INDUSTRY RECOVERY REPORTv OCTOBER 16, 2020 DOA BEGINS ACCEPTING CLAIMS OF THE COVID-19 BEREAVEMENT ASSISTANCE FUND The Office of the Governor announces that, in accordance with Executive Order 2020-35, the Department of Administration (DOA) is now ready to accept claims under the COVID-19 Bereavement Assistance Fund. The COVID-19 Bereavement Assistance Fund was established through Executive Order 2020-35 to assist the families of individuals who have died due to COVID-19 or COVID-19-related complications. This one-time grant is worth $10,000 per decedent. “As the number of deaths due to COVID-19 increases, too many individuals are facing both the incredible loss and the incredible financial burden associated with losing their loved ones. With each passing, I call the family to offer my condolences, and too many times during these calls, I hear their struggle to bury their loved ones in dignity,” said Governor Lou Leon Guerrero. “No family in mourning should have to worry about this. Creating the COVID-19 Bereavement Assistance Fund was the least we could do to help these families. ” “Though no amount of material wealth can replace the life of a loved one, the COVID-19 Bereavement Assistance Fund was established to comfort families through this grieving process,” said Lieutenant Governor Josh Tenorio. “We hope this assistance will help relieve some of these unexpected financial burdens.” Claim affidavits and instructions may be downloaded from the DOA website http://hr.doa.guam.gov or may be obtained from the Benefits Section at the ITC Building (475-1103). Completed claims should be filed with the Benefits Section of DOA. DOA expects to disburse funds within five days of a fully completed claim. GUAM POLICE DEPARTMENT CUSTOMER SERVICE UPDATE On Monday, October 12, 2020, the Guam Police Department (GPD) will begin to provide the following limited services by appointment only RECORDS AND IDENTIFICATION SECTION (RIDS) – ITC Building, Tamuning Available Monday – Friday between the hours of 8:00 a.m. – 12:00 p.m. for: Police Clearances; Crash Reports; Criminal and Non-Criminal Abstract Reports Available Monday, Wednesday and Friday between the hours of 8:00 a.m. – 12:00 p.m. for: Firearms ID renewal and; Approved Firearms ID applications that have been approved. These are firearms ID applications that were submitted, reviewed and cleared by RIDS personnel prior to the declaration of the public health emergency. First-time firearms ID applicants WILL NOT be processed at this time. RIDS service requests must be made via email at [email protected], or by telephone at 475-8500 or 475-8506. Walk- in service without an appointment is not available at this time. RECREATIONAL BOATING SAFETY OFFICE – Former Hakubotan Building, TamuningAvailable Monday, Wednesday and Friday between the hours of 8:00 a.m. – 12:00 p.m. for:Personal watercraft and/or vessels registration renewal Recreational Boating Safety Office service requests must be made via email at [email protected], or by telephone at 475-8448 or 475-8449. INTRODUCTION OF BILL 373-35 ELIMINATING ALL DISPOSABLE BAGS Senators discussed a revised bill that would eliminate all disposable bags by January 2021 during a public hearing Tuesday morning (October 13, 2020). Bill 373-35, introduced by Senator Régine Biscoe Lee and co-sponsored by the majority of the 35th Guam Legislature, seeks to expand a ban on carryout plastic bags sold or distributed by grocery stores. Lee initially introduced on the use of disposable carryout plastic grocery bags out of environmental concerns. It was signed into law in 2018. The ban goes into effect January 1, 2021. Guam law has already set the January 2021 date to eliminate all disposable plastic bags, but the law allows the use of disposable bags made of paper or from biodegradable plastic bags. There are some exceptions in the law for the use of plastic bags by retailers and wholesalers, such as for the distribution of newspapers or flowers. The revision of the bill takes into consideration that paper bags are also harmful to the environment and can take up more volume in the landfill and take four times as much energy to to produce than plastic bags.
