To the Leaders and People of G7 Member States: Proposals for Pursuit of Genuine Prosperity through River Basin Thinking We the undersigned are members of citizens’ groups in the Tokai area, host to the Ise-Shima Summit. Despite our various standpoints, we have united to advocate for the “Ise Bay Initiative,” aiming to realize a sustainable and productive future based on river basin (bio-regional) thinking. Presenting the following experience and good practices, we propose to the leaders and the people of G7 member states to share the idea of Ise Bay Initiative and work together for a better future. “River basin thinking” means viewing the entire area of rivers flowing into the Ise Bay as one bio-region, and addressing issues within that region not on a reactive piecemeal basis but with the vision of integrated local development to enrichen the ecological value of the entire river basin area. Ise Bay basin communities have kept ideal relationship with nature and maintained their livelihood by utilizing the natural resources in co-existence with abundant forests, large and fertile plains, and rich and clear rivers like Kiso, Nagara, and Ibi rivers. However, as seen in the example of Yokkaichi Air Pollution which occurred after the post-war high economic growth period, air and water pollution that contaminated air and waters in the area severely affected human health and damaged fishery resources and as the result threatened people’s livelihoods. The pollution caused by Yokkaichi Petrochemical Complex built in northwest coast of Ise Bay deprived many people of their right to a healthy and safe living environment. -
SAITO HAJIME/ Embracing Hiroshima
EMBRACING HIROSHIMA Saito Hajime Abstract: The main purpose of this paper is to examine an episode in John Hersey’s book Hiroshima (1946) and the occupational policy of General Headquarters (GHQ), the organization which administered the defeated land of Japan during the Occupied Era (1945-1952). It is John Dower and his readers that should be interested in the episode because in his seminal work, Embracing Defeat (1999), Dower touches on Hiroshima in terms of the GHQ’s censorship of Japanese writings about the atomic bombs dropped on the cities of Hiroshima and Nagasaki. What matters most in terms of the episode is that in 1951 the GHQ allowed copies of Hiroshima to be imported from the United States to be sold in Japan. In the same year some of Japan’s university professors were invited to teach it in their English classes. A controversy over the use of this work as a textbook arose among Japanese university teachers of English, and Rintaro Fukuhara and Takashi Nozaki exemplified these opinions. Their contrasting views on the text suggest the ways in which intellectuals or academics can or cannot cope under the pressure of a hegemonic cultural power.1 The purpose of this paper is to show an episode that John Dower, the author of Embracing Defeat: Japan in the Wake of World War II (1999), should be interested in. It examines John Hersey’s famous non-fiction book Hiroshima (1946), as well as the occupational policy of the General Headquarters (GHQ’s) SAITO HAJIME, Associate Professor, Faculty of Humanities and Social Sciences, University of Tsukuba (Japan). -

Special focus was placed on the characteristic behavior of nearshore waves through investigation of observed data, numerical simulations, and image analysis of video footage recorded on the coasts. The survey results indicated that inundation, wave overtopping, and drift debris caused by violent storm-induced waves were the dominant factors causing coastal damage. Results of numerical simulations showed that heights of storm-induced waves were predominantly greater than storm surge heights along the entire coast of Wakayama in both typhoons. -

Toward the Establishment of a Disaster Conscious Society
Special Feature Consecutive Disasters --Toward the Establishment of a Disaster Conscious Society-- In 2018, many disasters occurred consecutively in various parts of Japan, including earthquakes, heavy rains, and typhoons. In particular, the earthquake that hit the northern part of Osaka Prefecture on June 18, the Heavy Rain Event of July 2018 centered on West Japan starting June 28, Typhoons Jebi (1821) and Trami (1824), and the earthquake that stroke the eastern Iburi region, Hokkaido Prefecture on September 6 caused damage to a wide area throughout Japan. The damage from the disaster was further extended due to other disaster that occurred subsequently in the same areas. The consecutive occurrence of major disasters highlighted the importance of disaster prevention, disaster mitigation, and building national resilience, which will lead to preparing for natural disasters and protecting people’s lives and assets. In order to continue to maintain and improve Japan’s DRR measures into the future, it is necessary to build a "disaster conscious society" where each member of society has an awareness and a sense of responsibility for protecting their own life. The “Special Feature” of the Reiwa Era’s first White Paper on Disaster Management covers major disasters that occurred during the last year of the Heisei era. Chapter 1, Section 1 gives an overview of those that caused especially extensive damage among a series of major disasters that occurred in 2018, while also looking back at response measures taken by the government. Chapter 1, Section 2 and Chapter 2 discuss the outline of disaster prevention and mitigation measures and national resilience initiatives that the government as a whole will promote over the next years based on the lessons learned from the major disasters in 2018. -
Ise-Shima National Park Lies on the Shima Peninsula, Located in the Center of Mie Prefecture in Western Japan
A scared landscape featuring the historical site of Ise Jingu Grand Shrine, as well as a picturesque coastal route and bountiful seascape 12 Ise-Shima Ise-Shima National Park lies on the Shima Peninsula, located in the center of Mie prefecture in Western Japan. Ise-Shima National Park includes the municipalities of Ise, Toba, Shima, and Minami-Ise, occupying a vast area of National Park nearly 60,000 hectares. The park is broadly divided into two areas: the inland area which is home to Ise Jingu and its surrounding forests; and the coastal area which is characterized by an archipelagic landscape with intricate ria coasts. The interaction between people and nature is very profound in the region, and the essence of this relationship can be observed in the ancient tradition of ama, female diver, fishing, among other traditional cultural practices that have developed around Ise Jingu over the millennia. The wisdom to enjoy the bounties of nature in a sustainable manner is figured prominently in Ise Jinguʼs Shikinen Sengu, a ritual held once every 20 years whereby the shrine is rebuilt in its entirety. The region has a long history of providing seafood to the Imperial Court and Ise Jingu, and the Manyoshu (Japanʼs oldest poetry compilation) refers to the region as Miketsu Kuni or the "land of divine off erings". Thus, the region boasts a rich marine environment home to diverse aquatic life, including Japanese spiny lobster, abalones, turban shells, oysters, tunas, red sea breams, and various types of seaweed. The Kuroshio sea current has blessed the region with a warm climate, which has led to the development of Ise Jinguʼs lush forest and dense evergreen forests that cling to the foothills of the mountainous regions. -

The correspondence of two commissioners of the Department of Finance and Administration is represented in this collection. The commissioners were Edward J. Boling and Harlan Mathews. Edward J. Boling served from February, 1959 through August, 1961. Harlan Mathews was appointed commissioner in September of 1961. These records reflect the various activities connected with the administration of financial and budgetary matters of the Executive branch. Original order was maintained during processing. These records were transferred to the archives in good condition in 1983. The original size of the collection was about eight cubic feet but was reduced to seven cubic feet by the elimination of duplicate copies and extraneous material. The collection was microfilmed and all documents were destroyed. There are no restrictions to access. SCOPE AND CONTENT Record Group 272, Department of Finance and Administration, Correspondence, spans the period 1959 through 1962, although the bulk of the collection is concentrated within the period 1959 through 1961. The collection consists of seven cubic feet of material that has been microfilmed and the originals were destroyed. The original order of this collection was maintained during processing. The arrangement of this collection is chronological for the period of 1959 through 1960. The remainder of the collection is chronological, then alphabetical by topics. -

Multiple Interpretations of the Sannai Maruyama Site, Japan Junko Habu and Clare Fawcett This paper examines the dynamic interaction between scholars, local residents and the mass media at the Sannai Maruyama site, Japan. Sannai Maruyama is an Early and Middle Jomon period site in Aomori Prefecture in northern Japan, dating to approximately 5900 to 4400 cal. B.P. The site was originally excavated as a salvage project by the prefectural board of education prior to the construction of a baseball stadium. This excavation unexpectedly revealed an extraordinarily large Jomon settlement: by the summer of 1994, more than 500 pit-dwellings had been recov- ered along with numerous other types of features. Following these discoveries, local residents formed a dedicated and effective preservation movement. As a result, in August 1994, the prefectural governor halted the construction of the sta- dium, and declared that the site should be preserved. Since then, it has been a major tourist attraction in Aomori Prefecture (Habu & Fawcett 1999). In this paper, we first outline our theoretical concerns and give a historical back- ground of the sociopolitical context of archaeology in modern Japan. We then pro- vide an overview of the Sannai Maruyama site excavation and preservation movement, and analyze research strategies adopted by local archaeologists as well as their outreach efforts. In particular, we emphasize the importance of the actions of local archaeologists and residents in encouraging multiple interpretations of the site. Our analysis also highlights the complex historical, political, and social contexts in which these multiple interpretations have been formed, presented, and evaluated. -

Weatherford Department of Atmospheric Science Colorado State University Fort Collins, CO 80523 September, 1989 Atmospheric Science Paper No. 446 ABSTRACT A three phase life cycle characterizing the structural evolution of typhoons has been derived from aircraft reconnaissance data for tropical cyclones in the western North Pacific. More than 750 aircraft reconnaissance missions at 700 mb into 101 northwest Pacific typhoons are examined. The typical life cycle consists of the fol lowing: phase 1) the entire vortex wind field builds as the cyclone attains maximum intensity; phase 2) central pressure fills and maximum winds decrease in association with expanding cyclone size and strengthening of outer core winds; and phase 3) the wind field of the entire vortex decays. Nearly 700 aircraft radar reports of eyewall diameter are used to augment anal yses of the typhoon's life cycle. Eye characteristics and diameter appear to reflect the ease with which the maximum wind field intensifies. On average, an eye first appears with intensifying cyclones at 980 mb central pressure. Cyclones obtaining an eye at pressures higher than 980 mb are observed to intensify more rapidly while those whose eye initially appears at lower pressures deepen at slower rates and typ ically do not achieve as deep a central pressure. The eye generally contracts with intensification and expands as the cyclone fills, although there are frequent excep tions to this rule due to the variable nature of the eyewall size. -

[Dunlin Calidris alpina] This is a shore- bird approximately 21cm in length with a somewhat long beak, short neck, and stooped posture. As it has white wing bars, a beautiful contrasting color of white fl ashes when they turn their direc- tion while fl ying in fl ocks. [Bar-tailed Godwit Limosa lapponica] Many species of shorebirds have long beaks to insert into holes in tidal fl ats to catch crabs. For example, the Black-tailed Godwit has a straight beak, the Curlew has a down-turned beak, and the Bar-tailed Aerial view of Fujimae-higata from the south Godwit has a slightly upturned beak.
