2019 Wiatava Vision

In 2019, Wiatava Lodge will help its chapters succeed, support the community in service, promote camping to all members of scouting, pass on the ideals of the Order of the Arrow, connect with the members of our section, and support Council and National program.

2019 Wiatava Lodge Goals • Eighty percent of members inducted in 2019 to attend the chapter meeting after their Ordeal • Attain Gold JTE • Have a Inter-Lodge meeting or event outside of Conclave by 12/31/19 • Support the Chapters so 70% achieve gold JTE • Receive the National Service Award for 2019 • Visit all the available Crews and Ships in the Orange County Council • Have 20 youth register for the 2020 NOAC by 12/31/19

Chiefly Speaking: A Letter from the Lodge Chief

Dear Wiatava Lodge,

I am honored to be elected as your 2019 Lodge Chief and I am thrilled about the possibilities for 2019. Wimactidink, Wingalousik, Wiathamaweh. These are the pillars of the Order of the Arrow. Starting in 2019 the Order of the Arrow will be accepting a whole new population of honor campers. Wiatava Lodge will continue its exceptional service. These thigs are only possible if you step up to help us. A lodge is only as strong as its chapters, and a chapter is only as strong as its members. Be strong members so that the lodge will benefit. Be the link that encourages others to participate in the Order of the Arrow. Make new friends and form strong bonds. This is how I see Wiatava Lodge in the future. If everyone is moving forward together, success takes care of itself.

A Letter from the Lodge Adviser

Order of the Arrow members were chosen because they exemplify the Scout Oath and Law.

Wiatava Arrowmen meet that expectation with our service and example to the Council, Districts, Units and our communities. We had over 50 of hours service per arrowman. Our Lodge members participated support activities at the unit, district, and council activities.

Another vital role of the Order of the Arrow is to provide leadership and service opportunities for our youth at the chapter (district), lodge (council) and in selected situations, national level.

2019 will be another year for Wiatava Lodge members to demonstrate our commitment to the Scout Oath and Law. OA members will be asked to support our Troops, Packs, Crews, Ships, Camp O Rees, Webelos Events, popcorn distribution, Scout O Rama, STEM and Summer Camp just to name a few.

2019 will also be the inaugural year of OA elections in Crews and Sea Scout Ships. It will be an exciting time as we will be bringing the Order of the Arrow to these programs.

I want to thank and challenge those youth who have taken on 2019 leadership roles to fulfill them to the best of their abilities, and for the adult advisers to provide the valuable insight and guidance to help your youth reach their potential.

I challenged all our Lodge membership (youth and adults) to continue their commitment to Scouting and the Order of the Arrow with participation and service at our various chapter and lodge projects, activities, meetings, and trainings.

I. Mission, Name, and Affiliation of Lodge. A. The mission of this lodge is to achieve the purpose of the Order of the Arrow as an integral part of the in the council through positive youth leadership under the guidance of selected capable adults.* B. The official name of this lodge of the Order of the Arrow shall be WIATAVA No. 13 W.W.W. C. The lodge shall be affiliated with Orange County Council, Boy Scouts of America and shall be under the supervision of the Council Camping and Properties Committee and the administrative authority of the Scout Executive.* D. The lodge shall be comprised of chapters corresponding to the districts within the council with the approval of the Scout Executive. Chapters shall come under the supervision of the related District Camping Committee and District Scout Executive(s).

II. Lodge Insignia. A. Totem – The totem of this lodge shall be The Cogged Stone and shall have thirteen (13) teeth. B. Lodge Colors – The official colors of this lodge shall be yellow and blue. C. Lodge Flap Patch – The lodge flap patch shall be of shape and size as to fit the pocket flap of the Official Scout Uniform. It shall be fully embroidered. The patch shall include the lodge name and number. It may be purchased in any quantity by members of WIATAVA No. 13 W.W.W. upon presentation of their paid-up membership card. D. Neckerchief – The standard color for the lodge neckerchief shall be powder blue. Each member of this lodge will have the privilege of purchasing one (1) official lodge neckerchief per life except as noted herein. The neckerchiefs are not to be sold or traded. E. Lodge Neckerchief Replacement 1. If the neckerchief is unserviceable, a member has the privilege of purchasing a new one on surrender of the old one. 2. If a neckerchief is lost, a member may petition the Lodge Executive Committee for approval to purchase another. F. Order of the Arrow Sashes – Sashes shall be worn only at Order of the Arrow functions or when discharging Order of the Arrow responsibilities and then only when identification is required.

III. Election to Ordeal Membership. A. The requirements for membership in this lodge are stated in current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisers.* B. The procedure for the Ordeal shall be as stated in the Order of the Arrow Handbook and Guide to Inductions.* C. The above provisions shall be subject to the latest National revisions and dates of mandatory use. D. All elections must clear through the Chapter Unit Election Committees or designated appointee of the Lodge Chief.

IV. Brotherhood Membership. A. Completion of Brotherhood membership shall be in accordance with the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisers.* B. The above provisions shall be subject to the latest National revisions and dates of mandatory use.

V. The Vigil Honor. A. Attainment of the Vigil Honor shall be in accordance with the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisers.* B. The above provisions shall be subject to the latest National revisions and dates of mandatory use.

VI. Officers. A. Lodge Officers – The officers of this lodge shall be Lodge Chief, Lodge Vice-Chief(s), Lodge Secretary, and Lodge Treasurer.* B. The elected Lodge Vice-Chief positions shall be known as Lodge Executive Vice-Chief, Lodge Vice-Chief of Service, Lodge Vice-Chief of Activities, Lodge Vice-Chief of Camp Promotion, and Lodge Vice-Chief of Indian Affairs. C. These elected officers must be younger than 21 during their entire term of office.* D. Officers shall be elected by the youth membership at a preannounced lodge meeting or official lodge function. E. Chapter Officers – Chapter officers of this lodge shall be Chapter Chief, Chapter Executive Vice-Chief, Chapter Secretary, and Chapter Treasurer. The Chapter Executive Committee may authorize four (4) additional Vice-Chiefs. F. These elected officers must be under 21 years of age for their entire term of office.

VII. Lodge Executive Committee and Board.

A. The Lodge Executive Committee shall be composed of the elected lodge officers, Immediate Past Lodge Chief, lodge operating committee chairmen, Lodge Adviser, Chapter Chiefs, Chapter Advisers, Scout Executive, and Lodge Staff Adviser.* B. Voting on any subject is not considered valid unless a quorum is present. A quorum shall consist of one more than half of the voting members of the Lodge Executive Committee. C. The presiding officer of the Lodge Executive Committee exercises his vote only to break a tie. D. The Lodge Executive Board shall be composed of all elected Lodge officers, their respective advisers, Immediate Past Lodge Chief, lodge operating committee chairmen, their respective advisers, Scout Executive, and Lodge Staff Adviser.

VIII. Voting Privileges. A. Arrowmen under the age of 21 may vote in matters of lodge business.* B. The above provision shall hold in the case of any chapter. C. No voting Arrowman may exercise more than one vote. I.E. if an Arrowman is a Chapter Chief and a Lodge Vice-Chief he may only vote as a Lodge Vice-Chief. He may fulfill the role of both however in non-voting matters. D. Chapter Executive Committee voting privileges shall be extended to all chapter officers and to Chapter Committee Chairmen at the discretion of the chapter officers. E. Voting privileges will be revoked when: 1. An individual’s current years dues are not paid. 2. An individual is not a registered member of the Boy Scouts of America. 3. Chapter has not submitted its’ members’ dues by the February Lodge Executive Committee meeting. 4. Chapter has not turned in plan book by the February Lodge Executive Committee meeting. a. Included in the plan book must be a Chapter Budget. b. Included in the plan book must be a Chapter Roster. 5. Chapter has not turned in Declaration of Affiliation by the December Lodge Executive Committee meeting. 6. Chapter has not turned in Year End Report by the December Lodge Executive Committee meeting. 7. Chapter has not turned in Ordeal Report within two (2) Lodge Executive Committee meetings immediately following their respective Ordeal. F. Voting privileges will be reinstated when all of the above mentioned are handled.

IX. Advisers. A. The Lodge Adviser and Chapter Advisers shall be appointed by the Scout Executive in consultation with the Staff Adviser, Lodge Adviser, and the related council and district committee chairmen. B. The Lodge Adviser shall appoint a minimum of three (3) Lodge Associate Advisers in consultation with the Staff Adviser and with approval of the Scout Executive. C. Each Chapter Adviser shall appoint a minimum of three (3) Chapter Associate Advisers in consultation with the District Executive and the District Camping Committee. D. All advisers, both in the lodge and chapter, are annually appointed. E. There shall be no automatic progression when appointing advisers.

X. Appointments.

All youth appointments will be made by the Lodge Chief and must have the approval of the Lodge Executive Committee, with approval of at least three-fourths (3/4) of the voting members present.

XI. Lodge and Chapter Funds. All Order of the Arrow funds shall be handled through the council service center and go through all normal council accounting procedures.*

XII. Property and Equipment. Ownership of all property and equipment acquired in the name of the Order of the Arrow, either lodge or chapter, is vested in WIATAVA No. 13 W.W.W., Orange County Council, and Boy Scouts of America.

XIII. Amendments. A. The Rules of this lodge shall be subject to amendment at any regular or special meeting of the Lodge Executive Committee provided such amendment(s) have been submitted in writing at least two (2) months prior to all members of the Lodge Executive Committee. A three-fourths (3/4) vote of all the Lodge Executive Committee and the approval of the Scout Executive. B. Any future changes in policies determined by the National Order of the Arrow office shall be automatically incorporated into these Lodge Rules.

Lodge Rules ~ Appendix I Procedures

I. Officer Candidate Requirements. A. Lodge Officers 1. The candidate must be a registered member of the Boy Scouts of America in the Orange County Council. 2. The candidate’s dues must be currently paid. 3. Lodge officers must be under 21 years of age for their entire term of office.* 4. Any officer may return for another term of office providing he meets all of the candidate requirements. 5. In order to be elected to the position of Lodge Chief or Lodge Executive Vice-Chief, a candidate must have served nine (9) months on the Lodge Executive Committee. 6. Must have attended at least one (1) Chapter Officer Training Day (formerly Lodge Officer Training Day). B. Chapter Officers 1. The candidate must be a registered member of the Boy Scouts of America in the Orange County Council. 2. The candidate’s dues must be currently paid. 3. Chapter officers must be under 21 years of age for their entire term of office.* 4. Any officer may return for another term of office providing he meets all of the candidate requirements. C. Term of Office 1. One person may not hold two (2) elected lodge or chapter offices during the same term of office. 2. One person may not hold the same office in the lodge and chapter during the same term of office.

II. Vigil Nominating Committee. A. The Lodge Vigil Chief and Adviser will be appointed by the Lodge Chief with the approval of the Lodge Adviser and Scout Executive or Lodge Staff Adviser. B. The committee shall consist of the Lodge Vigil Chief; one (1) member from each chapter (under 21 years of age) who will also serve as Chapter Vigil Chief; one (1) member from each chapter (over 21 years of age) who will also serve as Chapter Vigil Adviser; and the Lodge Vigil Adviser. The Lodge Staff Adviser of the Order of the Arrow, or his designee, shall serve as Secretary for the proceedings. C. All members should be Vigil. 1. All members of the Vigil Nominating Committee shall not be eligible for the Vigil Honor during the year that they serve on the committee. D. Number of members on the Vigil Nominating Committee to make a quorum shall be three (3) less than the number of chapters in the lodge.

III. Elections. A. Lodge officers shall be elected by the youth membership at a preannounced lodge meeting or official lodge function. Chapter officers shall be elected at the chapter meeting immediately following the lodge elections. The term of all officers, lodge and chapter, shall be from January 1 to December 31, and they shall be installed in January. 1. Nominations for Lodge officers may be made by Chapter Chiefs or their designee when open at any meeting of the Lodge Executive Committee or the Lodge business meeting. Nominations shall require no second. Nominations for each office shall be closed only once, just before balloting for that office. 2. The lodge elections shall be by chapter caucus turned in on a secret ballot. 3. There will be no write-in candidates. 4. Voting shall commence when the candidates have completed their speeches. 5. Lodge elections shall be decided by a simple majority (one more vote than 50% of the votes cast). Each chapter may cast one vote per youth member present at the time of the election, up to a maximum of 10 votes, for each office on all ballots. The designated chapter youth representative must cast his votes in proportion to the poll of the delegates (in whole votes, not fractions). a. In the event of a tie, a revote shall be conducted. After two (2) rounds of voting, if a majority is not reached, the voting will be declared deadlocked. b. When voting is declared deadlocked, the youth conducting the election (Note: This is the Lodge Chief or a youth selected by the presiding Adviser) will announce to the voting delegates that one more ballot will be taken to break the tie and, if another tie results, they shall cast sufficient votes for the nominee of his choice to achieve a majority and declare him elected. 6. Ballots shall be tabulated by the Lodge Chief and one other lodge officer not running and an adviser present to certify the elections. a. If the Lodge Chief is running for a lodge position, a replacement tabulator shall be chosen by the adviser present. b. In the case that a candidate is unable to attend the lodge elections, he must submit in writing a letter of his desire to hold a lodge position and a brief speech that will be read on his behalf.

i. The candidate must submit his letter and speech to the Lodge Chief at least one (1) Lodge Executive Committee meeting in advance of the lodge elections.

B. Chapter elections shall be decided on a simple majority (one more vote than 50% of the votes cast) of the youth members.

IV. Vacancies in Lodge and Chapter Offices. A. In the event of a vacancy in any lodge office, the Lodge Chief will appoint, subject to the Lodge Executive Committee approval, a qualified person to fill the unexpired term of office. A three-fourths (3/4) majority vote of the Lodge Executive Committee is required. B. In the event of a vacancy in any chapter office, the Chapter Chief will appoint, subject to the Chapter Executive Committee approval, a qualified person to fill the unexpired term of office. A three-fourths (3/4) majority vote of the Chapter Executive Committee is required. C. Any lodge officer or Chapter Chief may resign from his position upon giving notification to his adviser and the Lodge Chief. D. Any chapter officer may resign from his position upon giving notification to his adviser and the Chapter Chief. E. Any lodge or chapter officer may be removed from office by a three-fourths (3/4) majority vote of its’ Executive Committee members, after a one (1) month notice to all voting members of its’ Executive Committee.

V. Lodge and Chapter Committees. A. Each Lodge Vice-Chief shall have responsibility for operating committees which correspond to his office. 1. All appointed positions serve at the Lodge Chief’s discretion with the approval of the Lodge Executive Committee. Appointed committee chairmen shall not have a vote on the Lodge Executive Committee. B. The Lodge Chief shall appoint such temporary committees as may be required from time-to-time with the approval of the Lodge Executive Committee. All chairmen shall be under 21 years of age while in service. 1. Committee Chairmen should attend Lodge Executive Committee meetings. 2. The Lodge Chief shall appoint and the Lodge Executive Committee shall approve the Vigil Chief of the Lodge. Vigil members of the lodge may submit the name of the young man they desire as Vigil Chief to the Lodge Chief. C. The Chapter Chief shall appoint such temporary committees as may be needed from time-to-time with the approval of the Chapter Executive Committee. All chairmen shall be under 21 years of age while in service.

VI. Lodge and Chapter Meetings. A. The lodge should schedule events as listed below: 1. Lodge Banquet 2. Officers Training 3. Annual Fall Event 4. Ordeals 5. Brotherhood Ceremonies 6. Vigil Ceremony B. The Lodge Executive Committee should hold at least ten (10) meetings a year. C. The Lodge Executive Board should hold at least ten (10) meetings a year. D. Chapters must hold a minimum of four (4) meetings a year. E. Special meetings of the Lodge Executive Committee may be called by the Lodge Chief with the approval of the Lodge and Staff Advisers or by the Scout Executive with notice to all members of the Lodge Executive Committee. F. Lodge and chapter meetings shall be opened with the Pledge of Allegiance to the Flag of the United States of America, the Obligation of the Order of the Arrow, and closed with the song.

VII. Dues. A. New Members – New members shall pay the current price prior to their Ordeal to cover items such as: 1. An Order of the Arrow Universal Arrow Ribbon. 2. An Order of the Arrow sash. 3. An Order of the Arrow Handbook. 4. Membership card and prorated current year’s Lodge level dues and National’s current fees together totaling fees of $11.00. The lodge will debit the chapter for $5.50 for each new member based on the Ordeal report transmittal sheets. 5. Spirit of the Arrow booklets. 6. Lodge flap patch. 7. Any additional items. 8. Any of the above, or all, at the discretion of the Lodge Executive Committee. B. Re-registering Members – Re-registering members shall pay annual dues comprised of 1) $6 to cover Lodge level expenses, 2) fees as imposed by National (currently $5) and 3) chapter fees that are not to exceed $9.00. These funds are to be submitted to the Chapter Treasurer. The Chapter Treasurer will deposit the funds in the chapter account at the Council Service Center and supply the Lodge Treasurer with a list (Lodge Re-affiliation, computer list, Transmittal Sheet) of those individuals who have paid their dues. The Lodge Treasurer will debit the chapter $11.00 ($6 Lodge level expense and $5 current National fees) for each member re-registering. Dues are due December 31 of each year.

VIII. Budget and Expenditures. A. Lodge Budget 1. An annual Lodge Budget, for the following year, will be prepared by the Lodge Treasurer and submitted no later than the October Lodge Executive Committee meeting for approval containing: a. estimated income and expenses for the various activities of the Lodge b. Pre-negotiated facility use fees 2. Complete financial statements shall be handled by the Lodge Treasurer and submitted at each Lodge Executive Committee meeting. A financial statement will also be submitted by the Lodge Treasurer after each individually budgeted lodge event. B. Chapter Budgets 1. Each Chapter Treasurer will prepare and audit an annual budget of expenses to the Lodge Treasurer by the February Lodge Executive Committee meeting. 2. Chapter expenses in excess or not originally included in their budget which are more than $100.00 must be submitted to the Lodge Treasurer after being approved by the Chapter Chief and Adviser. The Lodge Treasurer will verify that sufficient funds exist in the chapter account and then recommend action to the Lodge Executive Committee.

IX. Nomination of Scouters to the Order of the Arrow Membership. A. Nomination of Adult Leaders in Units – All members of or candidates for membership in the Order of the Arrow who are 21 years of age or older and who are registered members of the Boy Scouts of America shall be considered adult members or candidates for adult membership. Individuals shall be selected as candidates based on the procedures in the current printing of the Order of the Arrow Guide for Officers and Advisers or as directed by the National Order of the Arrow Committee. B. Nomination of District and Council Scouters – Adult leaders in council and district positions shall be nominated as candidates based on the procedures in the current printing of the Order of the Arrow Guide for Officers and Advisers or as directed by the National Order of the Arrow Committee.

X. Transfers and Reinstatements. A. Transfers – All Order of the Arrow members transferring into this lodge should provide a letter from the lodge he/she is transferring from attesting to his/her being a member in good standing of that lodge or a valid Order of the Arrow membership card and his/her previous Order of the Arrow records, if possible. 1. Submit a letter, and/or membership card and records, when available to the Chapter or Lodge Secretary. 2. Pay lodge dues for the current year. B. Reinstatements – An inactive member, one who is not currently with the lodge, may be restored to active status by paying the current year dues and registering with the Orange County Council.

XI. Ordealmasters. A. Chapter Ordealmasters shall be appointed by the Chapter Chief and approved by the Lodge Executive Vice-Chief. B. Lodge Ordealmasters shall be appointed by the Lodge Chief and approved by the Lodge Executive Committee. C. Ordealmasters and Ordeal Coordinators will use the current Guide to Inductions, Lodge Inductions Handbook, and Elangomat Handbook in conducting their Ordeal. 1. Any revision or addition to the Lodge Inductions Handbook or Elangomat Handbook must be approved by the Wiatava Lodge Key Three.

XII. Service Guidelines A. Chapter Service Hours 1. Definition a. An individual(s) comes to the chapter for help on a certain project b. The Chapter decides through the executive committee to plan and execute a service project c. Service hours for Arrowmen who participate in an official Lodge Service Project. In order for these service hours to count as Chapter service hours, a separate Chapter Service Report must be turned in to the lodge at the Lodge Meeting immediately following the Service Project. B. Miscellaneous Service Hours 1. Definition a. Any project that members of the chapter participate in other than those originated in the above ways. b. Weekend Campmaster hours count as Chapter service hours only. Summer Camp hours for paid staff members do not count toward service hours. C. Records 1. The Lodge will keep records of both types of service hours. 2. The Chapter Service Award shall be based upon average chapter service hours per Arrowman. 3. The chapter must submit a service report within two (2) Lodge Executive Committee meetings following the service project to be accepted as chapter service hours.

4. Chapter service reports turned in after two (2) Lodge Executive Committee meetings from completion of service project will be accepted as lodge service hours only.

XIII. John La Bare Memorial Campership Fund. A. Purpose 1. To make available camperships for needy scouts in the Orange County Council, Boy Scouts of America to attend a long term summer camp as determined by the National definition of long-term camp. B. Donations 1. The Lodge and Chapter Vice-Chief of Camp Promotion will receive donations through Roundtables and Order of the Arrow events. 2. All donations will be turned into the Lodge or Chapter Treasurer to be deposited into their respective accounts. At the next Lodge Executive Committee meeting the Chapter Chief shall announce the amount to be transferred into the John La Bare Memorial Campership Fund account. At this time a journal entry will be made and signed for the transfer into the interest- bearing account. 3. The Lodge Vice-Chief of Camp Promotion will receive a quarterly statement. C. Disbursement of Funds 1. Interest only from the John La Bare Memorial Campership Fund account will be used for the camperships. a. This will be allotted to the council as needed.

XIV. Wiatava Lodge Memorabilia Collection. Items donated to the Wiatava Lodge Memorabilia Collection are to remain in the possession of the Wiatava Lodge. They are not to be sold, traded, or given away.

XV. Amendments. A. This appendix to the Lodge Rules may be amended at any regular or special session of the Lodge Executive Committee by a three-fourths (3/4) majority vote of all voting Lodge Executive Committee members. B. The Lodge Executive Committee can formulate any policies or procedures not included herein.

I. Lodge Officers. A. Chief 1. Presides over all functions of the lodge. 2. Represents the lodge at appropriate council, section, region, and national functions. 3. Responsible for carrying out a program in keeping with the purpose and principles of the Order of the Arrow. 4. Responsible for carrying out a program in keeping with the mission of the lodge. 5. Responsible for carrying out a program in keeping with all Wiatava Lodge rules. 6. Creates as many committees as deemed necessary for the operation of the lodge with the approval of the Lodge Executive Committee. 7. Responsible for carrying out all other duties as may be required of the top officer of such an organization. B. Executive Vice-Chief 1. Works closely with the Lodge Chief in order to be completely informed of all phases of lodge operation. 2. Responsible to the Lodge Chief for conducting the Ordealmaster and Elangomat programs throughout the lodge. a. Responsible specifically for: i. Coordinating with the chapters to ensure that the Ordealmaster and Elangomat programs are actively used. ii. Properly train the chapters to use the Ordealmaster and Elangomat programs. iii. To help the chapters prepare for using the Ordealmaster and Elangomat programs during Ordeals. b. To ensure that the Chapter Ordealmaster is properly utilizing the Elangomat system throughout the year. c. Collects copies of the Elangomat Clan Form and the Ordeal Report from each chapter. 3. Responsible for Lodge Banquet. 4. Responsible for the administration of the Clan Excellency Award, Elangomat Award. 5. Other duties as directed by the Lodge Chief. 6. Functions as Lodge Chief in his absence. C. Vice-Chief of Service 1. Responsible to the Lodge Chief for the supervision of all activities related to service. 2. Responsible for planning and carrying out a minimum of four (4) lodge service projects per year. 3. Other duties as directed by the Lodge Chief. 4. Functions as Lodge Chief in the absence of the Lodge Chief and the Executive Vice-Chief. 5. Responsible for the administration of the Wischixin Award. D. Vice-Chief of Activities 1. Responsible to the Lodge Chief for the supervision of all coordinated Lodge activities such as: a. Lodge Pow Wow. b. Scout-O-Rama. 2. Other duties as directed by the Lodge Chief. 3. III. Amendments. The duties described herein can be changed by three-fourths (3/4) majority vote of all voting members of the Lodge Executive Committee.

The mission of the Order of the Arrow is to fulfill its purpose as an integral part of the Boy Scouts of America through positive youth leadership under the guidance of selected capable adult

Purpose of the Order of the Arrow

As Scouting’s National Honor Society, our purpose is to:

• Recognize those who best exemplify the Scout Oath and Law in their daily lives and through that recognition cause others to conduct themselves in a way that warrants similar recognition. • Promote camping, responsible outdoor adventure, and environmental stewardship as essential components of every Scout’s experience, in the unit, year-round, and in summer camp. • Develop leaders with the willingness, character, spirit and ability to advance the activities of their units, our Brotherhood, Scouting, and ultimately our nation. • Crystallize the Scout habit of helpfulness into a life purpose of leadership in cheerful service to others.

History of the Order of the Arrow

The Order of the Arrow was founded by Dr. E. Urner Goodman and Carroll A. Edson in 1915 at the Treasure Island Camp of the Philadelphia Council, Boy Scouts of America. It became an official program experiment in 1922 and was approved as part of the Scouting program in 1934. In 1948 the OA, recognized as the BSA's national brotherhood of honor campers, became an official part of the Boy Scouts of America. In 1998, the Order of the Arrow became recognized as Scouting's National Honor Society when it expanded its reach beyond camping to include broader service to Scouting and the community.

Eligibility

The Order of the Arrow Membership Requirements are:

• Be a registered member of the Boy Scouts of America. • After registration with a troop or team, have experienced 15 days and nights of Boy Scout camping during the two- year period prior to the election. The 15 days and nights must include one, but no more than one, long-term camp consisting of six consecutive days and five nights of resident camping, approved and under the auspices and standards of the Boy Scouts of America. The balance of the camping must be overnight, weekend, or other short- term camps. • Youth must be under the age of 21, hold the BSA First Class rank or higher, and following approval by the Scoutmaster or Varsity team Coach, be elected by the youth members of their troop or team. • Adults (age 21 or older) who are registered in the BSA and meet the camping requirements may be selected following nomination to the lodge adult selection committee. Adult selection is based on their ability to perform the necessary functions to help the Order fulfill its purpose, and is not for recognition of service, including current or prior positions. Selected adults must be an asset to the Order because of demonstrated abilities, and must provide a positive example for the growth and development of the youth members of the lodge.

Chapter Organization

Chapter Officers

Each chapter must have the following officers: Chapter Chief, Vice-Chief, Treasurer, and Secretary. It is advisable, and very beneficial to have two (2) or more vice-chiefs. In a program such as the Order of the Arrow, those in administrative positions (officers) tend to function most effectively and successfully if they are responsible for not more than seven functions, committees, or people. Thus, this multi-tiered approach to chapter organizations spreads the work load so that it will be more thoroughly done while at the same time providing further leadership opportunities for Arrowmen.

There is no standard way the responsibilities in all chapters should be divided. A good key to follow; however, is that committees and functions should be organized into logically related groups. This allows those who serve as administrators of these divisions (officers) to be specialized to a certain degree. Knowledge always provides a higher quality of leadership. It can always be said that every organization can be improved. Some chapters find it useful to model their chapter after the organization of the lodge. This type of organization can be beneficial to both the chapter and lodge.

Not one type of chapter organization is correct, not one type of organization is incorrect, and not one of these must be permanent. Chapter rules establishing structure may have been written up to fifteen (15) years ago. If different or modified organization is needed, the following steps should be taken to improve the chapter structure:

• Study the situation carefully - haste and incompleteness will hurt you. • Get the advice and guidance of the advisers in the chapter and past chapter officers. • Be certain that the changes will make an improvement. • Don't just change for the sake of changing.

The best organization is the "simplest" that will suit the needs of the chapter.

All chapter officers must be under 21 years of age during their entire term of office. This information should be verified before their names are placed on the ballot. These Arrowmen should be elected on the basis of being the most capable.

Chapter Executive Committee

Who serves on the Chapter Executive Committee? The Chapter Executive Committee is made up of all the chapter officers, the Chapter and Staff Advisers, the Immediate Past Chapter Chief and the chairmen of the various committees within the chapter.

Who makes decisions and how are they made? Voting for action by this committee is limited to members under 21 years of age. Adults should feel free to state their points of view and reasons when serving as advisers to this committee. However, adults should encourage the youth Arrowmen to make their own plans and carry out the business of the chapter.

When and how often does the Chapter Executive Committee meet? The Chapter Executive Committee generally holds a regular meeting once a month or once every two (2) months to conduct the interim business of the chapter and to coordinate the plans for chapter programming. The Chapter Chief and the Chapter Adviser or Chapter Staff Adviser may call special meetings of the Chapter Executive Committee at any time.

How is the Chapter Executive Committee run? Two (2) simple courtesies should be used for the Chapter Executive Committee meetings - agenda and minutes. 1. Agendas are to be composed and sent out to the members of the chapter prior to the scheduled meeting time to allow the Chapter Executive Committee members to prepare for the business items to be discussed. 2. Minutes are a must. Each member should receive a copy of the minutes from the previous meeting. Without an accurate record of the events taking place, both plans and resolutions can be forgotten.

Committees

It is recommended that each chapter have the following basic committees: • Unit Elections • Service • Activities • Camp Promotion • Indian Affairs • Communications (phone committee) • Membership • Ad hoc or temporary committees (such as Vigil, nominating, large program event, et cetera.)

Other chapter committees may include: • Publications • Ordeal • Dance Team • Ceremonies • OA Troop/Team Representative • Public Relations • Training

Could there be a problem with too many committees? Too many committees can tie up a chapter in red tape. A chapter may not have the resources capable of operating a number of committees. Some of the chapter members could but should not handle more than their share of responsibility. A chapter could combine the duties of two committees into one. Committees should only be formed if there is a need.

What determines the number of committees a chapter will have? Need is a primary factor in determining which committees a chapter should have. Size and capacity also play an important role. A small chapter of 50 is wise to have only the eight basic committees. A chapter with 100 active members might choose to establish many committees, but they too must consider their resources. In this manner, many capable Arrowmen are offered some leadership experience and become involved.

What does it mean when there are too few committees? Too few committees represent a lack of delegation of responsibility. Remember responsibilities, jobs, and duties should be delegated. Important functions left undone and active Arrowmen willing to help, but not directly involved, are both signs of too few committees.

The committee chairman and his adviser. The next task to accomplish in working with committees is ensuring their smooth operation. The Chapter Chief appoints the chairmen of each committee. The next step is the establishment of a good working relationship between an adult and the chairman of the committee. The Chapter Adviser appoints the committee adviser in consultation with the Chapter Chief and the Staff Adviser. A strong "partnership" should exist between the chairman and his adviser.

Ways to obtain membership for the committees. Keeping in mind that an Arrowman's first duty is to his unit, the "ideal" situation in a chapter would occur if every member of the chapter served as a member of one of the chapter committees. As soon as a new member completes the Ordeal and is inducted into the Order, he should be given an opportunity to volunteer for service on one of the chapter committees. This will serve two (2) purposes: • It will provide manpower for the committees • It will keep the newly inducted Arrowmen interested and involved

The Order of the Arrow Key Three

Like it sounds, the Key Three is composed of three (3) people - the Chapter Chief, the Chapter Adviser, and the Chapter Staff Adviser. Below is a brief overview of each position’s responsibilities and qualifications.

Chapter Chief • Registered scout, one who is active in his own unit. • Must be under 21 years of age during his entire term of office • His leadership ability is the key to successful chapter operations. (His election should not be a popularity contest.) • Elected by Arrowmen under 21 years of age. • Presides over all chapter meetings and functions. • Represents his chapter at all meetings of the Lodge Executive Committee. • Attends any committees to which he is appointed. • Delegates jobs to others and is a manager of people and resources within the chapter. • Provides leadership and inspiration to all chapter members. • Should be home and available during his term of office, not away at college or other activities. • Appoints chairmen to various committees and appointed positions within the chapter. Such positions may include the Editor, Webmaster, and/or Chapter Vigil Chief. All appointments must have the approval of the Chapter Adviser. Chapter Adviser • A volunteer Scouter. Preferably, this person is a mature adult with considerable experience in the Order of the Arrow with no other responsibilities in scouting such as scoutmaster, team coach, commissioner, etc. • Appointed by the Scout Executive annually (in consultation with the Lodge Adviser, Lodge Staff Adviser, and the related district committee chairman). • Acts as the "coach" of the chapter officers. • Will remind chapter officers of their responsibilities if they are not doing their job. • Coordinates chapter activities with other segments of council and district program. • Advises other adults on the proper role of adult members of the OA. • Is familiar with current edition of the Order of the Arrow Handbook. • Is familiar with current edition of the Order of the Arrow Guide for Officers and Advisers. • Is familiar with policies of the Order of the Arrow. • Advises chapter officers on OA policies and procedures. • Encourages attendance at Section Conclave, Lodge Pow Wow, National Order of the Arrow Conferences, etc. • Liaison with the council staff. • Appoints Chapter Associate Advisers in consultation with District Executive and the District Camping Committee. Chapter Staff Adviser • Is a Council District Executive • Works closely with the Chapter Adviser and officers to ensure the chapter fulfills its purpose • Keeps the OA on the right track. • Key responsibility for watching over chapter finances for the Scout Executive • Coordinates chapter activities with other segments of council and district program • Advises other adults on the proper role of adult members of the OA. • Is familiar with current edition of the Order of the Arrow Handbook. • Is familiar with current edition of the Order of the Arrow Guide for Officers and Advisers. • Is familiar with policies of the Order of the Arrow. • Advises chapter officers on OA policies and procedures. • Encourages attendance at Section Conclave, Lodge Pow Wow, National Order of the Arrow Conferences, etc. • Liaison with the council staff.

Chapter Planning

Planning is a very important tool in determining any kind of chapter program. Every chapter in the lodge should hold at least one Chapter Executive Committee meeting devoted entirely to planning the chapter’s activities for the next twelve (12) to sixteen (16) months (16 months gives you a little flexibility in scheduling the next planning meeting).

The process of planning can be divided into three (3) major categories: goals and objectives, placing events on a calendar, and detail planning.

Goals and Objectives

Before the Chapter Executive Committee creates a plan it must decide on what it would like the chapter to accomplish in the coming year. Possible chapter goals may involve:

• Promoting Brotherhood attainment • Hold an election in every unit in the district • Increasing the number of community service projects performed • Send every chapter officer to Chapter Officer Training Day • Increasing attendance at Section Conclave or Lodge Pow Wow • Have a quality Ordeal • Improving the Chapter Camp Promotion Team • Increasing membership retention • Have quality chapter meetings

Once the general goals have been decided upon, the next step is to place all the events on a calendar.

Making a Calendar

With the chapter goals in mind, the Chapter Executive Committee should develop a calendar of events. Special care should be taken to avoid conflicts - consider school schedules and religious holidays in addition to council and district events. One of the first things to put on your calendar should be Lodge Executive Committee meetings, Section Conclave, Lodge Pow Wow, and the Lodge Banquet. An example of some of the items you should put on your calendar is on the following page.

Detailed Planning

Detailed planning for the whole year is nearly impossible. However, the planning meeting should be used to create a plan as detailed as possible for the chapter's activities for the next three (3) months. In making detailed plans for the chapter’s events, the following should be considered:

• THE TASK - Make sure you are fully informed as to the magnitude of the effort required. • RESOURCES - Before you commit to the task, make sure you have the resources available to do the task. • ALTERNATIVES – “If something can go wrong, it probably will.” Try to have an alternate plan. • EXECUTION - Plans are fine, but if you neglect to consider how to execute the plan, the plan will fail.

The responsibilities of the Chapter Chief are outlined in the “Lodge Rules” portion of the plan book located in Appendix II, Rule II.A

Guidelines for the chapter's organization and planning are provided in the "Chapter Organization" section of this plan book. In addition, the Chapter Chief also has the following responsibilities:

1. Assign to the Chapter Executive Vice-Chief specific assignments as suggested in the Executive Vice- Chief section. The Chief should decide which functions the Executive Vice-Chief will perform, and meet with him at the start of the year.

2. Attend all Lodge Executive Committee meetings in order to be fully aware of lodge functions, receive important information, represent the chapter to the lodge, and to participate in the execution of a quality lodge and chapter program. Most Lodge Executive Committee meetings are held on the third Wednesday of every month at 7:30 P.M. Lodge Executive Committee meetings occur at the Council Service Center except during the summer months, when a change of location and time will be announced by the Lodge Chief prior to summer.

3. It is also the responsibility of the Chapter Chief to make sure that certain reports are filled out and presented to the lodge at the appropriate times. These are listed on the following page.

The camping requirement set forth for youth candidates must be fulfilled by adults for them to be considered. To be eligible, the adult must have completed 15 days and nights of BSA camping during the two-year period prior to nomination. 1. Responsible to the Lodge Chief for the supervision of all Lodge service projects.

2. He is responsible for ensuring that all service projects are performed in accordance with National Order of the Arrow and Wiatava Lodge guidelines.

3. Provides the Chief with a completed Lodge Service Report for all completed projects.

4. Maintains an accurate record of all the projects performed by the chapter, including copies of Lodge Service Project forms, lists of people involved, and the total hours served.

5. Responsible for other duties as directed by the Chief.

6. Functions as Chief in the absence of the Chief and the Executive Vice-Chief.

7. Responsible for the administration of the Wischixin Award.

Lodge Service Project Approval Procedure

The Lodge Vice-Chief of Service will have the authority to approve chapter service projects.

Following completion of the project, chapters must submit a Wiatava Lodge Service Report to the Lodge Vice-Chief of Service within two (2) months for approval of chapter service hours. The Vice-Chief of Service will use the guidelines set forth below to approve or deny the project.

Projects concerning the following types of activities are acceptable: • Camp Promotion visitations (1 hour maximum per visitation). • Service to Scout camps (if unpaid). • Staff of district or council events. • Staff for community events. • Ordeal projects (work of both members and candidates may be counted). • Service to community. • Camp promotions • Indian dance demonstrations.

Projects concerning the following are unacceptable: • Projects in which the chapter or any member receives some type of material compensation for the project (not including meals during the project). • OA ceremonies, unit elections, or other official OA functions. • Staff for Chapter Ordeals. • Projects performed for any profit making company which will directly gain profit from the service (churches, governments, and community centers shall be considered non-profit).

Projects which were pre-approved and which did not markedly change from the original description should be accepted. There shall be no minimum number of chapter members required at any one project in order for the chapter to claim hours. There will be no limit to the number of hours that may be recorded per Arrowman per 24 hour work day provided that he/she has done the work for which he/she was logged. These hours shall not include time used for meals, travel, and/or breaks in the project. Sleep shall be considered rest and may not be counted even if the Arrowman is "on call" for the project. The chapter shall provide evidence that verifies each individual Arrowman’s hours. This verification may be in the form of a "sign in/sign out sheet".

All Service Projects must allow for eight (8) hours of sleep in accordance with the National Boy Scouts of America Policy. Any reports turned in where Arrowmen did not receive eight (8) hours of sleep will be returned for an explanation.

All day and all weekend service projects must have a sign in sheet included with the report stating the total number of hours worked per person and the times the person worked. Reports that do not have an explanation of hours earned will be returned.

Any Friends of the Valley or Campmaster hours for service can be turned in but will only count toward the total lodge hours. They will not be included in the chapter's hours for the Chapter Service Award given at the end of the year.

If a chapter's service project report is not accepted by the Lodge Vice-Chief of Service, the Chapter Chief will have the option of appealing the decision at any Lodge Executive Committee meeting. A vote must be taken and the decision of the Vice-Chief of Service can be overturned by a simple majority of the voting members present (half plus one).

A Wiatava Lodge Service Report must be submitted by the November Lodge Executive Committee meeting during the year in which it was held. A project which is completed in December following the Lodge Executive Committee meeting will be counted for service during the following year. For example, if a project was completed on September 13th, the report form must be submitted by the November Lodge Executive Committee meeting to be counted for chapter service hours. But the report must be submitted by the December LEC meeting to count for lodge service hours for that year. If, however, it was completed on December 6th, and the December Lodge Executive Committee meeting was on December 3rd, the report form must be submitted for service during the following year. 4. Responsible for seeing that the Camp Promotion Team is fully informed and trained.

5. Responsible for the chapter camp promotion booth and its use.

6. Attends Lodge Camp Promotion Committee meeting as directed by the Lodge Vice-Chief of Camp Promotions.

7. Organizes a Camp Promotion Team (made up of OA members) and makes visits to Scout units in his district.

8. Provides assistance to Scout units that do not have a camping program, or to units whose existing program needs assistance. This may include providing Order of the Arrow members to assist the unit in their planning for a campout, and may even include attending the campout to further assist the unit.

9. Provides Scout units with Camp Promotion material available from the lodge (as needed).

1. The Vice-Chief of Indian Affairs should attend a lodge sponsored training session and should provide his membership with additional training as required.

2. Responsible for facilitating the chapter’s ceremonies teams.

3. Responsible for the facilitation of the Call-Out Ceremony.

4. Responsible for facilitating the chapter’s drum and dance teams.

5. Assists in Indian Affairs visits to Cub Scout packs (such as dance requests and Webelos bridging).

6. Should inventory and upkeep the Indian attire, drum, and tipi of the chapter.

7. Makes a monthly report on the Indian Affairs of the chapter. This report includes information on the Ceremony Team, Dance Team, Drum Team, and the Chapter Indian Affairs Committee.

Indian Affairs Program

Indian Affairs is one of the most important parts of our lodge program. This upcoming year is filled with many activities: Ordeal, Lodge Pow Wow, Section Conclave, Camporees, Scout-O-Rama, and more. At these functions Indian Affairs will play an important part of the program. To ensure an effective presence at these functions, the Lodge Indian Affairs program will provide you and your chapter the opportunity to learn and participate in some very unique events.

Ceremony Teams

Many of an Arrowman's first impressions about the Order come from the ceremonies he/she witnesses. Thus, the quality of your ceremonies can have a direct effect on the future success of your chapter. To put on an impressive ceremony, the team should learn their parts well in advance, practice the ceremony, and use impressive props and attire. Some resources for putting on an impressive ceremony are the Order of the Arrow Handbook, the Guide to Inductions, and workshops for ceremony teams.

Dance Team

The chapter can gain experience and exposure in the district and community by performing dances for troops, Cub Scout packs, or community organizations. When creating a dance team, always keep in mind authenticity and personal enjoyment. Some possible resources for starting a dance team are personal research, Indian hobbyist organizations, and experienced Arrowmen.

Indian Singing

Indian singing can complement any dance team. Interested Arrowmen should be given the opportunity to learn. Some resources for learning Indian singing include research through libraries and other repositories, talking to people with knowledge on the subject, and listening to recorded media.

Indian Attire

Encourage the interest of new members in making attire. Good chapter outfits (regalia) compliment all other areas of Indian Affairs. Group work allows Arrowmen to share ideas and methods of making attire. Some sources for attire design include research at libraries and museums, in addition to talking to experienced Arrowmen and Native Americans.

Sand Painting

Sand painting is one of the newest and fastest growing areas of our lodge program. Arrowmen have an opportunity to compete at the Section Conclave and Lodge Pow Wow. All age groups can compete in sand painting. Some sources for learning the skill include copying pictures in books and magazines, learning from those experienced in the craft, and watching others compete in Pow Wows and Conclaves.

The Chapter Secretary is responsible for taking the minutes of all chapter meetings. The Chapter Secretary should take accurate minutes of all chapter meetings and executive meetings. Include the topic, general discussion, outcome, and the name of the people who participated in the discussion.

1. The Chapter Secretary should maintain current and accurate records of all chapter members. This information should be checked periodically to be sure there have been no changes. When new members are inducted into the chapter, the secretary should get a record of those inducted and the necessary information on them to be turned in to the lodge.

2. Unless another Arrowman is appointed for the job, the secretary is responsible for the Chapter Membership Committee, all chapter correspondence, maintaining chapter history and archives, and all chapter mailings.

3. Responsible for other duties as directed by the Chief.

The responsibilities of the Chapter Treasurer are outlined in the “Lodge Rules” portion of the plan book located in Appendix II, Rule II.E. The following procedures and standard forms should be reviewed thoroughly and used in the execution of the Treasurer's responsibility. If needed, the Lodge Treasurer, his adviser, and the Council Accounting Department will provide assistance.

Council Accounting Services and Procedures Wiatava Lodge 13, Order of the Arrow, is part of the program of the Boy Scouts of America, Orange County Council; therefore, it is subject to audit procedures as may be established by the Council Board of Directors. All financial transactions are subject to the Orange County Council yearly audit. All checks made payable to the Boy Scouts of America must have the official council stamps, and be endorsed by the Orange County Council, and deposited through the council’s normal banking procedures.

The council acts as the banker for the lodge and chapter custodian accounts. The lodge and chapters maintain books for these accounts. The council has assigned the following account numbers:

Budgets

The lodge and all chapters must prepare an annual budget. These budgets should include all projected income and expenses for the coming year. Chapter budgets must be submitted to the Lodge Treasurer by the February Lodge Executive Committee meeting. The Lodge Treasurer must submit the Lodge budget for approval at the January Lodge Executive Committee meeting. The budgets are controlled by the Executive Committee of the lodge or chapter respectively.

At the end of each month, the Treasurer prepares a financial report showing all receipts and expenditures for the past month and year to date. The lodge and chapters should use the “Running Record of Income and Expenditures” sheets and the “Itemized Record of Income and Expenditures” sheets included herein.

Chapter and Lodge Events

An activity budget should be prepared for each lodge or chapter event where $500.00 or more is required to operate. This budget must have the approval of the applicable Key Three. The budget is for your protection and is used to ensure that proper planning has taken place. All moneys will be deposited to the appropriate chapter or lodge account. Bills will be paid against the same accounts by purchase order, request for check, or journal entry. Use of these items will be discussed later. See sample “Activity Cost Worksheet”.

Purchase Orders

All purchases for the chapter and lodge should be made by purchase order. Examples are for Ordeal supplies and food, Lodge Pow Wow food, banquets, patches, souvenir items, et cetera. The council will issue all purchase orders upon request with the approval of the Chapter Staff Adviser for chapters and the Lodge Staff Adviser for the lodge. Purchase orders also require the approval of the Director of Support Services or his designee.

Request for Check Procedure

Chapter or lodge bills and/or advances may be paid by check.

Obtain and prepare a “Check Request” (see example). Be sure to include the address of the person or organization for whom the check is to be made payable. Clearly identify the item and cost description and the account to be charged for each item and the associated cost for reach. Also, clearly print the name of the person making the request. You must attach all receipts.

Chapter request must be approved by the Chapter Adviser or his designee (in writing) and the Chapter Staff Adviser. Lodge requests must be approved by the Lodge Treasurer, Lodge Treasurer Adviser, Lodge Adviser, and the Lodge Staff Adviser. No payments of any kind will be made without the approval of the Director of Support Services or his designee. Allow at least ten (10) working days before you need the check.

Journal Entry Memos

During the year, special events are conducted by the lodge that requires the chapter to make reservations and payments. These include:

These events will be handled in the following manner: The chapter is responsible for the collection and deposit of fees into the chapter account at the Council Service Center on or before the deadline for reservations. Journal entries will be made by charging the chapter account and crediting the lodge account or other appropriate account.

Journal entry memos must be approved by the Chapter Chief, Chapter Adviser or designee, Staff Adviser and the Council Budget Committee. Two (2) copies will be made with the original going to the council accountant and a copy for the chapter. (See the attached “Journal Entry Memo” example).

Petty Cash

Each chapter is allowed to have a petty cash fund to supplement small weekly and monthly out-of-pocket expenses approved by the Chapter Key Three. This fund may not exceed $120.00. The fund can be set up or replenished by submitting receipts of previous expenses (use the enclosed report) and a check request. The request must be approved by the Chapter Adviser or Chapter Staff Adviser and the Director of Support Services or his designee. Allow at least ten (10) working days for the preparation of the check.

Requisition for Merchandise

From time to time chapters may wish to purchase supplies from the National Supply Scout Shop. This should be planned in advance of a trip to the Council Service Center and must be approved by your Chapter Staff Adviser. All items purchased must be paid for and cannot be returned to the Scout Shop. Either a purchase order or a request for check should be completed at the time the items are ordered.

Cash Deposits

All cash deposits must be made at the volunteer service desk at the Council Service Center in Santa Ana. Individuals making a deposit must be sure that they receive a receipt and that the council makes a duplicate receipt. These receipts must be annotated with the name of the person making the deposit, the chapter name and what the money is for. If it is for more than one item, each item must be listed. You will need a copy of these receipts in order to keep your chapter financial records up to date.

Receipts

Field Receipt books of 50 printed three (3) part forms are provided to each Chapter Treasurer as needed. There receipts represent cash or checks that have been given to the chapter. The Chapter Treasurer will issue a receipt for all money, checks, dues, activities, events, etc. given to him during the year. The receipt will contain the following information: name, amount, what the money is given for, the date, and signature of the person writing the receipt.

The original copy goes to the person giving you the money. The pink copy is turned into the Council Service Center with the money. The yellow copy stays with the receipt book. All money and pink receipts should be deposited on a regular basis and no longer than 1 month after receipt. Deposits should be made by the 3rd week of the month so that the Accounting Office has time to post into the account and have the current print out by the Lodge Executive Committee meeting.

Fully used receipt books must be turned into the Lodge Treasurer before a new book can be issued (whenever possible). You may not hold more than three (3) receipt books at any single time. Books will be signed in and out at the Lodge Executive Committee meeting.

An Order of the Arrow Troop/Team Representative is a youth liaison serving between the local chapter and his troop/team. In his troop/team, he serves as a communication and program link to the Arrowmen, adult leaders, and Scouts who are not presently members of the Order of the Arrow. He does this in a fashion that strengthens the mission of the lodge and purpose of the Order of the Arrow. By setting a good example, he enhances the image of the Order of the Arrow as a service arm to his troop/team.

OA Troop/Team Representative Duties:

• Serves as a communication link between the lodge or chapter and the troop/team. • Encourages year round and resident camping in the troop/team. • Encourages older Scouts participation in high adventure programs. • Encourages Scouts to actively participate in community service projects. • Assists with leadership skills training in the troop/team. • Encourages Arrowmen to assume leadership positions in the troop/team. • Encourages Arrowmen in the troop/team to be active participants in the lodge and/or chapter activities and to seal their membership in the Order by becoming Brotherhood members. • Sets a good example. • Enthusiastically wears the Scout uniform correctly. • Lives by the Scout Oath, Scout Law, and OA Obligation. • Shows Scout spirit.

OA Troop/Team Representative Qualifications:

• Under eighteen (18) years old • Appointed by the SPL with SM approval • An OA member in good standing • Reports to the Assistant Senior Patrol Leader

The Chapter Chief should appoint a Troop/Team Representative Chairman (OA Rep) to the Chapter Executive Committee. He should serve under the Vice-Chief most applicable to the program (such as, Vice-Chief of Camp Promotion, Vice-Chief of Service, etc.) In a large lodge and/or chapter it would be difficult for one chairman to field all of the OA Representatives. Therefore, the chairman should have a set number of liaisons underneath him. An Arrowman should only coordinate with five (5) to seven (7) OA Representatives. This will keep him from being overwhelmed. The fewer Scouts with which he must coordinate, the better he will do!

The Lodge Chief should appoint a chairman on the lodge level who will serve on the Lodge Executive Committee under the Lodge Vice-Chief most applicable to the program. He will be in charge of coordinating with the Vice-Chief of Camp Promotion, Vice-Chief of Activities, Lodge Secretary, Lodge Editor, and others to make sure that the OA Reps receive the most current information on what they should be doing in their home troops and teams. The OA Representative Chairman will be responsible for bringing information to the chapter, troop, or team requests and providing support for their programs.

The OA Representative Chairman should keep an updated roster of the OA Rep’s in each troop/team. This information can be obtained by mailing out an OA Rep Registration form at the beginning of the year.

Chapter Advisers

Every adult in the chapter is an adviser. If a chapter chief works well with his advisers, he can gain much experience and make fewer mistakes. All members 21 years and over are considered adult advisers.

The Role of the Adult Advisers

The most important role of adult advisers is to keep the leadership of the chapter in the hands of the elected officers. This cannot be over emphasized (see the Order of the Arrow Guide for Officers and Advisers). This puts adults in a key position to help bring and maintain effective chapter administration that assures the successful operation of the chapter. They should look upon their role in the Order of the Arrow as an opportunity to give guidance to the youth that help them develop leadership abilities.

How Does the Adviser Operate?

Chapter volunteer and staff advisers should support the purpose of the Order of the Arrow and give active leadership to it. They accomplish this by counseling guidance, which leaves the direct leadership of the chapter in the hands of the elected officers. (Order of the Arrow Guide for Officers and Advisers)

Advisers are in the Order of the Arrow to assist youth Arrowmen; however, they should be informed of what is happening. They also want to share their opinions and advice. It is a good practice for youth Arrowmen to send to their advisers a copy of all OA materials or letters written.

Advisers with a high level of experience know the “do's and don'ts” about lodge and national policy. Therefore, they can sometimes better interpret policies and communicate with higher level advisers. They can also provide special equipment, transportation, and encouragement in times of need; however, the officers need to make their own decisions.

Lodge and chapter officers should strive to cultivate personal relationships with their advisers. Advisers should also be persuaded to work with the officers on particular matters in which the adviser has some expertise.

Appointed Lodge Officers

Lodge Vigil Chief

At the discretion of the Lodge Chief, with approval from the Lodge Executive Committee, there shall be a Lodge Vigil Chief to aid the lodge in the successful execution of the Vigil Nominating Process and the Vigil Ceremony. He will have no vote in the lodge, with the exception of the Silver Arrow Award for the adult recipient. He will keep the Lodge Chief and Lodge Adviser informed at all times on matters and activities regarding the Vigil Process. This person is responsible to the Lodge Chief for the following:

1. Overseeing the Vigil Nominating Committee for the lodge. 2. Assisting the Chapter Vigil Chiefs in any fashion necessary for the execution of the Vigil Process. 3. Submitting the Vigil Nomination Forms of the selected candidates to the Scout Executive and then the National Order of the Arrow Committee for approval. 4. Carrying out the Vigil Ceremony in such a fashion to honor the candidates and past recipients of the Vigil Honor.

At the discretion of the Lodge Chief, with approval from the Lodge Executive Committee, there shall be Lodge Editor, if deemed necessary, to aid the lodge in effective communication. He will have no vote in the lodge, with the exception of the Silver Arrow Award for the adult recipient. He will keep the Lodge Chief and Lodge Adviser informed at all times on matters and activities regarding lodge publications. This person is responsible to the Lodge Chief and Lodge Secretary for the following:

1. Working closely with the Lodge Secretary to produce The Cog (the lodge newsletter). 2. Working with chapter secretaries and editors to obtain chapter news and articles for the lodge newsletter. 3. Editing lodge publications for spelling, grammar, syntax, and factual information.

If this position is not filled then its responsibilities are assumed by the Lodge Secretary.

Lodge Webmaster

At the discretion of the Lodge Chief, with approval from the Lodge Executive Committee, there shall be Lodge Webmaster, if deemed necessary, to aid the lodge in effective maintenance and updating of the Lodge website and the LodgeMaster database. He will have no vote in the lodge, with the exception of the Silver Arrow Award for the adult recipient. He will keep the Lodge Chief and Lodge Adviser informed at all times on matters and activities regarding the lodge website and LodgeMaster database. This person is responsible to the Lodge Chief and Lodge Secretary for the following:

• Working closely with the Lodge Secretary to maintain and update the lodge website and LodgeMaster database. • Working with chapter secretaries and webmasters to ensure functioning chapter websites and an updated LodgeMaster database.

Ceremonies Chairman

He will have no vote in the lodge. He will keep the Lodge Vice-Chief of Indian Affairs and Lodge Chief informed at all times on matters and activities regarding lodge and chapter ceremonies. This person is responsible to the Lodge Chief and Vice-Chief of Indian Affairs and works closely with him to ensure:

1. Successful implementation of ceremony teams for the chapters and lodge. 2. Ceremonies teams for Section Conclave, Lodge Pow Wow, Ordeals, Scout-O-Rama, and District Camporees are prepared. 3. There will be teams ready to compete at NOAC.

If this position is not filled then its responsibilities are assumed by the Lodge Vice-Chief of Indian Affairs.

Trade-O-Ree Chairman

At the discretion of the Lodge Chief, with approval from the Lodge Executive Committee, there shall be a Trade-O-Ree Chairman, if deemed necessary, to aid in the successful execution of Trade-O-Rees for the lodge. He will have no vote in the lodge. He will keep the Lodge Treasurer, Lodge Chief, and Lodge Adviser informed at all times on matters and activities regarding the Trade-O-Ree. This person is responsible to the Lodge Chief and Lodge Treasurer for the following:

1. Ensuring host sites for Trade-O-Ree activities are coordinated. 2. Organizing a committee to collect and catalog items for the Trade-O-Ree. 3. Ensuring the completion of a catalog of all Trade-O-Ree items is ready by the evening of the Trade-O-Ree. 4. Electronically documenting all Trade-O-Ree items prior to the Trade-O-Ree allowing a reasonable amount of time for the items to be posted on the World Wide Web. 5. Keeping record of all consignments regarding Trade-O-Ree and providing the Lodge Treasurer with information as to whom and how much should get reimbursed.

Lodge Conservation Corps Chairman

At the discretion of the Lodge Chief, with approval from the Lodge Executive Committee, there shall be a Lodge Conservation Corps Chairman, if deemed necessary, to aid in the successful execution of lodge conservation projects at council camps. He will have no vote in the lodge. He will keep the Lodge Vice-Chief of Service and Lodge Chief informed at all times on matters and activities regarding the Lodge Conservation Corps. This person is responsible to the Lodge Chief and Lodge Vice-Chief of Service for the following:

1. Overseeing the Lodge Conservation Corps. 2. Planning, mobilizing, and delivering conservation projects for the Lodge Conservation Corps to execute at the council camps.

OA Representative Chairman

At the discretion of the Lodge Chief, with approval from the Lodge Executive Committee, there shall be an OA Representative Chairman, if deemed necessary, to aid in the success of the OA Troop/Team Representative program for the lodge. He will have no vote in the lodge. He will keep the Lodge Executive Vice-Chief and Lodge Chief informed at all times on matters and activities regarding the OA Troop/Team Representative program. 1. Promoting certain programs or events that the Lodge Chief or Lodge Adviser deems as a “special program”.

Conclave Contingent Leader

At the discretion of the Lodge Chief, with approval from the Lodge Executive Committee, there shall be a Conclave Contingent Leader, if deemed necessary, to aid in the success of the lodge at the Section Conclave. He will have no vote in the lodge. He will keep the Lodge Vice-Chief of Activities, Lodge Chief, and Lodge Adviser informed at all times on matters and activities regarding the Section Conclave. This person is responsible to the Lodge Chief and Lodge Vice- Chief of Activities for the following:

1. Working closely with all chapter chiefs to ensure their awareness of Section Conclave activities, expectations, etc. 2. Acting as an aid to chapter chiefs to plan an effective conclave presence (spirit items, travel, accommodations, expenses, etc.) 3. Acting as an aid to all lodge members ensuring participation from our lodge in all events. 4. Keeping the spirit of Wiatava Lodge at Section Conclave.

NOAC Contingent Leader

At the discretion of the Lodge Chief, with approval from the Lodge Executive Committee, there shall be a NOAC Contingent Leader, if deemed necessary, to aid in the success of the lodge at the National Order of the Arrow Conference. Specific Lodge Associate Advisers

Associate Advisers to the North County and South County

At the discretion of the Lodge Adviser, there shall be an Associate Adviser to the North County and an Associate Adviser to the South County, if deemed necessary.

The County Advisers are responsible to the Lodge Adviser for keeping in good communication with the Chapter Advisers (reminding them of lodge events, their duties to the lodge, etc.). They assist in problem solving for the Chapter Adviser, and should notify the Lodge Adviser of conflict within the lodge.

The Lodge Adviser has the final decision on matters.

Ordeal Coordinator

At the discretion of the Lodge Adviser, there shall be an Ordeal Coordinator, if deemed necessary, to aid in the successful execution of Ordeal goals for the chapters.

This is an adult position. This person will keep in good communication with the Lodge Adviser at all times, keeping them aware of Ordeal happenings.

The coordinator works closely with the Executive Vice-Chief, the Ordealmasters from the chapters, and the rangers and property managers of Ordeal host sites. The Ordeal Coordinator is responsible to the Lodge Adviser for planning the service projects that would be most beneficial to the host site at each Ordeal and are on site during Ordeals to assist chapters.

Vigil Honor Selection Process

The Chapter Vigil Committee

1. The Chapter Vigil Committee will consist of a chairman and at least four (4) additional Arrowmen. All of the above must be registered members of the BSA, registered members of the Order of the Arrow, under the age of 21 years, and must not be eligible for the Vigil nomination. If one chooses to wave his eligibility for the Vigil Honor, he may be on the committee.

2. The Chapter Vigil Committee Chairman (hereafter known as the Chapter Vigil Chief) will be appointed by the Chapter Chief with the concurrence of the Chapter Adviser.

3. The Chapter Vigil Committee members will be appointed by the Chapter Vigil Chief. These appointments must be made before the February Lodge Executive Committee meeting. Their names, addresses, and telephone numbers are due to the Lodge Vigil Chief at this time.

4. The Chapter Adviser shall appoint an adult Vigil Honor member as the Chapter Vigil Committee Adviser. His job shall be to counsel the Chapter Vigil Chief and his committee in the Chapter Vigil selection process, assuring that the Lodge Rules and guidelines are adhered to. It is his duty to insure that all eligible Arrowmen are considered for the chapter nomination, and that the committee pursues accurate information on any eligible member not completely known to them. It is also his job to insure that the nomination forms are property filled out by the Chapter Vigil Chief (under no circumstances shall the nominee fill out the Vigil Nomination Form). The Brotherhood Information Form may be used to gather information on Brotherhood members at the time they become Brotherhood or transfer into the chapter.

5. The Chapter Vigil Chief becomes a member of the Lodge Vigil Nominating Committee.

6. The Lodge Vigil Chief shall hold a Vigil Nominating Committee training session. The Chapter Vigil Chief or his designated representative must attend this training. Chapter Vigil Committee meetings can occur only after the above mentioned training has been attended by a chapter representative.

7. The responsibilities of the Chapter Vigil Committee include the review of all eligible Brotherhood Honor members (those having served at least two (2) years as a Brotherhood Honor member, with dues paid to current in both the OA and the BSA and the selection of the most deserving members. Only the youth on the Chapter Vigil Committee may take part in the Chapter Vigil Honor nomination process, where all voting will be done by secret ballot. Other members of the chapter may only write letters of recommendation to the Chapter Vigil Committee. All nomination forms are submitted to the Lodge Vigil Chief by the Chapter Vigil Chief. The forms are due by the April Lodge Executive Committee meeting. No forms other than the standard Lodge Vigil Honor Nomination forms will be accepted, and no exceptions will be made for late forms.

8. The Chapter Vigil Chief is responsible for appointing Chapter Vigil Honor members as sponsors for their candidates for the Vigil Honor ceremony held at the Lodge Pow Wow. The sponsor should be a friend of the candidate’s, someone the candidate looks up to, and above all, should have a desire to make the Vigil Honor ceremony experience a memorable one for the candidate. Adults may sponsor youth, and vice-versa. In the event the chapter cannot fill the requirement, they may solicit help from the other chapters.

9. In the event a Chapter Vigil Committee member is unable to attend the required committee meetings, it shall be the duty of the Chapter Vigil Chief to appoint another youth member, while adhering to guideline "C", to bring the committee back to a minimum of five (5). The name, address and telephone number are due to the Lodge Vigil Chief as soon as possible after the appointment.

10. The times and places of the Chapter Vigil Committee meetings are due in to the Lodge Vigil Chief as soon as they have been scheduled. The Lodge Vigil Chief may attend any of the Chapter Vigil Committee meetings at his discretion. Any changes in the meeting places or times must be relayed to the Lodge Vigil Chief as soon as possible. 11. It is the duty of the Chapter Chief to make sure that all of the above is adhered to.

The Vigil Nominating Committee

1. The Vigil Nominating Committee will be appointed in the following manner: The Lodge Chief will consult with each Chapter Chief to agree on that chapter's representative. These, and the remaining members, will have the approval of the Lodge Adviser and the Scout Executive or Lodge Staff Adviser.

2. The Vigil Nominating Committee will consist of the Lodge Vigil Chief and his adviser, one member from each chapter (under 21 years of age) who will also serve as the Chapter Vigil Chief, and one member from each chapter (over 21 years of age) who will also serve as the Chapter Vigil Adviser. The Lodge Staff Adviser, or his designee, shall serve as Secretary for these proceedings. Only the members under 21 years of age shall have a vote.

3. The Lodge Vigil Chief and his adviser shall be Vigil Honor members.

4. For the purpose of the Vigil Honor Selection Process, a quorum will consist of three (3) less than the number of chapters in the lodge.

The Lodge Vigil Chief is the Chairman of the Committee

1. The Lodge Vigil Chief will be responsible for:

a. Assembling and maintaining an accurate file of all registered Vigil Honor members.

b. Making available to all chapters the Vigil Honor Nomination Forms.

c. Written notice of all Vigil Nominating Committee meetings to the Chapter Vigil Chiefs and their advisers.

d. Timely notice to all Vigil Sponsors.

e. Notice of any alterations or policy changes to the necessary members.

2. Three (3) copies of the nomination forms will be submitted by the Chapter Vigil Chief to the Lodge Vigil Chief no later than the April Lodge Executive Committee meeting. Chapter Vigil Committees must verify Order of the Arrow and BSA registration on all candidates submitted.

3. The Vigil Nominating Committee may nominate a maximum of two (2) qualified youth Arrowmen and/or one (1) qualified adult Arrowman that have not been nominated by the chapters. This rule is intended to cover council or district Scouters that ordinarily wouldn’t be nominated by the chapter or in extreme cases where a chapter did not meet its commitment to the Vigil Nominating Committee and didn’t nominate during the current year. This rule is not intended to add extra nominees for a chapter. The Lodge Vigil Chief will appoint a responsible person to obtain any data required.

4. Within two (2) weeks after the "turn-in date", the Lodge Vigil Chief and his adviser will review all nomination forms, to insure their completeness and readability. Notations will be placed on those forms requiring rework with an explanation of their deficiencies. A copy of the deficient form(s) will be returned to the chapter for correction. Within ten (10) days or a pre-announced date, each chapter must submit 25 (double-sided preferred) copies of their final nomination forms to the Lodge Vigil Chief.

5. The Vigil Nominating Committee, with a quorum present, will meet as soon as possible after the final forms due date. The purpose of the first meeting will be to carefully review and discuss the qualifications of each youth candidate. Any youth lodge member may attend this meeting to speak for a maximum of two (2) minutes on any

nominee. Non-committee members may only stay for the time that their presence is pertinent to the procession of the meeting. No more than one (1) individual may speak for a single nominee. No voting shall take place at this meeting.

6. The nomination forms of the candidates are to be taken home by the Chapter Vigil Chiefs and carefully studied. Confidentiality is of the utmost importance at this and all stages of the Vigil process, and members of the Vigil Nominating Committee are cautioned not to disclose or discuss the material in their charge with non- committee members.

7. The second committee meeting will take place within two (2) weeks of the first meeting. A quorum must be present. The purpose of this meeting is to carefully review and discuss the qualifications of each adult candidate. Any lodge member may attend this meeting to speak for a maximum of two (2) minutes on any nominee. Non-committee members may only stay for the time that their presence is pertinent to the procession of the meeting. No more than one (1) individual may speak for a single nominee. No voting shall take place at this meeting. The nomination forms of the candidates are to be taken home by the Chapter Vigil Chiefs and carefully studied. At the option of the Lodge Vigil Chief, preliminary voting may take place on the youth and adult candidates at this second meeting. All voting must be done by secret ballot, and no more than one-third (1/3) of the candidates may be eliminated.

8. The final committee meeting shall take place in the month of June, so it may be after the last Ordeal two (2) years previous to the current year. A quorum must be present. At this final meeting and prior to the voting, the Lodge Vigil Chief will read through the names of candidates, and will seek to have specific questions about the candidates resolved. Questions may be asked in general about any candidate, or directed to a specific committee member. Any committee member may question and/or answer. Any committee member may make a general comment about any candidate they feel warrants additional clarification. All such single comments will be limited to two (2) minutes each.

9. The voting process shall be as follows: The Lodge Vigil Chief will provide each voting committee member with two (2) ballots, upon which will have been listed all candidates, those under 21 years on one and those over 21 years on the other. The youth discussions and balloting will take place first. Each youth committee member, including the Lodge Vigil Chief, shall vote for each listed candidate by placing an "X" in the block in the ballot for YES or leaving it blank for NO. The completed ballots will be turned in to the Lodge Vigil Adviser. The ballots will be counted and recorded on a master ballot (identical to the one used in the vote) by at least three (3) Vigil Honor members in attendance, including the Lodge Vigil Adviser, and signed in the spaces provided. The committee members can vote yes on as many nominees as the lodge is allowed for that year. To be elected, a nominee must receive at least 50% of the vote.

10. The above procedure is repeated using the adult ballots.

11. Should it be necessary to further reduce the number because of the National Order of the Arrow ceiling level, extra ballots may be taken as required in accordance with the above paragraphs, in the form of a "run-off.” If a deadlock persists, the candidate(s) with the least number of votes will be eliminated. The youth/adult ratio must be satisfied. (This ratio requires that a minimum of 50% of the total lodge candidates be youth members.)

12. If a quorum is not present at any of the meetings, those chapters attending and those chapters absent will be officially recorded in the minutes of the next Lodge Executive Committee meeting. Conflicts and problems about dates will be resolved. The Lodge Vigil Chief and his adviser will notify the chapters (chiefs and advisers) of the time and location of the next Vigil Nominating Committee meeting.

13. If a quorum is not present at this subsequent meeting, the Lodge Executive Committee will be informed in writing by the Lodge Vigil Chief, with the additional signature of the Lodge Vigil Adviser, that there will be no Vigil Honor Candidates selected by the lodge for that year. It will be officially recorded in the minutes of the next Lodge Executive Committee meeting, along with the names of those chapters present and absent at this final meeting.

Lodge Awards

Chapter of the Year

The Chapter of the Year award is presented annually at the Lodge Banquet. Determination of this award will be made by the chapter's standing in the Chapter Achievement Program (CAP). The chapter receiving the highest score in the Lodge Honor Chapter category will receive this award. The judging criteria are on the pages that follow this section.

Most Improved Chapter

The Most Improved Chapter award is presented annually at the Lodge Banquet. This award will go to the chapter whose standing increases the most from the previous year. Chapter standing is determined by the Chapter Achievement Program (CAP), which is outlined on the pages that follow this section.

Chapter Service Award

The Chapter Service Award is presented annually at the Lodge Banquet to the chapter that has performed the most number of service hours to the community and Scouting per Arrowman in the chapter. The total number of service hours performed by the chapter is divided by the total number of registered members in the chapter. The chapter receiving the greatest number of service hours per Arrowman shall receive the Chapter Service Award.

Chapter Camp Promotion Award

The Chapter Camp Promotion Award is presented annually at the Lodge Banquet to the chapter that has achieved the highest standing on the Chapter Camp Promotion Award form.

John La Bare Camping Award

The John La Bare Camping Award is presented annually at the Lodge Banquet. This award will go to the Arrowman, under the age of 21, who over the year has helped promote camping above all other Arrowmen. The award recipient will be decided by the Lodge Vice-Chief of Camp Promotion in consultation with his adviser and the Lodge Chief.

Silver Arrow Award (Arrowman of the Year)

The Silver Arrow Awards are presented annually at the Lodge Banquet. The purpose of this award is to honor the most outstanding Arrowmen during the year.

Witatschimolsin: (adult) Determined by the youth on the Lodge Executive Committee.

Allogagan: (youth) Determined by the adults on the Lodge Executive Committee.

The award can only be earned once as an adult and once as a youth.

Voting is done by the youth for the adult recipient and by the adults for the youth recipient. Those who can vote for the award recipients include all voting members of the Lodge Executive Committee including the Lodge Chief, Editor, and Vigil Chief. The respective advisers to these youth comprise the voting group for the youth recipient. Any youth or adult member can attend his/her respective meeting and speak on behalf of a particular nominee but cannot vote. Voting shall continue until a clear winner has been selected with the ballots being counted by the Lodge Chief and one other youth for the adult award and the Lodge Adviser and one other adult for the youth award.

Founder's Award

Introduced at the 1981 National Order of the Arrow Conference, the Founder's Award was created to honor and recognize those Arrowmen who have given outstanding service to the lodge. The award is reserved for an Arrowman who demonstrates to fellow Arrowmen that he or she memorializes in his or her everyday life the spirit of achievement as described by founder E. Urner Goodman and cofounder Carroll A. Edson.

The Award is a handsome bronze medallion bearing the likenesses of E. Urner Goodman and cofounder Carroll A. Edson, with wooden base and brass plate suitable for engraving. Also available is a special Founder's Award arrow ribbon, with a gold colored arrow suspended from a red ribbon. Lodges may petition the national Order of the Arrow Committee to present up to four (4) awards annually, based on lodge membership. If the lodge presents more than one (1) award, one must be to a youth under the age of 21.

Wiatava Lodge uses the Founder’s Award to recognize those Arrowmen (youth and adult) who have given the lodge exemplary service, personal effort, unselfish interest, and have made contributions beyond immediate responsibilities of their position or office in the lodge OVER A PROLONGED PERIOD OF TIME. The Founder's Award is not a substitute or a runner-up for the Silver Arrow Award. The Silver Arrow Award is given for a particular year of unselfish service whereas the Founder's Award is given for a long period of service.

Qualifications for Founder’s Award

1. The Arrowman must be a paid-up member of the Boy Scouts of America.

2. The Arrowman’s registration in Wiatava Lodge must be current.

3. The Arrowman must be a Brotherhood Honor member for at least two (2) years.

4. The Arrowman must have at least: • youth: Three (3) years of service to the Wiatava Lodge • adult: Five (5) years of service to the Wiatava Lodge

5. The Arrowman must not be a past recipient of the award in the category (youth or adult) for which he is being nominated.

Procedures

The Lodge Chief, Lodge Adviser, and Lodge Staff Adviser shall appoint a Founder's Committee of up to nine (9) Arrowmen with the concurrence of the Lodge Executive Committee. (See Lodge Rules IX, Appointments). Appointments for the Founder’s Committee will be voted on at a Lodge Executive Committee meeting.

The Founder’s Committee shall be made up of three (3) Advisers and six (6) youth Arrowmen.

Any Arrowman can submit a name to the Founder’s Committee at a Lodge Executive Committee meeting. A candidate can even submit his/her own name if he/she feels he/she is worthy.

The Founder’s Committee will then meet in closed meetings to choose by secret ballot recipients of the Founder’s Award. Only youth Arrowmen under 21 years of age may vote.

The Founder’s Committee will actively seek out names of those individuals who are deserving of this high mark of distinction and recognition.

No one on the Founder’s Committee will be eligible to receive the Founder’s Award in that year.

Fifty percent (50%) of the members on the Founder’s Committee should be re-appointed for more than one (1) year, but no one should serve more than three (3) consecutive years on the committee.

Individual Camp Promotion Award

The award may be earned by any member of the lodge by doing the following:

Serve on a chapter Camping Promotion team, completing no less than 5 visitations documented using the Camping Promotion Report, and complete a minimum of two hours as a member of a Camping Promotion team staffing either the Lodge or a Chapter Camping Promotion booth.

Or

Participate in six overnight camping trips with a Boy Scout, varsity, venturing, or Cub Scout unit or with an Order of the Arrow chapter. Two of these trips must occur at different Orange County Council properties (Schoepe Scout Reservation at Lost Valley, Oso Lake, Newport Sea Base, and the Irvine Ranch Outdoor Education Center

Ordeal Award

Judged and administered through the Chapter Chief as per the "Lodge Inductions Handbook".

Ceremony Team Members and Advisers:

Elangomat Award

On the last day of the Ordeal, all Elangomats will receive an appreciation certificate for being an Elangomat and doing a good job. You will receive your Elangomat Award at the Lodge Banquet the following year, on the condition that they have completed the following requirements:

1. Attend Chapter Elangomat training.

2. Coordinate Clan Ordeal: • Make sure all candidates attend the Ordeal. • All candidates must fulfill all tests of the Ordeal.

3. Fill out Elangomat Clan Form; make sure it is turned in at the Lodge Executive Committee meeting following the Ordeal.

4. Ensure 50% of the new members attend the first chapter meeting.

5. Advise your clan members of all chapter and lodge activities throughout the year.

6. Meet with the clan and go over Brotherhood requirements; meet again to do Brotherhood work.

7. Register all Clan members for the following year.

8. Ensure 75% of the Clan members get Brotherhood Honor at the following Ordeal.

Clan Excellency Award

1. Have the Clan’s Elangomat attend the lodge or chapter’s Elangomat Training. (In order to be trained by the chapter the chapter’s instructor must be trained at the lodge level)

2. Attend all chapter meetings and events to the best of your ability.

3. Attend at least one (1) lodge event.

4. 25% of the clan must achieve Brotherhood membership.

5. 50% of the clan must earn the Wischixin Award.

In Service Identification: Engraved Name Plate

Each Lodge Executive Board member is given an engraved name plate displaying the officers (or adviser’s) name, office, and lodge name and number.

Past Lodge Chief's Medal

The outgoing Lodge Chief is awarded a black ribbon with a silver medal displaying the Lodge Totem. This is given to him at the Lodge Banquet following the end of his final term as Lodge Chief.

Past Lodge Adviser's Medal

The outgoing Lodge Adviser is awarded a black ribbon with a silver medal displaying the Lodge Totem. This is given to him/her at the Lodge Banquet following the end of his/her final term as Lodge Adviser.

Past Lodge Officer's Certificate

The outgoing Lodge Executive Committee members are awarded a certificate of appreciation. This is given at the Lodge Banquet following the end of their term.

Section Awards

Niganet Award

The Niganet Award will be based on each lodges overall performance at Conclave. This year the section has opted not to include a score sheet due to the amount of events. The awards will be an enumeration of the total competitions for the weekend (excluding Spirit). Emphasis will be placed on team-building activities, all competitions (Sports and Indian Affairs), and administrative events. Each event being scored will be assigned points based on the Lodge's performance in each area.

5 points for Superb 4 points for Excellent 3 points for Good

The winner will be determined by adding the total number of points for each event being scored. The winner will be announced at the closing ceremony on Sunday.

Traveling Ram Award

The Traveling Ram award is rewarded to the lodge at the conclave with the highest attendance percentage. The results from this award will be derived from the total attendance from the lodge at the event divided by the membership total in their last charter as a lodge. This award will be given out at the closing ceremony on Sunday morning.

Cimarron Award

The Cimarron Award recognizes lodges that fully participate at the Section W4S Conclave. Unlike other traditional awards, any lodge can receive the award. The award provides a level playing field for all lodges, allow lodges large and small to participate, and for the chance for every Lodge to walk home with an award to be proud of should they choose. The lodge is required to fully participate in the competitions, events, and training.

Spirit Award

The Spirit Award is presented annually at the Section W4S Conclave to the lodge that has the best overall spirit at the Section Conclave for that year. Emphasis is placed on a lodge’s spirit yells, cohesiveness as a lodge, uniform ethic, usage of spirit items (“gigs”), and overall Scout spirit. Participation in competitions, training, shows, and special events also influence the decision for the Spirit Award.

National Awards

Distinguished Service Award

The Distinguished Service Award was created in 1940 to honor those who rendered service to the Order beyond the lodge level. The award is presented to those Arrowmen who have rendered distinguished and outstanding service to the Order on a sectional, regional, or national basis. Since the time of the first awards given in 1940, approximately 500 Distinguished Service Awards have been presented.

The award is a sterling silver arrowhead, bearing an arrow pointing upward and to the wearer's right, suspended from a white neck-ribbon upon which are embroidered red arrows. A white square knot embroidered upon red cloth is also available. Presentation of the award is limited and nominations are open to both youth and adult.

E. Urner Goodman Camping Award

The award was established in 1969 as a tribute and testimonial to the Order's founder, E. Urner Goodman. Its purpose is to encourage and challenge Order of the Arrow members and lodges to increase their effectiveness in promoting and increasing Scout camping in each council. Awards are presented to two outstanding lodges in each region annually.

Innovation Award

The Order of the Arrow Innovation Award was established in 2012 to recognize chapters and lodges for developing creative and innovative solutions to challenges faced during the implementation of their annual program plans. Two awards in each Region are presented annually.

National Service Award

The National Service Award was established in 1999 to recognize lodges in each region that have performed outstanding service, both in a qualitative and a quantitative sense, to their council. The National Service Award Petition is submitted along with the lodge recharter application. To be considered for the National Service Award, a lodge must be certified as a National Quality Lodge the year in which the National Service Award Petition is submitted. Two lodges per region will be granted the National Service Award each year.

The National Service Award petition requires lodges to submit information on current lodge membership (the size of a lodge is a factor when considering the magnitude of the service it has provided), a detailed description of the largest and most meaningful service project the lodge has completed for its council, and a record of all service performed by the lodge for the council since the last recharter process. Service for this award is defined as any project that has directly benefited the Scouting program in the council.

National Service Grant

One of the four fold purposes of the Order of the Arrow is "to crystallize the Scout habit of helpfulness into a life purpose of leadership in cheerful service to others." It is with this spirit of cheerful service to others that the Order proudly offers the matching service grant program.

For several years, the National Order of the Arrow Committee has provided matching service award grants for a limited number of projects submitted by application to the national office. Respective council offices receive letter notification from the national office when they are awarded the grant.

Matching grant money is given to lodges for camp or service center projects in their local council. The Order will provide up to one-half of the money for a service project, with a $5,000 maximum amount granted for any lodge project.

Chapter Achievement Program

The Chapter Achievement Program or CAP is the way that each chapter reports to the lodge on how effective their chapter was throughout the course of the year. For each chapter’s CAP presentation, each chief will be given a 5 minute time frame to summarize their year as a whole. The time can be used to highlight the successes or some of the low points in the year so that the Lodge Board can focus on some of the downfalls and make sure to improve on them in the next year.

A question and answer forum from each of the board members will then commence for any details that they would like from the submitted CAP report book. These questions can be related to their board position or for personal knowledge about any activities or numbers submitted in the CAP. The lodge board is looking for ways of improving the chapters each year. This is a way for us to look at how chapters are doing and what can be improved upon in the upcoming year. It is not intended to be a stressful ordeal or to cause any doubt on how the chapter has performed in the past year.

Chapter Camp Promotion Award

Determination of this award will be made by the chapter's standing in the following criteria. The chapter with the highest score will receive the award.

A Heritage of Service The Order of the Arrow was originally designed as an Honor Camper society for just one camp, and as it spread, it replaced scores of similar organizations serving local council camps. One of these was the Tribe of Gorgonio. The Tribe of Gorgonio had been created around 1926 at the Orange County Council’s Camp Rokili in the San Bernardino Mountains. One of the highlights of the camp’s program had always been a hike up Mt. San Gorgonio. These treks gave the Tribe its name, and remained an important part of its initiation.

Originally, the Tribe of Gorgonio had four ranks: Brave, Warrior, Medicine Man, and Chief. Then around 1931 Scout Executive H. E. “Pop” White stepped in as the Tribe’s sole Chief, and the four ranks became Neophyte, Brave, Warrior, and Medicine Man. Scouts could advance only one rank a year if they were elected by the other Tribe members in camp – and passed increasingly difficult initiations.

After Pop White’s death in December of 1943, the Tribe only survived for one more summer, under the leadership of Medicine Man E. H. “Red” Knaus. In 1945, shortly after Orange County had been split into two councils, Gorgonio Lodge 298 was chartered to the Orange Empire Area Council. While some of the old Tribe of Gorgonio members regretted the Tribe’s passing, others like Bob Boyle, Gorgonio’s first adviser, felt that the new program would be a stronger one. The new lodge was inducted in May of 1945, and Elbert Clarke of Laguna Beach was elected the first chief. Beginning around 1947 the lodge was renamed San Gorgonio Lodge and was first chartered under that name in 1949. The new lodge also had close ties to Camp Rokili. In 1949 they held the first of 24 Fall Pow Wows there. Another important early activity was the annual Indian pageant held between 1952 and 1960.

In 1956 San Gorgonio Lodge held its first Vigil ceremony, and in 1957 the first annual dinner was held. 1956 was also the first year the lodge issued a flap to its members. By the late 1950’s Orange County was growing at a tremendous rate, and San Gorgonio’s membership soared. More and more clans (later called chapters) were added to serve local Arrowmen. This growth also forced the council to replace Rokili with a new, larger camp, Lost Valley Scout Reservation, which opened in 1964. San Gorgonio Lodge continued to serve the Orange Empire Area Council until 1972, when Orange County Council was reformed.

Originally the Northern Orange County Council did not have a lodge of its own. Since both councils were still using Camp Rokili, the north county Scouts were inducted into San Gorgonio Lodge as well. In 1948, when the Lodge formed its first clans, the north county members were grouped together as Anaheim Clan. As early as 1946 the Northern Orange County Council had considered forming its own lodge, but it was not until 1949 that the real work of organizing a lodge began, and on February 21, 1950, Ahwahnee Lodge 430 was granted a charter by the National Office with Don Piantoni as Chief and Red Knaus as Adviser.

In 1954, when the council acquired its own camp near Green Valley Lake, it was also named Ahwahnee. The work of building and staffing the new camp provided a major project for the lodge for many years. Another important emphasis during those years was the Lodge Indian Dance Team. In 1961, Ahwahnee Lodge inducted its first Vigils in a ceremony at Camp Ahwahnee. By 1967, the lodge had grown so large that more responsibility had to be transferred to the chapters to keep it running smoothly. The merger of these two councils that reformed Orange County Council in 1972 meant the eventual merger of the two lodges. For five months a joint committee worked to hammer out the details, hoping to perpetuate the best of both lodges.

December 31, 1972 marked the end of both lodges, and on January 1, 1973, Wiatava Lodge 13 officially began. The lodge number was the lowest available at the time. Wiatava is the Cupeño Indian name for what we now know as Lost Valley. The word is translated into “Valley of the Oaks.” The other names suggested had been Saddleback, Ketemague, Diegueño, Eulauchsitt, and Gabrillaño.

The first official lodge function was the January 13, 1973 banquet, highlighted by the election of Charlie Wisdom as Wiatava’s first Lodge Chief. Spring Ordeals followed at both Lost Valley and Ahwahnee. From 1973 to 1978, the Lodge Pow Wows alternated between the two camps, beginning with Lost Valley in 1973, and on to Ahwahnee in 1978. Since then, all Lodge Pow Wows have been held at Lost Valley. Over the years both Navajo and Pang Lodges have been invited as guests to the Lodge Pow Wow.

Again, Orange County’s growth brought changes to the lodge’s structure. The original chapters in 1973 were Ahwahnee, Amimi, Denali (merged with Ahwahnee in 1976), Koshare, Los Amigos (became Crow in 1979), MagaTaskozu, Santee, Ta Tanka, Tenaja, Tiwahinkpe (became Tsungoni in 1976), and Woapalanne (merged with Tenaja in 1976).

In 1980, Koshare Chapter was split and the northern half became Modoc Chapter. In 1983, several districts were realigned. Tenaja was split into Tenaja and Anasazi. Parts of Tsungoni went to Koshare and Ta Tanka and what remained was named Apatschin Chapter. Later, Apatschin merged into Ta Tanka. Due to district realignment in 2008, Ahwahnee was absorbed by Crow and Santee. In 2013, both Ta Tanka and Tenaja split creating 2 additional chapters, Tsungoni and Woapalanne.

In January 2017, realignment of districts continued and the two chapters that had only split 4 years ago merged back together making Tenaja and Woapalanne into Woja Chapter. The name being part of both old chapters and the history with them continue. Change
