Photo: AFP * Arnold Puyok is Senior Lecturer in Politics and Government Studies at the Faculty of Social Sciences and Humanities, Universiti Malaysia Sarawak (UNIMAS). 1 ISSUE: 2021 No. 8 ISSN 2335-6677 EXECUTIVE SUMMARY • Public opinion polls conducted prior to the 16th Sabah state election provided telltale signs of Warisan’s loss of support and impending electoral defeat. • Warisan’s fall from power was mostly due to the party’s inability to address the priority needs of the largely rural Muslim Bumiputera and Kadazandusun voters. • Research fieldwork during the election campaign and post-election analysis reveal that rural Sabah voters are more concerned with bread-and-butter issues, while their partisan loyalties are not steadfast. They are willing to trade their political support for programmes and policies that yield tangible benefits. • The new state government led by Gabungan Rakyat Sabah (GRS) will face the twin challenges of appeasing increasingly demanding voters and delivering public goods effectively. • As GRS navigates these politically uncertain times, its future in Sabah looks unpromising. 2 ISSUE: 2021 No. 8 ISSN 2335-6677 INTRODUCTION In the recent Sabah state election, GRS (Gabungan Rakyat Sabah), comprising BN (Barisan Nasional), PN (Perikatan Nasional) and PBS (Parti Bersatu Sabah), won 38 seats in the state legislative assembly, prevailing over a Warisan-led coalition by a six-seat margin. -

NAJIB'S FORK-TONGUE SHOWS AGAIN: UMNO TALKS OF REJUVENATION YET OLDIES GET PLUM JOBS AT EXPENSE OF NEW BLOOD 11 February 2016 - Malaysia Chronicle The recent appointments of Tan Sri Annuar Musa, 59, as Umno information chief, and Datuk Seri Ahmad Bashah Md Hanipah, 65, as Kedah menteri besar, have raised doubts whether one of the oldest parties in the country is truly committed to rejuvenating itself. The two stalwarts are taking over the duties of younger colleagues, Datuk Ahmad Maslan, 49, and Datuk Seri Mukhriz Mahathir, 51, respectively. Umno’s decision to replace both Ahmad and Mukhriz with older leaders indicates that internal politics trumps the changes it must make to stay relevant among the younger generation. In a party where the Youth chief himself is 40 and sporting a greying beard, Umno president Datuk Seri Najib Razak has time and again stressed the need to rejuvenate itself and attract the young. “Umno and Najib specifically have been saying about it (rejuvenation) for quite some time but they lack the political will to do so,” said Professor Dr Arnold Puyok, a political science lecturer from Universiti Malaysia Sarawak. “I don’t think Najib has totally abandoned the idea of ‘peremajaan Umno’ (rejuvenation). He is just being cautious as doing so will put him in a collision course with the old guards.” In fact, as far back as 2014, Umno Youth chief Khairy Jamaluddin said older Umno leaders were unhappy with Najib’s call for rejuvenation as they believed it would pit them against their younger counterparts. He said the “noble proposal” that would help Umno win elections could be a “ticking time- bomb” instead. -

The constitution gives the federal and state governments the power to "control or restrict the propagation of any religious doctrine or belief among persons professing the religion of Islam." The constitution also defines ethnic Malays as Muslim. Civil courts generally ceded authority to Sharia (Islamic law) courts on cases concerning conversion from Islam, and Sharia courts remained reluctant to allow for such conversions. There was no change in the status of respect for religious freedom by the government during the reporting period. Muslims generally may not legally convert to another religion, although members of other religions may convert to Islam. Officials at the federal and state government levels oversee Islamic religious activities, and sometimes influence the content of sermons, use mosques to convey political messages, and prevent certain imams from speaking at mosques. The government maintains a dual legal system, whereby Sharia courts rule on religious and family issues involving Muslims and secular courts rule on other issues pertaining to both Muslims and the broader population. Government policies promoted Islam above other religions. Minority religious groups remained generally free to practice their beliefs; however, over the past several years, many have expressed concern that the civil court system has gradually ceded jurisdictional control to Sharia courts, particularly in areas of family law involving disputes between Muslims and non-Muslims. -

How Pakatan can lead nation to non-racial politics MalaysiaKini.com June 28, 2012 By Boo Cheng Hau COMMENT BN may wish to keep on denying this but we can't escape the fact that it is the BN's divisive politics that has made our society into one so racially charged. In the Umno-led coalition government of 13 race-based parties, ‘Malay nationalism' and dominance is touted as the only alternative to national unity. But is it really so? Can't we have another alternative? Under the purview of Umno's Malay nationalism, other races in the country are forced to form political parties along racial lines. If the dominant majority race insists on its brand of nationalism, wouldn't it be a natural development for other minority races to claim their each and separate nationalisms as well? Can our national unity be actually based upon racial politics along ‘separate nationalisms' or ‘political tribalism' which is how the late Yale University professor Leonard Thompson termed it in describing South Africa's apartheid? Do we want a single nation? Or do we want many divisive nations within our country? There can be no genuine national unity if the powers-that-be keep proclaiming nationalism based on the dominant race ideology to the exclusion of all else. British colonialists have long left the country but how far have we moved forward in terms of genuine national unity? Some senior Umno politicians and their ideologues have blamed poor national unity on the various streams of education while they are themselves unable to dissolve their own race-based political parties to be replaced by a pan-Malaysian party. -

14 AUG 1998 PBB-Contest THERE'S "INVISIBLE HANDS" IN DY PRESIDENT'S CONTEST, SAYS JOHARI KUCHING, Aug 14 (Bernama) -- State Industrial Development Minister Datuk Abang Johari Tun Openg said today there are "invisible hands" involved in the the three-cornered contest for the deputy presidency of the Parti Pesaka Bumiputera Bersatu (PBB) at the party polls on Aug 28. Abang Johari is challenging two other PBB leaders, incumbent deputy president Datuk Abang Abu Bakar Mustapha and state minister Datuk Adenan Satem in the first such contest for the post in 12 years. "I am contesting not only against my good friend Datuk Adenan Satem but also invisible hands who are financially strong but dare not come out to contest for the post" he told reporters here. Both Abang Johari and Adenan are party vice presidents. Adenan, the Agriculture and Food Industries minister, received 32 nominations for the post, Abang Johari 14 nominations while Abang Abu Bakar managed to obtain only one nomination. Abang Johari appeared emotional at the news conference when he talked of the tactics used by the "financially strong invisible hands" to influence the outcome of the contest for the party's No. 2 post. Before the start of the news conference, Abang Johari asked: " Where's Borneo Post....it's no point if only the Sarawak Tribune and Utusan Sarawak are present". The Borneo Post is regarded here as the more "independent" of Sarawak newspapers and is popular for publishing dissenting views from members of the ruling parties and as well as the opposition. Abang Johari spoke of tactics being used by the "invisible hands" to influence the outcome of the polls, including by spreading word that because Adenan had received a nomination from the Asajaya division headed by party president and Chief Minister Tan Sri Abdul Taib Mahmud, he (Adenan) had Taib's backing. -

DAP moves to ease fears over Islamic state Malaysiakini.com January 21, 2011 Following attempts by Umno and MCA to intimidate Chinese voters in Tenang with PAS' Islamic state agenda, DAP is moving to allay such fears, stressing that PAS is now a party that fights for all ethnic groups. "MCA is sleeping, thinking that it is still 1999 when people were afraid of an Islamic state. In fact, PAS is now talking about a welfare state and its battles for the benefit of all races," Johor DAP chief Dr Boo Cheng Hau said at a DAP dinner in Labis last night. "Umno is the one still talking racial politics. We don't call our home minister Hishammuddin (Hussein), we call him Kerismuddin because he always brandishes the keris." Besides Boo, other DAP leaders expressed their support for PAS at the RM50 a head fund-raising dinner attended by some 800 passionate Chinese supporters, where DAP also raised another RM4,555 in on-the-spot donations. DAP Rasah MP Anthony Loke rebutted MCA president Dr Chua Soi Lek's statement earlier that Chinese who voted for PAS would be sending the Malay community the message that they were willing to accept the country as an Islamic state. "We will vote for PAS on Jan 30 for a fair and corruption-free government, not for an Islamic state. We vote to change the government, not merely for PAS, nor an Islamic state," Loke (right) said. The party youth chief then turned aggressive: "If we vote for Umno, it means that we accept Umno's continued oppression of us and allow the party to continue its extreme racial statements and behaviour." Islamic state is not Pakatan common policy His statement was echoed by DAP parliamentary leader Lim Kit Siang, who pointed out that Penang, Selangor and Perak, which are ruled by Pakatan Rakyat, have not turned into Islamic states. -

Please email: [email protected] for feedback to the Editor RSIS Commentary, Yang Razali Kassim. 2016: Challenging Year Ahead for Najib By Saleena Saleem and Mohamed Nawab Mohamed Osman Synopsis Najib’s viability as PM in 2016 will be dependent on his ability to manage the current economic problems and overcome political challenges. Commentary 2016 will prove to be an important year for Malaysia’s Prime Minister Najib Razak both in the economic and political realms. While his critics had dismissed the PM’s chance for surviving the challenges that he faced in 2015, Najib has shown his resilience through the adept employment of a carrot and stick approach. It will not be surprising if he emerges at the end of the year with a more consolidated position. For UMNO members, the PM’s performance this year will be crucial for the party. While the PM has shown his ability to unite UMNO, he remains largely unpopular with the Malaysian public. The Merdeka Centre’s survey in October 2015 showed that only 23% of Malaysians are happy with the government’s performance. -
