Doug Ford Premier of Ontario Legislative Building Queen's Park Toronto ON M7A 1A1 June 11, 2020 Premier Ford, We are writing to you today to share our collective concern about the financial sustainability of the City of Toronto. Like many municipalities across Ontario, the City of Toronto is struggling to respond to the COVID-19 emergency within their current budget. The City of Toronto is the 7th largest government in Canada, with a larger annual budget than most provinces. However, unlike most provinces, the City of Toronto does not have the power to raise new revenues in the same ways a province can, nor the ability to run a deficit budget. With lost revenues from streams including decreased transit use, and increased costs as the City does its best to respond to the pandemic, the City of Toronto is facing an estimated $1.5 Billion shortfall this year. To avoid massive job loss and cuts to services, this extraordinary shortfall would require raising property taxes in the city by 47%. Municipalities are at the forefront of the COVID-19 pandemic, with growing pressure on services such as public health, ambulance and bylaw enforcement. Municipalities like Toronto simply cannot shoulder this financial burden alone for much longer. Without immediate financial assistance from the province, it will be mere weeks before the city will have to make drastic cuts to the services that all of our constituents rely on. She says she likes it because she doesn’t have to take as many bus transfers to get to where she needs to go. “Not too many people know about this ser- vice,” said Hursey, who recently used the Com- munity Bus to get from No Frills on Victoria Park Avenue to Shoppers World on the Danforth. “It’s convenient.” The TTC began its nine-month Community Bus pilot program along two routes this month. It’s designed to connect senior citizens and Wheel-Trans customers along the Lawrence Manor 400 and East York 404 routes by offering door-to-door service to shopping centres, com- munity centres, hospitals and seniors’ centres. “The pilot is part of a 10-year Wheel-Trans strategy aimed at transforming the way acces- sible public-transit services are delivered,” TTC spokesperson Donna Harris said in an email. “The TTC’s goal is to provide customers with increased flexibility and spontaneity.” Seniors who have tried out the service have mixed reactions. Philomena Mcbolin, 94, uses a walker and says she doesn’t like the change in bus stop lo- cations that require her to walk to the opposite side of the plaza to catch her bus home.

    October 9, 2007 Dear Friend of the Toronto Public Library: As you know, the Toronto Public Library Board recently held a series of public meetings to inform the public about our budget situation and to give people an opportunity to ask questions and share their thoughts and opinions. We told people about the difficult decisions the Board faces regarding potential service reductions in 2008 affecting open hours, services and collections. We listened to thoughtful questions and feedback that the Library Board will take into careful consideration as we plan for our 2008 budget. As you heard if you were able to join us for a meeting, there are only two areas that the Library Board can cut from to get the significant reductions that may be required: branch open hours and library materials (that is, the books, CDs, reference materials, etc. that make up our collections). Cuts in both of these areas would negatively impact services and, as we heard, would ultimately hurt the people we serve. Here is just a little of what we’ve heard from those who attended the meetings and/or have filled out our survey and comment forms: • “Education is power. The Toronto Public Library is rich with information from which we all learn. Without it, crime, poverty, and unemployment will rise.” • “Toronto Public Library is one of the very few places in the City where teens are invited to do creative and useful things, free of charge!” • “I am always impressed by the diversity I see in the larger branch I drop into from time to time.
