MDD/095/18 HOUSING CORPORATE AND CULTURAL SERVICES REPORT

Corporate Services Cllr O’Neill referred to a Section 183 Disposal that had been approved by the Donegal Electoral Area Committee at their meeting of the 17 th November 2010 for lands at Parkhill, , previously purchased by Compulsory Purchase Order in 1984 by the Council’s Water Service. He submitted that the Section 183 process to the full Council was not completed at the time and requested that this matter is followed up at an early date. He advised he would submit the relevant correspondence. In response to the request, Mr. G Martin, Director Designate, asked for the details to be sent to him for discussion with the Director of Water & Environment Services in the first instance.

Housing Services Progress reports on Grants, Loans, Casual Vacancies, and Social Housing Support Programme, Tenant Purchase Scheme

2016, Housing Assistance Payments/Private Rented Inspections and Lease & Repair Scheme and Housing Need Members noted the update reports on Grants, Loans, and Casual Vacancies, Tenant Purchase Scheme, Housing Assistance Payments, Private Rented Inspections and Social Housing Support Programme, Housing Need in the MD and Leasing & Repair Scheme as circulated with the Agenda and presented by Mr. P Sheerin. He also briefed Members in relation to further updates since the reports had issued.

A number of comments/queries were dealt with and in particular the following;-

Housing Grants In response to a request from Cllr Campbell for feedback to the next MD meeting on the reasons for the high refusal rates for the Housing Adaptation Grant for People with a Disability, Mr. P Sheerin, Area Manager, submitted he understood that the terms of the scheme are specific to the disabilities of applicants and that this may impact on refusals but that further feedback would be provided at the next meeting. Cllr Jordan also submitted that there is a shortage of Occupational Therapists employed by the Health Services Executive which is delaying the processing of Disability Grant Applications and asked that the Municipal District write to the HSE to request additional resources to this area, also noting that there are possible further short-term vacancies due for which he understands there will be no replacements. He submitted that from informal discussions with the HSE to-date suggests that the resources in this area, needs to be addressed urgently. In response to the concerns raised, Mr. P Sheerin advised Members he understood the staffing challenges within the Occupational Therapy grades but understood that many of the grants can be progressed by the Council’s own technical staff. He further advised he would review the grant applications in order to determine how many require an OT report prior to proceeding in order to determine the impact of this matter on the processing of grants and update Members.

Repair & Leasing Scheme Cllr Campbell referred to the Repair & Leasing Scheme noting that the scheme has not delivered any units yet. Cllr Campbell submitted that the Council needs to look at the reasons for same. In response, Mr. P Sheerin informed Members he would follow up on same and revert to Members in relation to the reasons for the rejection of applications submitted.

Housing Assistance Payments Cllr Campbell submitted that applicants for Social Housing Support are being directed into HAP and that the Council needed to do more to provide social housing. In response to same, Mr. P Sheerin

advised Members while he takes on board the comments in relation to the provision of Social Housing, HAP does go some way to assist with housing needs.

Social Housing Support Programme In response to a request from Cllr. O’Neill for an update on the Voluntary Housing scheme proposed at Portnason, Ballyshannon, Mr. P Sheerin advised Members he would follow up for the next meeting.

Cllr Naughton submitted that there is significant need for social housing in . In response to same, Mr. P Sheerin informed Members that there are plans being progressed for Social Housing in Bundoran and that he would keep Members informed of progress.

11 houses at Erne Dale Heights Ballyshannon Cllr O’Neill paid tribute to the contractor and all involved in completing the 11 houses at ErneDale Hights Ballyshannon to a very high standard.

Purchase back of a Council House Cllr O’Neill asked if it possible for a previous tenant who bought out their house to sell it back to the Council. In response to same, Mr. P Sheerin informed Members he would revert to Cllr O’Neill when he clarifies same.

Casual Vacancies Cllr Naughton submitted that the Council needs to speed up the turnaround time for vacant houses. In response to same, Mr. P Sheerin, while being conscious of the need for speedy turnarounds, he noted that the Council uses the opportunity of the vacancies to refurbish and improve houses up to the appropriate standard, prior to letting, which will also avoid disruption to tenants at a later date.

MDD/096/18 ROADS / TRANSPORTATION SERVICES REPORT

Apologies were noted from Mr. M Sweeney who was unable to attend today’s meeting. Mr. Peter Kane, Executive Engineer, Roads/Transportation was in attendance to represent the service.

2018 Road Works Programme Status Report Members noted the update report on the 2018 Road Works Programme circulated with the Agenda as presented by Mr. P Kane.

Follow up Issues from previous meeting. Mr. P Kane briefed Members in relation to follow ups from the previous meeting as circulated to Members by e-mail by Mr. M Sweeney.

Other Roads Matters Proposed Amendments(2) to 2018 Roadworks Programme 1. Ballydevitt-Newtown with the Cranny Road Mr. P Kane briefed Members in relation to a proposed amendment to the Roadwork’s Programme 2018 i.e. to replace the Ballydevitt- Newtown (L-1625-1) road with the Cranny Road (L-1625-1) works in 2018 as Irish Water have indicated their intention to carryout pipeline replacement works along the Newtown Road at the Ballydevitt crossroads to the existing pumping station at Newtowndrumgorman in 2018. On the proposal of Cllr Jordan, seconded by Cllr Kennedy, this was agreed. Cllr Naughton welcomed the replacement of the water main in this area by Irish Water. 2. Finner Road with Ballyshannon Streets Mr. P Kane referred to previous discussion in relation to the possible re-allocation of funding from Finner Road to Ballyshannon streets and as reported at the previous meeting, Irish Water confirmed that they have no plans to replace the water main in Ballyshannon in the near future. He advised that the decision on this matter was deferred at the last meeting as Cllr O’Neill was not present. On the proposal of Cllr O’Neill, seconded by Cllr Campbell, Members agreed to the re-allocation of funding in the 2018 programme from Finner to Ballyshannon Streets.

Clar Measure 1 Funding for School Safety Projects Mr. P Kane advised Members that funding had been secured for St. Catherine’s Vocational School in Killybegs and Scoil Mhuire in for School Safety Projects in 2018.

Request from Donegal Dragons Regatta to use part of Quay in Donegal Town Mr. Peter Kane circulated a map of an area of the Quay in Donegal Town which the Donegal Dragons Regatta has requested to use on the 3 rd and 4 th August 2018 when their event is taking place. Following a short discussion, on the proposal of Cllr Jordan seconded by Cllr Conaghan this was agreed.

Sponsorship of Roundabouts Mr. P Kane informed Members that the Council will shortly be advertising the competition for the sponsorship of roundabouts.

Old Abbey Graveyard Members complimented the Roads Staff on the works carried out on the Old Abbey Graveyard. Members also noted the contractor is looking after this to the end of the summer will ensure that grass cutting will be carried out, as required to the end of the summer season.

Local Improvement Schemes Cllr Campbell asked for an update on progress on completing the Local Improvement Schemes, in particular in the event that additional resources are allocated by the Department and the need to be prepared to avail of same. Mr. P Kane informed Members that LIS’s have been prioritised, are making good progress and should be completed by the end of July except in the event of plant breakdowns or difficulties with the weather. In response to a further query, Mr. P Kane informed Members that Roads Central are following up in relation to any outstanding local contributions prior to schemes proceeding.

Car Parking Charges in Ballyshannon Cllr O’Neill made a lengthy submission in relation to his motion of over two years ago, that was passed by this MD, calling for the abolition of parking charges in Ballyshannon. He noted that the matter had been awaiting a County-wide review of parking charges but has become aware that there were changes made recently to the parking charges in MD of . He submitted there is no point to the charges in Ballyshannon and the matter must be addressed without any further delay as they are having a negative impact on Ballyshannon. He also submitted that there is an issue with charges at Water World in Bundoran where the ticket machine is charging €5.00 as the machine will only issue 2 hourly tickets and asked that this matter be investigated. He requested that the Director of Roads & Transportation attend the next meeting of the Municipal District to deal with parking charges. In response to the issues raised Mr. G Martin undertook to engage with the Director of Roads & Transportation and come back to the Members with an update.

However, following a discussion, on the proposal of Cllr O’Neill seconded by Cllr Jordan, Members requested that Mr. John G McLaughlin, Director of Roads & Transportation attend the next meeting of the MD to deal with this matter.

Cllr Kennedy also asked if Members could be provided with an update report on the parking charges in Donegal Town for the next meeting.

MDD/097/18 PLANNING CONTROL REPORT

Planning Update Reports Apologies were noted from Ms. Ciara Condon, Executive Planner, Planning & Economic Development. Ms. Donna Callaghan was in attendance to represent the planning service. Ms. Callaghan confirmed that she is dealing with Development Applications for this area for the next number of weeks and can be contacted by phone daily from 9.00 am to 10.30 pm except for Wednesdays. Members

noted the planning reports as circulated with the agenda dealing with the following;- • Development Applications • Enforcement • Planning Clinics – next one on 18 th July 2018 • Central Planning Unit - County Development Plan Review Update - Local Area Plans - Letterkenny Local Area Plan - Hericoast Project • Conservation Officer • Further Information

A number comments/queries were dealt with as follows;-

Planning Clinics In response to a query from Cllr Campbell if there are spaces available for afternoon appointments at the next planning clinic on the 18 th July 2018, Ms. Callaghan confirmed that there are.

Planning Enforcement Cllr Campbell asked for clarification in relation to the enforcement process as he queried if advisory notice issues first, followed by enforcement notice and what is the process where a development has engaged with the Planning Department and are awaiting feedback. In response to same Ms. Callaghan submitted if a developer has a particular issue that is being dealt with by the Enforcement Section they should contact that section directly to obtain clarification on their case. She advised she would bring the query back to the Planning Enforcement Section in any case for clarification.

Derelict Sites Cllr O’Neill referred to Derelict Sites and the potential to identify and levy a charge of between 3% and 10% on same in the various towns in this Municipal District. Cllr O’Neill asked that an update report on same be provided for the next meeting. Ms. D Callaghan advised she would request the update for the next meeting.

MDD/098/18 COMMUNITY AND DEVELOPMENT REPORT

Community & Development Report Members noted the Activity Report circulated with the Agenda and presented by Mr. B McLaughlin dealing with the following:

Members also noted the reports on Proposed Cycleway/Walkway/Greenway between and – Funding Report for ‘Outdoor Recreation 2017’ funding applications and also Measure 3 x 1 Project circulated with the Agenda.

A number of comments/queries were dealt with as follows;-

Looped Walks Mr. B McLaughlin drew particular attention to the activity on ‘Looped Walks’ noting that the Section would work with Members on a 3 – 5 year strategy to meet funding on this project.

Sliabh League on Google Maps In response to a request from Cllr Kennedy for Google Maps to be requested to correct the directions to Sliabh League/Pilgrims Pass they have on their website, Mr. B McLaughlin undertook to follow up on same.

Monty Halls In response to queries from Cllr. Campbell in relation to ‘Monty Halls’, Mr. B McLaughlin informed Members that footage can be used with Donegal County Council approval, as a shared copyright holder. He also advised the Council will soon have 3 short videos and some ‘stills’ that can be used for tourism promotion of the County. He also submitted that the quality of the production is very high and they are likely to return, have their own online platform and are in discussion with some of the TV stations with a view to doing programmes featuring Co. Donegal.

Waterfall at Largy, Killybegs Cllr Kennedy referred to the waterfall at Largy, Killybegs which is attracting a lot of visitors and asked that the Council seek to develop this in particular a safe access route to it.

Irish Open. Members paid tribute to all involved with the Irish Open submitting that it was a great success and a huge credit to all involved including promoting the County across an audience of millions of people world-wide. A number of comments / queries in relation to this matter were dealt with at the meeting.

Request to extend Broadband into the Industrial Estate at Portnason, Ballyshannon Cllr O’Neill referred to the Old IDA Industrial Estate in Portnason, Ballyshannon where he advised the connection for broadband stops just outside the estate. He requested that the Council’s Information Systems Department set up a meeting with Erne Enterprise

Development with a view to working together to extend the (MANS) broadband into the estate. Cllr O’Neill submitted that the availability of broadband within the estate would enhance opportunities for existing businesses and be a more attractive proposition for prospective tenants. Cllr O’Neill also submitted the Council should market Ballyshannon as a “Brexit Ready” pilot project given its proximity to the Border.

Magee Wild Atlantic Way Marathon from Killybegs to Cllr Kennedy commended the manner in which the recent the first Magee Wild Atlantic Way Marathon from Killybegs to Glencolmcille had been held in the previous week with some 600 participants. She submitted there were some great photos of the event and of the scenic beauty of the area. Cllr Kennedy also acknowledged that the Development Fund Initiative was very helpful in getting this event up and running.

MDD/099/18 ENVIRONMENT SERVICES REPORT

Ms. Suzanne Bogan, Waste Awareness Officer, Environment was in attendance to represent the service. Members noted the update report as presented by Ms. Bogan dealing with the following items;-

• Waste and Litter Management - WEE Collection Days 2018 - Regional Illegal Dumping Awareness Campaign - Recycling Bring Banks - Recycling Centres - Climate Change - Stats for the Environment on Litter & Waste from the 1 st January 2018 to 31 st May 2018 - 2018 Enforcement Actions and Complaints – End of May 2018 • Coastal Management - Public Conveniences - Community Toilet Scheme - Coastal/Water Safety - Beach Wheelchairs - Beach Maintenance - Clean Coasts Week

A number of comments / queries were dealt with as follows;-

WEE Collection in Killybegs Cllr Kennedy welcomed the WEE Collection day in Killybegs on the 1st September 2018

Beaches Cllr Kennedy acknowledged the work of the Environment Section for the good condition of the beaches at present.

Meeting for Tidy Town Groups In response to Cllr Kennedy who asked for an update on the requested meeting for Tidy Towns Groups, Ms. S Bogan informed Members she would follow up on same at an early date.

Septic Tanks – Registrations and Inspections. Cllr Campbell requested an update on Septic tanks to provide the following information;- • How Many Septic Tanks are Registered in the County • Statistics on Inspections • Pass/Fail rate of Inspections • Statistics on Enforcement/Compliance/Prosecutions • Statistics on change of ownerships on Septic Tanks • Where is the register available to view?

In response to the above, Ms. S Bogan advised she would follow this matter up with the Environment Section.

Public Conveniences in Ballyshannon Cllr O’Neill welcomed the proposed refurbishment of the Public Toilets in Ballyshannon under the Town & Village Renewal Scheme. He submitted that the opening / closing times should be reviewed after the toilets are completed.

Recycling Centres - Ballyshannon Cllr O’Neill submitted that the Bottlebanks in Ballyshannon should be located in a DCC owned and controlled area as town centre sites are not suitable. He submitted that the Council should consider having Bottle Banks in larger sites that can be properly monitored and requested that this be investigated. In response Ms. S Bogan informed Members that this is being reviewed at present.

Beach Life Guards Cllr Naughton noted that the Life Guards are in situ on the beaches for the season and again requested that this matter be investigated for 2019 with a view to having them in place or at least available earlier in the season to cater for busy holiday periods earlier in the year such as Easter.

Cllr O’Neill referred to a number of recent rescues at Tullan Strand where people have gotten into difficulty in the water advising he would forward details of the incident reports to the Coastal Officer. He submitted in the interim, Tullan Strand, should be provided with Life Guard cover. In response to same, Ms. S Bogan advised she would bring this to the attention of the Coastal Officer and ask that he revert to Cllr O’Neill.

Illegal Dumping Cllr Naughton referred to the recent RTE programme on illegal dumping and submitted that this presented the County in a bad light and hoped that lessons have been learned from the programme. He submitted it is very hurtful for officials and tidy towns committees to see this adverse publicity for the County.

Planning – Seven Strategic Towns Local Area Plan 2018-2024 (Donegal Town, Ballyshannon and Killybegs) Mr. Paul Christie, Senior Executive Planner, Central Planning Unit briefed Members in relation to the Chief Executive’s Report on the Proposed Material Alterations to the Draft Seven Strategic Towns Local Area Plans 2018 – 2024 (for Donegal Town, Ballyshannon and Killybegs). Members noted that any amendments to the Chief Executive’s Report would have to be proposed, seconded and agreed by Members at the Plenary Council meeting on the 23 rd July 2018 in Lifford.

A number of comments / queries were dealt with at the workshop in relation to Donegal Town, Ballyshannon and Killybegs.

The Cathaoirleach thanked the Planning Staff for attending.

He briefed Members in relation to the processes that are being undertaken by staff in relation to the funding applications, engagement with other bodies and also in relation to the scheduled Plenary Workshop on the 4 th September 2018. He also encouraged Members to forward any submissions that they may wish to make in respect of the funding applications noting that the process will be ongoing for a number of years

Overview

There are 109 piers and harbours around the coast of Donegal under the control of Donegal County Council, with a number of additional harbour/piers in existence under private ownership. These harbours range in size from very small facilities catering for a small number of vessels to the larger commercial harbours. In 2003 a report and inventory of all of the harbours in Co. Donegal was prepared and published and this is regularly updated by Donegal County Council. A full list of the piers/harbours is included in Appendix A.

Importance of Delivery of Ship-generated Waste & Cargo Residues

The ultimate purpose of proper delivery of ship-generated waste and cargo residues to shore reception facilities is to reduce the discharge of waste into the sea from ships using ports, thereby contributing to the protection of the marine environment.

SI 117 / 2003 Eurpoean Communities (Port Reception Facilities for ship-generated waste and cargo residues) Regulations 2003 require the Local Harbour Authority (Donegal County Council) to prepare a waste reception plan in accordance with schedule 2 of said regulations.

Consultation and Assessment of Need for Port Reception Facilites

Most of the Council’s harbours are small and are used by local inshore fishermen and leisure craft owners. Any waste generated by the users of the smaller ports/piers/harbours is generally taken home for disposal.

None of the harbours under the control of Donegal County Council have cargo vessel traffic.

Following a review of all of the piers and harbours under the Council’s control, it was determined that there are thirteen ports with significant activity and it is at these locations that the Donegal County Council Waste Reception Plan will be implemented: Greencastle Carrickarory Glengad Downings Malin Head Bunagee Magheraroarty Teelin Donegal Town

From analysis of the marine traffic in the area and in consultation with harbour users, an assessment was undertaken to establish the level of PRF required at each location to adequately meet the needs of the ships normally visiting each pier/harbour. The considerations and outcomes are documented in this the Port Reception Plan 2018-2021 and any significant changes arising from the previous plan are recorded in Appendix C.

The Council has key stakeholders at these facilities and works in consultation with same to continuely assess changing or growing needs due to seasonal demand or growth in activity. The Piers & Harbours team liaises with these user groups, fishing organisations, the

Harbour Masters, the environment section and waste collection providers to amend facilities as demanded by the level of use at piers and harbours.

Public consultations are ongoing through direct contact from the public to the Executive and through Elected Representatives.

Said stakeholders assist the Council on an ongoing basis to manage these port reception facilities by reporting on issues arising with respect to said reception facilities (as no Council presence at most of the sites).

Following the consultations and assessment process, the Council has identified a requirement for the following types of waste reception facilities at the following piers/harbours :

1. Greencastle Harbour Greencastle Harbour is the largest harbour in Donegal under the control of Donegal County Council. It is a major fishing port and a base for The Foyle Pilot Boat. There is a seasonal Car Ferry operating from here to Magilligan in Northern Ireland. There are 57 boats based at Greencastle Harbour. It has been determined that there is a need for waste reception facilities for food waste, general waste, metal recycling, net and plastics recycling, commercial fishing waste including damaged ropes and equipment, waste oil, used oil filters/fuel filters and general recycling materials.

2. Carrickarory Carrickarory is used by a small number of fishing boats and seasonal leisure craft. It has been determined that there is a need for waste reception facilities for food waste and general waste.

3. Glengad Glengad is used by shellfish fishing boats, some pleasure craft (domestic) and small boats. It has been determined that there is a need for waste reception facilities for food waste, general waste, commercial fishing waste including damaged nets, ropes and equipment, waste oil and used oil filters/fuel filters.

4. Buncrana Buncrana is used by a small number of fishing boats, the RNLI lifeboat and seasonal leisure craft. A seasonal Car Ferry service operates from this port to Rathmullan. It has been determined that there is a need for waste reception facilities for food waste and general waste.

5. Rathmullan Rathmullan is used by commercial fishing boats. There is a small marina and a seasonal Car Ferry operates from the port to Buncrana. It has been determined that there is a need for waste reception facilities for food waste and general waste. The management of the Marina, which is privately operated, provides a waste disposal service for users of said Marina.

6. Downings Downings is used by crab fishing boats, pleasure craft (domestic) and small boats. It has been determined that there is a need for waste reception facilities for food waste and general waste.

7. Malin Head Malin Head is used by shellfish fishing boats, some pleasure craft (domestic) and small boats. It has been determined that there is a need for waste reception facilities for for food waste, general waste and commercial fishing waste including damaged nets, ropes and equipment.

8. Bunagee Bunagee is used by shellfish fishing boats, pleasure craft, charters and small boats. It has been determined that there is a need for waste reception facilities for food waste and general waste.

9. Bunbeg Bunbeg is used by fishing boats and seasonal leisure craft. A passenger only Ferry service operates from this port to on occasion (in exceptional weather conditions when said Ferry can not operate from its normal base in Magheraroarty. It has been determined that there is a need for waste reception facilities for food waste and general waste.

10. Burtonport Burtonport is used by fishing boats and seasonal leisure craft. A regular Car Ferry service operates from this port to Aranmore Island. It has been determined that there is a need for waste reception facilities for food waste and general waste.

11. Magheraroarty Magheraroarty is used by fishing boats and seasonal leisure craft. A regular passenger only Ferry service operates from this port to Tory Island. It has been determined that there is a need for waste reception facilities for food waste and general waste.

12. Teelin Teelin is used by fishing boats, seasonal leisure craft and charters. It has been determined that there is a need for waste reception facilities for food waste and general waste.

13. Donegal Town Donegal Town is used by the Donegal Bay Water Bus, fishing boats and seasonal leisure craft. It has been determined that there is a need for waste reception facilities for food waste and general waste.

Capacity of the PRF

Level of Service Donegal County Council provides a service to its customers and pier/harbour users in relation to waste management at a selected number of piers/harbours around its shore. The Council does not provide a waste collection service from individual boats/vessels. Instead it provides facilities at the identified piers/harbours as herein referred to, to which its customers may deposit specific waste types in recepticles. The Council then arranges for the collection of said waste by appropriately licenced waste contractors to dispose of or recycle said waste in accordance with EU legislation and waste disposal regulations.

Waste/cargo residue handled by third parties There are no arrangements with third parties to handle waste/cargo residue or to provide a waste service on behalf of the Local Authority at any of the 13 piers/harbours identified in the Donegal County Council Waste Reception Plan 2018-2021. It is noted that the Rathmullen Marina which is privately owned and operated, provides its own waste management arrangements. The Council, in delivering its waste reception plan, relies on assistance from local fishing community groups and individuals at a number of pier/harbour locations (Glengad, Buncrana, Rathmullen, Malin Head, Bonagee, Bunbeg and Donegal Town) to identify when collection services are required or when additional collection services are required due to an increase in normal / expected use.

Waste/cargo residue which cannot be received at the pier/harbour • The waste/cargo residue which cannot be received at each of the 13 piers/harbours as per identified herein is any waste or cargo residue not referred to under the various pier/harbour need assessment. • There is no demand for cargo residue reception in the Donegal County Council jurisdication.

• There are no onsite facilities to handle sewage at any of the identified pier/harbour facilities. However, to assist boat owners/masters of vessels, details are included in this plan in Appendix D for local licenced waste management contractors available for direct hire.

Pre-treatment equipment/processes Donegal County Council has no pre-treatment equipment at any of the 13 piers/harbours identified herein. The Council does provide a pre-treatment of waste process through the provision of recycling facilities and the subsequent collection of same by approved waste collectors.

Delivery and Disposal of Waste

Procedure for collection of food waste – The Local Authority shall procure an appropriately licenced waste contractor to collect said waste from site on a scheluded basis and dispose of same in accordance with their waste permit and associated waste disposal regulations.

General Waste Procedure for reception of general waste – Boat owner/master of vessel shall arrange for general waste from the vessel to be transferred to the allocated general waste skip or wheel bin provided on site in a manner that avoids any spillage or contamination of the pier/harbour itself. Procedure for collection of food waste – The Local Authority shall procure an appropriately licenced waste contractor to collect said waste from site on a scheluded basis and dispose of same in accordance with their waste permit and associated waste disposal regulations.

Waste Oil Procedure for reception of waste oil – Boat owner/master of vessel shall arrange for waste oil from the vessel to be transferred to the allocated waste oil tank provided on site in a manner that avoids any spillage or contamination of the pier/harbour itself. This service is limited to Greencastle and Glengad.

Procedure for collection of waste oil – The Local Authority shall procure an appropriately licenced waste contractor to collect said waste from site on a scheluded basis and dispose of same in accordance with their waste permit and associated waste disposal regulations.

Used Oil filters/fuel filters Procedure for reception of used oil filter/fuel filter – Boat owner/master of vessel shall arrange for the used oil/fuel filters from the vessel to be transferred to the allocated waste bin provided on site in a manner that avoids any spillage or contamination of the pier/harbour itself. These materials must be handled with care. This service is limited to Greencastle and Glengad. Procedure for collection of used oil filter/fuel filter – The Local Authority shall procure an appropriately licenced waste contractor to collect said waste from site on a scheluded basis and dispose of same in accordance with their waste permit and associated waste disposal regulations.

Commercial fishing waste Procedure for reception of commercial fishing waste – Boat owner/master of vessel shall arrange for commercial fishing waste from the vessel to be transferred to the allocated waste skip provided on site in a manner that avoids any spillage or contamination of the pier/harbour itself. This service is limited to Greencastle, Glengad and Malin Head. Procedure for collection of commercial fishing waste – The Local Authority shall procure an appropriately licenced waste contractor to collect said waste from site on a scheluded basis and dispose of same in accordance with their waste permit and associated waste disposal regulations.

Recyclable Waste Procedure for reception of recyclable waste/materials – Boat owner/master of vessel shall arrange for recyclable from the vessel to be transferred to the allocated recycling facilities provided on site in a manner that avoids any spillage or contamination of the pier/harbour itself. This service is limited to Greencastle and Burtonport. Procedure for collection of recyclable waste – The Local Authority shall procure an appropriately licenced waste contractor to collect said waste from site on a scheluded basis and dispose of same in accordance with their waste permit and associated waste disposal regulations.

Type and Capacity of waste handled at the identified piers/harbours

Donegal County Council manages the collection of waste from the receptacles provided at the identified piers/harbours. A tender process is undertaken and appropriate licensed

waste collectors are engaged on an annual basis to undertake the service. The procedure for collection (procured licensed waste collector, collection schedule and associated facility) is detailed in Appendix E.

Greencastle The waste facilities are on the far side of the harbour and known to all the harbour users. All facilities are clearly marked and are unlocked. There is a sign in the harbour stating who can use the facilities. The facilities are emptied as per table above and receipts are

given to the Harbour Master stating how much waste was collected. The Car Ferry lands at a dedicated slipway in the harbour. There is a standard size wheelie bin on board the vessel and one on the slipway. These bins are brought to the waste facilities by the ferryman and emptied twice weekly. Donegal County Council provides additional facilities at this harbour for the disposal of used oil/fuel filters.

Greencastle Harbour Facilities

Glengad Donegal County Council has in place an agreement with Malin Head Co-Op for the management of waste facilities at Glengad Pier. Buncrana Donegal County Council has in place an agreement with the RNLI for the management of waste facilities at Buncrana. Rathmullan Donegal County Council has in place an agreement with a local user group for the management of waste facilities at Rathmullan. Malin Head Donegal County Council has in place an agreement with Malin Head Co-Op for the management of waste facilities at Malin Head Pier. Bunagee A marina type facility has been installed at Bunagee Pier. An agreement is in place with a local action group for the management of waste facilities at Bunagee Pier.

Bunbeg Donegal County Council has in place an agreement with the harbour users for the management of waste facilities at Bunbeg Pier. Burtonport There are also recycling facilities for bottles and clothes, these facilities are visible on approaching the harbour and are emptied by the County Council, as required. Burtonport harbour is advertised in the yacht manual and gives details of the Harbour Master’s contact details. When a yacht wants to come into the harbour, the owner contacts the Harbour Master either by phone or VHF CH 16 or 12 or by calling into his office in the harbour. The Harbour Master directs the vessels to the waste facilities, which are in a locked compound that is opened every morning. The fishing vessel owners are all local users and are aware of the waste facilities location. Donegal Donegal Bay Water Bus manages waste facilities at Donegal Town.

Notification and Reporting

Notification requirements prior to vessesls arrival at Port

There are no notification requirements prior to vessels arrival at Port other than for visiting yachts who can contact the Harbour Master to arrange for assess to waste receptacles. The contact details for the Donegal County Council Harbour Masters are advertised in nautical literature.

Procedures for reporting alleged inadequacies of port reception facilities

Complaints are made initially to the Environment Enforcement Officer, who supplies an IMO grievance form in Appendix F for completion by the complainant.

If the grievance cannot be solved using the grievance procedure, the IMO completed form will be sent to the Maritime Transport Division in the Department of Transport.

Donegal County Council will provide skips on request to facilitate waste disposal at any port under their control. These skips are normally provided free of charge to interested parties to facilitate regular cleaning of harbour areas.

Charging System

The Cost Recovery System is set in place via the Byelaws for the regulation of certain Harbours in cited as the “Donegal County Council (Certain Harbours) Byelaws 2010” came into effect on 1 st September 2010. The Byelaws impose a blanket charge for the disposal of ship generated waste as detailed in this plan under “Charging System”.

Copies of the byelaws are available on request from the Council’s Piers & Harbours Section or may be downloaded from its website. The current waste reception charges [Extracted from Donegal County Council (Certain Harbours) Byelaws 2010] for the harbours included in this plan are as follows:

Disposal of ship generated waste (mandatory Less than 10 GT €10 per month on all vessels operating from the harbour) 10 or more GT €20 per month 20 or more GT €30 per month 30 or more GT €60 per month 100 or more GT €100 per month

Cost Recovery System

The Cost Recovery System should in accordance with the current regulations, include for a method of charging an indirect fee for the use of the PRF irrespective of whether the PRF are used. An explanation of how the indirect fee should be calculated so it covers/exceeds 30% or the cost of providing the service. An explanation of any differentiation in charges by size or type of ship should be given and a clear explanation of what is covered in the indirect fee should be set out.

Currently the Donegal County Council byelaws fees are insuffienct in value and/or volume do enable same to cover 30% of the cost of providing the service. A review of said byelaws will be required to address the fee values such that same when calculated equates to at least 30% of the cost of providing the services. It is proposed to commence the aforementioned byelaws review in 2019.

Direct charges levied by external contractors

There are no direct charges levied by external contractors and so no information can be provided on any such charges for delivering waste not covered by the indirect fee.

Payment process for waste reception charges

Charges for the disposal of ship generated waste is currently being collected at the following ports by the Council’s Harbour Masters: • Greencastle • Burtonport The collection of harbour dues (including charges for the disposal of ship generated waste) is undertaken through the issue of an annual invoice. The Harbour Masters identify the larger vessels at the aforementioned ports/harbours. The administration issues an invoice for the appropriate charges to same. Payment can be made in a variety of ways as outlined in the information letter issued to the ship owners, and where payment is not forthcoming, the Council’s income collection team follow up with the owner. It is noted here that only larger vessels are charged as, following assessment, it was considered that the smaller vessels do not generate sufficient waste to warrant charging.

Record Keeping

Records on the amounts of waste and cargo residues received are recorded and submitted on Waste Reception Plan Report Form annually. Information on same is recorded by the Harbour Masters throughout the year. Records are kept at the Harbour Masters offices and are retained for a minimum of 3 years.

Receipts are issued for waste collected and disposed of.

Due to the nature of the fleets and low volumes of waste collected for disposal, charges are only legislated for at the larger ports/harbours. With the introduction in 2018 of the annual charging invoice system, it is considered that there is potential to increase the number of locations where the waste reception plan could be extended to. This will be considered as part of the Byelaws review due to commence during 2019.

Public Consultation

The Port Reception Plan 2018-2021 will be advertised for a 4 week period commencing in September 2018 for consideration by the public and to facilitate submissions in relation to the proposed plan. Any observations submitted will be considered.

4 Central Planning Unit (1) Local Area Plans Seven Strategic Towns Local Area Plan [for An Clochán Liath (); -Stranorlar; Ballyshannon; Bridgend; ; Donegal Town; and Killybegs

Members considered the Chief Executive’s Report on the submissions in relation to the Proposed Material Alterations at the plenary Council meeting on 23 rd July 2018 and decided to adopt the plan. The Plan is now operative and is available online. Hard copies are currently being printed and will be made available to the public as soon as practically possible including circulation to Members.

(2) Letterkenny Having closed out the consultation process prior to summer Local Area period, the next step in the project is to collate the outputs of Plan that consultation into a report format for consideration by Letterkenny MD Members and to this end a workshop date had been agreed for 11 th September 2018. As outlined by email correspondence to Letterkenny MD Members, the Urban Regeneration and Development Fund and the Rural Regeneration and Development Fund programmes have, in the interim period, been announced by Government and therefore significant resources are being applied to the drafting of funding applications. As a result, a revised workshop date is sought for mid November to ensure the appropriate level of consideration can be given to the report on submissions and to Letterkenny MD Members consideration of it. In the interim period, a number of project elements continue to be progressed including:  Tenders received for Strategic Flood Risk Assessment (including FRA in respect of the Southern Relief Road) and same are currently being assessed with a view to appointment of consultant as soon as possible. Letterkenny MD Members are therefore requested to agree a revised workshop date for mid November 2018. (3) Hericoast Work has continued since the workshop in Donegal in April on Project the preparation of an Action Plan. This is focused on Lough Swilly as a pilot area with two actions or outcomes to be achieved – 1) the establishment of a digital platform that will include all aspects of heritage data around the coastline; 2) to develop a set of guidelines on the reuse of vacant heritage buildings with the aim to make heritage an economic driver and add value to the existing built assets.

Alana Green and Sinead McGlynn attended a Marinescape Conference in Bulgaria in May and presented the initial draft of the Action Plan.

To date work presented by the Donegal Hericoast team has been well received and with other partner regions, will inform the future direction of heritage management at an EU level. This work will conclude with a high level political dissemination event in November 2019.

Report on Proposed Additions to the Record of Protected Structures to Donegal Municipal District Meeting 11th September, 2018

Proposed Addition to the Record of Protected Structures

1.0 Introduction

At the Donegal Municipal District meeting held on 10 th April 2018, Members resolved that a total of 4 additions to the Record of Protected Structures (RPS), namely two residential properties and two bridges should be published for the purposes of consultation under Section 55 of the Planning and Development Act 2000 (As amended).

The necessary notification procedures and period of statutory public consultation were initiated immediately. The consultation period commenced on the 20 th April 2018 in accordance with the Planning Act and notice was served on the owners of the Structures with the consultation running for 11 weeks from 20 th April to 6th July 2018 inclusive.

2.0 Background

This is a small work programme following on from the substantial Additions work programme in 2017. It consists of a total number of 12 structures which have been proposed by either a Member of the Public or the owner of the structure, to be added to the Record of Protected Structures over the past year.

Out of the 12 proposed additions to the Record of Protected Structures it was considered that 1 structure did not have sufficient merit to be added.

There were 4 proposed structures in the Donegal Municipal District which were published for consultation as set out in the below:

3.0 Assessment Considerations Members are referred to Section 55(3) of the Planning Act that provides that:

'Before making the proposed addition (or deletion), the Planning Authority shall: (a) consider any written submissions or observations received under the (public consultation process); and (b) have regard to any observations received from the Minister concerning submissions or observations.. (received).'

Members are advised that no observations were received from the Minister. One submission/observation was made under the public consultation process in relation to a residential property called Brookehill located in Killybegs. A summary of the submission, the conservation response and recommendation are set out in the table below:

5.0 Recommendation

It is recommended that Donegal Municipal District Committee of Donegal County Council, having considered this Report on the addition to the Record of Protected Structures, adopt the following resolution:

This will see development of new videos promoting marine activities on the route including Donegal and also blogs, press releases and other social media content to give extended outreach of the WAOH route to target audiences. • Terms of Reference for the WAOH route Marketing Plan are in development in Donegal County Council who will have responsibility for producing the Marketing Plan for the entire route. CAPITEN • Donegal County Council is working on a proposal to develop new VR (Virtual Reality) content showcasing marine activities as part of the CAPITEN project. A VR experience including white water rafting was trialled at the Hooked 2018 event in Killybegs and was very popular. There is potential to develop a series of VR experiences specifically promoting activities and themes around Donegal. • A company in Donegal has been appointed to develop Marketing and Communications Plan for work package five of the ‘Atlantic Destination Maritime Festivals and Events’ element of the CAPITEN project. The resulting plan will also include a template for best practice of promotional activities that can be used by festival and event organisers to deliver better results. This is in development. • A survey has been sent out to partners to gather information on festivals and events that they wish to support as part of the CAPITEN project. • A new CAPITEN website is in development by the lead partner with more information on the project.

Wildsea Europe Donegal County Council has committed to continue to remain in the Wildsea Europe network. SME’s listed on the website www.wildsea.eu have reported receiving a good volume of bookings for their businesses so it is important to continue to provide training and support for SME’s and to continue to support the marketing activities to increase traffic and bookings on the website. In particular there is a significant volume of enquiries about whale watching in Donegal at the moment.

ISLE Tourism Project • Multi-lingual map signage has been produced for the islands, this will be installed in the coming weeks. • These maps include key points of interest, walking trails etc. and will highlight some of the key species on the islands including some information about protecting the corncrakes. • The Guiding course running at LYIT School of Tourism has concluded with graduation planned for November 2018. 39 students have qualified as official Fáilte Ireland guides. • The Tourism Impact Study has now been completed.

Monty Halls Campaign Three videos have been produced as part of the Monty Halls campaign to promote Donegal. On Go Visit Donegal’s Facebook page, the videos have had an audience reach of over 600,000 people. The videos are also on YouTube and Tourism Ireland Global has also published the videos on their YouTube and Facebook pages. The videos have been very successful and continue to reach worldwide audiences. Donegal County Council is also working with Monty to produce 360 and VR footage, plus a selection of still images.

MalinWaters A number of maritime festivals and events in Donegal have received funding support via MalinWaters. A Marketing Plan is being deployed and is ongoing covering a range of activities such as social media, e-mail marketing, Google Ad Words, print advertising and much more. A MalinWaters promotional stand was in place at Foyle Maritime Festival in Derry-Londonderry promoting MalinWaters and some of the other marine tourism projects along with County Donegal and other partner regions.

MalinWaters Marketing Activity • Marketing activity is ongoing to promote www.malinwaters.com across a variety of marketing channels. Further activities to promote the MalinWaters brand across a range of marketing platforms including e-mail, display, PPC, content, SEO and more will be ongoing in Q4 of 2018.

CAPITEN • The results of the partner survey will be assessed to determine what type of events take place in their partner regions. • Donegal County Council will also be responsible for the delivery of a number of supports for maritime festivals and events. Currently the partners are working together to decide on a format and application process for event support. • Further work on the Marketing and Communications Plan will be carried out. • The next project meeting takes place in December 2018.

Cruise Tourism Research into the economic impact of cruise tourism. A brochure promoting cruise tourism in various locations in County Donegal will be developed.

Blueway Opportunities The possibility of creating sections of ‘Blueway’ in Donegal along our coastline is being inves tigated. Donegal County Council has been liaising with Waterways Ireland in relation to the development of Blueways.

Boot Dusseldorf 2018 Donegal County Council Tourism Unit will be exhibiting at Boot Dusseldorf in January 2019 . This is an excellent opportunity to promote Donegal. The show attracts over 250k visitors from over 90 countries annually. The Go Visit Donegal brand will have a 15 second mini advertisement at the beginning and end of a documentary about Henry McIlhenny, one of Glenveagh owners. This is set to air in May this year to PBS stations in

New York, LA, Chicago, Philadelphia, San Francisco, Washington and Atlanta.

USB Memory Pens 50 copies of this documentary have been downloaded to memory sticks with Donegal branding and was distributed to tour operators in the USA while on a trade mission.

Philadelphia Aer Lingus commenced a direct flight between Dublin and Philadelphia this May and Donegal Tourism are currently in negotiations with the Philadelphia Museum of Art in relation to showcasing this film in the museum for a period of time over the summer.

Knock West Airport Donegal is taking out substantial adverting in both the arrivals and departure areas of Knock West Airport. Artwork has been designed to showcase Donegal in all its beauty. These branding panels that will be displayed in the arrivals hall and in new Visitor Centre area. We have also taken out digital screen advertising throughout the airport. For the next 12 months Donegal will have 15 second videos and these will be placed in screens throughout the airport, this commenced in May.

Social Media

There has been a lot of emphasis on facebook to promote Donegal and over the last month the success has been outstanding.

Meitheal 2018 Donegal had a designated stand at Meitheal 2018. This proved to be a cost-effective way of marketing Donegal overseas without having to leave the country. Donegal Tourism was provided with given the opportunity to meet with up to thirty overseas buyers each day for two days in face-to-face meetings. Prior to Meitheal, 20 tourism buyers from 23 countries, including Britain, the US and Mainland Europe, visited Donegal so they had a in-depth knowledge of the county prior to the meetings.

The Donegal delegates at the ‘Meitheal’ Trade Event included representatives from: Donegal’s Harvey’s Point Resort, Donegal Tourism, Jackson’s Hotel, Villa Rose Hotel, Lough Eske Castle, Triona, Donegal Tweed Centre, Abbey Central & Nesbitt Arms Hotels, Creevy Cottages, Lifford Old Courthouse, Inishowen Gateway Hotel, Ireland By Bike, Donegal Town Enterprise Scheme, Sliabh Liag Tours, Mount Errigal Hotel, Shandon Hotel & Spa, Downings Coastguard Cottages, Lighthouse, Great Northern Hotel and Slieve League Cultural Centre.

USA Trip

Donegal County Council recently completed a very successful Tourism Trade Mission to the United States that saw a delegation take in several major cities and the largest Irish themed festival in the world. A seven person team, led by The Tourism Unit Donegal County Council also included members of the Donegal Travel and Hospitality Sector - including Harvey’s Point Hotel, The Waterfront Hotel, and the Cathaoirleach of Donegal County Council, Seamus O´Domhnaill.

This Whistle Stop Tour took in New York, Philadelphia, Chicago, and the Milwaukee Irish Fest 2018. Throughout the nine day, four state mission, the delegation met with over 120 businesses, including a diverse group of American tourism operators, travel agents, business leaders and government officials to build relationships with key stakeholders in the US tourism market and showcase Donegal’s unique tourism offerings. Presentations were specifically delivered to demonstrate the viability of including Donegal as a World Class Tourism Destination.

The delegation also hosted a second event in each city which was aimed at Donegal Diaspora of each area, to thank them for their continued support both at home and abroad as ambassadors for Donegal. These events were also well attended which gave the delegation an opportunity to engage with people in a more informal manner to celebrate the many aspects of Donegal and its strong bond with these cities of considerable influence within the Irish-American Community.

The delegation then travelled to Wisconsin to attend the 38th annual Milwaukee Irish Fest where they manned a Donegal Tourism stand for three days. With a huge audience of around 100,000 visitors, the three day festival was an ideal platform to showcase Donegal and what we have to offer and also an excellent opportunity to engage with our Diaspora.

The trip and itinerary was organised by the Tourism Unit in Donegal County Council.

Irish Open The Tourism Unit was heavily involved in the Irish Open, with marketing activity being carried out in conjunction with the Irish Open team.

Project Maintenance, development and promotion of walks & trails in Donegal Description/Activity including cycle routes and Greenways.

Progress to date within the Funding has been approved in January under the Outdoor Recreation last two months/quarter 2 - Infrastructure scheme Measure 2 for the Ballyshannon Cycle Loops inclusive of current status where €17,500 will be spent on maps and new signage to bring the two cycle hubs up to the correct standard. This work is now being procured with a contractor expected to be appointed in conjunction with the contract to erect new Euro-velo signage from Donegal Town to Bundoran as part of the Atlantic on Bike project where the Donegal Cycleway will be promoted as part of the Euro-Velo 1 route from the border at Bridgend following the coastal route round to Bundoran. Two spurs have been included from Ballyshannon to Belleek and Donegal Town to Ballybofey. We are proposing to install some bicycle stands in some of the key towns along this route.

A training seminar for European Cycle Federation (ECF) inspectors was be held in Letterkenny on week beginning Monday 23 rd April.

Outdoor Recreation Infrastructure scheme 2017 has funded map boards for Bealacht na Gaeltachta €9,600 and the extension of the Muirlinn river walk at Glencolmcille €8,000. Work is ongoing at Muirlinn and the new map boards for Sli Cholmcille should be erected by October at Glencolmcille, Ardara and Carrick.

We are also finalising the routes for proposed local walks in and around Kilcar with the support of DFI Funds. Materials have since been delivered and works on the erection of the posts and walking signs has commenced.

Path Repair works was also carried out at Slieve League And is now completed.

At a recent workshop held in Lifford on Monday 25 th June it was agreed to submit applications to the Outdoor Recreation Infrastructure Scheme 2018 which has a closing date of 6th July for Measure 1 projects An application for €7,500 has been made to upgrade the Glencolmcille Looped Walks. The closing date for measure 2 and measure 3 projects is Friday 27 th July 2018.

A meeting between Fermanagh Omagh District Council and the Trails Office has agreed to seek funding to progress a feasibility study on the proposed Ballyshannon to Beleek trail. The development of the study has been tendered and supplier selected on 4 th September with delivery of final report by November 2018.

The upgrading of the existing walks and trails to an acceptable standard to meet the requirements of the National Trails Office including the two Colmcille loops.

New brochures and maps are also being developed. An on-line presence for walks and trails will form part of the new go visit Donegal web site in conjunction with Donegal County Council’s site.

Ongoing consultation with agencies including Roinn na Gaeltachta, Udaras na Gaeltachta, National Parks & Wildlife Services, Donegal Tourism and Donegal Local development Committee.

Activity / Project Age Friendly County Title Intergenerational Choir

Project Donegal’s first ever intergenerational choir has been established by the Older Description/Activity Persons Council as part of the Donegal Age Friendly Strategy. Donegal Age Friendly Strategy aims to enhance to the health and well being of those living in the county.

The choir is called “Ceol le Chéile” which means coming together sing and that is exactly what this choir does by bring children and older people together.

Budget (if applicable) Progress to date The Choir now has up to 100 participants coming from each of the 5 Municipal within the last two Districts with Older people aged up 88 years of age and children aged 7 to 12 months/quarter* - years. inclusive of current status Feedback from choir members has been very positive, particularly from the adults who have stated that both their mental and physical health have benefited. It has contributed greatly to the confidence of the children.

The choir held its first performance on Friday 27 July at 7pm in an Grianán Theatre, Letterkenny. This was a family showcase and there was a full house on the night. The reaction of the audience and the choir members was a very positive one.

The choir also performed in Glenveagh National Park on 2 August for the 2 Pride of Place judges who were very impressed with the high standard of singing and the positive benefits that the members have experienced.

Seafest, Galway – 28 th June to 1 st July Go Visit Donegal had a promotional stand at Ireland’s national maritime festival SeaFest in Galway which attracted 103,416 visitors to Galway Harbour during the three day event, generating over €6.5 million for the city.

Foyle Maritime Festival, Derry We had a promotional stand at the Foyle Maritime Festival in Derry from the 14 th to 22 nd Derry. The Foyle Maritime Festival hosted the stopover of the Clipper Race 2017-18 as they neared the end of their Round the World Journey. Queens Quay was transformed into a maritime wonderland with thousands of visitors each day.

Sliabh Liag – Interpretative Strategy – the explicit intentions of Donegal County Council are that this strategy would:

• Develop Sliabh Liag as a flagship tourism destination along the Wild Atlantic Way. • To protect and promote the natural and built environment at Sliabh Liag. • To improve the visitors experience at Sliabh Liag, encouraging visitors to stay longer at Sliabh Liag and its hinterland. • The internal interpretation is complete in the visitor centre and the external ‘Story Stones’ are currently being installed by the stonemasons on the mountain.

Donegal Reconnect - Through reconnecting with our Diaspora to create new opportunities for investment, business development and employment”. Co-ordinate the actions of the Donegal Reconnect Steering Group in relation to the organisation of a week of events county wide next autumn.

* Delete irrelevant Cool Route reporting period The Cool Route Cruising Ground, described in the International Yachting Press as the World’s Most Adventurous Cruising Ground, is one of the most attractive coastlines globally and stretches from Cork to Western and Northern Ireland, on to Western Scotland and then to the Faroe Islands and to Tromso, in Western Norway.

The primary objective of the Cool Route project was to bring new business opportunities to a wide range of small local enterprises that provide quality goods and services. It offered support in terms of international marketing opportunities and providing a common branding, booking and information system. It’s a fantastic ecotourism product, exploiting the natural resources of the area in a manner that is sustainable and environmentally viable, which is ideal for Donegal with its rich marine environment and beautiful coastal locations.

Activity / ‘Bin Your Gum when you're done’ - Donegal Launch Project Title

Project Description/ Activity

The Mayor of Letterkenny Cllr. Ian McGarvey officially launched the Gum Litter Taskforce’s gum litter education campaign at the OFF THE STREET Food Festival, Letterkenny held over the weekend of 28 th and 29 th July. Suzanne Bogan, Waste Awareness Officer and Letterkenny Tidy Towns representatives were also in attendance.

The Gum Litter Taskforce has been successful to date in changing the public’s behaviour by encouraging correct gum disposal through a targeted education awareness campaign and demonstrates the power of government and industry alliance in driving positive change. The latest report of the National Litter Monitoring Pollution System has shown that the percentage of chewing gum as a proportion of litter dropped to 8% in 2017 from 15% in 2016.

Last year’s campaign maintained an all-time high of 93% of people stating that they regard chewing gum as litter, pointing to the attitudinal impact which the campaign has affected since it first began.

Activity / Donegal Mattress Amnesty Project Title

Project The Department of Communications, Climate Action and the Environment provided funding to Local Description/ Authorities to run Mattress Amnesties in 2018.

Activity Donegal County Council were successful in securing funding to run a Mattress Amnesty at each of its Recycling Centres in association with Bryson Recycling.

The conditions of the amnesty are that householders may dispose of a maximum of three mattresses free of charge at the recycling centres. Part of the criteria set by the Department is that the mattresses brought for recycling are sent for deconstruction and recovery.

On the first collection day, on the 11th August, 190 mattresses were collected for recycling at Letterkenny Recycling Centre.

Further collection days will be advertised on radio, social media and local newspapers.

Activity / Recycling Ambassador Programme Project Title

Project A national initiative from VOICE is educating people on what can go in their recycling bin. The Description/ Recycling Workshops are being offered to help people improve Ireland’s recycling rates and Activity reduce levels of contamination in household recycling bins. They are available FREE of charge to community groups, businesses and at events across the country. Workshops can be between 15 minutes and 1 hour depending on the needs of the group. This initiative has been funded by the Department of Communications, Climate Action and Environment and REPAK.

COASTAL MANAGMENT

Activity / Clean Coasts’ Big Beach Clean 2018 Project Title

Project Description/ Activity

Clean Coasts ‘Big Beach Clean’ is taking place in County Donegal on the weekend of the 15th, 16 th & 17 th of September and all over Ireland. Clean Coasts is once again teaming up with the International Ocean Conservancy for the International Coastal Cleanup event.

In 2017, as part of the International Coastal Cleanup:

• Internationally, 789,138 volunteers in more than 100 countries collected nearly 9,300 tonnes of marine litter during International Coastal Cleanup event. • In Ireland, 157 clean -ups took place in Ireland, with over 3,000 volunteers getting involved in beach cleans • In Ireland, over 18 tonnes of marine litter was removed from the coastline • As in previous years, cigarette butts —which contain plastic filters —topped the list at approximately 2.4 million collected ; • The top items recorded in 2017 during the International Coastal Cleanup collected we re, o food wrappers (1.7 million), o plastic beverage bottles (1.6 million), o plastic bottle caps (1.1 million), o plastic grocery bags (757,523)

Each year millions of tonnes of marine litter enter our seas and oceans, resulting in environmental, economic, he alth and aesthetic challenges. Clean Coasts are inviting volunteers to join this global coastal clean -up helping remove marine litter from our beautiful coastline and in turn protecting our coastal habitats and marine life.

During the Big Beach Clean, C lean Coasts volunteers are asked to carry out marine litter surveys to quantify the amount and types of litter on Irish beaches. These surveys are aimed at heightening awareness about the issue of marine litter and serve as an indicator of the magnitude of the problem.

Clean Coasts programme are also partnering with Centra stores based in the heart of coastal communities to encourage their shoppers to take part in the Big Beach Clean. Sixty -five Centra stores across the will promote th e Big Beach Clean in 2018, giving those who register the option of picking up their beach clean kit from their local store.

Activity / Bathing Season Project Title

Project The summer bathing season is coming to an end across the county’s numerous Description/ beaches. It has been a very busy season at our 21 Designated Bathing Areas (including Activity the 12 Blue Flag and 4 Green Coast beaches) with the good weather drawing large crowds to the c oast. The 14 lifeguarded beaches saw the treatment of jellyfish stings, minor injuries and several rescues. This year, the Lifeguarding service will be extended in to the second weekend of September, where Lifeguards remain available for service.

Activity / Bathing Water Quality Project Title

Project Donegal County Council in conjunction with Environmental Protection Agency (EPA) and An Description/ Taisce monitors and reviews twenty-one Bathing Waters dispersed throughout the county. Activity Twelve of these waters have Blue Flag status and four also have Green Coast awards.

As the North Atlantic Jet Stream was being pushed well into the north away from Ireland, dry and very warm conditions with a lot of sunshine and light variable winds arose in late June early July with high pressure staying until the end of July. This resulted in the very good conditions for bathing waters and the waters were enjoyed by many. The drier weather conditions also resulted in the bathing water quality for 2018 being extremely high.

Activity / Coastal Erosion Project Title

Project Funding of Minor Works & Coastal Erosion has been provided to Donegal County Council from Description/ the Office of Public Works (OPW) to examine the current processes affecting its coastline and Activity risks to the areas of concern. The areas of the County Donegal coastline for evaluation includes;

1. Gweebarra Bay, 2. Maghery, 3. Inishfree Bay (Carrickfinn Peninsula) and 4. Magheroarty.

These coastlines are of high conservation value because of the extensive areas of relatively unspoilt coastal habitats and the range of plant and animal species that these habitats support. These catchment areas are idyllic locations for bird watching and ecological activities having a wide diversity of both plant and animal species. Tender documents are now being prepared to appoint a consultant to conduct the survey work.

To this end, the directorate will produce a report to be presented to MD councillors at the October meeting outlining the measures to be taken to achieve this, accompanied by a budget submission to be sent the director of housing and the head of finance seeking the appropriate funding."

Response: The Energy Efficiency Programme comprises two Phases. Phase 1 deals with insulation and draught proofing, with Phase 2 focussing on windows and doors replacement. Insulation Works. In relation to Phase 1 (insulation works), around 2,000 units county wide have benefited from such works to date with over €3.5million spent, and over 1,000 units remain to be done. Pre 2006 dwellings are being prioritised, and the Council has already made a submission to the Department with a view to completing the Phase 1 works as soon as possible. 126 units within the Donegal MD are included in the 2018 submission. While a specific allocation of funding has not yet been received, the Department indicated in June of this year that the Council can proceed with further Phase 1 works in the interim. In this regard, preparations to procure further works are at an advanced stage, and it is intended that Phase 1 will be completed in 2019. Windows & Doors. Phase 2 of the Energy Efficiency Programme provides for the replacement of windows and doors. While windows and doors have been replaced under the Voids Programme, and under a previous programme of Windows and Doors Replacement, no windows or doors have been replaced under this Programme to date. A bid for funding was made to the Department during 2017, in this regard, on the basis that Phase 1 and Phase 2 could run together, which was unsuccessful. A further bid was made in April of this year, and the Council was advised in June of this year that Phase 2 works should not proceed at this time without the prior approval of the Department. Approval is awaited in this regard. It has been estimated that over 874 houses would benefit from windows and doors replacement throughout the county, 48 of which are in the Donegal MD. In summary, requests for funding approval have already been made in relation to both Phase 1 and Phase 2. While we are awaiting approval in relation to Phase 2 works (Windows & Doors), we can progress with Phase 1 (Insulation), and the procurement of these works are imminent.

Response: This question has been referred on to the Director of Services for Roads & Transportation who is currently on annual leave. In his absence, I wish to advise that the current status on the implementation of the recommendations identified in the report is as follows: 1. All measures that were identified in the report that require alterations to the Bye-Laws have been referred to the parking section to be considered in the County wide Pay and Display review. This review process is due to commence shortly. 2. Progress on matters relating to the alleviation of the existing problems of inadequate Public Services Vehicle spaces and loading bays is summarised below: a. Alternative accommodation for busses – This matter is being considered and discussions are ongoing with regard to a suitable location. b. The provision of loading bays – two additional loading bays have been provided, one at Main Street outside the €uro2 shop and one at Upper Main Street near the lower entrance to St Patricks Church. c. Taxi spaces – The Roads office has met with the taxi driver representatives to consider options and discussions are ongoing. 3. One way system – The roads office intends to commence the process of the implementation of a new one-way system at Tirchonaill Street and Castle Street after the bridge replacement works at Tirchonaill are completed in 2019. This process will be done in accordance with Section 38 of the Road Traffic Act, 1994.

Response: The provision of Specific Instance (SI) dwellings is considered in the context of the policy which was approved by the Council in 2016, and which took effect from 1st November 2016. The policy was developed and agreed to reflect previous experience of delivering, maintaining and re-letting such dwellings. When an applicant is approved for social housing support, the most suitable option for meeting their housing need is examined. This includes the provision of an SI house where an applicant has indicated that they have a site. This is then considered in the context of the policy, as referred to above. Other relevant considerations include whether the Council is planning to construct a scheme locally, whether there are options to acquire suitable dwellings in the locality, as examples. At present, Donegal Co. Council have thirteen applications on hand, where a preference for an SI rural dwelling has been expressed. These applications are broken down between the Municipal Districts, on the attached table. In relation to the thirteen applications on hand, these applications are at various stages of the assessment process and two applications have recently obtained Part 8 approval. In relation to the applications on hand in the Donegal Municipal District, both applications have progressed through Phase 1 of the process and the Council is currently awaiting further information from the applicants.

Response: The Story Stones at Bunglas were commissioned as part of the interpretation of the overall Sliabh Liag project. Following discussions with the local community representatives from the area with regard to signage they stated they did not want steel or plastic signs so stone was suggested as a suitable solution . With the stones depicting the story of the mountain. Locations were agreed with the community reps . The stones were part of the overall interpretation plan which was carried out by appointed consultants Mitchell & Associates who worked with the local community representatives to capture local stories and history to tell the stories of the area. .
