(July 24, 2018) (view in document) Alexander Golding, Founding CEO of Helped Hope As the founding CEO of Helped Hope and the recipient of the Marvin L Kay Fellowship in Finance at George Washington University, Alexander has made it his mission to educate the world about responsible investing. Alexander was recognized for this work when the Denver Business Journal named him "Who's Who in Impact Investing" in 2018. Sought after nationally, Alexander has held seminars at major universities and the United Nations. In early 2017, he launched the Florida Impact Investing Initiative. Since then, owners or managers of over one hundred billion investor dollars ($100bn) attended his events and learned about impact opportunities. His impact investing network consists of approximately 6,500 members, approximately 300 of whom are investors. He sends due diligence notes on potential investments to a subset of this group. Alexander is currently studying social impact, business administration, and artificial intelligence at George Washington University, where he is the recipient of the Marvin L Kay Fellowship in Finance. He received his Bachelor of Science in Finance from the Leonard N. Stern School of Business at New York University and taught "Topics in Social Entrepreneurship" at Florida Atlantic University in the fall of 2017. Alexander is a mentor at Lynn University's Social Impact Lab. You can find his most recent publication at Fortune, where he wrote about using the Opportunity Zone legislation to provide more capital to communities of color. Professor Anika Singh Lemar, Yale Law School Anika Singh Lemar is a Clinical Professor at Yale Law School. She teaches the Community and Economic Development clinic (CED), which provides transactional legal services to organizations seeking to advance economic opportunity. CED’s clients include affordable housing developers, community development financial institutions, farms and farmer’s markets, fair housing advocates, and neighborhood associations. From 2007 to 2013, she represented for-profit, not-for-profit, and governmental clients engaged in a variety of real estate projects including building affordable housing, remediating and redeveloping brownfields, and revitalizing urban neighborhoods. From 2005 to 2007, she was a Skadden Fellow and Staff Attorney at the Community Development Project of the Urban Justice Center in New York. From 2004 to 2005, she served as a Law Clerk for the Honorable Janet C. Hall of the U.S. District Court for the District of Connecticut. Professor Lemar received her B.A., cum laude, in Ethics, Politics, and Economics from Yale University and received her J.D., cum laude, from New York University School of Law where she was a Root- Tilden-Kern Scholar, a Dean’s Scholar, and a Robert McKay Scholar. While in law school, she received the Paul and Daisy Soros Fellowship for New Americans and helped to found Next City, a highly- regarded urban affairs publication. Professor Blaine G. Saito, Northeastern University School of Law Blaine G. Saito, an expert in the field of taxation, joined the Northeastern faculty as Assistant Professor of Law in 2020. His research focuses on the intersection of tax rules, economics, tax administration and social policy. His current research focuses on tax expenditures and their use in social policy and international tax issues. His work has been published in the Virginia Tax Review, Harvard Journal on Legislation and Georgetown Journal of Law and Public Policy. Saito most recently served as a Climenko Fellow and Lecturer on Law at Harvard Law School. He graduated from Harvard College in 2004 with an AB in chemistry, and went on to earn a JD from Harvard Law School and an MPP from the Harvard Kennedy School. Professor Brandon M. Weiss, American University Washington College of Law Brandon Weiss is an Associate Professor of Law at American University Washington College of Law. His research and teaching focus on property law and theory, as well as the relationship between housing, economic mobility, and government intervention, with a particular emphasis on federal subsidized housing policy. Weiss serves on the Executive Committees of the Property Law Section, the Real Estate Transactions Section, and the Community Economic Development Section of the Association of American Law Schools (AALS). Prior to joining American University, he taught as an Associate Professor of Law at the University of Missouri at Kansas City (UMKC), where he served as a Senior Fellow at the L.P. Cookingham Institute of Urban Affairs. Previously, Weiss taught at UCLA School of Law as a Visiting Assistant Professor and affiliated faculty member at the Ziman Center for Real Estate. He also practiced law in Los Angeles as a Skadden Fellow and Equal Justice Works AmeriCorps Legal Fellow at Public Counsel Law Center, working on the preservation of subsidized housing, and at Bocarsly Emden Cowan Esmail & Arndt, a boutique transactional affordable housing firm. Weiss earned his J.D. from Harvard Law School, where he was awarded the Dean’s Award for Community Leadership. He also holds a Master in Public Policy from the Harvard Kennedy School of Government, where he focused on urban policy and housing finance. Weiss received his Bachelor of Science in Symbolic Systems (Cognitive Science) from Stanford University. Bruce Katz, Co-Founder, New Localism Advisors Bruce Katz is the Co-Founder (with Jeremy Nowak) of New Localism Advisors. The mission of the firm is to help cities design, finance and deliver transformative initiatives that promote inclusive and sustainable growth. Katz regularly advises global, national, state, regional and municipal leaders on public reforms and private innovations that advance the well-being of metropolitan areas and their countries. Katz is the co-author of The New Localism: How Cities Can Thrive in the Age of Populism (Brookings Institution Press, 2018) and The Metropolitan Revolution: How Cities and Metros are Fixing Our Broken Politics and Fragile Economy (Brookings Institution Press, 2013). Both books focus on the rise of cities and city networks as the world’s leading problem solvers. Katz was the inaugural Centennial Scholar at the Brookings Institution from January 2016 to March 2018, where he focused on the challenges and opportunities of global urbanization.     DAVID SCHLEICHER Stuck! The Law and Economics of Residential Stagnation ABSTRACT. America has become a nation of homebodies. Rates of interstate mobility, by most estimates, have been falling for decades. Interstate mobility rates are particularly low and stagnant among disadvantaged groups -despite a growing connection between mobility and economic opportunity. Perhaps most importantly, mobility is declining in regions where it is needed most. Americans are not leaving places hit by economic crises, resulting in unemploy- ment rates and low wages that linger in these areas for decades. And people are not moving to rich regions where the highest wages are available. This Article advances two central claims. First, declining interstate mobility rates create problems for federal macroeconomic policymaking. Low rates of interstate mobility make it harder for the Federal Reserve to meet both sides of its "dual mandate": ensuring both stable prices and maximum employment. Low interstate mobility rates also impair the efficacy and affordability of federal safety net programs that rely on state and local participation, and reduce wealth and growth by inhibiting agglomeration economies. While determining an optimal rate of interstate mobility is difficult, policies that unnaturally inhibit interstate moves worsen na- tional economic problems. Second, the Article argues that governments, mostly at the state and local levels, have creat- ed a huge number of legal barriers to interstate mobility. Land-use laws and occupational licens- ing regimes limit entry into local and state labor markets. Different eligibility standards for pub- lic benefits, public employee pension policies, homeownership subsidies, state and local tax regimes, and even basic property law rules inhibit exit from low-opportunity states and cities.

In recent years, globalization has pushed an increasing number of taxpayers (including small- and medium-sized businesses and individuals) to seek economic opportunities abroad.1 It also has increased competition among tax administration agencies for tax bases and sources of revenue. The revenue generated depends on governments’ administrative capacities to collect taxes, and more importantly, on taxpayers’ willingness and ability to comply. For this reason, 40 economies made it easier to pay taxes last year.2 In contrast, a recent World Bank report ranks the United States 66th in time spent to comply and 62nd in the ease of paying taxes among 183 countries surveyed.3 International taxpayers who are subject to complex U.S. tax rules and reporting require­ ments can be grouped into four categories: ■■ U.S. individuals working, living, or doing business abroad; ■■ U.S. entities doing business abroad; ■■ Foreign individuals working or doing business in the U.S.; and ■■ Foreign entities doing business in the U.S.4 The complexity of international tax law, combined with the administrative burden placed on these taxpayers, creates an environment where taxpayers who are trying their best to comply simply cannot.

Even among Harvard Business School alumni, 63% believe that reducing inequality should be a “high” or “very high” priority.3 Concurrently, though less fervently, antitrust law has entered public discourse as a social ordering problem, as large, consolidated “super-firms”4 have grabbed ominously large market shares, limited consumer choices, and threatened to render local provi- sion of goods and services anachronistic. As disquiet grows over their ubiquity and their dis- placement of local institutions—and sometimes their treatment of customers—some have looked to antitrust laws to slow this trend. It is thus unsurprising that inequality and antitrust law should be joined from time to time. Unrest in these areas has brewed for decades, received heightened attention after the global financial crisis of 2008, and exploded into politics recently as populist anger.

    April 2008 THE ASSETS REPORT 2008 A Review, Assessment, and Forecast of Federal Assets Policy Reid Cramer, Rourke O’Brien, and Alejandra Lopez-Fernandini* The purpose of this report is to summarize and take stock of the current state of federal policy through an asset-building lens, especially as it affects the asset base of lower-income families with limited resources, which is the focus of our work. 1 The report is divided into three sections. The first is a review of policy developments in the past year related to asset building, highlighting administration action and significant legislation, including assets-related bills introduced in the first year of the 110th Congress; the second is an examination of the president’s budget proposals for Fiscal Year 2009 from an assets perspective; and the third is a forecast of the assets policy issues that may be considered by Congress during the year or two ahead. A companion report, The 2008 Assets Agenda , to be released in April, will offer a detailed description of a range of policy proposals to broaden savings and asset ownership. The Assets Report 2008—Highlights 2007 Review • The administration responded to the housing crisis by creating the Hope Now Alliance to conduct aggressive outreach to homeowners at risk of delinquency and foreclosure. • FHASecure was launched in response to the housing crisis as a refinancing option for homeowners with non-FHA adjustable rate mortgages. • The IRS began allowing taxpayers to directly deposit their tax refunds in a maximum of three accounts, a change expected to encourage and facilitate saving.

We discuss the candidates’ economic policy priorities with Kevin Hassett, former Chairman of the Council of Economic Advisers under President Trump, and Jared Bernstein, economic advisor to former Vice President Biden. For perspectives on US foreign policy, we speak with Eurasia Group’s Ian Bremmer, who sees significant alignment between the candidates on many key foreign policy issues—including trade. PREFACE PREFACE Honorable Members of Congress, It is my pleasure to submit to you for your review the National Taxpayer Advocate’s 2003 Annual Report to Congress. Three themes are evident throughout this report. First, Congress and the IRS must act quickly and decisively to address several extremely serious problems confronting taxpayers. Second, IRS resources must be applied in a way that achieves a reasonable balance between enforcement activity, on the one hand, and cus- tomer service and taxpayer rights, on the other. Third, Congress and the IRS need to undertake more thorough research to ensure that legislative and administrative responses to perceived problems in tax administration are rooted in fact rather than impression or anecdote, and that initiatives actually achieve what they are designed to accomplish. As required by statute, this report identifies and discusses 20 of the most serious problems encountered by taxpayers. The problem that I believe requires the most immediate and thorough response is the growing reach of the individual Alternative Minimum Tax. This problem is looming over all of us – taxpayers, Congress, the IRS. In the years to come, the IRS will be faced with applying resources to make adjustments to the returns of increasing numbers of taxpayers who were unaware that they, too, “won” the AMT lot- tery.
