The Role and Development of the Catholic Education Office Sydney, 1939-1987 J. J. Luttrell A Thesis submitted in partial fulfilment of the requirements of the degree of Master of Education (Honours) Faculty of Education University of Sydney 1992 ABSTRACT There has been a revolution in the administration of Australian Catholic schools since the 1960s. The administration of most Catholic schools has passed from religious congregations and parish priests to complex and predominantly lay-staffed organisations, called Catholic Education Offices (CEOs). This study examines the history of one CEO, that of the Sydney Archdiocese. Founded in 1939 as a modest amplification of the Archdiocesan Inspectorate, it has become the second largest CEO in Australia, administering a school system comparable to that of Tasmania or Western Australia. Two aspects are examined - firstly, the way its role changed to assume the administration of a system of schools; secondly, its development into a large, complex organisation. This history is conceptualised in three stages - 1939-60, 1960-75 and 1975­ 87. Before 1960 the CEO was a base office for the clerical Inspectors of Schools and a communications link between the archbishop, religious congregations, and parish priests. Inspection was its primary responsibility. In the second stage, 1960-75, the CEO ceased to be an inspectorate and rapidly assumed a major share of the administration of most Catholic schools in Sydney, thereby creating a new system and itself becoming a large, complex organisation. This rapid change was accompanied by much confusion and tension within the school system and the CEO. So the final part, 1975-87, describes a long struggle to restructure both the administrative leadership of the new school system and the CEO itself as an organisation, according to a model of corporate accountability. By 1987, the CEO's authority was both affirmed and enhanced. It now appeared that the future of Sydney Catholic schools would be strongly determined by the Sydney CEO. They determined the foundation, development and organisation of schools - up to about 1965. In the mid 1960s a deputation of parish priests met the Archbishop of Sydney, Cardinal Norman Gilroy, with the complaint: "What has happened? You've taken our schools from us!"3 Their group remonstration evoked a sense of the high importance of their schools to the Australian Catholic community. More importantly it signalled the beginning of a fundamental change in the century old administrative arrangements. Parish priests were beginning to lose control of their schools. Moreover the same complaint was surely voiced by many members of the religious congregations who, within two decades, were to surrender the administration of the majority of the schools that they had long and energetically nurtured. While the archbishop took the brunt of the priests' complaint, he personally was not to be the new manager or administrator. He and the bishops of other dioceses gradually transferred the responsibility for the administration of most Catholic schools to complex organisations which have developed in each Australian diocese. These are known as Catholic Education Offices (CEOs).

ABSTRACT As universities have succumbed to market discourses, they have adopted advertising strategies. It is not uncommon to see advertisements for them displayed in such mobile spaces as railway stations and alongside highways. Whilst it is true that such environments have always sought to take advantage of populations in transit, the fact that higher education institutions have turned to them as promotional sites, reflects the fact that the ‘transit’ demographic now includes large numbers of young people and high school students. In this paper, a sample of higher education advertisements found in Sydney’s transit spaces is analysed along with the ‘rationale’ provided by advertising companies responsible for their design. It is argued their existence reflects the fact that universities compete against one another for students and need to develop a persuasive ‘brand’. Thus in line with neo-liberalist constructions of subjectivity, they individualise the educational experience, and translate that experience into an economic asset, as a value-adding process. It is of note then that much of the imagery and copy of the advertising ‘visualises’ education as a journey and underpins the fact that mobility is an inescapable predicate of quotidian life.     Fr Peter Morrissey 14 August 1928 - 28 April 2020 ’A home-visiting priest is a Mass-going people’ Through the death of Fr Peter Morrissey, the Sydney church has lost a devoted and humble priest. Aged 91, Fr Morrissey, was one of the oldest priests in the Archdiocese and he will be sorely missed by many, including friends in the parishes that he served with dedication. Born at Hornsby on 14 August 1928, Peter was the second youngest child of John Daniel Morrissey and Stella Gurney (a convert). Mr Morrisey ran a small nursey at Hornsby and was highly regarded for his knowledge of native plants. His Irish ancestors were Hornsby district pioneers, including the Reddy family, who donated land for community benefit – today Reddy Park. Fr Peter attended the Waitara Convent School operated by the Sisters of Mercy, before moving to Eastwood Marist Brothers, where he left, aged 15, with the Intermediate Certificate. He initially worked on a sheep station as a rouse-about and then he went to Leeton where his sister, who worked for Australian Women’s Land Army, secured him work as a general farm hand. He returned to Sydney and worked in a clerical position at Johnson and Johnson. In 1947, after being interviewed by Cardinal Norman Gilroy, Peter commenced studies at Springwood, where first he undertook the Leaving Certificate. After matriculation he commenced theology studies. The motivation to devote his life in service to God had been inspired by Fr Mick Farrell of Waitara Parish. In an interview on Australia Day this year for an upcoming history of his final parish, Mortlake, Fr Morrissey recalled: I felt I could be storing up Grace for heaven … rather than working for material/secular interests, which had no value by comparison.

His Excellency arrived in Sydney on Tuesday, March 4 and was met at the airport by the Chargé d’Affaires of the Apostolic Nunciature, Msgr. Jude Thaddeus Okolo, by Brother Laurie Needham cfc, Executive Director of Catholic Religious Australia, and by Rev. Fr. Liem Duong of the Archdiocese of Sydney. The Papal Representative also met the Members of the Permanent Committee of the Australian Catholic Bishops Conference (ACBC). The President of the ACBC, Archbishop Philip Wilson, warmly welcomed Archbishop Lazzarotto on behalf of the Australian Bishops, expressing best wishes for his mission in Australia. Prior to meeting the Members of the Permanent Committee, Archbishop Lazzarotto paid a courtesy visit to Cardinal Edward Clancy. The same morning, he also met Cardinal Edward Cassidy, with whom he renewed old memories of their acquaintances. He was also received by an eight-man delegation of the Bishops of the Oriental Rite in Australia, including the four Catholic Oriental Rite Bishops. Archbishop Lazzarotto flew to Canberra on Wednesday and was met by the Deputy Chief of Protocol of the Department of Foreign Affairs and Trade (DFAT), Mr. Colin Hill. Shortly after, following customary diplomatic procedures, and in preparation for the presentation of his Credential Letters, Archbishop Lazzarotto met Ms Lyndall McLean, Chief of Protocol, and other DFAT Officials. It is expected that in the next few days the Apostolic Nuncio will present his Letters of Credence to the Governor-General of Australia, Major General Michael Jeffery.

    157 Signs of the times down under Chris McGillion UDGED BY ITS EXPANSION, ACHIEVEMENTS and the contribution it has J made to the wider society, the Catholic Church in Australia has been a remarkable success. From its humble origins among Irish convicts transported to the penal colony of New South Wales after 1788, the Catholic Church has grown into the largest (and most powerful) church in the country. It is the biggest non-government employer, the major private sector welfare-service provider, and a significant force in education and health. About 27 per cent of Australia's almost twenty million people are professed Catholics and theirs is now a predomi- nantly affluent middle-class church. Once actively if not officially discriminated against, Catholics now occupy prominent positions in politics, business and the professions, and it is they who have made the running in recent years on important issues of national concern including recognition of the rights of indigenous Australians, social justice and a more compassionate approach to refugees. Over a period of a little more than 200 years the 'Protestant Establishment' once so firmly entrenched in Australia has given way to a broader and more significant 'Catholic Ascendancy'. 1 Admittedly the Church is experiencing internal problems. Weekly mass attendance has continued a steady decline throughout the 1990s from an already low base in the 1970s and 1980s. There is a critical shortage of priests and their average age is now sixty years. Vocations are drying up. The laity have assumed important leadership roles (primarily within the Catholic education system but also within parish structures), but there is a widening gulf between the attitudes and practices of ordinary Catholics and official teaching, especially on matters of sexual morality such as birth control.
