This behaviour is interpreted as a gap between an underdeveloped domestic norm of facing the past and the international norm of transitional justice. This paper argues that “normative gaps” are no contradiction to the transnational norm socialization process, but to the rule itself. By applying methods of discourse analysis, the 2010 Serbian parliamentary debate on the declaration condemning the 1995 massacre of Srebrenica is used as an extensive case study showing how domestic actors use concepts of facing the past. Keywords: norm socialization, transitional justice, facing the past, Serbia, Srebrenica, conditionality 1. Introduction Until recently, Serbia was not regarded as having confronted its war-time past in an appropriate manner. However, under President Boris Tadić (2004-2012) Serbia made veritable progress in its cooperation with the International Criminal Tribunal for the Former Yugoslavia (ICTY) and symbolic politics. Tadić supported a symbolic policy of facing the past and reconciliation that was warmly welcomed by the international community, although his successor, President Tomislav Nikolić, has since adopted another line. Only days after his electoral success the latter stated that Serbia should be acquitted of a past in which nobody could live. -

Yugoslavia Tribunal Pénal The Accused was a founding member of the SDS and served as its President from July International pour 1990 to July 1996. He was the President of the National Security Council of the Serbian l’ex-Yougoslavie Republic of Bosnia and Herzegovina, and on 12 May 1992, the Accused was elected as the President of the Presidency of the Serbian Republic of Bosnia and Herzegovina. From 17 December 1992, he was the sole President of Republika Srpska, and the Supreme Commander of the armed forces of Republika Srpska. The Accused stood trial for 11 Counts; two Counts of genocide, five Counts of crimes against humanity, (namely persecution, murder, extermination, deportation, and forcible transfer), and four Counts of violations of the laws or customs of war (namely murder, acts of violence the primary purpose of which was to spread terror among the civilian population, unlawful attacks on civilians, and the taking of hostages. In the Indictment, the Prosecution alleged that the Accused participated in four joint criminal enterprises (―JCEs‖). Not an official document) United Nations REGISTRY Nations Unies GREFFE The Hague, 11 April 2003 J.L./ P.I.S. / 745e ARREST AND TRANSFER OF NASER ORI] International Criminal Tribunal for the former On Thursday 10 April 2003, SFOR forces arrested Naser Ori} in Tuzla, Bosnia and Yugoslavia Herzegovina. The accused was transferred to the Detention Unit of the International Criminal Tribunal Pénal Tribunal for the former Yugoslavia the following day. International pour l’ex-Yougoslavie The Indictment against Naser Ori} was confirmed on 28 March 2003. According to the Indictment, Naser Ori} (born on 3 March 1967 in Poto~ari, municipality of Srebrenica, Bosnia and Herzegovina) was the Commander of the forces of the Army of Bosnia and Herzegovina (ABiH) in the Srebrenica area in Eastern Bosnia and Herzegovina. The Indictment states that, “by virtue of his position and authority as Commander, Naser Ori} commanded all units that were operating within his area of his responsibility. This includes all units involved in combat activities in the municipality of Srebrenica and Bratunac, in particular the combat activities in Rupovo Brdo on 10 June 1992, Ratkovi}i on 21 and 27 June 1992, Je`estica on 8 August 1992, Fakovi}i on 5 October 1992, Bjelovac between 14 and 19 December 1992 and Kravica on 7 and 8 January 1993 and all units including the Military Police involved in the detention and custody of Serb individuals in Srebrenica ”. The Indictment alleges that, between 24 September 1992 and 20 March 1993, members of the Military Police under the command and control of Naser Ori} detained several Serb individuals in the Srebrenica Police Station and in the building behind the Srebrenica Municipal Building. -

Aid Memoir Aid Larry Hollingworth Larry
Larry Hollingworth, current visiting professor of AID MEMOIR Humanitarian Studies at Fordham University in New York City, served as head of the UNHCR’s efforts in Bosnia throughout the lengthy conflict that plagued the former Yugoslavia in the early to mid 90’s. Aid Memoir follows Larry and his UN colleagues throughout multiple efforts to provide much needed relief for besieged, isolated, and desperate communities riddled by senseless killing and aggression. The characters encountered throughout are at times thrilling, at times frightening. Larry spares no details, however troubling, and therefore shines a telling light on the reality of the situation that most will remember to have watched on their television screens. Front cover. During the Siege of Sarajevo, between 1992 and 1995, the city was repeatedly hit by mortar strikes. The craters left behind by these explosions were filled with red resin LARRY HOLLINGWORTH to commemorate the casualties of the attacks. These war memorials were given the name Sarajevo Roses, after people noted that the patterns reminded them of flowers. Today, they serve as a reminder of the bloodshed and loss of AID MEMOIR that conflict. The Sarajevo Rose on the cover HOLLINGWORTH LARRY of this book is one of the city’s most emblematic war memorials found outside the entrance of the Tunnel of Hope under the Sarajevo Airport. The Refuge Press is an independent imprint founded in 2020, with an emphasis on humanitarian and social justice issues. Geografski položaj i opšti podaci Opština se nalazi na sjeveroistoku Republike Srpske-BiH. Locirana je u središnjem dijelu toka rijeke Drine na koju se prislanja u dužini od 45 km, od čega je oko 23km Perućačko jezero, HE Bajina Bašta. Graniči sa opštinama Bratunac, Milići, Rogatica i Višegrad u BiH, i opštinom Bajina Bašta u Republici Srbiji. Prije rata u okviru regionalno-teritorijalnog uređenja u Republici Bosni i Hercegovini, Srebrenica je pripadala Tuzlanskom okrugu. Tabela 1. Saobraćajna povezanost Opština se ne nalazi na glavnim regionalnim saobraćajnim koridorima. Pojedini djelovi opštine su bolje povezani sa Republikom Srbijom i sa drugim područjima Bosne i Hercegovine, nego sa urbanim centrom. Do opštine postoje samo putne komunikacije. Prema tome opština Srebrenica spada u saobraćajno slabo povezanu opštinu. Srebrenica je pored regionalnih putnih pravaca (Bratunac-Skelani, Bratunac-Srebrenica-Skelani i Zeleni Jadar-Milići) prije rata imala izrazito razvijenu putno-komunikacionu mrežu makadamskih lokalnih - opštinskih seoskih puteva, koji su se koristili za potrebe stanovništva, turizma, lovnog turizma i privrede. -
