The organization’s annual Think Tank brings together academics and industry representatives from around the world to discuss a particular theme related to sustainable tourism in order to move research and education in this specific field forward. We are pleased to present the proceedings of the BEST Education Network (BESTEN) Think Tank XVII entitled Innovation and Progress in Sustainable Tourism. The event was held in Mauritius, June 14-17, 2017, in conjunction with the International Center for Sustainable Tourism and Hospitality, University of Mauritius. The term ‘sustainable tourism’ emerged in the early 1980s building on earlier concerns about the negative impacts of tourism and linking tourism to the wider sustainability movement. Despite 30 years of discussion of tourism and sustainability in academic and government documents, recent reviews suggest that there is considerable room for improvement in the practice of sustainable tourism. The proceedings present work by academics and practitioners worldwide, conducted on various aspects of innovation and progress in sustainable tourism. They include abstracts and papers accepted by the scientific committee following a double blind peer review process. Twenty-eight research papers were presented at the conference. Presentations were held within the following themed sessions: • Assessing Progress, Contributions & Teaching and Learning • Innovation – Sustainable, Experiential, Product and Marketing • Tourism Impacts, Sustainable Tourism Education, Interpretation • Theoretical and Methodological Approaches for Researching Sustainable Tourism The contributions were thematically selected for each group and are arranged in order of presentation in the proceedings. Introduction Economic theory demonstrates that welfare is greatest when markets are perfectly competitive. However, perfect competition does not exist in the real world, but the closer markets are to perfect competition, the greater the gains in welfare. This is because competition directs resources to their most productive uses in the economy and motivates firms to adopt the most efficient processes of production. Competition also ensures that the increased efficiency do not lead to increased profits for firms only, but reach consumers as well. As such, an effective competition policy should prevent the existence of anti-competitive practices. Indeed, a competition policy encompasses governmental measures that affect the behaviour of enterprises and the structure of the industry. It covers the broad spectrum of economic policies that have an impact on competition in the economy including trade policy, sectoral regulation, privatisation etc. A competition law forms an integral part of the competition policy of an economy. It can be seen as a legal tool that allows competition principles to be enforced. By keeping a check on concentration of economic power, outlawing rent-seeking behaviour, preventing anti-competitive business practices by dominant firms, eliminating artificial restrictions on entry, exit, and pricing in industries where they exist, competition law and policy ensure the competitive operation of the market, thereby providing entrepreneurs, including small and medium sized enterprises, with opportunities for participation in the economy and providing consumers with reduced prices, better quality and wider choices, all with the goal of achieving efficiency, growth, and equity.

Date ii Abstract The main objective of the study was to identify cultural heritage sites in and around Gaborone which could serve as tourist attractions. Gaborone, the capital city of Botswana, has been neglected in terms of tourism, although it has all the facilities needed to cater for this market. Very little information with regards to tourist attractions around Gaborone is available and therefore this study set out to identify relevant sites and discussed their history, relevance and potential for tourism. It also considers ways in which these sites can be developed in order to attract tourists. Due to its exclusive concentration on wildlife and the wilderness, tourism in Botswana tends to benefit only a few. Moreover, it is mainly concentrated in the north western region of the country, leaving out other parts of the country in terms of the tourism industry. To achieve the main objective of the study, which is to identify sites around the capital city Gaborone and to evaluate if indeed the sites have got the potential to become tourist attractions, three models have been used.

Cabinet has agreed to drafting instructions being conveyed to the Attorney General’s Office for amendments to be brought to the Mauritius Standards Bureau Act. The main amendments proposed to the Mauritius Standards Bureau Act pertain to - (a) replacement of some existing interpretations which are outdated; (b) inclusion of two new objectives, namely to operate a National Enquiry Point in consultation with other Ministries and to conduct technical investigations in the field of conformity assessment; (c) formalisation of activities such as formulation of Mauritian Standards and Metrology/Calibration; and (d) provision for new activities of the Bureau, such as “Conformity Assessment” and “Inspection”. *** 2. Cabinet has agreed to the Minister of Environment, Solid Waste Management and Climate Change making an amendment to the Fourth Schedule of the Environment Protection Act by way of regulations under section 13(6) of the Act, to designate the Permanent Secretary responsible for the National Parks and Conservation Service as the enforcing agency in relation to wetlands. *** 3. Cabinet has taken note that the Minister of Finance, Economic Planning and Development would promulgate the Economic Development Board (e-Commerce Scheme) (Amendment) Regulations 2021. The Regulations would be amended to provide, inter alia, that a company which does not satisfy the conditions specified in paragraph (1) of the Regulations would be eligible to apply for an e-Commerce certificate provided it satisfies the following conditions – (a) minimum capital investment of at least 20 million rupees in Mauritius, including hardware, software and logistics; (b) at least 20 suitably qualified resident personnel, including two at senior management level, who shall conduct its core income generating activities in Mauritius; (c) engaging in e-Commerce activities in high priority sectors specified in the guidelines; and (d) incurring minimum expenditure proportionate to its activities.

    Noname manuscript No. (will be inserted by the editor) Recommendation Systems for Tourism Based on Social Networks: A Survey Alan Menk · Laura Sebastia · Rebeca Ferreira Received: date / Accepted: date Abstract Nowadays, recommender systems are present in many daily activities such as online shop- ping, browsing social networks, etc. Given the rising demand for reinvigoration of the tourist industry through information technology, recommenders have been included into tourism websites such as Ex- pedia, Booking or Tripadvisor, among others. Furthermore, the amount of scientific papers related to recommender systems for tourism is on solid and continuous growth since 2004. Much of this growth is due to social networks that, besides to offer researchers the possibility of using a great mass of available and constantly updated data, they also enable the recommendation systems to become more personalised, effective and natural. This paper reviews and analyses many research publications fo- cusing on tourism recommender systems that use social networks in their projects. We detail their main characteristics, like which social networks are exploited, which data is extracted, the applied rec- ommendation techniques, the methods of evaluation, etc. Through a comprehensive literature review, we aim to collaborate with the future recommender systems, by giving some clear classifications and descriptions of the current tourism recommender systems.
