At566.8hectares,theMarsdenParkStrategicCentreisthelargestemploymentzoneintheNorthWestof Sydney,planningtoprovide23,500directjobs.MarsdenParkStrategicCentreistwicethesizeofthe SydneyCentralBusinessDistrictandMacquariePark,and50%biggerthanNorwestBusinessPark. MarsdenParkDevelopmentsPtyLtdisthedeveloperofSydneyBusinessParkͲa$2.9billion,masterͲ planned,campusstyledevelopmentwithabroadrangeofusesincludingcommercial,industrial,retail, educationalandmedicalthatislocatedwithintheMarsdenParkStrategicCentre.Spanning256hectares, theSydneyBusinessParkmasterplanandflexiblezoningallowstheprojecttotailortoeachincoming businessandbepositionedforchangeinthemarket,whileprovidingawiderangeofretailamenityfor staff.Thisamenityincludesasupermarket,childcare,medicalcentre,gymnasium,cafesandeateries,a 90,000sqmhomemakerandtradecentre,allofwhichisadjacenttotheplanned35,000sqmMarsden ParkTownCentrethatcanbeextendedto110,500sqmby2036. Althoughonlyjustcompletingthefirststageofthedevelopment,SydneyBusinessParkandtheMarsden ParkStrategicCentrealreadyhas315,039sqmoffloorspacecompletedalongwith2,720jobsplacedand $600millionofinvestment–withnationalandinternationalbusinessessuchasIKEA,Bunnings Warehouse,HomeConsortium,Lindt&Sprungli,HomeHubMarsdenPark,Reece,ALDI,Dulux,SwireCold Storage,CostcoWholesale,ActronAir&MedlinePharmaceuticals. OurvisionforSydneyBusinessParkandtheMarsdenParkStrategicCentreistobeknowninternationally asthedestinationformultinationalcompaniestolocatetheirheadofficeinAustralia. Background MarsdenParkDevelopmentshasbeenengagedwiththeNSWplanningauthoritiessincetheidentification oftheNorthWestGrowthCentrein2005.Throughouttheinterveningtime,wehaveunderstoodour obligationtoparticipateinandcontributetotheevolvingregionalandmetroplanning.Thisparticipation hasinformedMarsdenParkDevelopmentsofthelongtermneedsofthecommunity,beyondour immediatelandinterest,andestablishedaveryclearunderstandingofthecontributionthattheMarsden ParkStrategicCentreneedstomake.Theestablishedpositionhas,untiltheissueofthedraftDistrictPlan, identifiedMarsdenParkasaStrategicCentrewithagreatereconomicactivitylevelthanidentifiedinthe draftDistrictPlan. ThedraftDistrictPlanidentifiesthecompellingneedforincreasedeconomicactivityandhigherorder employmentintheWesternCityaswellastheneedforenhancedconnectivitytotheCentralCity. ThissubmissionspecificallyaddressesthecontributionthattheMarsdenParklocationcanmaketomeet thesecompellingneeds. Oursubmissionhasbeendevelopedfromtheperspectiveofourknowledgeofthepriorplanningstatusof MarsdenPark,ourmarketknowledgeandawarenessandourcommitmenttocontributetomeetingthe communityneedsbeyondthetimeframeofourdirectdevelopmentinterests. Eachoftheattachedreportshasbeendevelopedwithinthiscontext.Consequently,throughthesereports weseektomakeabroadcontributiontothedeliberationsoftheGreaterSydneyCommissiontoestablish aplanningframeworkandstrategythatrealisesthefullpotentialofMarsdenParkasamajorUrban Centre.ThisframeworkandstrategyextendsthestatusofMarsdenParkbeyondthatpreviously contemplated.CurrentlythedraftDistrictPlandoesthereverseofthisandputsatriskthesignificanceof thelocationasastrategiccentre.Arecognitionwhichthemarkethasalreadyendorsedwiththe significantinvestmentswhichareselfevidentatthelocation. Akeyinfluenceonourevolvedvisionhasbeenthecomparativelyrecentverydynamicmarketresponseto developathigherdensityandatagreaterspeedthananticipatedaslittleasfiveyearsago. TheScaleandOpportunityofMarsdenParkIncorrectlyRepresentedintheDraftDistrictPlan WesubmitthatthescaleandpaceofdevelopmentatMarsdenParkhasbeenmisidentifiedbythe GreaterSydneyCommission,andindoingsothedraftDistrictPlanhasmissedtheopportunitythatthis majorgreenfieldsiteofferstoWesternSydneyandGlobalSydney.Wehighlightthemostapparenterrors intheplanbeing: x TheemploymentareawithinthedraftDistrictPlanstatesisvastlyunderstandatonly 238.2hectareswhentheactualareais556.8hectaresasdetailedintheDepartmentofPlanning &Environment’sownPostExhibitionPlanningreportsforthetwoPrecincts(seeFigure2for detail);and x Thejobsforecastnotedofbetween5,000to8,500inthedraftDistrictPlanareinconsistentwith: o TheDepartmentofPlanning&Environment’sown2010rezoningoftheMarsdenPark IndustrialPrecinctwhichplannedtodeliver11,000jobsandafurther1,300jobswithin theMarsdenParkPrecinctTownCentre; o ThecurrenttargetsofCouncilandMarsdenParkDevelopmentsof17,000jobs,with 2,720alreadycommitted(seeFigure3fordetail);and o TheupdatedstudybySGSPlanning&EconomicsforecaststhattheCentrewilldeliver over23,500jobs(seeSGSreportfordetails). Submission OursubmissionrequeststheGreaterSydneyCommissiontomakethefollowingamendmentstothedraft WestCentralDistrictPlanasitrelatestoMarsdenPark: x ReinstatethestatusofMarsdenParkasaStrategicCentre.Thisamendmentissoughtto recogniseMarsdenParkasafuturemajormixeduseurbancentreandtoensuretheappropriate commitmentstotransportinfrastructureandfutureplanningcanbedelivered; x ConfirmtheextensionoftheSydneyMetroNorthwestfromCudgegongtoMarsdenParkwithin thecorridorreservedandzonedforthispurposein2012; x ProvideaspirationaltargetsforMarsdenParktobecomethelargestemploymentcentreinNorth WesternSydneyandtodeliveramajor,diverse,active,mixeduseurbancentreservicedbyrail; x LiftthejobtargetstotherevisedSGSfiguresof23,500employees; x Increasethepermittedretailspace,withinarevisedMarsdenParkTownCentreto83,000sqmin 2021and110,500in2036;and x UpdatetheMarsdenParkstructureplantoincorporatethevisionoutlinedintheattachedplans andtheexistingGovernmentcommitmentsforinfrastructureandtransportwithinthearea. SupportingStudies InpreparingoursubmissiontotheGreaterSydneyCommission,wehavesoughttoprovidedetailed justificationfortheseamendmentsbyprovidingthefollowingreports: x ArchitectusͲpresentsthevisionfortheMarsdenParkStrategicCentre.Thisstudyhasfocusedon theareasurroundingtheMarsdenParkrailstationanddetailsthepathwaytocreateamajor, adaptable,mixeduseurbanstructurecapableofrespondingtothefutureneedsofthe communityandsupportingGlobalSydney; x SGSEconomics&PlanningͲpresentadetailanalysisofthestrategicopportunitythatisMarsden ParkinthecontextoftheMetropolitanPlanandtheDistrictPlans.Consequently,thatits identificationasaStrategicCentrewillenableMarsdenParktomakeasubstantialcontribution totheeconomicandjoblocationobjectivesestablishedbytheGreaterSydneyCommissionfor theWesternCityandbeyond;and. x ArupͲdemonstratethetransportrequirementsarisingfromthereinstatementofMarsdenPark asaStrategicCentre.TheyalsopresentthetrafficandtravelimplicationsifMarsdenParkisnot servicedbyanextensionoftheSydneyMetroNorthwestrail. IndividuallyandincombinationthesereportspresentacompellingcasetoreinstateMarsdenParkasa StrategicCentreforthepurposesoffutureplanningandinfrastructureinvestmentdecisions. NextSteps WehavepresentedourfurthervisiontoBlacktownCityCouncilandtheDepartmentofPlanning& Environmentandtheyaresupportiveofourplans.Assuch,arisingfromtheattachedstudiesweare planningto: x Commencesubmissionsfortheamendmentoftherelevantplanningcontrolstoenablethe masterplanningoftheUrbanCentrezonetoproceed; x Continuewiththedesignanddevelopmentapplicationforthefirstexclusive32,000sqmoffice buildingwithintheMarsdenParkStrategicCentre;and x EngagetheNSWGovernmenttoestablishanappropriateValueCapturemechanismforthe extensionoftheSydneyMetroNorthwesttoMarsdenPark. FurtherConsultationandCollectivePlanning WeseektheopportunitytoaddressthewholeCommissionwithourvisionandcommitmenttoits delivery,andtoworkwiththeGreaterSydneyCommissiontoensurethattheMarsdenParkStrategic Centreisdeliveringonourcollectiveobjectives.
