OFFICIAL Lincolnshire’s Tidal Surge Response & Recovery ‘After Action’ Report The East Coast Tidal Surge of 5th December 2013 Lincolnshire Resilience Forum’s Response & Recovery ‘After Action’ Report 20th March 2014 1 OFFICIAL Lincolnshire’s Tidal Surge Response & Recovery ‘After Action’ Report Foreword On Thursday 5th December 2013 a deepening pressure system combined with high astronomical tides and strong to gale force ‘north westerly’ winds to generate a coastal surge along the whole of the east coast of England, the largest surge since the ‘great storm’ of 1953. Due to advances in surge forecasting, flood prediction and contingency planning at national, sub-national and local levels we were able to ‘get ahead’ of the storm. From Tuesday 3rd December partners began deploying one of the largest multi-agency emergency response and recovery operations ever conducted in Lincolnshire. This included the most significant evacuation operation in recent memory, the rescue of a number of people who became isolated by floodwaters, and work to ensure critical services were maintained and damaged infrastructure quickly repaired. Thankfully there were only 3 (relatively minor) casualties as a result of the surge, but more than 720 residential and commercial properties were inundated from the resultant overtopping and breach of defences. I would like to pass on my sympathy and support to those whose households and businesses flooded. We continue to work to support a full community recovery, and I commend the work of colleagues at Boston Borough Council who have led this work. In the circumstances this was a very good, forecast-led response and recovery effort. -

Today it remains the centre of British government, boasting a colourful history and frequently adding new chapters. Parliament is the place where politicians meet to decide laws and make decisions on running the UK, although some issues in Scotland, Wales and Northern Ireland are now dealt with by their respective parliaments and assemblies. Hutchison University of Stirling Stirling, UK Abstract: Scotland is distinctive within the United Kingdom newspaper industry both because more people read papers and also because Scots overwhelmingly prefer to read home-produced organs. The London ‘national’ press titles have never managed to penetrate and dominate in Scotland to the preponderant extent that they have achieved in provincial England and Wales. This is true both of the market for daily and for Sunday papers. There is also a flourishing Scottish local weekly sector, with proportionately more titles than in England and a very healthy circulation total. Some of the reasons for this difference may be ascribed to the higher levels of education obtaining in Scotland. But the more influential factor is that Scotland has retained distinctive institutions, despite being part of Great Britain for almost exactly three hundred years. The state church, the education system and the law have not been assimilated to any significant amount with their counterparts south of the border. In the nineteenth century in particular, religious disputes in Scotland generated a huge amount of interest. Sport in Scotlaand, too, is emphatically not the same as in England, whether in terms of organisation or in relative popularity. Additionally, the menu of major political issues in Scotland often has been and is quite divergent from England – for instance, the land question and self-government. -

ACKNOWLEDGEMENTS This book would not have been commissioned if the multi-award-winning BBC TV drama Marvellous, based on Neil’s life, had not been such an outstanding success. To adapt a line from Marvellous: ‘Acknowledgements, I wouldn’t know where to start.’ Or indeed to finish. But I’ll try. We thank the writer and executive director, Peter Bowker, for his brilliantly perceptive and funny script, which truly captured Neil’s spirit, so outstandingly portrayed on screen by Toby Jones, without which there would have been no film. His fellow executive director, Patrick Spence, managing director of Fifty Fathoms, part of the Tiger Aspect group, had the wisdom to see the potential of the film, and sell it to the BBC. He managed the whole process with sensitive professionalism. Patrick was the figurehead and representation of a brilliant directing, production, acting and publicity team, who have gained the professional recognition they so richly deserve, and who had Neil’s best interests at the heart of all their work. It seems invidious to selectively name and praise individuals here. Thank you all, guys, for a job superbly well done. Marvellous itself would not have been conceived and made without the article written about Neil in The Guardian in 2010 by our longstanding friend, Francis Beckett. But Francis’s contribution certainly did not end there. He conducted some of the interviews for the book, edited the whole text and drew upon his extensive experience as an author and journalist to provide invaluable advice on structure and content, and provided an introduction and afterword. -
