VEERARAGHAVAN * The history of health care in colonial India was for long a neglected field of study. However, in recent years interest in the history of medicine and its role during the period of British rule has been growing, as is evident from the increasing number of studies published.' While some attempts have been made to draw the broad outlines of the development ofhealth policy at both an all-India level2 and at regional levels,3 the policies on specific diseases have received far less attention.4 This is particularly true of malaria. There is as yet no detailed history ofanti-malarial measures in colonial India.5 Our desire to fill this gap in the existing literature on the history of health care is the basic motive for this paper, which attempts to trace the various anti-malarial steps taken by the government of Madras during the early decades of the twentieth century. We begin with a brief background to the nature of health care policy in the Madras Presidency and a summary ofthe debate on the nature ofanti-malarial measures taken in the years following the discovery of the anopheles mosquito. 1. Performance monitoring of all STPs in Chennai, especially those commissioned under NRCP reflecting the impact of CCRCP. During 2000-01, the Government of Tamil Nadu, along with the Government of India formulated the Chennai City River Conservation Project (CCRCP) with an objective to: i. Prevent sewage entering into the waterways. ii. Augment the treatment capacity of the Sewage Treatment Plants at Nesapakkam, Koyambedu, Kodungaiyur and Perungudi. iii. Keep the city waterways clean on a sustainable basis. The Ministry of Environment & Forests, Government of India during the year 2000-01 had sanctioned a sum of Rs.491.52 crore for the component “Prevention of untreated sewage flow reaching waterways in Chennai City”, which was carried out through Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) under NRCP. The following are the major components: S.No. Work Components Amount (Crore) 1 Strengthening & Capacity expansion of sewer system 382.00 2 Construction of STPs 109.52 Total 491.52 CCRCP was commenced and implemented by CMWSSB from the year 2001 in 16 packages. These works were implemented not just in the Cooum River Basin, but also in Adyar River Basin, Captain Cotton Canal Basin, Otteri Nallah Basin, Buckingham Canal Basin and in Mambalam Drain Basin. The project consisted of laying of interceptors for a length of 59.2 km, improvements to 28 pumping stations, construction of 3 new pumping stations, laying of sewage pumping mains for a length of 28.85 km and gravity conveying mains for a length of 17.3 km through 12 packages. Construction of 4 sewage treatment plants to enhance the sewage treatment capacity by 264 MLD was carried out in Packages 13 to 16. -

General Management of water resources is vital to the holistic development of the State due to the growing drinking water needs and industrialisation, in addition to the needs of fisheries, environmental flows and community uses. Taking into account the limited availability of water and increasing demand for various uses, the need for creating new irrigation facilities at feasible locations and modernising, improving and rehabilitating the existing irrigation infrastructure assumes great importance. The Government is continuously striving to improve the service delivery of the irrigation system and to increase the productivity, through improving the water use efficiency, participation of farmers in operation and maintenance, canal automation, benchmarking studies and performance evaluation studies and building the capacity of Water Resources Department officials and farmers. In addition, the Government is taking up various schemes, viz., Rivers Inter-linking schemes, Artificial Recharge Schemes, Flood Management Programme, Coastal protection works, Restoration of Traditional water bodies, Augmenting drinking water supply, etc., to harness, develop and effectively utilise the seasonal flood flows occurring over a short period of time during monsoon. 1 2.0. Chennai, the capital city of Tamil Nadu is located in the South East of India and lies at a mere 6.7m above mean sea level. Chennai is in a vulnerable location due to storm surges as well as tropical cyclones that bring about heavy rains and yearly floods. The 2004 Tsunami greatly affected the coast, and rapid urbanization, accompanied by the reduction in the natural drain capacity of the ground caused by encroachments on marshes, wetlands and other ecologically sensitive and permeable areas has contributed to repeat flood events in the city. Channelized rivers and canals contaminated through the presence of informal settlements and garbage has exasperated the situation. Natural and man-made water infrastructures that include, monsoon water harvesting and storage systems such as the Temple tanks and reservoirs have been polluted, and have fallen into disuse. -

On the advice, suggestions and with the able guidance of Hon’ble Chief Minister, the Water Resources Department is maintaining the Water Resources Structures such as, Anicuts, Tanks etc., besides rehabilitating and forming the irrigation infrastructure, which are vital for the food production and prosperity of the State. -

MANGALAM UNIVERSITY 1 ABSTRACT From the ancient times water is always most important for agriculture purpose for growing crops. Since thousand years, humans have relied on agriculture to feed their communities and they have needed irrigation to water their crops. Irrigation includes artificially applying water to the land to enhance the growing of crops. Over the years, irrigation has come in many different forms in countries all over the world. Irrigation projects involves hydraulic structures which collect, convey and deliver water to those areas on which crops are grown. Irrigation projects unit may starts from a small farm unit to those serving extensive areas of millions of hectares. Irrigation projects consist of two types first a small irrigation project and second a large irrigation project. Small irrigation project includes a low diversion or an inexpensive pumping plant along with small channels and some minor control structures. Large irrigation project includes a huge dam, a large storage reservoir, hundreds kilometers of canals, branches and distributaries, control structures and other works. In this paper we discussing about irrigation plan of Tamil Nadu from 2001-2021. INTRODUCTION Water is the important or elixir of life, a precious gift of nature to humans and millions of other species living on the earth. It is hard to find in most part of the world. 4% of India’s land area in Tamil Nadu and inhabited by 6% of India’s population but water resources in India is only 2.5%. In Tamil Nadu, water is a serious limiting factor for agriculture growth which leads to irrigation reduces risk in farming, increases crop productivity, provides higher employment opportunities to the rural areas and increases farmer income.
