MESSAGE FROM THE CHAIRMAN AND CHIEF EXECUTIVE OFFICER AS THE QUANTITY AND QUALITY OF CONTENT HAVE INCREASED in what is widely regarded as television’s second Golden Age, so have employment opportunities for the talented men and women who create that programming. And as our industry, and the content we produce, have become more relevant, so has the relevance of the Television Academy increased as an essential resource for television professionals. In 2015, this was reflected in the steady rise in our membership — surpassing 20,000 for the first time in our history — as well as the expanding slate of Academy-sponsored activities and the heightened attention paid to such high-profile events as the Television Academy Honors and, of course, the Creative Arts Awards and the Emmy Awards. Navigating an industry in the midst of such profound change is both exciting and, at times, a bit daunting. Reimagined models of production and distribution — along with technological innovations and the emergence of new over-the-top platforms — have led to a seemingly endless surge of creativity, and an array of viewing options. As the leading membership organization for television professionals and home to the industry’s most prestigious award, the Academy is committed to remaining at the vanguard of all aspects of television. Toward that end, we are always evaluating our own practices in order to stay ahead of industry changes, and we are proud to guide the conversation for television’s future generations. -

Understanding the Split in the US Labour Movement
Business union vs. business union? Understanding the split in the US labour movement Ian Greer In summer 2005, the trade union movement formalised its split into two rival confederations. The split was precipitated by the 2001 disaffiliation of the carpenters’ union, the Republican electoral victory of 2004, and the decline in union membership. Seven unions, accounting for forty per cent of the membership of the AFL-CIO formed Change to Win as a response to that federation’s ineffectiveness. This article concludes that the split may lead to new techniques for campaigning, but that it will not affect the fortunes or the social vision of the trade union movement. The November 2004 re-election of George W. Bush brought the morale of the progressive camp in the US to a new low. Not only was Bush to remain president, but his level of support within the electorate had actually increased. Staff at several so-called ‘organising unions’ had issued proposals to reform the labour movement the previous year; and with the defeat of John Kerry, reform-minded union leaders now demanded the resignation of top leaders of the AFL-CIO [American Federation of Labor and Congress of Industrial Organizations]. When they failed to win majority support for their plan at the June 2005 convention, seven national unions, representing six million workers or forty per cent of AFL- CIO affiliated union members, formed a new group, ‘Change to Win’, which held its founding convention in September 2005. What does this split mean for the future of us unions? In this paper, I will argue that the new federation may create a more efficient organising apparatus, but that it will not push the unions’ political programmes beyond business unionism. -

Grassroots Lobbying Proposals Seem Not to Further Congress’ Interest in Correcting Lobbying Abuses
POLICY PRIMER: Grassroots Lobbying Proposals Seem Not to Further Congress’ Interest in Correcting Lobbying Abuses By Stephen M. Hoersting and Bradley A. Smith (614) 236-6317 Abstract Of the several policy proposals circulating Capitol Hill to correct lobbying abuses, strengthen the relative voice of citizens, and add accountability to the earmarking process, one policy prescription seems oddly out of place. Proposals for so-called “grassroots lobbying disclosure” do nothing either to sever the link between lobbyist cash and lawmakers’ pecuniary interests, or to strengthen the relative voice of citizens. Grassroots lobbying—encouraging or stimulating the general public to contact lawmakers about issues of general concern—is citizen-to-citizen communication that fosters citizen-to-lawmaker communication. It correspondingly weakens the relative strength of lobbyist-to-lawmaker communications, in furtherance of Congress’ objective in seeking lobbying reform. Efforts to limit grassroots lobbying, require disclosure of donors, or compel lobbyists to register with the government to assist groups in contacting fellow citizens, strips donors and consultants of constitutionally guaranteed anonymity, and would deprive organizations championing unpopular causes of skilled representation. This anonymity, long recognized and protected by the Supreme Court, fosters political association, guards against unwarranted invasions of privacy, and protects the citizens who fund or assist groups such as Progress for America or People for the American Way from calumny, obloquy, and possible retribution—including retribution by public officials. Disclosure is not always a good thing. The rationale for requiring disclosure of contributions to candidate campaigns, and disclosure of direct lobbying activity, is the same for protecting anonymity in the discussion of policy issues: to protect citizens from retribution by abusive officeholders. -
