TERMS OF REFERENCE for Consultancy Services Design and Estimate Documentation Development (detailed engineering design and author's supervision) Bukhara Region Water Supply and Sewerage Project, Phase 1 Component 1: Water Supply I. Background Information 1. Bukhara region, which has a population of 1.9 million people, has been identified by the government of the Republic of Uzbekistan as a priority region in terms of infrastructure development and increasing access to water supply and sanitation services. The constant increase in the population in the region, the construction of new residential areas, settlements and the expansion of cities requires the adoption of effective measures to radically improve the water supply system aimed at modernizing water intake structures, water pipelines, pumping stations, distribution centers, water supply networks based on modern energy-saving and resource-saving technologies ... A survey of the existing state of water supply in cities and districts of the Bukhara region shows that due to the long service life, water pipelines and water supply networks, pumping units in structures are physically and morally worn out. The sewerage system exists in only three regions (in the cities of Bukhara and Kagan, as well as in the center of the Karaulbazar region), and in other regions it is completely absent. 2. Current situation of the water supply system. As of 01.01.2019, the coverage of the population with centralized water supply services is 53.5%, the remaining 46.5% of the region's population consumes water from alternative water sources. Including: city of Bukhara -100% and Kagan-100%, districts Alat-42.5%, Bukhara-92.5%, Vabkent-53.9%, Gijduvan-34.8%, Koravulbazar-92.7% , Karakul-18.2%, Peshku-46.2%, Romitan-39.8%, Jandar-31.9% and Shafirkan-29.4%. A survey of the existing state of water supply in cities and districts of the Bukhara region shows that due to a long service life, water pipelines and water supply networks are physically and morally worn out, pumping units in structures are also physically and morally worn out, have a large output, due to the loss of water in the water supply system of the region is more 35%. Of the 69 existing waterworks, 37 or 54% are worn out. Out of 2720.1 km of water pipelines and water supply networks, 1167.2 km or 43% are subject to reconstruction. The region's water supply is based on surface and underground waters of the Zarafshan river basin. The Kuyumazar Reservoir, the Zarafshan River, the Amukarakul Canal, and the Amu Darya. and 50 freestanding wells. Since 1994, a regional system has been operating in the region with the Damkhodja water intake on the basis of the Zarafshan field in the Samarkand region. The underground springs are represented by the Bukhara field. The quality of groundwater in the region is mainly (except for the north of Shafirkan and the north of Gijduvan regions). In general, the unsatisfactory condition of water intake structures, pumping stations and pumping units in structures, the presence of accidents, deterioration does not allow the supply of good quality water in sufficient quantities. 3. General information and project location. Bukhara region, located in the southwestern part of Uzbekistan, most of its territory is occupied by the Kyzyl Kum desert, it borders with Turkmenistan, Khorezm, Navoi and Kashkadarya regions, as well as the autonomous republic of Karakalpakstan. The area of the region is 39 400 km². The administrative center is the city of Bukhara. The territory of the region is a desert plain with separate heights, more than 90% of the area is occupied by the sands of Kyzyl Kum, only in the south, in the lower reaches of the Zerafshan, there are small, irrigated oases - Gijduvan, Bukhara and Karakul. The climate is desert, sharply continental. Winters are very harsh, summers are hot and dry. Water resources are limited. The main rivers are Zaravshan and Amu Darya. The Amu-Bukhara and Amu-Karakul machine canals were drawn from the Amu Darya to the irrigated oases. 4. “Bukhara region water supply and sewerage project, Phase I” consists of three major parts: Component 1 - Investment in water infrastructure: Construction and reconstruction of main water pipelines, wells and intakes, power lines, water treatment plants, pumping stations, reservoirs, distribution networks, including connection to the house with water meters and equipment in Kagan, Karaulbazar, Ramitan, Peshku, Bukhara, Jandar districts and cities of Bukhara and Kagan, Bukhara region. Component 2 - Investment in sewerage infrastructure: Implementation of a centralized sewerage system in district centers, consisting of connections to houses, collectors, pumping stations and mechanical and biological treatment facilities, as well as discharge facilities, when the desire of the tertiary level, processing for reuse in the regional centers of Gijduvan, Ramitan, Karakul, Alat and Karaulbazar districts of Bukhara region. Component 3 - Capacity Building, Project Implementation and Management Support The total budjet for investments in the project is USD 437.6 million, including capital investments – USD 369.5 million, financial costs during the investment period – USD 15.6 million. The counter-co-financing of GovUz is USD 52.5 million in tax and customs benefits. 5. Impact: The impact of the project will mainly affect the improvement of living conditions, environment and health of the population in the Bukhara region. Implementation of the project will improve the availability and quality of public water supply services and expand access to reliable, sustainable and affordable water supply and sanitation services in the Bukhara region. 6. Results: The project will have three results: Results 1: Improved management of water supply systems in Kagan, Karaulbazar, Ramitan, Peshkun, Bukhara, Zhandar districts and Bukhara and Kagan of Bukhara region. Result 1 will provide for the reconstruction of 1 pumping station, Shahrud junction, 28 water distribution units (WDU), 730.8 km of internal networks, 46.0 km of water pipelines, as well as the construction of 11 WDU, 962 km of internal networks, 340.9 km supply lines, procurement of equipment and decommissioning of obsolete components. Support will be provided for the operation and maintenance of new facilities; Results 2: Improved management of sewerage systems in regional centers of Gijduvan, Ramitan, Karakul, Alat and Karaulbazar districts of Bukhara oblast. Results 2 will provide for the reconstruction of 1 sewage pumping station (SPS), as well as the construction of 5 wastewater treatment plants (WWTP), 5 SPS, 612 km of sewer collectors, 974.2 km of household sewer connections, the purchase of equipment and the decommissioning of obsolete components. Support will be provided for the operation and maintenance of new facilities; Results 3: Improved institutional and management structure as well as the capacity of the operating organization. The managerial and operational capacity of the local operating water utility Bukhara Suv Taminoti LLC (hereinafter “Suvtaminot”) will be further strengthened with management and training support. Within the framework of the project, "Suvtaminot" will be equipped with machines and mechanisms, energy-efficient, resource-saving equipment that will contribute to high-quality, uninterrupted and efficient operation of the enterprise. 7. Implementation set-up. The Executing Agency (EA), through the Project Coordination Group (PCU), will monitor and evaluate project activities, results and safety compliance, as well as prepare and review reports. “Suvtaminot” is the operating organization, and will also be responsible for the implementation of the tasks for the implementation of the project. Consultants will provide support to PCU and “Suvtaminot” throughout the project. 8. Constructions works. The scope of construction works with the provisional procurement plan is detailed in Appendix 1 to this Terms of Reference (ToR). 9. Consulting services. The Consultancy assignment covers Component 1 – Water supply – of the Project. The consultant shall prepare the detailed engineering design and the correspondent reports for all subprojects of the water supply component. Expected results are all documents required to allow for preparing the tender documents for construction works including – on subproject level - the Environmental and Social (E&S) studies in accordance with AIIB regulations and national requirements; hence, the following consulting services will be requested: 1) development of detailed design in terms of water supply systems of the project, 2) support the PCU in order to manage the project during the design phase, 3) review and validate social and resettlement subproject screening prepared by PCU to confirm whether physical and/or economic displacement impacts arising out of subproject land requirements that would trigger preparation of a Resettlement Plan, 4) preparation of subproject-specific E&S documents, including Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Resettlement Plans (RPs), and Gender Action Plan in accordance with the criteria and procedures described in the project Environment and Social Management Planning Framework (ESMPF) that includes a Resettlement Planning Framework (RPF) and obtaining the Environmental Clearance from concerned authority in accordance with Uzbekistan regulations, 5) conduct author’s supervision of the project according to Uzbek regulation.
