HOBSON DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in History in the Graduate College of the University of Illinois at Urbana-Champaign, 2009 Urbana, Illinois Doctoral Committee: Professor James Anderson, Chair Professor David Roediger, Co-Chair Professor Leon Dash Assistant Professor Clarence Lang Associate Professor Christopher Span ABSTRACT This dissertation seeks to provide an intraracial narrative history of African American politics and class tensions in Atlanta, Georgia from 1966, the year when black power movement forces emerged and helped to elect Maynard H. Jackson as Atlanta’s mayor to the 1996 Centennial Olympiad. Also, this study is an ambitious attempt to cultivate a newly emerging field called Black New South Studies, which, in many ways, parallels the field of African American Studies. Its research interests focus on the experiences of African Americans in the South with national and international implications as seen through a post-Civil Rights context. Grounded in primary sources, including extended interviews with black Atlantans and analyses of popular culture texts, this study grapples with the historiography of the new African American Urban History, African American Folk Culture and Resistance, and Hip Hop by charting various manifestations seen through the city’s rise from regional center to global commercial city. Indeed, Atlanta is a City representing the highest educational, political, and economic aspirations and achievements of African Americans over the past century and yet home to some of the roughest and most destitute black ghettos in the South and nation. As such it represents various interconnections and interactions between diverse black populations within the urban New South. The city’s old and powerful black middle class, along with a powerful white business elite, have long shaped New South politics. Yet in the latter half of the Twentieth Century, the majority of Atlanta’s black communities remained in abject poverty and gave way to some of the harshest socio-economic conditions in America at the behest of black city administrators. ii An important aspect of this dissertation rejects Atlanta’s “black Mecca” status. In doing so, a major dimension of this particular transformation is the role of Hip Hop culture as a counter-narrative to the evolution of Atlanta as a world-class commercial center. Specifically, the Dirty South Hip Hop Movement, manifested in such groups as OutKast and Goodie Mob, cultivated a counter movement that portrayed the experiences of the poor and homeless in Atlanta’s black ghettoes as the underbelly of Atlanta’s rise to world fame and fortune. The music and lyrics demonstrate the inherent tensions within Atlanta’s black community as the city rose to newly found prestige and status provided these artists. iii To the late Timothy T.     Special Topics in African American Literature: OutKast and the Rise of the Hip Hop South Regina N. Bradley, Ph.D. Course Description In 1995, Atlanta, GA, duo OutKast attended the Source Hip Hop Awards, where they won the award for best new duo. Mostly attended by bicoastal rappers and hip hop enthusiasts, OutKast was booed off the stage. OutKast member Andre Benjamin, clearly frustrated, emphatically declared what is now known as the rallying cry for young black southerners: “the South got something to say.” For this course, we will use OutKast’s body of work as a case study questioning how we recognize race and identity in the American South after the civil rights movement. Using a variety of post–civil rights era texts including film, fiction, criticism, and music, students will interrogate OutKast’s music as the foundation of what the instructor theorizes as “the hip hop South,” the southern black social-cultural landscape in place over the last twenty-five years. Course Objectives 1. To develop and utilize a multidisciplinary critical framework to successfully engage with conversations revolving around contemporary identity politics and (southern) popular culture 2.     Metric Ambiguity and Flow in Rap Music: A Corpus-Assisted Study of Outkast’s “Mainstream” (1996) MITCHELL OHRINER[1] University of Denver ABSTRACT: Recent years have seen the rise of musical corpus studies, primarily detailing harmonic tendencies of tonal music. This article extends this scholarship by addressing a new genre (rap music) and a new parameter of focus (rhythm). More specifically, I use corpus methods to investigate the relation between metric ambivalence in the instrumental parts of a rap track (i.e., the beat) and an emcee’s rap delivery (i.e., the flow). Unlike virtually every other rap track, the instrumental tracks of Outkast’s “Mainstream” (1996) simultaneously afford hearing both a four-beat and a three-beat metric cycle. Because three-beat durations between rhymes, phrase endings, and reiterated rhythmic patterns are rare in rap music, an abundance of them within a verse of “Mainstream” suggests that an emcee highlights the three-beat cycle, especially if that emcee is not prone to such durations more generally. Through the construction of three corpora, one representative of the genre as a whole, and two that are artist specific, I show how the emcee T-Mo Goodie’s expressive practice highlights the rare three-beat affordances of the track.     Data-Driven Optimization for Police Zone Design Shixiang Zhu, He Wang, and Yao Xie H. Milton Stewart School of Industrial and Systems Engineering, Georgia Institute of Technology, Atlanta, Georgia 30332, USA Abstract We present a data-driven optimization framework for redesigning police patrol zones in an urban environment. The objectives are to rebalance police workload among geo- graphical areas and to reduce response time to emergency calls. We develop a stochastic model for police emergency response by integrating multiple data sources, including police incidents reports, demographic surveys, and traffic data. Using this stochastic model, we optimize zone redesign plans using mixed-integer linear programming. Our proposed design was implemented by the Atlanta Police Department in March 2019. By analyzing data before and after the zone redesign, we show that the new design has reduced the response time to high priority 911 calls by 5.8% and the imbalance of police workload among different zones by 43%. Keywords| police operations, data analytics, queueing model, optimization 1 Introduction In large urban areas, police departments often organize their patrol forces by dividing the geo- graphical region of a city into multiple patrol zones (also known as precincts), and each zone is further divided into multiple beats (or sectors)(Larson 1972).
