The editors of the third Handbook have done a tremendous job by mapping a multifaceted but now clearly maturing field. This volume shows the richness of current empirical and theoretical research. The volume also displays—indirectly, in the notes, references, and bibliographies—the institutional strengths of the field in terms of journals, book series, research institutes, and graduate and undergraduate pro- grams. And it significantly highlights that research in science and technology studies is increasingly engaging with the outside world. This engagement is partly directed toward other academic disciplines and practices and partly toward addressing ques- tions of policy and governance in public and political institutions. This Handbook was produced under the aegis of the Society for Social Studies of Science (4S). The Society selected the proposal by the editorial team and constituted the Handbook Advisory Board to monitor and assist in the process. Most importantly, the editors drew on the wealth of scholarship produced by the 4S membership. During 4S annual meetings, consecutive steps for developing the Handbook were presented by the editors and discussed with 4S members. The Handbook thus bears witness to the richness within the STS scholarly community, encompassing different generations of researchers, different research agendas, and different styles of engagement. It is, then, with conviction and pride that 4S grants its imprimatur to this Handbook. 4S extends its gratitude to all who have contributed to the realization of this grand project: the contributing authors, the members of the Advisory Board, and the staff at MIT Press. First and foremost, however, the Society is indebted to the editors Ed Hackett, Olga Amsterdamska, Mike Lynch, and Judy Wajcman. According to the authors of a popular primer, history represents a collective memory that provides an awareness of past events, helping us shape our present and future.1 History has great practical signif- icance, notes another academic, because “intelligent action” draws on past experience.2 As a consequence of the way pedagogues extol the relevance of their work, many high-school students can paraphrase Santayana’s dictum that “[t]hose who cannot remember the past are condemned to repeat it.”3 Despite widespread acceptance of the notion that history provides tan- gible benefits, historians usually remain reluctant to apply “lessons” to real- world situations, especially in the realms of public and business policy. Eager to be viewed as unbiased, dispassionate observers of events, most aca- demic historians seem happy to write primarily for their peers.

    PETER GALISON Material Culture, Theoretical Culture, and Delocalization Collection, laboratory, and theater – all face the unavoidable problem of moving the specific, tangible reality of a highly refined local circum- stance into a wider domain, if not of the universal, at least out of the here and now. In the study of science, simply recognizing the inevitably local origins of science has been an enormous accomplishment, perhaps the signal achievement of science studies over the past twenty years. But we then need to understand, again in specific terms, how this lo- cally-produced knowledge moves, how – without invoking an other- wise unexplained process of ‘generalization’ – scientific work is de- localized. My work over the last years (e.g. Image and Logic)1 has aimed at this goal, folding the local back on the local, so to speak, by asking how the local cultures of science link up through the piecewise coordination of bits of languages, objects, procedures. I have in mind much more austere and less grand ideas than the ‘translation,’ ‘trans- mission,’ or ‘diffusion’ of pre-existing meanings. Instead, my focus is on the way bare-bone trading may occur between different subcultures of science, or between subcultures of science and bits of the wider world in which they are fundamentally embedded. In this picture, nei- ther language nor the world of things changes all of a piece, and talk of world-changing Gestalt shifts give way to the particular building-up of scientific jargons, pidgins, and creoles. These trading languages be- come important as do shared bits of apparatus or fragments of theoreti- cal manipulation.

Bearing in mind the increasing cooperation between organizations by virtue of information and communication technology, we argue that, in order to survive and prosper, realistic research must draw on the dual foundation of network theory and strategic information systems planning (SISP) research. However, network theories are as yet diversified in information systems research. In this paper, we argue that the network perspective, more specifically, the actor-network theory (ANT), is positioned to enhance the understanding of network composition and its development during the information systems planning. The controversial insistence on the agency of non-humans distinguishes the ANT from other network theories (e.g., social network theory, strong and weak ties, etc.). Meanwhile, the translation process introduced by ANT indicates a reasonable approach to understand the network evolvement. Thus, the theory has superiority over other network theories with its understanding of network composition and network development. This study draws largely from and originates from the SISP research field, and illustrates the appropriateness of the ANT in investigating SISP, specifically in the context of inter-organizational cooperation.

Dem deutschen Publikum ist Susan Leigh Star dabei vergleichsweise unbe- kannt geblieben.     THIRD VEGA LAUNCH FROM THE GUIANA SPACE CENTER On the third Vega launch from the Guiana Space Center (CSG) in French Guiana, Arianespace will orbit Kazakhstan’s first Earth observation satellite, DZZ-HR. With Soyuz, Ariane 5 and now Vega all operating at the Guiana Space Center, Arianespace is the only launch services provider in the world capable of launching all types of payloads to all orbits, from the smallest to the largest geostationary satellites, along with clusters of satellites for constellations and missions to support the International Space Station (ISS). Vega is designed to launch payloads in the 1,500 kg class to an altitude of 700 km, giving Europe a launcher that can handle all of its scientific and government missions along with commercial payloads. Designed to launch small satellites into low Earth orbit (LEO) or Sun-synchronous orbit (SSO), Vega will quickly establish itself as the best launcher in its class, especially in the emerging market for Earth observation satellites. Vega is a European Space Agency (ESA) program financed by Italy, France, Germany, Spain, Belgium, the Netherlands, Switzerland and Sweden. The Italian company ELV, a joint venture of Avio (70%) and the Italian space agency (30%), is the launcher design authority and prime contractor, while Arianespace handles launch operations. For its third launch, Vega will orbit the DZZ-HR Earth observation satellite, the 51st of this type to be launched by Arianespace. DZZ-HR is an 830 kg satellite that is designed to provide a complete range of civilian applications for the Republic of Kazakhstan, including monitoring of natural and agricultural resources, provision of mapping data and suport for rescue operations during natural disasters.
