2011 has been a very successful year for Australian Judo, both in terms of competition and administration.

We sent National teams to many tournaments around the world starting early in the year. Selection for the Australian Team to compete at the Oceania Championships held in Tahiti in April, was done after the ACT International Open. We sent a team of 58 competitors: 25 seniors, 18 juniors and 14 cadets. Australia as usual was the dominating force at this competition, winning AREMARKABLEGOLD SILVERANDBRONZEMEDALSINTHESENIORS GOLDSILVERANDBRONZEMEDALSINTHEJUNIORSAND GOLDSILVERANDBRONZEMEDALSINTHECADETS

While the displays on the Judo mats were outstanding, the continued performance of the Oceania administration is just the OPPOSITE4HEEXISTENCEOF@FAKENATIONAL*UDOORGANISATIONSWITHIN/*5 WHICHONLYEXISTTOVOTETHEIR@FRIENDSONTOTHE %XECUTIVE CONTINUESTOBEAPROBLEM)NDEED ITCAMETOAHEADWHEN/CEANIAREPRESENTATIVESWEREPUBLICALLYEMBARRASSEDBY the IJF president at the Congress in Paris. Unless there is real reform at the OJU level, the OJU countries will not be the recipients of any favours from the IJF and the IJF will continue to treat us with disdain.

As you all know Australia has three approved, E grade local competitions, ACT, QLD and NSW and 2 F grade events, VIOC and SA. The total players who featured on the drawsheets this year, in seniors, juniors, boys/girls, veterans and special needs were from the ACT 362, QLD 319, NSW 288, VIOC 75 and SA 83. As you can see from this the Victorian event which this year had better numbers that 2010, has fallen on hard times. It was the top event in Australia.

I understand that Judo Victoria has taken this event under its arm to try and restore it to its former position. I comment Judo Victoria for this action and urge all States to encourage their registered players to support our local International competitions.

In June, the Nationals were held in Western Australia. Congratulations, WA Judo for the organisation of the event and for getting a large number of WA competitors to swell the ranks, to a position where there were more competitors in the juniors, cadets, boys and girls than there were in Brisbane the year before. The competition was at its usual high standard and this year saw WA use their initiative by having the competition streamed directly on the Internet. As we do not get local TV coverage, this is a great development and one that can only improve the visibility of our sport. Special congratulations should go to Gavin Kelly (NSW) who at these championships added his 12th National Senior Titles to his name.

)N!UGUST !USTRALIANJUDOKAATTENDEDTHESECOND7ORLD#ADET#HAMPIONSHIPSIN+IEV 5KRAINE)TWASTHElRSTTIMETHATAN Australian Cadet team had entered the competition and although we were unsuccessful in gaining any medals, Karen Da Silva lNISHEDEQUALSEVENTHANDTHETEAMMANAGEDTOWINANUMBEROFlRSTROUNDlGHTS THEEXPERIENCEGAINEDBYTHEPLAYERSWILLBE invaluable for their future as judo players.

The Senior World Championships were held in Paris, France in August, in conjunction with the IJF Congress. The level of competition was truly remarkable in what was the last senior world championship before the 2012 Olympics. Australia sent a team of 14 competitors. At the congress preceding the championships, it was very pleasing to see Peter Herrmann and John Deacon presented with special awards for their service to Judo in Australia by the IJF, and I received an award on behalf of Alan Broadhead. Well done, and congratulations!

7HENSTANDINGFOR0RESIDENTOFTHE*&! MYGOALWASTOMAKEITAMOREPROFESSIONALANDlNANCIALLYINDEPENDENTORGANISATION Halfway through my term, I would say that while much has been done, there is still a lot more to do.

The new junior grading system and syllabus has been introduced and has been endorsed by all. This is a better arrangement and it offers a level of accountability and consistency to the grading of individual Judokas across Australia. The JFA was able to renew both level 1 and level 2 NCAS courses due to a great effort by Stewart Brain and his helpers. Financially we have been ABLETOACHIEVEAPROlTFORTHEORGANISATIONOF  MYHOPETHATWEWILLBEABLETOINCREASETHISAMOUNT substantially, to a position where we will be able to address some longer term goals, such as subsidising the supply of mats ANDOTHEREQUIPMENT

We all wish to see the skills of our referees continue to improve. We encourage our referees to train and compete to improve THEIRSKILLS SOTHATCOMPETITORSHAVEANENJOYABLEEXPERIENCEINCOMPETITIONSANDNOTABITTERONEBECAUSETHEYFEELTHATTHEY have been on the end of a bad decision.

The national database will be a fantastic tool for all levels of Judo across the country.

In summary, this has been a good year for Australian Judo, and I thank all the members of the JFA board of directors for the time they have put into judo and their help to me during the year. I have tried to be a more inclusive style of President, and my offer to visit each of the States for discussions at a one-on-one basis remains open. The judo fraternity need to work together to drive Australian Judo forward. We look forward to the day when a judoka carries the Australian flag at the Olympics.

The Australian Government and the Australian Sports Commission (ASC) continue to work closely with Olympic and Paralympic sports, along with the Australian Olympic and Paralympic Committees to ensure our athletes get the best possible support.

Special Needs judo has been progressing well, with Queensland continuing to support Special Needs Judo in most of their Tournaments but best of all including it in their State Tiles and Queensland International Open.

New South Wales has also shown it is also supportive of Special Needs Judokas by including it in their New South Wales International Open.

7EARESTILLSHORTONHAVING3TATE#OORDINATORSANDREQUESTTHE3TATEBOARDSTOAPPOINT3PECIAL.EED#OORDINATORSFORTHEIR States so the J.F.A. Special Needs Commission can communicate information to them.

In 2010 we were able to get an invite to Baarlo, Netherlands to a referee’s course this was sent to all states unfortunately there was no funding and Stan Munday was the only person to actually sit the course and pass there were international referees for Sweden, Greece and the Netherlands as well as many other European countries..

Corey Smith represented Australia in the Level One S/N U/66kg he was very successful and returned with a Silver to match his 2008 Amsterdam Silver.

Lismore PCYC were able to run a successful Special Needs Tournament and has continue to bring Special Needs Judoka to Queensland Tournaments

We also have been busy updating the Special Needs Competition Rules to mirror what is happening in Europe, we have been doing this the same way Main stream JFA follows the IJF Referee Rules.

I would also thank the board for renaming our group on the 12th October 2011 from J.F.A Special Needs Committee to JFA Special Needs Commission this has aligned our group with others

Just recently Cam Dunstan and Ashley Foley were appointed to the J.F.A. Special Needs Commission and we say good bye to Sue Gardiner who has supported J.F.A. Special Needs in creating policies and rules I would personally like to thank her for all the time she has put in to this Special Needs Commission.

Cam has been a very handy person and has developed a online training facility which the J.F.A. Special Needs Commission HASBEENTHElRSTTOUSEHOWEVERWEARESTILLWAITINGONCONlRMATIONTHATWECANUSETHISTOENDORSEMENTFORMAINSTREAM referees to referee Special Needs Tournaments.

This program Cam has developed will have no limits and best of all Cam has supplied it for Free!!!!! yes free.

This report details major activities undertaken by the JFA Sports Commission since the last Annual General Meeting.

PERTH NATIONALS

The Sports Commission’s major venture was working with the Western Australian Organising Committee in staging and running the biggest competition under the auspices of the JFA – the 2011 Perth National Championships.

203 medals were awarded at the Perth National Championships with the organisation and running of the event being solid ANDIMPRESSIVE&ORTHElRSTTIMEIN!USTRALIA THE/RGANISING#OMMITTEEDELIVEREDTHEEXCITINGINITIATIVEOFBROADCASTINGJUDO matches through the internet.

STATE AND OTHER ACTIVITIES

Sports Commission members continue to work at the State level in various capacities depending on local circumstances. Sports Commission members assisted in the running of the ACT, NSW, and OLD events.

– 11 – IJF RELATIONSHIPS/EVENT MANAGEMENT SYSTEM

IJF relationships were fostered. An overseas event management system was obtained, tested in a controlled environment and then piloted at the QLD State Championships. The pilot proved valuable and complemented learnings. The event management system will be tested further at future events including the National Championships.

SPORTS CODE

The Sports Commission undertook a comprehensive review of the JFA Sporting Code with these being endorsed by the JFA.

MEMBERSHIP

The Sports Commission is working well as a team and a number of key one off appointments took place – this practice proved successful. With the JFA now having overall governance and management for the Nationals, the membership needs to be reviewed to ensure overall effectiveness.

– 12 – JFA SPORT SCIENCE ADVISORY COMMITTEE REPORT

In 2011 the SSAC met at the April camp at the AIS to coordinate the sport science testing (Yaheli Bet-Or, Fiona Iredale and 8ANNE*ANSEDE*ONGE !TOURMEETINGSWElNALISEDTHEPOINTSALLOCATIONFORTHESPORTSCIENCETESTINGATTHEELITECAMPSAND presented the information to the athletes. This presentation was posted on the JFA website shortly after the camp. Xanne brought along two sport science students (Ashlee Dunn and Bethany McBride), who assisted in the testing. As Dale Chapman (AIS Physiology) was no longer available to do the testing, we now worked with Darrell Bonetti (AIS Physiology). Unfortunately there was a problem with distribution of the urine jars on the night of arrival at the camp, which meant we weren’t able to get hydration information from the athletes on the testing day. All testing ran smoothly and Darrell provided individual feedback sessions to the athletes the day after the testing.

On all mats there was a lot of big Ippon throws and the judo was very entertaining. T he biggest cause for concern was the very large number of appeals and the time that it took to deal with them. Two states made a lot of appeals while most states kept appeals to the minimum. The layout of the hall with four mats made it slow for the Chairmen of the Referees Commission and the Sports Commission to get to the appropriate mat to deal with an appeal. During the seminar Mr Barcos made his views on our Australian “appeals system” very clear. He said that having an athlete STAYONTHEMATINPROTESTWASAGAINSTTHESPIRITOFJUDOANDTHATTHEYSHOULDBEDISQUALIlEDANDTAKENOUTOFTHERESTOFTHE competition. He was preaching to the converted, but this in the Sporting Code and can only be changed by the JFA Inc.

One very positive development was that the IJF Commission invited Lubo Petr and David Fuentes to referee on the mat with the international applicants so that they were seen by the IJF Commission to help them in the future.

I was the director of refereeing for this tournament and was pleased with the standard of refereeing. We were all glad that we went to New Caledonia.

AUS. SPORT COMMISSION (ASC) Chris Butler has informed me that the NTID program in relation to the branding and naming of NTID has since stopped. The funding is now placed within HP as one figure and will be up to the NSO to continue running Junior development. Chris has stated he or someone from within the ASC will discuss this. This has not happen yet.

NTID BUDGET The budget is being managed as normal. The budget for the 2010/11 financial year has been sent through to the BOD with no overspending. A proposed budget for the 2011/12 financial year was sent to BOD.

NTID RULES & POLOCIES During this year the NTID Rules & Policies have made numerous changes which where approved by NTID Committee, NCC & BOD. The main change was the selection process & team membership, which was previously by financial year & will now be per Calender year. All information has been sent to all State Presidents, Secretaries & NTID State Coordinators. The squad for the 2011-12 period had been selected as the old rules, but will only be members till the end of 2011, as the new process will take over. This means, State testing days will be OCT-DEC 2011, results of competitions in 2011 only & new squad selected/start as of 1st JAN 2012 for that year.

NTID STATE VISITS / COACHING CLINCS State visits I have now started the process of visiting states and running NTID / Coaching Clinics. TAS was the first and had 26 people on the mat attending. The feedback suggests that state members and officials are happy with this approach. Some club coaches had never seen some basic things as to how to do Power Uchi-Komi correctly. Moving forward I propose that the JFA and NCAS try and conduct simular clinics just on helping coaches. As a competition sport we rely on results and these coaches are developing our future athletes.

NTID AIS CAMP The next NTID AIS Camp has been booked from October 2nd – October 8th. 28 Australian athletes and 7 New Zealand athletes will be attending. 4 Australian athletes are paying their own transport and accommodation costs. ACTAS will be conducting the testing as the AIS physiology department is unavailable to Judo. The earlier camp was in April, which was overlapped with the Senior Elite camp. I feel this would be great option if possible to continue and have the Juniors arrive towards the end of the Senior camp. It will give the Seniors some more partners and increase their motivation and the Juniors then are able to get some extra hard partners and be exposed to Senior partners.

NTID OVERSEAS TRIP JAPAN In the future the NTID program is looking at going to Japan. At present it is still uncertain due to Japan and the NTID athletes school commitments for this year. FRANCE Possible trip in conjunction with a competition is being look at. The French are still looking at coming to AUSTRALIA at their own cost for 3-4weeks during June/July.

Since the introduction of the NTID program in 2007, the number of athletes 20 years and under has increased and maintained around the same. The program seems to be helping younger athletes close the gap to the senior athletes.

FUTURE SELECTION PROPOSAL It is hard to see athletes and parents spend all that money to go to Europe and lose first round or within 30sec. As a national coach it is frustrating and embarrassing for this to happen. I believe these athletes should look at spending money to travel to gain experience in competition closer to Australia or training camps. This is a big step up form the Nationals or Oceania for some athletes, especially for the athletes you are not winning in Australia or competing up an age group. Again in my opinion it is good to see that coaches and parents hold back athletes from competing up some times because they are not ready, however then they contradict themselves by sending the athlete Cadet or Junior Worlds, which is harder than the age group above or twice as hard. Our athletes if wishing to compete internationally need to be fighting up an age group in Australia as this will allow them to better prepare for the strength and experience on the international stage. By allowing anyone in the top 2 to go, or even if 3rd awaiting for the other athletes than can’t afford it can, this is setting athletes up to fail, as they know it is a bare minimum result needed and provided they or mum and dad can afford it they will go.

I propose to create a new selection propose for both CADET and JUNIORS who wish to compete at the WORLD CHAMPIONSHIPS. If we make it a little harder it will hopefully help push athletes more. If you look at the athletes who have been successful in either CADET or JUNIOR Worlds, they have placed 1st in their age group and medalled in the age group above. The same can be said for SENIORS, the athletes that do well are the ones that make the final of the Nationals and Oceania. It is unfair that an athlete that can’t afford to go after achieving such results to see the athlete behind them go to such an event because they can afford it.
