KANSAS CITY, KANSAS LANDMARKS COMMISSION June 3 2019 Minutes The Kansas City, Kansas Landmarks Commission met in regular session on Monday, June 3, 2019, at 6:00 p.m., in the Commission Chamber of the Municipal Office Building, with the following members present: Mr. David Meditz, Chairman Presiding, Ms. Karen French, Vice Chairman, Mr. John Altevogt, Mr. Murrel Bland, Mr. Stephen Craddock, and Mr. Jim Schraeder, (Absent: Chamberlain, Taylor and Van Middlesworth.) Mrs. Melissa Sieben, Assistant County Administrator, Ms. Janet L. Parker, CSC/APC, Administrative Assistant, and Mr. Michael Farley, Planner, were also present. The minutes of the May 6, 2019 meeting were approved as distributed. Case Starts At :50: CERTIFICATE OF APPROPRIATENESS #CA-2019-2 – JAMES GARNETT – SYNOPSIS: Certificate of Appropriateness for the demolition of a house at 809 Oakland Avenue, within the 500 foot environs of Sumner High School and athletic field, listed on the National Register of Historic Places, Register of Historic Kansas Places and a Kansas City, Kansas Historic Landmark. Detailed Outline of Requested Action: This application has been submitted to demolish the home adjacent to the church. It is in the 500’ environs of Sumner High School and Athletic Fields. Recording Secretary Parker stated that this application was heard at the March meeting and was denied; the applicant was not present at the meeting. The applicant appealed the denial to the Unified Government Board of Commissioners which was heard on May 30, 2019. The Board of Commissioners referred the application back to the Landmarks Commission so it could hear the testimony from the applicant. Present in Support: Harold Simmons, representing the church James Garnett, applicant, representing the church Present in Opposition: No one appeared Staff Recommendation Starts At 10:18: Assistant County Administrator Sieben stated that the vacancy registry has been in effect for about one year and it was noted at the March meeting that this property should have been listed on the registry. As the staff has stated in the report, neglect is not a reason for demolition. Commissioner Schraeder asked if the Northeast Master Plan or the Douglas Sumner Plan addresses increased parking lots in residential areas to serve institutional needs such as churches, June 3, 2019 1 schools, etc. Planner Farley stated that the Northeast Master Plan does encourage alternate uses instead of demolition. Commissioner French stated that she spoke to representatives of the Douglas Sumner Neighborhood Group concerning this application. There are many vacant lots in this area around Sumner Highschool; it is not a residential area. Motion/Vote Starts At 14:51: On motion by Mr. Altevogt, seconded by Ms. French, the Landmarks Commission voted as follows to APPROVE Certificate of Appropriateness #CA-2019-2 given the testimony by the applicant regarding the repairs that would be necessary: Altevogt; Aye Bland: Aye Chamberlain Not Present Craddock: No French: Aye Meditz: Aye Schraeder: No Taylor: Not Present Van Middlesworth: Not Present Motion to APPROVE Passed: 4 to 2 Case Starts At 18:00: CERTIFICATE OF APPROPRIATENESS #CA-2019-4 – ERIN DOWNING, UG DEMOLITIONS COORDINATOR – SYNOPSIS: Certificate of Appropriateness for the demolition of a vacant commercial structure (has been on the demolition list since 2012) at 3500 North 27th Street. It is designated at the local, State and Federal levels as part of the Quindaro Townsite. The general boundary of the designated area is Sewell north to the Railroad and extending from 21st to 31st. The actual Quindaro townsite is only a portion of the described area. It is also located across the street and within the 500’ environs of Vernon Elementary School, Multi-Purpose Center. Detailed Outline of Requested Action: This application has been submitted by the UG Demolitions Department as an enforcement action to demolish a vacant commercial structure. This property has been on the demolition list since 2012. The condition of the structure has continued to decline and is a safety concern. The entire structure is open and appears to be beyond repair. The current structure was built in 1972 according to Wyandotte County Appraisal records. Its purpose was as a nursing and convalescence home according to the same record. It is designated at the local, State and Federal levels as part of the Quindaro Townsite. The general boundary of the designated area is Sewell north to the Railroad and extending from 21st to 31st. The actual Quindaro townsite is only a portion of the described area. It is also located across the street and within the 500’ environs of Vernon Elementary School, multi-purpose center. Recording Secretary Parker stated that this application was before the Landmarks Commission last month and at that time the applicant and Mr. Haley agreed to hold over June 3, 2019 2 this application for one month. She stated that Ms. Downing submitted the following case history this evening to the Commission (along with updated pictures.) Chairman Meditz and Vice Chairman French stated that they have had contact with persons regarding this application and Ms. French stated that she went to the site two years ago and looked at the building. Both stated that they do not have any personal interest in this application and did not have anything to disclose. June 3, 2019 3 Present in Support: Greg Talkin, Director of the Unified Government Neighborhood Resource Center and UG Public Officer, 4953 State Avenue, Kansas City, Kansas 66102 Erin Downing, UG Demolitions Coordinator, Neighborhood Resource Center, 4953 State Avenue, Kansas City, Kansas 66102 Lisa Bongino, manager of River by the Woods Apartments, 2804 Sewell Avenue, Kansas City, Kansas Tib Laughlin, General Services Director (Delinquent Taxes and SOAR Program) Present in Opposition: David Haley, partner/representative of Village East LLC Staff Recommendation Starts At 56:40: Planner Farley stated that the staff has determined that there is no architectural or historical value to this building since it was built in 1972. Assistant County Administrator Sieben stated that under Factors to be Considered (in the staff report) under #2 it states: This 1970’s structure has little positive impact on the nomination. Its removal will likely help to clean the area (which was noted by the resident present this evening.) This is important given the recent designation as a National Commemorative Site and in hopes of additional future national designations for the actual townsite. It would be difficult to include this structure in any class of distinctive material, feature, or spatial relationship definition. The Commission continued with comments and questions and Chairman Meditz gave Mr. Haley another opportunity to speak. During the motion/discussion of holding over this application for one month Assistant County Administrator Sieben stated that the staff continues to be concerned about safety with the children out of school and would request that the property be secured (if the motion passed.) The case was recalled at 1:39:13 and the applicant was not present. CERTIFICATE OF APPROPRIATENESS #CA-2019-5 – DARICK CHARLES – SYNOPSIS: Certificate of Appropriateness for the renovation of a vacant house to allow the applicant to live in the home at 3010 Parkwood Boulevard, in the Parkwood Historic District, designated a Kansas City, Kansas Historic District (8/25/1988). Detailed Outline of Requested Action: The applicant has specified that he wants to remodel the home so that it can be lived in. It should be noted the KHRI Report indicates the principle building material being stucco. Present in Support: No one appeared Present in Opposition: No one appeared Staff Recommendation Starts At 1:40:35: Planner Farley stated that the staff report reflects that there has not been any neighborhood opposition. Commissioner Schraeder asked if there were any comments from the Parkwood Neighborhood Association. Recording Secretary Parker stated that she emailed the staff report to Dorothy McField and did not receive any comments. WITH ST. JOHN THE BAPTIST CATHOLIC CHURCH – SYNOPSIS: Certificate of Appropriateness to replace/repair the retaining wall for St. John the Baptist Catholic Church at 708 North 4th Street, within the 500 foot environs of Mrs. John B. Scroggs Residence/St. John’s Orphanage (Strawberry Hill Museum and Cultural Center) , listed on the Register of Historic Kansas Places (2/25/1995) and designated a Kansas City, Kansas Landmark (9/27/2019). Detailed Outline of Requested Action: The applicant is seeking a Certificate of Appropriateness to demolish and replace a failing rock wall in the alley adjacent to the Strawberry Hill Museum (St.
