1 INTRODUCTION

1.1 WYG have been engaged by Beckermet Estates Ltd to produce this Transport Assessment in support of an outline planning application for the development of a 20,000sqft (1858sqm) B8 storage unit and the re-grading and landscaping of a slag bank at Beckermet Industrial Estate, near Haile, .

1.2 This report follows discussions with Highways (HE) and a subsequent scoping report was issued to HE on 20 th July 2016. WYG received a scoping response on 26 th August 2016 and the minor comments raised have been incorporated within the TA.

1.3 This report was produced having due regard for the advice contained in:

2 EXISTING SITUATION

2.1 The application site is located to the north of the A595(T) on the site of the former Haile mine, with access gained via an existing priority junction onto the A595(T). The site is bounded to the north and east by fields and is located some 520m west of the village of Haile. A site location plan is shown in Figure 1 at Appendix A.

Local Transportation Networks

2.2 The proposed site is situated at Beckermet Industrial Estate and has a site access road which forms a priority controlled junction with the A595. The site access road is a single carriageway lane with a width ranging from between 4 and 6m. The road has no footway on either side.

2.3 The A595 is a rural Trunk Road and is part of the Strategic Road Network and is the responsibility of Highways England. It is a single carriageway road with an approximate carriageway width of 6.9m running in a general south-east to north-west direction. The A595 has grass verges on both sides of the carriageway. There are no footways or street lighting and the National Speed Limit applies.

2.4 Some 700m north of the proposed development site, the A595 forms a t-junction with the B5345 which is a 5m wide un-lit single carriageway road leading north-west towards the village of St. Bees with a turn-off south towards Beckermet.

2.5 Further north, the A595 connects to a 4-arm roundabout south east of Egremont and is the southern terminus of the Egremont Bypass. Vale View is the western arm which is a single carriageway road into Egremont town centre. Vale View is street-lit with a typical carriageway width of 5.5m with 1.8m footway on either side for its entirety. Waiting is restricted on both sides of the road some 90m from the roundabout with allocated residential parking on the eastern side. Vale View is subject to a 30mph speed limit.

2.6 South of the development site, the A595(T) Yeorton Brow forms a 5-arm roundabout with Mill Lane, Hardgates Road and the site access road. Mill Lane is an un-lit single carriageway road running in a general east to west direction with a typical width of 5.4m and is a popular connection route into the village of Beckermet. Mill Lane is subject to the National Speed Limit.

2.7 The 5-arm roundabout also provides an access route heading north-west to the village of Haile, a village located to the east of the proposed development site via Hardgates Road. Hardgates Road is an unlit single carriageway road with a narrow width of 2.5m and is subject to National Speed Limit.

2.8 The Sellafield access road is an un-lit single carriageway road with a width of 8.5m and is subject to National Speed Limit.

2.9 South of Blackbeck Roundabout the A595(T) continues to Clader Bridge, and further south to Gosforth, Holmrook and provides access to Millom and Barrow-in-Furness. South of the A595 is not part of the Strategic Road Network and is a County Principal Road, with Cumbria County Council being the responsible authority.

2.10 The A595 is the main access to Sellafield from the north and from the south. As a result traffic flows are high and there is congestion during the start and end of the working day at Sellafield.

Traffic Surveys

2.11 Traffic turning counts were undertaken in 2015 at the following junctions on Thursday 23 rd April 2015. Surveyed traffic flows during the busiest hour at each junction have been converted in to Passenger Car Units (PCUs), and they are presented at Figures 3 and 4 at Appendix A:

2.12 The busiest hours were identified as 06:00-07:00 for the AM peak and 15:00-16:00 for the PM peak and this coincides with the core working hours of the Sellafield site.

2.13 The video recording of the survey showed there were no problems for traffic turning left in (18 vehicles) and left out (6 vehicles) of the site access road in the AM Peak. The morning peak hour for the access road is 06:15-07:15 which for the most part, corresponds with the peak hour for the A595 (06:00-07:00).

2.14 The early evening peak hour for the access road was 15:30-16:30 which broadly corresponds with the peak hour of 15:00-16:00 for the A595. The 8 vehicles which turned right into the

development had to wait for approximately 20 seconds for a gap in the southbound A595 traffic flow and typically there were 2 vehicles queued behind the right turning vehicle. There were no vehicles turning right out of the access in the morning peak hour.

2.15 The video recording of the survey showed there were no problems for traffic turning left out (12 vehicles) of the site access road in the early evening peak hour. Likewise for the 8 right turners into the site from the A595 which managed to find gaps in the traffic with no queuing or delays. There were 23 right turners from the site access priority junction to the A595 north in the PM peak who either found gaps in the traffic within a short delay or slow moving northbound drivers allowed them to join the main road. The average delay on the access road was approximately 26 seconds.

Importation of Materials to Site

2.16 G&AM Lawson, the site operators, hold a contract with Sellafield for the removal of soils and aggregates from the Sellafield, which are and transported to Beckermet Industrial Estate where they are treated, crushed and graded prior to export as commercial fill to destinations around West Cumbria such as Golf Course. Beckermet Industrial Estate holds a waste permit which allows 75,000T of waste to be treated on site per year.

2.17 G&AM Lawson have provided weighbridge data from 2015, which showed that 32,995 tons of material was imported from Sellafield and treated at the industrial estate during the year. Typically 6 or 7 HGVs per day currently arrive and depart the site each day which will not increase (client supplied information, attached in Appendix B).

Extant Planning Permissions

2.18 CCC has identified a number of committed developments within the vicinity of the site which are listed as follows:

• NuGen Development, Moorside

3 PROPOSED DEVELOPMENT

3.1 The development proposal comprises a 20,000sqft (1858sqm) B8 steel storage unit and the re- grading and landscaping of a slag bank at Beckermet Industrial Estate, Haile, Cumbria.

3.2 Vehicular access to the proposed site will be provided in the form of the existing unnamed road into Beckermet Industrial Estate and the 3-arm priority controlled junction onto the A595 Yeorton Brow.

3.3 The proposed B8 unit is intended to be used to store machinery and equipment used on the Sellafield Main site. The site is likely to employ up to 5 members of staff.

3.4 The slag bank from the former iron ore mine is to be re-graded and landscaped which will involve the importation of approximately 20,000 cubic metres of soils and fill materials. It is intended to use the material imported from Sellafield for the re-grading works.

4 ACCESSIBILITY

4.1 NPPF replaces a number of national policy documents, including Planning Policy Guidance note 13 (PPG 13). At bullet 11 of paragraph 17 NPPF explains planning “should make the fullest possible use of public transport, walking and cycling” and at paragraph 10 it guides “plans and decisions need to take local circumstances into account, so they respond to the different opportunities for achieving sustainable development in different areas”.

Walking

4.2 There are no facilities within a reasonable 1.9km walking distance of the site.

Cycling

4.3 WYG have analysed cycling for all purposes as the main mode of travel, from home, by interrogating data collected through the 2010 NTS to calculate the average and 85 th percentile distances travelled by bike. The NTS data is available on request. The analysis revealed the average distance people cycle is 4.5km and the 85 th percentile distance is 7.2km. Accessibility on bike to and from the proposed development for facilities and amenities within these distances has been assessed.

4.4 The National Cycle Route (NCN 72) can be reached within a 3.7km cycle ride from the centre of the application site via on-road cycling to the A595 priority junction with the B5345. The A595 can be used to reach local destinations within a cycling distance of 7.2km. Beckermet can be reached within a 10 minute cycle ride with the Sellafield site accessible within a 25 minute cycle ride. Egremont and its surrounds can be reached within a 35 minute cycle ride with Thornhill, and Haile within a 16 minute cycle ride. Calder Bridge is located within a 20 minute cycle ride of the development site. Local cycle connections to several local destinations are shown at Figure 2 in Appendix A.

Public Transport

4.5 The nearest bus stops to the proposed development are on the A595 to the south west of the site. Both Bus stops are approximately 1.9km from the centre of the application site, which can be reached via the verge of the A595 and are beyond a reasonable walking distance.

4.6 The southbound bus stop has a flagpole but no timetable information. The northbound stop is a directly opposite the southbound stop, and there is no physical infrastructure.

4.7 The stops are served by the 87 service which is essentially a Sellafield works bus with 2 services per day as summarised in Table 4.1 below.

Conclusion

4.8 The rural location of the site means that it is not accessible for walking or for using public transport. The site is reasonably accessible by bike with access to a number of local destinations such as; Beckermet, Thornhill, Sellafield, Egremont, Haile and Calder Bridge.

5 TRIP GENERATION AND ASSIGNMENT

Industrial Storage Unit

5.1 The TRICS database has been used to derive suitable vehicle trip generation rates for the proposed development based on Gross Internal Area (GIA), of 20,000sqft (1858sqm). Trip rates for the weekday AM and PM peaks have been derived as set out below. The TRICS output report is shown in Appendix C.

5.2 The B8 storage unit will be used for storage purposes and the following criteria were applied to the TRICS category “Warehousing (Commercial)”:

• Sites in London, Republic of Ireland or Northern Ireland were excluded. • All locations were excluded except for “Edge of Town”. • The floor area range was adjusted to 800-3000sqm. • Only weekday surveys were included. • Only the most recent surveys were included for each site.

5.3 Table 5.1 below shows the vehicle trip rates and generated traffic flows for the proposed 1394sqm B8 storage unit during the busiest hours. The TRICS data shows the peak hours for a typical storage unit for warehousing are from 08:00 to 09:00 in the morning and from 16:30 to 17:30 in the early evening respectively.

5.4 The peak traffic hours from our survey dated Thursday 23 rd April 2015 for the A595 are from 06:00 to 07:00 and 15:00 to 16:00 respectively, copy attached in Appendix D. The TRICS data shows the trip generation at these peak survey times is less therefore the trip rates from the

TRICS peak hours has been used within the assessment. The surveyed traffic flows are shown in Figure 3 and 4 at Appendix A.

5.5 Census 2011 Journey to Work data has been used to assign development generated traffic flows to the local road network. The site is located in the Copeland 16UEO ward and therefore the home to work distribution for employees working within Copeland 16UEO has been used, Table A at Appendix E refers.

5.6 The Census distribution shows 80% of traffic generated by the storage unit will turn left into the site from the A595 North and the remaining 20% will turn right in to the site from the A595 South. The trip distribution is illustrated in Figure 5 which derives the generated trips shown in Figure 6 and 7 at Appendix A respectively.

Slag Bank Regrading

5.7 The material to be used for the proposed re-grading works will be the imported material from the Sellafield Main site which is already delivered to site for processing and will involve the approximately 20,000 m3 of soils and fill materials.

5.8 The future remediation programme is expected to take 1 year but may take longer depending on weather conditions. The following calculation is based on the density of topsoil which will generate the highest number of vehicle trips, concrete and other similar higher density materials will generate fewer lorry trips to transport the material.

5.9 Assuming a 1 year programme, the traffic movements associated with the slag bank regrading can be calculated as follows:

20,000m 3 of fill material per year / 50 weeks = 400m3 per week

Assuming that the density of the fill materials are the same as topsoil at 1.7T/m3

Then 400m3 = 680T of fill material per week

Assuming a 20T payload for each lorry then

680T/ 20T payload = 34 lorries per week

Assuming a 5-day working week then

34 lorries per week / 5 days = 6.8 lorries per day, that is, on average between 6 to 7 lorries per day.

5.10 The proposed scheme will not increase the level of fill extraction from the Sellafield site and there will be no change in the 6 to 7 HGV movements a day which currently transport fill from Sellafield to the site.

5.11 Of the 6 or 7 lorry loads per day, 1 or 2 of these loads will occasionally export fill to commercial customers.

6 FUTURE YEAR FLOWS

6.1 Traffic flows surveyed in 2015 have been projected to 2026 by applying factors extracted from the DfT’s TEMPRO v6.2 program. The program has calculated future flows using the definitive NTEM v6.2 database and the current NTM AF09 dataset in line with WebTAG Unit 3.15.2 Use of TEMPRO Data. Copeland (16UEO) has been selected as the defined area. Local TEMPRO growth factors have been calculated for both the Weekday AM Peak and PM Peak to factor up 2015 surveyed flows. The area type selected was “Rural” and the road type selected was “Principal”.

6.2 Table 6.1 below summarises the growth factors to be applied to 2015 flows.

6.2.1 The TEMPRO growth factors have been applied to the 2015 surveyed flows to provide 2026 No Development flows as shown in Figure 8 and Figure 9 at Appendix A. The development generated traffic shown in Figure 6 and 7 have been added to the 2026 No Development flows from Figure 8 and Figure 9 to provide 2026 With Development flows as shown in Figure 10 and 11 at Appendix A.

Committed Development Flows

6.2.2 The potential traffic impacts of the Low Level Waste Repository and Haig Mining Museum listed in Chapter 2 are low and are expected to have a negligible effect on the operating conditions of the A595.

6.2.3 The Nu-Gen proposal is for a new nuclear power station next to the Sellafield site and is a National Infrastructure scheme. Traffic impacts and mitigation measures on the A595 in the vicinity of the proposed development at Beckermet Industrial Estate is not publically available.

7 TRAFFIC IMPACTS

7.1 The ability of the local road network to accommodate the additional traffic flows generated by the proposed development has been assessed. A qualitative assessment of the operating conditions of the A595/ Beckermet Industrial Estate priority junction has been undertaken for the AM and PM peak hours in the surveyed year of 2015 and in the future year of 2026 with and without the development in place.

Existing Conditions

7.2 The analysis of the surveyed video footage of the A595/ Industrial Estate priority junction in 2015 identified intervals where vehicles queued back to the priority junction from the Egremont roundabout to the north and Blackbeck roundabout to the south. During the AM peak hour at 06:55-07:01, vehicles formed a slow moving queue past the site access junction travelling south towards the A595/Blackbeck roundabout. This brief 6 minute period was the only instance in the morning peak where queues reached back to the priority junction.

7.3 In the 2015 PM peak from 15:35-15:45, northbound vehicles formed a slow moving queue of traffic travelling at around 10 to 20 mph, which extended past the site access junction at 15:49 for a 5 minute period, at 16:01 for 20 minutes and 16:30 for 4 minutes respectively. During these periods, drivers on the main road often allowed traffic from the industrial estate access to join the A595.

7.4 In summary, on the A595 there were periods when traffic is congested for a relatively short period in the AM, but longer in the PM. In the PM, the congestion showed a slow moving queue and this has the effect of reducing gaps for side road traffic, however drivers on the A595 allow traffic from to enter from the side road so that delay on the side road are not excessive.

Future Conditions

7.5 The proposed programme will not generate any additional HGV traffic to what is currently on site. There will be a small number of staff working at the storage unit which is expected to generate up to 11 vehicle trips in each peak as shown in Chapter 5. In the AM, the distribution of the additional 11 vehicle trips will be split 9 vehicles to/from the north and 2 vehicles

to/from the south which equates to 2 additional vehicles turning in or out of the junction every 10 minutes. There will not be an increase in the number of vehicle movements as the process will utilise the existing lorry movements to bring material to site. The traffic impacts at the A595/ Industrial Estate priority junction are therefore negligible.

7.6 With regard to NPPF para 32, the development does not have a residual cumulative impact which is severe and no mitigation measures are required.

8 HIGHWAY SAFETY

8.1 Road Traffic Accident data for the most recent 5 year period available was obtained on 20 th May 2016 from Cumbria Police. The assessment period covers the local road network from 31/12/2010 to 31/12/2015. Appendix F refers.

A595 / Proposed Site Access Junction

8.2 There were two reported accidents at or within 200m of the site access junction and the details are summarised in Table 8.1 below.

Summary

8.4 The A595 carries a large amount of daily traffic and the number of accidents reported on this section of the network during the assessment period is relatively low. Of the accidents that did occur, driver errors were the primary causation factors. None of the accidents can be attributed to highway design.

9 SUMMARY

9.1 It is proposed to construct a 20,000sqft (1858sqm) steel B8 storage unit at Beckermet Industrial Estate to store tools and machinery for the Sellafield site and to regrade an existing slag bank from the former Haile mine.

9.2 Beckermet Industrial Estate is a rural location. There are no facilities within a 1.9km walk and it is a 1.9km walk to the nearest bus stop which is served by one route between Sellafield and Cockermouth.. Cycling is a popular mode of travel to Sellafield and there are local destinations within an accessible 7.2km cycle ride such as Beckermet, Egremont, Sellafield, Thornhill, and Calder Bridge.

9.3 The site is accessed from an existing priority junction of the A595 Yeorton Brow which is a Trunk Road. The access is a private road serving only the Beckermet Industrial Estate. Traffic surveys were carried out in April 2015. Traffic flows on the A595 are heavily influenced by Sellafield and there is congestion in the AM and PM peak periods.

9.4 The impact of the proposed development has been assessed at the A595/ Beckermet Industrial Estate priority controlled junction. This shows that under free flow conditions there are minimal queues and delays. The proposed remediation programme will not increase the number of lorry movements at the junction and the addition of the development traffic (ie employees on site) is expected to add 1pcu through the junction every 10 minutes in each peak which is not considered to be severe.

9.5 When the junction is affected by congestion, drivers on the A595 often allow traffic from the Industrial Estate Road to join the A595 and so even in congested conditions junction delays are not high.

9.6 There were two reported accidents on the local road network in close proximity to the site access junction during the most recent 5 year period with both a result of driver/rider error, which cannot be attributed to inadequate highway design.

9.7 In conclusion the proposals do not result in a severe residual impact, as set out in NPPF, and it is considered that there are no highway reasons why development of the site should be prevented.

Sellafield Sites now playing with levels to reduce surplus off site

Moor side will retain all surplus on site

The building would also store machinery or parts required on Sellafield site, the would be held until needed. There's no room on Sellafield for these items

Andrew It will not take 1.5 years to transport the imported material Material will be imported to the recycling yard at current levels The material needed to make up the shortfall will be used as and when appropriate during the overall construction program So there will be no additional vehicle movements Only empty wagons leaving site rather than full ones because the job will use the materials rather than selling them on Hope this helps Mark

Andrew Say max 6 wagons per day @9m3 per wagon so 54m3 per day – 270m3/week – 1080m3/month – 12960m3/year. Shortfall is 20,000m3 so if reliant on 100% Sellafield then 1.5 years. We have stockpiles on site that will vary between now and when the job starts which we are not considering currently. (circa 5,000m3 currentlty) We have told Haile Parish Council that we will hope to finish in 1 year but with weather we should allow 2 years. Hope this helps Mark
