Nelson, Supervisor ________________________ Anne Allison ________________________ Anne-Maria Makhulu ________________________ Tomas Matza ________________________ Ara Wilson An abstract of a dissertation submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Department of Cultural Anthropology in the Graduate School of Duke University 2016 Copyright by Tamar Shirinian 2016 Abstract Survival of a Perverse Nation traces the ways in which contemporary Armenian anxieties are congealing into the figure of the “homosexual.” As in other post-Soviet republics, homosexuality has increasingly become defined as the crisis of the times, and is understood by many as a destructive force linked to European encroachment. In Armenia, a growing right-wing nationalist movement since 2012 has been targeting LGBT and feminist activists. I suggest that this movement has arisen out of Armenia’s concerns regarding proper social and biological reproduction in the face of high rates of emigration of especially men in search of work. Many in the country blame this emigration on a post-Soviet oligarchy, with close ties to the government. This oligarchy, having quickly and massively privatized and liquidated industry and land during the war over the region of Nagorno-Karabagh (1990-1994) with Azerbaijan, created widespread un(der)employment. A national narrative attributing the nation’s survival of the 1915 Genocide and dispersion of its populations to strong morality preserved by institutions such as the Church and the family has now, in the post-Soviet era, ruptured into one of moral “perversion.” This dissertation is based on 15 months of ethnographic research, during which I participated in the work of two local non-governmental organizations: Public Information and Need for Knowledge, an LGBT rights organization and Women’s Resource Center, a feminist organization. I also conducted interviews with 150 households across Yerevan, the capital city, and did in-depth interviews with other activists, right-wing nationalists and journalists. Through psychoanalytic frameworks, as well as studies of kinship, I show how sovereignty – the longed for dream for Armenians over the last century – is felt to have failed because of the moral corruption of the iv illegitimate figures that fill Armenian seats of authority. We not only grew up together, but we raised each other as able to enjoy the chaotic streams of thought that surrounded us like ether. It was in this environment, unbeknownst to me at the time, that I became interpellated as Armenian. I became interested in Armenianness not as a historical site, but as a set of practices involved in reflective and reflexive thought on cultural productions that were not like any other. I was very aware, in other words, that I was growing up in a different social context. Or, it felt different. And I treasured it. I was surrounded by Armenian artists, musicians, intellectuals and those who generally experienced conversation and other forms of relational exchange as rapture. I would like to thank my father, Moses Shirinian, who was surprised when I first told him in Spring viii 2010 that I would be going to Armenia to conduct research. “What?!” you asked “What are you doing going there?!” Well, it shouldn’t be such a surprise that I wanted to go there. “There” was a nostalgic place for me, filled with post-memory, to which I wanted to one day (re)turn. But I did not know it at that time. I thank you now, as a grown-up who has the privilege of sharing and learning with you, for giving me that Armenia. And, I thank you for your support – all kinds of support – but, especially the kind that came with constant argument-making. To my mother, Aida Mouradian Shirinian – the pianist - it was you who taught me how to feel and experience in ways that take you away, break you away, from reality. Feeling, I saw in you, can make you face what you may not want to, but it can also be fugue, allowing experience on other realms, other worlds.     SUMMARY REPORT On Implementation of RA Government Anti-crisis Action Plan Introduction 1. The Republic of Armenia was able to withstand the first tide of the global financial and economic crisis firstly thanks to efficacious financial control leading to historically high financial system stability indicators and, secondly due to the lack of “hot” money in Armenia’s financial sector. Besides, domestic financial markets did not maintain too strong ties with global sub-prime markets. In particular, unlike developed economies, Armenia’s banking and financial institutions escaped panic with relatively low demand for liquidity. While GDP growth was below target in 2008, there was a 6.8% growth recorded in the same period against a 5% average for the CIS countries. Note that Armenia is ahead of Russia (5.6%) and Ukraine (2.1%) as for economic performance indicators. 2. Nevertheless, like many other countries, Armenia was not spared by the crisis, with the bulk of its impact coming down on the real sector which experienced some downward tendency. This was chiefly conditioned by the following factors: · Reduced remittances from abroad · Lower raw material and mineral ore prices on the global markets · Lower demand for Armenian commodity and service exports due to curbed global demand · Shrinking influx of investment into Armenia due to the lack of liquidity in the global economy. 3. Falling real estate prices on the global markets led to diminished interest for domestic immovable assets. This, coupled with (or conditioned by) reduced investment, ended by freezing the main driving force of Armenia’s economics – the building sector. Inferior household income and altered consumer behavior, on the one hand and reduced foreign demand on domestic goods and services, on the other hand, resulted in less activity in number of economic branches in Armenia.

    ADEPT Political Commentaries October-December 2002 Bashkan elections in Gagauz Yeri October 2, 2002 Bashkan elections are scheduled in Gagauz-Yeri for October 6. The electoral campaign is characterized by mutual suspicions of falsification. In fact the upcoming elections is a way of settling the conflict arisen in January. Back then, after a control conducted by the Court of Accounts, Gagauz Yeri Parliamentary Assembly initiated the procedure of ousting the incumbent Bashkan. The initiative was supported by the President Vladimir Voronin who accused Bashkan Dumitru Croitor of embezzlement and called him a thief. Gagauz administration denied the accusations and opposed the referenda on ousting the Bashkan, which resulted in scission of the Parliamentary Assembly. Later on Dumitru Croitor and Ivan Burgugji, Chief of the Protocol Section of the PA were investigated for obstruction to referenda. In their turn, the two claimed the referendum was illegal and running counter to the Republic of Moldova laws. Domestic analysts believe those political games impaired the executive branch in the region and thwarted some extremely important investment projects in the southern region of Moldova. The investigation launched against him and his supporters determined Bashkan Croitor to resign in the summer of this year. In its turn the resignation led to early elections scheduled for October 6. One may say that the Bashkan position is disputed by the Communist Party representative Gheorghii Tabunscic, on the one hand and another five candidates on the other (Stepan Topal, Ilia Stamat, Mihail Formuzal, Gheorghii Burgudji and Constantin Tausanji), the latter stand to some extent in opposition to the Communist authorities.

    Public Opinion Survey: Residents of Armenia February 2021 Detailed Methodology • The survey was conducted on behalf of “International Republican Institute’s” Center for Insights in Survey Research by Breavis (represented by IPSC LLC). • Data was collected throughout Armenia between February 8 and February 16, 2021, through phone interviews, with respondents selected by random digit dialing (RDD) probability sampling of mobile phone numbers. • The sample consisted of 1,510 permanent residents of Armenia aged 18 and older. It is representative of the population with access to a mobile phone, which excludes approximately 1.2 percent of adults. • Sampling frame: Statistical Committee of the Republic of Armenia.
