Wilson’s first goal was to eliminate the causes of wars by calling for an end to secret agreements and alliances, protecting freedom of the seas, and reducing armaments. 2. Wilson’s second goal was to ensure the right to self-determination so ethnic groups and nationalities could live under governments of their own choosing. 3. The last of the fourteen points called for setting up a League of Nations to ensure world peace. B. Wilson’s Unusual Decisions 1. Wilson broke with tradition by traveling out of the United States while president to lead the U.S. delegation to the peace conference in Paris. 2. Wilson weakened his position when he asked Americans to support Democrats in the 1918 midterm elections, but then the Republicans won a majority in Congress. 3. Wilson made matters worse by choosing all Democrats and only one Republican to serve as the other delegates to the peace conference. II. Ideals Versus Self-Interest at Versailles A. Peace Without Victory Gives Way to War Guilt and Reparations 1. Wilson’s vision for a peaceful world was different from the vision of other Big Four leaders. 2. France’s Georges Clemenceau was most concerned about French security. 3. David Lloyd George wanted Germany to accept full responsibility for the war through a warguilt clause and reparations. 4. Crager (Texas Tech University)Published on H-US-Japan (March, 2009) Commissioned by Yone Sugita Japanese Interwar Diplomacy In Japan and the League of Nations, Thomas W. Burkman recounts the history of Japan's foreign affairs from the close of World War I through the beginning of the Second Sino-Japanese War. Traditional understanding of Japan's role in the world during this era has been grossly simplified, according to the author, and a new and more balanced treatment of this topic was necessary to help bring about a fuller understanding of the developments in East Asia and the Pacific region prior to the Second World War. Although generally considered to have been an aggressive world power that largely eschewed international involvement to pursue its national interests, the empire, as Burkman insists, was very much committed to the promotion of ideals espoused by Woodrow Wilson and embodied in the League of Nations. Even though the Japanese readily embraced internationalist ideas, and participated fully, Japanese internationalism was influenced by peculiarly Japanese ideas concerning power and place. The author believes that when Wilsonian internationalism began to wane and when the economic pressures of the global depression began to set in, Japanese policymakers sought to protect national interests in the region rather than holding fast to internationalist policies that would make the empire vulnerable to foreign powers. -

Rival alliances: Triple Alliance vs. Triple Entente SP-6/17/18 1. 1871: The balance of power of Europe was upset by the decisive Prussian victory in the Franco-Prussian War and the creation of the German Empire. a. Bismarck thereafter feared French revenge and negotiated treaties to isolate France. b. Bismarck also feared Russia, especially after the Congress of Berlin in 1878 when Russia blamed Germany for not gaining territory in the Balkans. 2. In 1879, the Dual Alliance emerged: Germany and Austria a. Bismarck sought to thwart Russian expansion. b. The Dual Alliance was based on German support for Austria in its struggle with Russia over expansion in the Balkans. c. This became a major feature of European diplomacy until the end of World War I. 3. Triple Alliance, 1881: Italy joined Germany and Austria Italy sought support for its imperialistic ambitions in the Mediterranean and Africa. 4. Russian-German Reinsurance Treaty, 1887 a. It promised the neutrality of both Germany and Russia if either country went to war with another country. b. Kaiser Wilhelm II refused to renew the reinsurance treaty after removing Bismarck in 1890. This can be seen as a huge diplomatic blunder; Russia wanted to renew it but now had no assurances it was safe from a German invasion. France courted Russia; the two became allies. Germany, now out of necessity, developed closer ties to Austria. -

A Study of Former Dissidents’ Discourse* JENI SCHALLER Abstract: Neoconservative political thought has been characterized as “distinctly American”, but could there be fertile ground for its basic tenets in post-communist Europe? This paper takes an initial look at the acceptance of the ideas of American neo- conservative foreign policy among Czech elites who were dissidents under the communist regime. Open-ended, semi-structured interviews with eight former dissidents were con- ducted and then analyzed against a background of some fundamental features of neocon- servative foreign policy. Discourse analysis is the primary method of examination of the texts. Although a coherent discourse among Czech former dissidents cannot be said to ex- ist, certain aspects reminiscent of American neoconservative thought were found. Key words: neoconservatism, Czech dissidents, foreign policy, discourse analysis I. INTRODUCTION Neoconservatism, as a strain of political thought in the United States, has been represented as “distinctly American” and Irving Kristol, often considered the “godfather” of neoconservatism, emphatically states “[t]here is nothing like neoconservatism in Europe” (Kristol 2003: 33). Analyst Jeffrey Gedmin writes that the “environment for neoconservatism as such is an inhospitable one” in Europe, especially Germany (Gedmin 2004: 291). The states of Cen- tral Europe, in contrast to many of the established continental EU members, represent a rather more pro-American stance. With groups of former dissi- dents whose political leanings are in part informed by the American anti- communist, pro-democracy policies of the 1970s and 1980s, could there be a more hospitable environment for neoconservative ideas in a Central Euro- pean state such as the Czech Republic? The Czech dissident community was not as extensive or well-organised as that in Poland or even Hungary, largely due to the post-1968 “normalisation” in Czechoslovakia. -

Through an examination of primary source documents, students will identify and evaluate arguments that different Americans made for the provision of military materiel to Britain in 1940. Ultimately, students will reflect on questions that this lesson raises about America’s role in the world today.
