2012-2013 Jesse M. Unruh Assembly Fellowship Program Center for California Studies, California State University, Sacramento (Sacramento, CA)

Position Fellowship, Full-time, Term Type: Practice Legislation/Lobbying/Government Affairs, Public Policy Area(s): Geographic West (CA, NV, UT, CO, MT, WY) Preference (s): Description: The California State Assembly Fellowship Program, founded in 1957, is one of the nation_s oldest and most prestigious legislative fellowship programs. In 1987, the program was renamed the Jesse Marvin Unruh Assembly Fellowship Program to honor California_s former Assembly Speaker and State Treasurer. This unique program provides an opportunity for individuals of all ages, ethnic backgrounds and experiences to directly participate in the legislative process. Each year, 18 individuals are selected to participate in the program. The 11-month fellowship provides an introduction to public policy formation and adoption in the California Legislature through full-time work as a professional legislative staff member.

The Assembly Fellowship Program is co-sponsored by the California State Assembly and California State University, Sacramento, through the Center for California Studies. Assembly Fellows receive a monthly stipend of $1,972, as well as medical, dental and vision benefits.

Graduate Students Assembly fellows receive fully-paid enrollment at California State University, Sacramento (Sacramento State), and earn graduate units for seminars taught by faculty from the Sacramento State Government Department. The graduate seminars are a required component of the fellowship program.

Office Placement Fellows are placed in the Capitol offices of Assembly Members and perform a variety of tasks in different areas. Some of these tasks may include drafting and staffing legislation, tracking legislation, writing committee analyses, responding to constituent letters, writing speeches, meeting with constituents, or researching policy issues.

Qualifications and Application Requirements: *Applicants must be 20 years of age by September 1, 2012. *Applicants must have completed a bachelor's degree by September 1, 2012. *There are no preferred majors. Recent fellows have had backgrounds in such diverse fields as child development, religious studies, law and biochemistry. *Individuals with advanced degrees or those in mid-career are encouraged to apply.

Selection Process The selection process has two stages. During the first stage, completed applications are screened by the fellowship selection committee. The selection committee includes staff from Sacramento State and the State Assembly. Among the qualities looked for in future fellows are scholastic achievement, oral and written communication skills, analytic skills, campus and community service involvement, political awareness, and leadership potential. Approximately 70 applicants are notified in April of their selection for a personal interview. Interviews take place in late April/early May in Sacramento and Los Angeles. The selection committee selects fellows and alternates after interviews and written notifications are mailed in May. The deliberations of the selection committee are confidential and final. All applications become property of the program.

The written statement is a vital part of your application packet and Notes: provides an opportunity to distinguish yourself from other excellent applicants. Your application will be strengthened with a carefully written and substantive personal statement. A hastily written statement with grammatical and/or typographical errors – or with mistaken references to other fellowship programs for which you are an applicant – will weaken your application. Be sure to proofread your statement for errors. The selection panel is interested in learning about you, including your aspirations and why you are applying to the Senate Fellows program. Use your three pages to demonstrate your writing skills and to provide the selection committee with information that may not otherwise be apparent from your application. Do not simply repeat in narrative form the information that is already included in your application, and do not write a policy paper. Simply utilizing a one- or two-page statement prepared for another application is not the best use of this opportunity, and it will weaken your application. Written statements must be typed and double-spaced with a minimum font size of 12 points and margins of at least one inch. Your name should appear on the top of each page. Do not, however, include your social security number.

■Letters of Recommendations: Three current letters of recommendation are required. At least two of the letters must be from persons who are not presently Members or employees of the California Legislature. It is strongly suggested that at least one of the three recommendations be provided by a faculty member familiar with your work. 2012-2013 Executive Fellowship Program Center for California Studies, California State University, Sacramento (Sacramento, CA)

Position Fellowship, Full-time, Term Type: Practice Legislation/Lobbying/Government Affairs Area(s): Geographic West (CA, NV, UT, CO, MT, WY) Preference (s): Description: The Executive Fellowship Program is sponsored by the Center for California Studies at California State University, Sacramento _Sacramento State_ and the Office of the Governor to provide an experiential learning opportunity in California state government. California_s executive branch is one of the most dynamic in the United States. Executive Fellows function as full- time professional staff in executive offices at various levels of California_s executive branch which includes the office of the governor, constitutional offices, cabinet secretaries, commissions and departments.

This ten-month program uniquely integrates work experience with academic and professional development. The fellowship experience begins with a comprehensive training about California state government, including briefings by the governors staff, constitutional officers, legislative staff, academicians and others. Orientation is also designed to give the fellow a well- rounded introduction to the interactions of the executive branch with state, local, federal government and the private sector. Additionally, fellows leave orientation with a core set of professional skills that are applicable to placements in the Executive Fellowship Program and a future career.

Executive Fellows receive a monthly stipend of $1,972 as well as medical, dental and vision benefits.

Academic Seminar Fellows attend weekly university graduate seminars and earn graduate units in Public Policy and Administration. Seminars provide an academic perspective on policy and administrative issues that are relevant to the public sector. Often fellows are assigned an academic project. During the year, fellows will split into teams to work on yearlong professional and academic projects that serve as a link between their professional and academic experience. Projects are supervised and critiqued by both professional agency staff and the academic advisor.

Office Placement Unique to the executive branch experience are the levels of responsibility and the inherent range of topics that are possible as an Executive Fellow. This diversity of responsibility and opportunity is one of the core differences of the Executive Fellowship Program. Fellows are placed in offices throughout the executive branch, where they learn, not only about state government from their individual experiences, but through the shared professional and academic experiences with their colleagues. Placement assignments are made based on a combination of the fellow_s interests, skills and preferences, and the mutual matching between the fellow and mentor.

The type of work assignments vary depending on the role of the office and the skills of the fellow. The program, fellow and mentor work together to create a mutually beneficial experience within the context of the role of the placement office. Often fellows have the opportunity to gain experience in policy development, legislation, communication and program implementation during their fellowship year, as well as a host of other opportunities.

Qualifications and Application Requirements *Applicants must be at least 20 years of age by September 1, 2012. *Have a bachelor's degree by September 1, 2012. *Be prepared for full-time employment, Monday through Friday, 8:00am-5:00pm. *Individuals with advanced degrees or those in mid-career are encouraged to apply.

Selection Process The selection process has two stages. During the first stage, completed applications are screened by the fellowship selection committee. Among the qualities looked for in future fellows are scholastic achievement, oral and written communication skills, analytic skills, campus and community service involvement, political awareness, and leadership potential. Applicants are notified in April of their selection for a personal interview. Interviews take place in late April/early May in Sacramento and Los Angeles. The selection committee selects fellows and alternates after interviews and written notifications are mailed in May. The deliberations of the selection committee are confidential and final. All applications become property of the program.

The application deadline for 2012-13 is February 22, 2012.

Criminal Justice and Drug Policy Attorney American Civil Liberties Union of Northern California (ACLU) (San Francisco, CA)

Position Full-time Type: Practice Civil Liberties/Civil Rights, Human Rights, Public Interest Area(s): Geographic West (CA, NV, UT, CO, MT, WY) Preference (s): Description: The American Civil Liberties Union of Northern California (ACLU-NC) seeks applicants for a Criminal Justice and Drug Policy Attorney. Attorneys with three to five years experience are invited to apply. Exceptional candidates with less than three years experience may be considered. Applications will be considered on a rolling basis until the position is filled.

The newly-created Criminal Justice and Drug Policy project is the most recent addition to ACLU-NC’s dynamic Policy Department, comprised also of Racial Justice, Technology and Civil Liberties, and Death Penalty projects.

The Opportunity: This position provides a unique opportunity for candidates who are passionate about civil rights and civil liberties. As the largest regional affiliate of the ACLU, the ACLU-NC has legislative, legal, policy, organizing, communications, youth activist and development departments, and uses these combined resources in pursuit of its strategic objectives.

The ultimate goal of our criminal justice work is to achieve a criminal justice system that operates fairly, with transparency and accountability, treating all who come into contact with it equally and respectfully regardless of race or wealth. We seek to increase public safety and reduce overincarceration by reserving arrest and prosecution for only the most serious and violent crimes; prioritizing restoration of harm and alternative solutions to the criminalization of non-violent and victimless behavior; and reducing recidivism with evidence-based rehabilitation and reentry programs.

The United States has the highest incarceration rate in the world and California is home to one of the largest jail and prison populations in the country. California also has one of the nation’s highest recidivism rates. Prison overcrowding in California is so extreme that the U.S. Supreme Court recently ordered the state to significantly reduce our prison population to comply with Constitutional standards. In response, the state enacted criminal justice realignment legislation that represents California’s most significant criminal justice reform in decades.

The Criminal Justice and Drug Policy (CJDP) project works to reform the state’s criminal justice system, reduce incarceration, improve police accountability, and reform state drug policies and laws, including medical marijuana and broader marijuana law reform. The project seeks to seize this historical opportunity to significantly change California’s approach to crime and punishment.

Job Description: Under the supervision of the CJDP Director, the CJDP Attorney is expected to take on two major areas of work: 1) police practices advocacy, and 2) broader criminal justice and drug policy reform efforts. The CJDP attorney will be expected to engage in local and state policy advocacy, media and grassroots public education, community organizing, public speaking, program development, and other campaign-based activities. While this is primarily a non-litigation position, the CJDP Attorney will collaborate with the ACLU-NC’s Legal Department to help identify legal strategies and act as a resource in developing cases related to policing, criminal justice and drug policy issues, and may engage in some limited litigation. Applicants should expect to travel throughout Northern California, especially in the Central Valley.

Qualifications: Applicants must have a law degree. Three to five years of legal or policy experience related to criminal law, civil rights, civil liberties or social justice advocacy is preferred, though exceptional candidates with less experience may be considered. Bilingual skills are desirable.

Other qualifications include: • a strong and demonstrated commitment to civil liberties and civil rights, and support for the goals of the American Civil Liberties Union; • excellent writing and analytical skills • demonstrated ability to work cooperatively on a variety of projects with lawyers, other staff members, and with diverse community organizations and coalitions • demonstrated ability to communicate effectively in both legal and non-legal settings • demonstrated ability to mentor and supervise law school student interns and recent law graduate Fellows • strong skills as an articulate public advocate • membership in the California State Bar (or must pass the next California Bar Examination)

Staff Attorneys for Fall 2012 Office of the Appellate Defender (New York, NY)

Position Term Type: Practice Criminal - Defense, Public Interest Area(s): Geographic Northeast (ME, NH, VT, MA, CT, RI, NY, NJ, PA) Preference (s): Description: The Office of the Appellate Defender (“OAD”) is a non-profit indigent defense organization of 18 lawyers devoted to providing excellent, client-centered representation to indigent defendants primarily in criminal appeals in state court and collateral proceedings in state and federal court. OAD is a unique hybrid – part law firm, part training program – that has built a national reputation for attracting outstanding lawyers and finding innovative and economical ways to serve its indigent clients.

OAD offers two-year staff attorney positions, with a possibility for a third year, to lawyers who have demonstrated top-level skills in legal research and writing, as well as a commitment to providing legal services to the indigent. The office attracts attorneys who have clerked in state and federal courts, attorneys with non-judicial post-graduate experience, and law graduates straight out of law school.

OAD’s training program begins with 36 formal sessions on topics including all significant procedural and substantive areas of criminal law and appellate practice. Each staff attorney is intensively supervised, including “double-teaming” of each case. Under the “double-teaming” method, which is unique to OAD, the supervisor assigned to the case reads the entire appellate record, and works closely with the staff attorney to identify appellate issues and develop a theory of the case. The supervisor also edits drafts of the briefs and helps to prepare the staff attorney for oral argument. This model provides high-quality training to staff attorneys, while assuring that no client is compromised by being represented by a less-experienced attorney.

OAD is devoted to maintaining a staff of lawyers with diverse backgrounds and experiences. Every OAD staff member shares a profound commitment to public service and to defending the disadvantaged.

About the National Center for Lesbian Rights

NCLR is a national legal organization committed to advancing the civil and human rights of lesbian, gay, bisexual, and transgender people and their families through litigation, public policy advocacy, and public education. Since its founding nearly 35 years ago, the National Center for Lesbian Rights has asserted bold and strategic national leadership at critical moments in the struggle to win marriage and family rights, expand immigration and asylum efforts, support youth safety, create and promote a positive sports culture, as well as work on elder law and transgender law.

About the National Center for Lesbian Rights’ Youth Project

Launched in 1993, NCLR’s Youth Project was the nation’s first LGBT youth legal program, and originally focused on youth abused in the mental health system. By 1995, the project had expanded its focus to LGBT youth in child welfare, juvenile justice, and school settings. NCLR has made tremendous gains in creating policies and educating professionals about the needs and rights of LGBT youth in state custody and has won precedent‐setting cases that increase safety for LGBT youth in schools. Today, through an innovative combination of education, training, advocacy, and litigation, the Youth Project is at the forefront of efforts across the country to promote justice, equity, and positive outcomes for LGBT youth. In addition, NCLR’s Youth Project works with an array of groups to help keep LGBT youth in their homes and schools, off the streets, and out of the foster care and juvenile justice systems by advancing strategies that address family rejection, bullying at school, and the targeting of LGBT youth for disproportionate punishment by school officials and juvenile justice professionals.
