The territorial waters of India extend into the sea to a distance of twelve nautical miles measured from the appropriate base line. The interstate boundaries between Arunachal Pradesh, Assam and Meghalaya shown in this publication are as interpreted from the North~Eastern Areas (Reorganisation) Act, 1971 but have yet to be verified.

"Few people realize, much less appreciate, that apart from Survey of India and Geological Survey, the Census of India has been perhaps the largest single producer of maps of the Indian sub-continent" - this is an observation made by Dr. Ashok Mitra, an illustrious Census Commissioner of India in 1961. The statement sums up the contribution of Census Organisation which has been working in the field of mapping in the country.
The Census Commissionarate of India has been working in the field of cartography and mapping since 1872. A major shift was witnessed during Census 1961 when the office had got a permanent footing. For the first time, the census, maps were published in the form of 'Census Atlases' in the decade 1961-71. Alongwith th~;' n.cil:iional volume, atlases of states and union territories were also published. With the passage of time. and in each subsequent census, a number of other products such as DCH~, "Town Directory, mfgration maps, regional division maps and others were added.
. .\ During the Census 2001, GIS technology .. ~as . ~ntroduced in Census Commissionarate and Census Directorates which has given a real boost In the field of mapping. Besides the regular publications, a number of new map products such as (i) India Administrative Atlas 1872-2001 - A Historical Perspective, (ii) Language Atlas of India, (iii) Housing Atlas of India, (iv) Scheduled Tribe Atlas of India and (v) Map Profile 2001 India, States and Union territories have been published. Some of the other products are in the pipeline.
Administrative Atlas, 2001 of all the States and Union territories has been undertaken for preparation, looking to the demand of DCHB maps among the data users. In this publication, maps of the state, district and sub-district levels have been put together. For convenience of the data users, the publication has been made ready in two parts : Part-! is in regard to the maps showing the evolution of States/Union territories during the period 1872-2001 at decadal . level. These maps exhibit the evolution of administrative boundaries in the respective State/Union territory through the entire time period. A brief analytical note has been added to explain the jurisdictional changes to each map. Besides, there are a few thematic maps at state level showing different themes. Few selected key population statistics at States/Union territories level have also been included. Part-II is more current. The first map highlights the changes observed in the administrative boundaries during 1991-2001. This is followed by district and sub-district maps of the respective States/Union territories showing amenities and location code number in the sub-districts adopted during Census 2001 at village level. To read the location code numbers, the names of villages alongwith code numbers are given on the page facing each plate.
The gigantic task of the completion of this project was entrusted to Map Division of Census Commissionarate and respective Directorates under the supervision of Dr. R.P. Singh, Ex-Deputy Registrar General (Map) and, now, Consultant (Map). Kum. Sarita, Research Officer (Map) has

The states and union territories where the Computer Assisted Cartography was not provided, the district, sub-district and thematic maps have been prepared and data compiled at the Map Division of Census Commissionarate. I hope that this will serve the needs of administrators, planners and scholars alike and fill up the gap of basic maps.

(iv) PREFACE
The introduction of GIS technology at the time of 2001 Census has culminated in a real boost in the field of mapping. This has enabled the Census Directorate to publish, in addition to the regular products, a number of new map products in the census in question. The Administrative Atlas of Kerala, 2001, giving a historical perspective of evolution of districts and states in Kerala for the period from 1872-2001 is a novel attempt at the time of 2001 Census, parallel to the India Administrative Atlas, 1872-2001.
The jurisdiction of Kerala shown in the map for each Census year from 1872-2001 is as existed at the time of 2001 Census. The state of Kerala has not undergone any jurisdictional changes during the reference period. But there are internal changes in the constituent units of Princely states and Districts. The state of Kerala is principally composed erstwhile Princely states of Travancore, Cochin and portion of Madras Presidency. From 1961 Census onwards, the concept of Divisions has completely vanished and the main composition of districts as administrative units has come into stay.
From four districts in 1951, the state has now fourteen districts in 2001. Kottayam, Quilon and Trivandrum were the earliest districts in the state. Trichur, became a district with the formation of Travancore-Cochin State. These districts are still known by the same name, except in the case of Trichur, Quilon and Trivandrum where the Malayalam version of the name, such as Thrissur, Kollam and Thiruvananthapuram are in vogue. Trivandrum district has remained unaffected after 1961 Census. The same trend is seen in the case of Thrissur, which has also remained almost unaffected during 1961-2001. Quilon has paved the way for Alappuzha and Pathanamthitta districts while Kottayam district has contributed to the formation of Ernakulam, Idukki and Pathanamthitta districts. The other northern districts, viz., Kannur, Kozhikode and Palakkad districts were carved out of the Malabar district of erstwhile Madras Presidency.
A brief analytical note has also been added to explain the internal jurisdictional changes at each Census in the concerned map. This note was drafted by Shri Koshy P. Zacharia, Statistical Investigator Grade-I after a meticulous reference of earlier census and other relevant publications.
It is a gigantic task to trace the history of jurisdictional changes from 1872-2001. In the absence of necessary records, this has become more tedious. The data for the period from 1872- 1891 in respect of Madras Presidency was scarcely available in the accessible libraries. With strenuous effort we could give shape to such an Administrative Atlas for the state of Kerala. My sincere thanks to all the Officers and Officials who have made it possible to bring out this publication in this form.
