Sequence of events and the manner the City Hall handles a proposal made by a corporate land owner suggest that someone with influence on the corporate proposal is either on the take or is involved in corruption.

BACKGROUND

Currently, at 25 St. Dennis Dr., there is a residential rental 17-story building that is home for nearly 1,000 residents.

Preston Group, with CEO Gloria Salomon, is the parent company of Preston Apartments Inc. and 25 St. Dennis Inc. and is also owner of the land and the residential rental building at 25 St. Dennis Dr.

25 St. Dennis Inc. C/O Preston Group has applied for new development at 25 St. Dennis Dr. that includes a 37-storey residential building, a 12-storey residential building and two blocks of 3-storey townhouses on the land. City Hall also claims that the landlord has proposed to subdivide the land into six blocks that includes the creation of a new public park and a new public street.

ISSUES

Clearly, the 1,000 stakeholders residents will be substantially impacted by the project causing irreparable harm to them if approved; therefore, these stakeholders are legally entitled to be heard and their expressed concerns be considered when deciding the approval of this unprecedented controversial project.

Further, the Provincial Residential Tenancies Act, 2006 (“RTA”), prohibits landlords from interfering with the tenant/s’ reasonable enjoyment of the rental unit and the residential complex.

Page 2 of 5 City Hall does not have jurisdiction to override legislation (the RTA) enacted by the Ontario government. Permitting the corporate proposed new development will constitute contravention of the legislated by the Provincial Government RTA.

There are compelling reasons why the residents at 25 St. Dennis Dr. should be properly informed and their say be heard and considered.

IMPROPER NOTICE

Earlier this week or late last week, a sign bearing the logo of City Hall was placed on the north side fence of 25 St. Dennis Dr. providing information for the residents of the residential rental building.

Note, this is the only notice provided to the residents in connection with the meetings of the City Council and its Committees scheduled for October 7, 2020 (two days from now).

With an apparent intention to keep the sign away from the view and the attention of the 1,000 residents, the sign was placed on the fence between the 2 (two) entrances leading to the residential building where almost no one of the residents passes.

MISSINFORMATIN AND INCORRECT ESSENTIAL INFORMATION ON THE CITY’s NOTICE

FIRST, there is no map of the proposed development on the Notice showing the location of each new construction that will be built at 25 St. Dennis Dr.

SECOND, the Notice also reads (quoting): (See attached 2 photos)

“The City of Toronto’s 3D Massing Model is available for free at: www.toronto.ca.open/3D but several attempts with 3 (three) different browsers ended with the same result, reading: (Also see the screen shot at the end of this letter)

“We’re having trouble finding that site” or “This site cannot be reached.”

Page 3 of 5 It is patently obvious that the link provided for the residents by City Hall for essential information about the corporate proposed new development is a dead link leading to nowhere.

THIRD, the other link ( aic.to ) on the City’s Notice (See attached 2 photos)

Application Information Centre aic.to/ provided for the residents to access the “Application Information Centre” leads to a website with no indication that information about the application of the corporate landlord for new development could be found.

On October 3, 2002, at 3:58 p.m., I left a voice message in the voice mailbox for the Planner Jenny Choi advising that I needed information about the requirements for new development where there was a residential rental building. At the end, I asked her to return my call at her earliest convenience. (I have the call recorded)

To date, October 6, 10:00 a.m., I have heard NOTHING from the planer Jenny Choi.

IN CONCLUSION

I have NO doubt, in view of the above, that some City’s clerks or incumbents involved in the Preston Group’s proposal for new development intentionally sabotage the required procedures in an effort to facilitate the corporate landlord. This individual/s are either on the take or are involved in corruption.

Regardless of what the exact motive could be, ALL THIS might be found to be a reasonable ground for investigation by the City Hall Ombudsman, The Ontario Ombudsman, some media outlets, and even the OPP special corruption unit (anti- rackets branch).

FINALY, I URGE YOU

To hold in abeyance the hearing of the Preston Group’s application in File 19 105324 NNY 16 SB, scheduled for October 7, 2020, and to inform the residents at 25 St. Dennis drive of the proposed development in a way consistent with all applicable statutes, including but not limited to the Planning Act, RSO 1990, c P.13.
