South Gloucestershire Core Strategy December 2011 Core Strategy incorporating Post-Submission Changes This document comprises the Submission Core Strategy that was submitted to the Inspector in March 2011, and incorporates the: - Pre-Submission Core Strategy published in March 2010; - Proposed Changes published December 2010; and - Further Proposed Changes published March 2011. The document highlights a number of post submission changes which are considered necessary to address matters raised by the Inspector. It also includes any changes that are considered necessary arising from emerging national planning policy, relevant updating and factual corrections and other suggested changes in chapter 18 as a result of changes to the national situation as regards major infrastructure projects and the Oldbury project and with regard to retailing at Cribbs Causeway which it is considered will help to support a robust Core Strategy. Introduction Planning for the Future 1.1 Planning shapes the places where people live and work and the country we live in. In South Gloucestershire we believe good planning should make a positive difference to our lives and help to deliver homes, jobs, and better opportunities for all, whilst balancing this against protecting and enhancing the District’s high quality natural and historic environment, and conserving the countryside and open spaces. The Council has identified sustainable development as a core principle underpinning all the things we do, where sustainable development is defined as development that meets the needs of the present without compromising the ability of future generations to meet their own needs. 1.2 In South Gloucestershire planning, therefore, has a key role to play in the creation of ‘sustainable communities’ i.e. communities that will stand the test of time, where people want to live, and which will enable people to meet their aspirations and potential. Having up to date and effective statutory planning policies to direct the use and management of land and to make and decide planning applications is essential to create sustainable communities. The Council’s approach is to set out how growth will be managed over the next 10 years, together with a framework for the longer term through a locally driven growth strategy. The document also includes a suite of planning policies which can be used for the management of development and in determining planning applications. Proposals which are acceptable in terms of the policies in the Core Strategy and other documents in the Local Development Framework, and which are in general consistency with national policy, therefore, represent sustainable development for South Gloucestershire. The Core Strategy 1.3 The Core Strategy is the key document in our portfolio of Local Development Framework (LDF) planning documents. This document sets out a vision for the area based on evidence, community objectives and the detailed spatial strategy for future development in South Gloucestershire to 2026. It includes policies and programmes for the general location of new development, its type and scale, and the resources to deliver it, as well as protecting what is valued about the area. 1.3a The Core Strategy replaces certain South Gloucestershire Local Plan and Minerals & Waste Local Plan policies. These as listed in Appendix 2. As other LDF documents are adopted remaining policies from these local plans will be replaced. The Proposals Map will also be updated and maintained on a rolling basis to identify development allocations and constraints to reflect the portfolio of DPDs prepared. 1 1. Introduction Future Documents 1.4 The way we are asked to prepare new development plans however means that unlike the South Gloucestershire Local Plan, not all documents of the Local Development Framework (LDF) need to be prepared all at the same time. Although the Core Strategy is the most important document in the Council’s LDF, it will also need to be supported by additional Local Development Documents. These additional documents will need to be in conformity with policies contained in the Core Strategy. The future set of Local Development Documents which the Council is intending to bring forward are: Sites and Policies, Sites and Places Development Plan Document (S&P DPD) – This will contain non-strategic site allocations, for example town centre boundaries, any changes to village settlement boundaries and the detailed development management policies. Work on this document will commence during 20112. Supplementary Planning Documents (SPD) – To support the Core Strategy and Sites and Policies, Sites and Places DPD, the Council is proposing to prepare four a number of Supplementary Planning Documents during 2011- 2013 from 2012. These include will comprise: • Developer Contributions Guide SPD & CIL Charging Schedule • Car Parking Standards SPD • Design Checklist SPD • Affordable Housing and Extra Care SPD • Green Infrastructure SPD • New Neighbourhoods (Master Planning) SPDs Neighbourhood Planning Local communities will have the additional option to undertake Neighbourhood Planning to cover non-strategic planning policy issues for their areas. Parish and Town Councils (and neighbourhood forums in un- parished areas) have three mechanisms to undertake Neighbourhood Planning; Neighbourhood Plans, Neighbourhood Development Orders and Community Right to Build Orders. 2 1.
