CITY COUNCIL

The City Council consists of seven members, elected by the voters of the City to staggered terms of four years each. Members receive $750 per month compensation per Resolution 14133.

The City Council meets regularly on the second and fourth Mondays of each month, and may call additional special sessions.

Section 10 of the Charter provides that "all powers granted to and vested in Redwood City by law or provisions of this Charter shall, except as herein otherwise provided be exercised by the Council, to be designated the ‘Council of Redwood City’. The Council shall be the governing body of the City and, subject to the express limitations of this Charter, shall be vested with all the powers necessary or convenient for a complete and adequate system of municipal government, consistent with the constitution of the State, including all powers now or hereafter granted by general law to councils or boards of trustees of municipalities."

The City Council is the only body elected directly by the residents of Redwood City. As the legislative branch of the government, it makes final decisions on all major city matters. The Council adopts ordinances and resolutions necessary for efficient governmental operations, approves the budget, and acts as a board of appeals. It appoints the City Manager, City Attorney, and City Clerk and also the members of the City's Boards, Committees and Commissions.

BOARD OF BUILDING REVIEW

The Board of Building Review, established by Ordinance l38l, consists of five members, appointed by the City Council for terms of four years each. Members serve without compensation and cannot hold any other public office or position in the City while serving as members of the Board. The Ordinance introduced at the December 16, 1996 Council Meeting changed the terms of Board members to commence June 1 and expire May 31 of even numbered years.

Special requirements exist regarding the qualifications of the Board of Building Review. These requirements are found in Section 2.120 of the City Code.

The basic duties and responsibilities of the Board of Building Review are as follows:

 To review the updating of the City's building regulatory codes including suggested local amendments and provide recommendations to the City Council pertinent to the adoption of such codes (Section 2.124, City Code);

 To determine the suitability of alternate materials and types of construction with respect to the requirements of Chapter 9 of the City Code (Section 2.125);

 To hear appeals of persons denied a building permit, inspection approval or certificate of occupancy for the reason that the material or type of construction intended for use is not deemed to be in compliance with Chapter 9 of the City Code. Decisions of the Board in the case of such appeals are binding upon the Building Official (City Code, 2.126).

The Board of Building Review meets on the call of the chairperson, usually at the request of Building and Inspection.

CIVIC CULTURAL COMMISSION

The Redwood City Civic Cultural Commission, on behalf of the Redwood City Council, is responsible for supporting and enhancing cultural life in Redwood City. It works toward this goal through the following roles:

COMPLETE STREETS ADVISORY COMMITTEE (PILOT)

The Complete Streets Advisory Committee consists of seven members, appointed by the City Council. The term of office for each member of the Committee appointed in 2015 shall be four (4) years, expiring on May 31, 2019. The terms of the members appointed in 2017 shall be two (2) years, expiring on May 31, 2019. Members will serve until their successors are appointed. In the event of a vacancy, a successor will be appointed by City Council for the remainder of the term.

The Complete Streets Advisory Committee was formed by Resolution 15389 as a two year pilot program to serve until May, 2017. The Pilot program was extended for an additional two years by the passage of Resolution 15563 in February of 2017. Members are qualified either by experience or by demonstrated interest in the practices, policies, and applications of Complete Streets. Council will appoint members who individually or collectively represent the values, needs, and concerns of all users of the City’s roadways and transportation network system including people who walk, ride bicycles and other mobility devices, use transit, and drive, and including users of all ages and abilities. At least six (6) Committee members will, at the time of their appointments and continuously during their incumbencies, be residents of the City of Redwood City and be 18 years of age or older. One member may reside in unincorporated Redwood City or be employed within the City of Redwood City. Applicants shall provide proof of Redwood City employment if not a Redwood City resident. Members cannot hold any other public office or position in the City while serving as members of the Committee. All members will have the right to vote on all submitted motions at meetings. Members of the Committee will serve without compensation.

The Committee duties include; Providing general input and assistance to staff regarding Complete Streets projects, programs, and surveys, generating ideas and recommending solutions as appropriate; and prioritizing all recommendations from the perspective of the community, considering all ages and abilities. Serve as a resource to improve safety for people walking and riding bicycles throughout Redwood City and provide the perspective of active transportation users for staff.

HOUSING AND HUMAN CONCERNS COMMITTEE

The Housing and Human Concerns Committee was established by City Council action on December 12, 1977, and reconfigured on January 16, 1995. The Committee is the successor of the Housing Concerns Committee, created in 1971, but has a wider scope of responsibilities than the former committee. On January 30, 1995, Council approved Minute Order 95-025 establishing nine 4-year staggered terms. On December 16, 1996, Council approved terms commencing June 1 and expiring May 31 of even numbered years. On December 11, 2006, Council approved Minute Order 06-234 to amend the Housing and Human Concerns Committee By-laws to allow election of officers to occur in September of each year following City Council committee appointments and add a new section, Article III Officers, Section 3.6 Vacancies of Officers to read: If a vacancy of the Chair or Vice Chair occurs during the officers’ term, the Presiding Officer shall hold an election at the next regular meeting provided that at least 14 days are available to properly notice the upcoming election. On September 27, 2010 by Minute Order 10-177, Council reduced the number of members from nine (9) to seven (7) voting members appointed from interested and committed citizens of the City, of which no more than two (2) members may be appointed from interested and committed residents of the unincorporated area of Redwood City.

The Committee's goal is to advocate the improvement of the quality of life of Redwood City citizens and to assure that human considerations, as set forth in the General Plan, are given adequate consideration in physical and economic decision making. The goal will be achieved through the collective leadership of the Committee in generating improved service and appropriate policy in those agencies responsible for social services. Further impact may be had by encouraging social responsiveness in legislation, zoning, police powers and recreation programs.

AREAS OF RESPONSIBILITIES

1. Monitor changing social needs within the community and make recommendations for improved, changed and/or new services.

2. Promote community awareness of social problems existing within Redwood City.

3. Coordinate human service activities within the community.

4. Promote adequate housing for all persons.

5. Advocate housing selection by location, type, price, and tenure, and a free choice of housing for all citizens.

6. Monitor and recommend changes, when necessary, in the housing element and the human services element of the General Plan.

7. Develop and recommend community development block grant programs and strategies.

24 LIBRARY BOARD

The Library Board consists of seven members, appointed by the City Council for terms of four years each and thereafter until their successors are appointed and qualified (as amended November 3, 2009 and filed by the Secretary of State February 9, 2010). All members shall be residents and electors of the city at the time of their appointments and continuously during their incumbencies.

The City Council, upon repealing sections 16.3 through 16.5 and adding changes to reflect the Library Boards’ roles and responsibilities in light of the new Charter language approved by voters on November 3, 2009, designated the following:

Board Members are passionate about the mission of our Library as the learning center of our community and the place where people turn to for the discovery of ideas, the joy of reading and the power of information. Their general duties and responsibilities include:

 Ensure that literacy remains a core value and a long-term guiding principle.  Help create, approve and review the strategic plan.  Act as a community liaison and Library advocate by actively soliciting community input and providing feedback to the public concerning Library policies and services, as well as issues being considered by the City.  Seek collaborative opportunities to cultivate partnerships, raise funds and recruit volunteers.  Enthusiastically represent the Library at the community and regional level.  Review and comment on the Library Director’s proposed budget prior to submission to the City Manager and City Council.

The Library Board meets regularly on the third Tuesday of each month at 7:30 p.m. in the Staff Meeting Room of the Downtown Library.

PLANNING COMMISSION

(The Planning Commission appoints members for the Architectural Advisory Committee and the Historic Resources Advisory Committee).

The Planning Commission consists of seven members, appointed by the City Council for terms of four years each. Resolution No. 14823, passed by voters as Measure "E" on November 6, 2007, specified that sections of the City Charter be amended to extend the terms of office of City Planning Board Members from three (3) to four (4) years. The new terms of office will come into effect for all subsequent appointees. Members serve without compensation and cannot hold any other public office or position in the City while serving as members of the Commission.

Duties and responsibilities of the Planning Commission are:

 To exercise all powers and duties granted to it by ordinance or resolution of the City Council;  To recommend to the City Council, for adoption, a comprehensive long-term general plan for the physical development of the City;  To exercise such additional powers and duties as may be provided for by such general laws of the State of California as are not in conflict with local procedures.  The Commission also plays a role in the administration of the City Zoning Ordinance and Subdivision Ordinance.

The Commission reviews and acts upon the following:

 General Plan and General Plan amendments.  Neighborhood and specific area plans.  Environmental impact reports and negative declarations.  Tentative subdivision maps.  Planned Development permit applications for developments of one acre or more.  Appeals from actions taken by the Planning Director or the Sub-division Committee regarding applications for minor subdivisions.  Subdivision Ordinance exceptions.  Zoning and Subdivision Ordinance amendments.  Special studies and reports.

The Commission regularly meets on the first and third Tuesday of each month, but may hold additional meetings.

PORT COMMISSION

The Board of Port Commissioners consists of five members, appointed by the City Council for terms of four years each. The new terms of office will come into effect for all subsequent appointees. Members must be residents and electors of the city at the time of their appointments and continuously during their incumbencies. Additionally, members must have been a resident and elector of the City for at least 3 years prior to their appointment. Members serve without compensation and cannot hold any other public office or position in the City while serving as members of the Commission.

The duties and responsibilities of the Board of Port Commissioners are prescribed in Section 47 through 50a of the City Charter.

Port Commissioners are assigned exclusive control and management of the Port, including the right to adopt and enforce such ordinances, orders, regulations and practices for proper administration as necessary for the management and government of the Port and its facilities.

The Port Commissioners are responsible for: o Supervision and control of the Port area, waterfront properties and adjacent lands and Redwood City Marina; o Provision for the needs of commerce, shipping and navigation at the Port; o Development, construction, re-construction, alteration, repairs, maintenance, equipping and operating all waterfront properties. o Regulation and control of all public service and public utilities operated in connection with the Port; o Fixing of all rates, dockage, rental, tolls, wharfage and related charges for the use and occupation of the public facilities and services of the Port, and providing for collection thereof.

The Charter also fixes responsibility upon the Port Commissioners to prepare an annual budget, levy tax funds with approval of the City Council, and authorize bond indebtedness for Port purposes.

The Board of Port Commissioners meets on the second and fourth Wednesday of each month and may meet in additional special sessions.

SAN MATEO COUNTY MOSQUITO AND VECTOR CONTROL DISTRICT (SMCMVCD)

 The Board of Trustees Member of the San Mateo County Mosquito and Vector Control District (SMCMVCD) acts as a representative for Redwood City and assists the district in making decisions that shape and mold the District's public health program. The member selected by the City of Redwood City represents our City's interests and reports back to the City Council about the District's operations on a regular basis.

 The SMCMVCD is an independent, property tax-funded district within San Mateo County that was originally founded to provide mosquito surveillance and control to county residents. The District's role expanded over the years to provide yellow jacket nest removal, insect identification, and vector-borne disease surveys to participating county residents. SMCMVCD also educates the community with presentations to schools and agencies, as well as providing students with opportunities to gain real scientific work experience and skills.

 To be considered as Redwood City's representative, applicants must be a Redwood City resident and at least 21 years old. Experience in biology or any other health- related science is not required, but the SMCMVCD asks that members have an interest in learning about the services of the SMCMVCD and sharing information about those services. The Redwood City member will be appointed for either a two year or a four year term by the in consultation with the Vice Mayor. Board meetings are once a month on the second Wednesday each month, and run from 7pm to approximately 9:30pm. (No meetings in August and December.)

SENIOR AFFAIRS COMMISSION

Pursuant to City Council direction of August 22, 1983, a seven-member Senior Affairs Commission was established by Ordinance 1880, effective October 26, 1983, to replace the Senior Citizens Advisory Committee. Ordinance 1897, effective June 4, 1984 provided that not less than four (4) members shall be residents and electors of the city. Ordinance 2121 introduced at the December 16, 1996 Council Meeting changed the terms of members to commence June 1 and expire May 31 of even numbered years.

SCOPE

The general objectives of the Senior Affairs Commission shall be to encourage, foster, facilitate, establish and maintain programs for the enhancement of all matters relating to the social, economic, and personal well being of the City's senior population.

Its duties and responsibilities shall be: o To recommend to the Council or Manager the establishment of programs, stimulating and encouraging the development and maintenance of senior programs and services in the City, and to review periodically such programs as are so established. o To review and make recommendations to the Council and Manager regarding the funding of senior programs and services that operate within the City for the benefit of the City's senior population. o Upon request therefore, to advise the Council and other boards and commissions of the City regarding any matter affecting the City's senior citizen population.

Regular meetings are scheduled on the second Thursday of each month.

ARCHITECTURAL ADVISORY COMMITTEE (Appointed by the Planning Commission)

The name of this Committee was changed to the Architectural Advisory Committee and consists of five members appointed by the Planning Commission by City Council on September 12, 2013 by Resolution No. 15143. The original Architectural Review Committee was established by Resolution No. 11497 to provide enhancement of the natural beauty of the environment, and to provide for the orderly and harmonious appearance of structures and grounds in furtherance of the purpose of Article 45 of Ordinance No. 1130, as amended, the Redwood City Zoning Ordinance. Resolution 12977 revised the terms of Committee members to commence and expire May 31, of even numbered years. Minute Order 11-105 changed the name from Architectural Review Committee to the Architectural Advisory Committee, reduced the members to five, and placed it under the Planning Commission for appointments to this advisory body.

The Committee shall advise the Planning Commission on matters concerning building and landscape architecture, site design, and signs. Specifically, the Advisory Committee shall:

1. Appointed by the Planning Commission, advise on matters of architecture and design 2. All members have experience in architecture or design 3. Focus on large or sensitive projects where architectural elements are significant and community input is important. 4. Meet at a time that is convenient for public input and participation

As per Resolution No. 15143, the Architectural Advisory Committee of the City of Redwood City consists of five members. All five members of the AAC shall be licensed architects or landscape architects residing or working in the City of Redwood City, or its sphere of influence (as described by and in the General Plan of the City of Redwood City). The members of the committee shall be appointed by the Planning Commission following oral interview and in consideration of professional qualifications and civic interests as the Planning Commission deems appropriate.

The Architectural Advisory Committee meets as needed in City Hall. Notice of an upcoming meeting will be posted 72 hours in advance of the meeting.

HISTORIC RESOURCES ADVISORY COMMITTEE (Appointed by the Planning Commission)

The Planning Commission shall appoint a Historic Resources Advisory Committee to advise and make recommendations to the Commission in accordance with the provisions of this Chapter. The Committee shall consist of five (5) members who shall be appointed from, but not limited to, such professions, disciplines and interests as: members of the Redwood City Heritage Association and other preservation related organizations; licensed architects and structural engineers; urban planners and landscape architects; attorneys and real estate experts; members of community groups and residents within historic districts, occupants of historic landmarks and owners of historic sites. COUNCIL APPOINTED OFFICERS

CITY MANAGER (Charter Section 26)

The City Manager shall be the administrative head of the city government. He shall be chosen by the council without regard to political consideration and solely with reference to his executive and administrative qualifications. Residence shall not be a qualification for his appointment; but promptly thereafter, he shall become and thereafter remain an actual resident of the city.

The powers and duties of the City Manager shall be as follows:

(a) To see that all ordinances are enforced. (b) To appoint, except as otherwise provided, all administrative officers, subordinate officers, employees, and remove the same, except as otherwise provided, and have general supervision and control over the same. (c) To exercise general supervision over all privately owned public utilities operating within the city. (d) To see that the provisions of all franchises, permits, and privileges granted by the city are fully observed and to report to the council any violation thereof. (e) To act as Purchasing Agent for the city. When so acting he shall give preference to local merchants, quality and price being equal. (f) To attend all meetings of the council, unless excused therefrom by the council or the mayor. (g) To examine, or cause to be examined, without notice, the conduct of any officer or employee of the city. (h) To keep the council advised as to the needs of the city. (i) To devote his entire time to the interests of the city. (j) To have general supervision of all the public parks and playgrounds. (k) To appoint such advisory officers and boards as he may deem desirable, with the growth of the city, to advise and assist him in his work; provided, such officers and boards shall not receive any compensation. (l) To make such recommendations to the council or board of equalization regarding the assessment roll as he may deem advisable. (m) To possess such other powers and to perform such additional duties as are or may be prescribed by this Charter or by ordinance. (n) From time to time, in order to facilitate the prompt, economical and efficient dispatch of city business, to assign assistants, deputies, and employees from any office or department of the city government to perform such work or service in connection with any other office or department thereof, or to work in more than one of said offices or departments.

The City Manager and such other officers of the city as may be designated by vote of the council shall be entitled to seats with the council, but shall have no vote therein. The City Manager shall have the right to take part in the discussion of all matters coming before the council.

In case of the absence or disability of the City Manager, the council may designate as City Manager pro tem some qualified person to perform the duties of the office temporarily.

CITY CLERK (Charter Section 32)

The City Clerk shall be clerk of the council and the board of equalization and shall attend all meetings and shall keep in separate books full and true records of all proceedings of each of said bodies. The Clerk shall keep a copy of all ordinances with a certificate of the Clerk annexed to said copy, stating it is a true and full record thereof.

Said record copy, with such certificate shall be prima facie evidence of the contents of such ordinance. The Clerk shall also keep an index to the minutes of the council and to all ordinances.

The City Clerk shall be the custodian of the city seal, and shall affix the same to all official certificates made by said Clerk, and to all papers when directed by the council to attest to execute the same.

The Clerk shall have power to administer oaths and affirmations, to take affidavits, and to certify the same. The Clerk shall have other powers and perform such other duties as may be provided by this charter or by statute or by ordinance or order of the City Manager.

CITY ATTORNEY (Charter Section 44)

There shall be a City Attorney appointed by the council. He shall be an attorney admitted to practice in the Supreme Court of the State of California, and shall have been in actual practice in the state for at least three years next preceding his appointment.

The City Attorney shall be the legal adviser of the council and all other city officials. He shall draft all ordinances, resolutions, contracts or other legal documents or proceedings required by the council or other officials, except as may be otherwise provided, and shall perform such other legal services from time to time as the council may require. He shall attend all meetings of the council and of the city Planning Commission, unless excused therefrom by the council, the Mayor, or the Chairman of the Planning Commission, as the case may be.

It shall be the duty of the City Attorney to give advice in writing, when so requested, to the council, the City Manager, or the director of any department; to prosecute or defend, as the case may be, all suits or cases to which the city may be a party; to prosecute for all offenses against the ordinances of the city, and for such offenses against the laws of the state as may be required by law.

In addition to the duties imposed upon the City Attorney by this charter or required of him by ordinance or resolution of the council, he shall perform any duties imposed upon the chief legal officer of municipalities by law.

REGISTER TO VOTE

Registering to vote is easy. You may register online at http://registertovote.ca.gov/. You should provide your California Driver's License/ID number and/or the last four digits of your Social Security number when applying on-line.

You may register by mailing a completed Voter Registration Form to the Elections office. Forms are available in person at City Clerk and county offices, public libraries, city and county offices, California Department of Motor Vehicles offices, and at U.S. Post Offices, or via on-line download. You may also call our office at (650) 312-5222 and we will mail a form to you within one business day. To pick up a Voter Registration Form in person, look at the Election Office's index for a location near you

You may register at any time, but to be eligible to vote in an upcoming election, your Voter Registration Form must be applied on-line by midnight no later than 15 days before that election. If you are mailing a Voter Registration Form, it must be postmarked no later than 15 days before that election and received by the San Mateo County Registration & Elections Division by the close of the polls on Election Day.

VOTER QUALIFICATIONS

You may register to vote if you meet all of the following requirements:

 Citizen of the United States  Resident of California  At least 18 years of age on or before election day  Not in prison or on parole for the conviction of a felony.

Applications to Vote by Mail must be received by the San Mateo County Registration & Elections Division seven (7) days before an election.

VOTING EARLY

California law allows voters to cast their ballot any time during the 29 day period preceding an election. The two Voting Centers are opened during regular business hours (Mon. - Fri., 8:00 am - 5:00 pm).
