None Absent: 2 Motion carried.

Modification of Policy 750.01

Mr. Koziorowski moved Policy 750.01 be modified as presented in Exhibit II (attached). Second by Mr. Sobczak.

Adoption of Policy 655.14

Mr. Sobczak moved Policy 655.14 be adopted as presented in Exhibit III (attached). Second by Mr. Koziorowski.

S.E.D.O.L.

Dr. Hockney stated that the next Governing Board meeting was scheduled for November 20, 2002 at 7:30 p.m. at Cyd Lash Academy and invited all Board members to attend.

I.A.S.B.

Dr. Hockney reviewed workshops offered at the Annual Tri-Conference (IASB-IASA-IASBO) scheduled for November 22-24 in Chicago and asked Board members to notify him if they were interested in attending.

Task Force for Educational Change

Dr. Hockney shared a schedule of the Model Research Team school visitations and informed Board members that the Team would report to the Board after each visit.

CLOSED SESSION

Motion to Enter Closed Session

At 8:22 p.m. Mr. Koziorowski moved the Board enter into closed session for the purpose of discussing a student personnel matter and a matter related to collective bargaining. Second by Mrs. Biel.

Motion to Come Out of Closed Session

At 10:15 p.m. Mr. Peterson moved the Board come out of closed session. Second by Mr. Koziorowski.

Modification – Professional Growth Plan for Faculty Members

Mr. Koziorowski moved the Board approve the modification to the Professional Growth Plan for Faculty Members as presented in Exhibit VII (attached). Second by Mrs. Biel.

Voice Vote. Ayes: 5 Nays: None Absent: 2 Motion carried.

Student Personnel – Suspension Review

Mr. Peterson moved the Board modify the suspension of the student in the Report of the Hearing Officer – Student 2002/2003-1 from 10 days to 5 days plus a drug assessment, as recommended by the hearing officer. Second by Mrs. Biel.

ADJOURNMENT

At 10:16 p.m. Mr. Peterson moved the November 12, 2002 meeting of the Antioch Community High School District 117 Board of Education be adjourned. Second by Mr. Koziorowski.
