Once again March saw the CAPB board gather in Ottawa to advocate on behalf of our members. CACP/CAPB/CPA Joint Meeting - 22 March, 2013

Economics of Community Safety

The Economics Summit report has now been released. It includes a framework for moving forward, but does not contain recommendations beyond discussions/agreement.

The key message arising from the Summit is that significant pressures are anticipated in the upcoming months/years that will impact the ability to provide services at the local level. Implications for policing and public safety are numerous.

It is important to view economics of community holistically, examining not just

policing but the broader range of services provided to ensure community safety. Cost drivers and other factors that impact police activity must be carefully examined to ensure existing funds in the system generate maximum benefit. It is essential that police be able to demonstrate value for money. Further work must be done to define appropriate measures of success. It is

critical to develop a plan and progress towards achieving the goals set.

Participants reinforced the importance and value of the Coalition for Community Safety, and stressed that it should be continued. The release of the paper on the Summit will help to define its future role.

Recommendations:

1. Maintain the Coalition.

2. Identify a representative for Public Safety Advisory Committee.

3. Sustainability is an issue on both CACP and CAPB 2013 conference agendas. It is important to continue working collaboratively on this issue.

Government Relations

The purpose of this session was to identify issues of mutual concern. Tim Smith introduced Deputy Minister Francois Guimont. DM Guimont noted that he is committed to maintaining a good relationship with police. He highlighted the importance of demonstrating good value for tax dollars invested in policing services. He looks forward to working with the policing community on issues of concern.

CACP Research Foundation

Debra Frazer provided a progress report on the CACP Police Research

foundation activities. The Board of Directors has been established. Three additional persons are being sought to serve on the Board and advance research efforts - specifically a distinguished Canadian, a private sector leader, and an academic. Participants are requested to identify potential candidates.

The priority goals of the Foundation are to promote good decision making based on sound research, and to connect police research needs with the government, business, and academic communities by:

1. Developing a national police executive research agenda. A survey has been completed and is being analyzed.

2. Establishing a clearinghouse of police research, ensuring that research can be pushed to members based on their needs and interests, and that it is easily accessible.
