PURPOSE: To establish how an emergency plan should be developed and to identify prospective attendees for training. . 1 BACKGROUND

1.1 In June 2017 this committee resolved to develop an emergency plan that is then to be put on the risk register and monitored by the B&R committee. It was also resolved that training on Emergency Planning takes place and following from that the emergency planning team is appointed from full Council.

1.2 Little progress has been made on the plan, LCC has been in contact with an updated template for the emergency plan and re-iterated the need to have this in place in the event of an emergency.

1.3 Training is available from LALC on developing Community Emergency Plans with an aim to support Councils to establish, manage and operate a plan. This training is available 1:30pm till 4pm on 29th November 2018 at .

1.4 Appendix A contains a copy of the updated Emergency Plan Template. This sets out the information that needs to be collected and how the Council should organise itself. This document is supported by a resource directory Appendix B. Both documents have been recently updated Appendix B is a confidential document.

1.5 The Town Clerk, Deputy Town Clerk and Cllr D Cargill have attended Emergency Planning Training. Cllr T Burnham attended the resilient communities conference in July 2018.

2 TAKING THIS FORWARD

2.1 After training has been well attended the Emergency Planning team can be appointed (providing enough volunteers from Council come forward), the plan can then be completed, approved and submitted.

2.2 The Emergency Plan and associated Resource Directory will need to be reviewed at least annually, ideally at the start of the new Council year.

2.3 This Committee should consider the resources required to prepare and review the plan and whether there is an appetite within Council to attend training and take up the volunteer positions needed for the plan.

3 RECOMMENDATIONS

3.1 To identify availability to attend emergency planning training and consider how to move forward with the Emergency Plan.

Plan Maintenance Review

The owners of this plan should make sure that all the people involved in its development are aware of their roles, and know that they might be contacted during an emergency.

This plan will be exercised annually by the Emergency Planning Group and also as part of any wider exercises organised by Lincolnshire County Council’s Emergency Planning & Business Continuity Service.

The Town Clerk and Deputy Town Clerk will have the responsibility for arranging the community exercise.

The plan will be reviewed annually. During the review every section of the plan will be checked for accuracy (e.g. phone numbers, resource list etc).

Any updates or lessons learned from exercises should be approved by Skegness Town Council before changes are made.

General Data Protection Regulations (GDPR)

A community emergency plan remains the property of the community and therefore any information collected in its creation is the responsibility of the group. Personal is collected on for the use of the following:

• In the event of the plan being triggered, the following people have agreed to share their contact details with the local emergency planning group and LCC Emergency Planning & Business Continuity Service for use in a warning & informing / coordination capacity before, during and after emergency.

• Lincolnshire County Council (LCC) will not use any personal information contained within a community emergency plan for any other means than for mentioned above and in response to emergencies, incidents and disasters.

Where necessary LCC may share your personal data with the following categories of recipients:

• Healthcare, social and welfare organisations and professionals • Occupational health • Legal services • Regulatory bodies (eg Health and social care council) • Police forces, other law enforcement and prosecuting authorities • Disclosure and Barring Service • Courts and tribunals • Fire & Rescue Service

Mission Statement

Disasters or major emergencies can strike suddenly, unexpectedly and anywhere. Making a plan now will reduce the impact of any emergency on our community and help ensure our response is effective and proportionate.

The purpose of this Community Emergency Plan is to help prepare the community to be ready for an emergency, in case the emergency services and/or relevant authority support are delayed due to the scope and nature of the emergency. This will be achieved by building resilience within the community, using our existing resources in the most efficient and successful way. Our aim is to provide expertise and voluntary support that is safe and proportionate within Skegness & Winthorpe boundaries that enhance that of responding agencies

This Community Emergency Plan has been agreed and signed as fit for purpose – acting as a living document - by the Chairperson of the Parish Council, the Community Emergency Team Leader and/or their Assistant.

Using this Emergency Plan

This plan comes in two parts and has been developed to assist your community in an emergency. It should be used as a tool to focus your response to aiding the welfare of your community. Part 1 is meant as a quick reference guide of tasks the your Emergency Planning Group may wish to undertake in the event of emergency while Part 2, the Community Resource Directory, contains all of your emergency contact details, known risks, resources, volunteers and places that have people who may need more support than others.

Activation

This Plan will be activated when at least two members from the below list of people drawn from the Emergency Planning Group consider it necessary to take action in response to an incident, and when action cannot be taken effectively without triggering the arrangements outlined in this document. If it is activated, then the key actions in Section 2 should be followed. It should also be noted that this operational plan should be read and used in conjunction with the Community Resource Directory, stored within the following locations:

Section 2 Key Actions Priorities will be given to emergency shelter, food and water.

1. Gather as much information about the situation as possible following the ETHANE Principle (See initial call taking log – Appendix 1)

IF THE SITUATION IS LIFE-THREATENING: DIAL 999 WITHOUT DELAY

2. Make contact with the emergency services and Lincolnshire Emergency Planning Unit. Inform them of the contact number and location of the Emergency Planning Group

3. Take control until the emergency services arrive, if they are able to attend

Contact additional members of Skegness Town Council’s wider Emergency Planning Group

4. Instruct everyone to follow any advice from the emergency services

5. At all times, be aware of your own safety and the safety of those around you

6. Consider whether you can work safely and effectively from your current location or whether you need to move to an alternative location

7. Arrange for local residents to be warned of any dangers

8. Liaise with the EPO to consider if it is necessary to open an emergency shelter? The EPO will request whether this is required from the Incident Commander. The IC may identify a location or the EPO. You may be asked to establish the centre prior to voluntary groups arriving.

9. Arrange for contact to be made with those who may need more support as identified in Section 3 of the Community Resource Directory to offer advice and assistance

10. Arrange for community resources/organisations identified in Section 4 of the Community Resource Directory to be available as necessary

11. Tune into your local radio station (BBC Radio Lincolnshire/Radio Humberside) and advise the community to do the same. A list of local radio stations is given in Section 5 of the Community Resource Directory

Volunteer Briefing

Before deploying volunteers all should receive briefings as to the current and expected situation and advised as to what is expected of them before they are mobilised. All volunteers have the legal responsibility to take reasonable care for their own Health and Safety and that of others that may be affected by their actions. Any incidents or hazards should be immediately reported back to the community emergency planning coordinator, recorded and then forwarded onto the LCC EP&BC duty officer.

Briefings Template

• Situation Awareness – following the ETHANE Framework (page 11) brief all volunteers on the current situation. Frequency of updating – agree a frequency of updating volunteers.

• Expectations - what are your expectations as a coordinating group of your volunteers and when, how will this be relayed to them? If being directed by LCC EP&BC what is expected for the entire group; for example, the setting up and managing of a place of safety. As a coordinating group do you know the expectations of your volunteers?

• Tasks - brief volunteers on specific tasks that they will be allocated, for example, door knocking, meet and greet etc

• Times – how long will volunteers be expected to undergo tasking? Is there a rota system in place?

• Welfare – what provisions are available to volunteers undertaking tasks , for example, refreshments, meals, breaks etc. what other support is available to them, e.g mentoring, physiological support etc.

• Communication - how will volunteers communicate with the coordinating group, each other and those people who they are supporting?

• Safeguarding – Safeguarding is the action of protecting people’s health, welfare and human rights, enabling them to live free from abuse, harm and neglect. Everyone has a role to play in safeguarding and promoting the welfare of any child, young person or adult at risk that they may come into contact with. If a volunteer has concerns surrounding safeguarding issues they should report it immediately to their coordinator who in turn will notify LCC EP & BC. Safeguarding is there to protect you as well – please adhere to best practice. A copy of the LCC safeguarding brief for volunteers is held within the place of safety pack.

• Reporting incidents & Accidents – how this is achieved and who is responsible for it? an accident form is held within the place of safety pack.

• Stand down – who will make this decision and how will this be communicated to all volunteers?

Local Hazards & Threats Assessed in Risk for Skegness & Winthorpe

Pandemic Flu Assessed Nationally and Regionally as our Highest Threat.

Inland Flooding Both inland and coastal flooding is a threat and likely in the future. Threat level assessed by Environment Agency.

Severe Weather In recent time’s heavy rain, strong winds, snow and ice have become more frequent, possibly due to the effect of global warming. An effective Snow & Ice Clearance plan is required. There was a drought, as well as flooding, in 2012. More are likely in the future.

Transport Accidents Train station and Bus station in area, increased threat in busy tourist season.

Industrial Accidents Small industrial area with potential for incident.

Loss of Critical Damage caused by fire, storms or accidents may have a potential Infrastructure impact on energy supplies, water or deprive the community of its important facilities including the school.

We are about to start trialling a new government backed emergency text alerting system which is primary designed to alert strategic and tactical commanders that an incident has occurred and requires their attention. As usual we in Lincolnshire think it can be used for a lot more than just that so are extending it out to all voluntary sector groups and now town/parish councils and community emergency groups.

The way the system works is that we will be able to notify communities when the county emergency centre is activated and again when it is stood down following an incident. Information can be sent out very quickly using CVS files to all those registered with us and will give out information such as activation type, incident involving, important contact numbers for emergency planning etc. For Town/parish councils and community emergency planning groups this will be directed towards those communities affected by incident rather than the blanket approach currently used meaning these communities will get the right information at the right time.

In order for this to happen though I will need the following information from you in the following format

• Name of community (town or parish council) Skegness Town Council • District ELDC • Primary emergency contact name and mobile telephone number for council contact • Secondary emergency name and mobile telephone number for council contact • Written permission for these details to be used for the purpose of alerting the community to when the county emergency centre is activated.

I must stress that no information will be made public or used for any other purpose than that described above and will be stored securely on our emergency servers. the first test of this system will take place on Tuesday during our Exercise Faraday really appreciate the help

WINTER SELF-HELP AND MUTUAL AID

As the County Council has now started to deliver Winter Maintenance Service this year, we write to you with respect to the above.

The County Council's physical and financial resources are fully committed to provide the agreed service as published within the Winter Service Plan, which can be accessed (under documents) at the following location: https://www.lincolnshire.gov.uk/transport-and-roads/strategy-and-policy/

Currently, supplies of salt/grit are distributed around local communities by way of some 1900 grit bins at set locations.

The County Council's Winter Maintenance Service resources are primarily used for treating the priority routes (about 1/3 of the entire highway network) to ensure that they remain open to traffic. There is very little spare capacity to deal with the remaining highway network. Any additional local treatment requirements need to be delivered by self-help and mutual aid from within the local communities. In order to facilitate this, the County Council is offering 1 tonne pre-packed salt bags, available for treating key local highway routes not covered by our Winter Maintenance Service.

During the winter (October-April), the Council will make available these 1 tonne pre- packed salt bags to participating Parish or Town Councils for use on the public highway within their areas. The supply will be limited to 2 bags per Parish/Town Council per winter. If you wish to consider participation in this programme, it is desirable to achieve a co-ordinated response, in order that information can be relayed to the multi-agency Emergency Control Centre. This will help to ensure that there is no duplication of effort when deploying emergency services, highways and other resources, and members of the local communities know what to expect in this situation. It is therefore advised that your community devise a priority network of footways and / or carriageways that it is intended to clear and treat in the event of severe weather. We would also request that you nominate a “Snow Warden” to be the principal point of contact for Highways Officers in the preparation of your local priorities and for the dissemination of information such as advanced forecasts of severe weather. If you wish to participate in this scheme, please respond to this email by 31/10/2018 with the following:

Mayor’s Statement – presented to Council on 1st August 2018

As you all know, there is a small number of people who use Facebook and other social media to criticise the Council and other organisations that operate in the town. We all know who they are and the positions they previously held. It seems to lead them to believe they have a special insight or right to comment about things they clearly have little or no knowledge about. Comments about organisational decisions or policies are fine, but these comments are becoming increasingly nasty and personal, directed at individuals rather than organisations.

In the last few weeks there have been comments about the Council, Councillors and others including employees and those managing or leading other organisations in the town. Some of these comments are at best insulting and malicious and may be libellous and damaging to people’s reputations. It is difficult for those targeted, in their official capacity, to easily defend themselves. The people who make these comments seem to spend a disproportionate amount of their time on Facebook and often make these comments in closed groups where the target is not a member.

I think these people are damaging Skegness. Why would anyone want to invest money, time or effort to improve Skegness, when the result is constant personal criticism from a loud, nasty (albeit small) group. One way forward would be for the public to challenge the authors to ask what their source of information is or why they are saying it. They need to be held to account, but without giving them the spotlight they crave. I know that some of those targeted are now considering taking further action. Although I am not making any formal proposal today, I feel that Council needs to be vigilant and ready to act if necessary.

And to finish I would like to add we are an open and transparent Council. All our meetings are open and transparent and we welcome the public to come along and see democracy at work. As you can see I’ve put a copy of Statement in front of you all and would ask to post on your relative social media site”
