Prof. Kang-Won Wayne Lee’s Message

Dear Honorable Deputy Prime Minister Kim, KOFST President Chae, Distinguished Guests, KSEA Members and Friends, and UKC Speakers and Participants,

I would like to welcome all of you to the 2007 US-Korea Conference (UKC) on Science, Technology, and Entrepreneurship at the Hyatt Regency in Reston, VA.

About 35 years ago, a group of science and engineering lovers gathered to establish an organization to promote the advancement of science and technology in both Korea and the US. That organization, of course, was the Korean-American Scientists and Engineers Association (KSEA or !). As many of you may know, the Greek capital letter, " (KSEA) has a profound meaning: the harmonious unity between heaven and earth. Since its inception, KSEA and its members have strived to unify scientists and engineers in the US and Korea and to promote the advancement of science and technology.

We also started this bi-national conference about 13 years ago, and through the cooperative efforts of KSEA, KOFST and KUSCO, we have enjoyed great success in terms of attendance, the number of papers presented, and most importantly the spectrum and quality of technical programs. The UKC2007 Organizing Committee is dedicated to building off of the success of past conferences and in that spirit has implemented the following initiatives for this year’s event:

• Promote the UKC as a platform for true interdisciplinary and multidisciplinary research activities; • Transform the UKC into an international conference by inviting more non ethnic Korean speakers and participants; • Fulfill the theme “Global Challenges in Science and Technology” by placing a greater emphasis on the current status and future prospects of science and technology; • Invite selected prominent scholars from both Korea and the U.S. for plenary session presentations; • Utilize a general poster session to increase participation particularly among young scientists and engineers; • Provide a number of travel awards to KSEA affiliated organizations in order to attract more young and/or women scientists and engineers; • Organize an Innovative R&D Forum on policy and education issues; • Encourage participation by small and medium industries as well as research institutes and technoparks; • Improve the online conference management system by accepting paper submissions and registration information through the conference website (www.ksea.org/ukc2007); • Organize at least two international workshops in conjunction with UKC2007 – Nano-Metrology & Quality of Life organized by KRISS and NIST, and Biotechnology Workshop by the Society of Biomedical Research; and • Conduct mandatory wrap-up sessions at the end of each symposium, forum and workshop.

Generous sponsorships have been provided to UKC2007 from many industrial companies and research organizations based in the US and Korea. We trust that the commitment demonstrated by these organizations signifies the importance of UKC as a venue to discuss science and technology collaboration across the Pacific. I am certain that we will meet and exceed their expectations.

6

The Local Arrangement Committee, mainly comprised of dedicated members of the Washington Metro Chapter and HQ staff, worked hard to prepare this conference for all participants. They have taken special care to arrange for convenient transportation to and from the conference site, comfortable hotel accommodations, delicious food, facilitative meeting rooms and exhibition facilities, and entertaining social programs. I hope you join me in applauding and recognizing their efforts.

Of course, when we have thousands of active members, it is inevitable that we may not agree on every single issue. But we are brothers and sisters who love science and technology, so let us not hesitate to engage in live and professional debates and develop our ever-growing collegial network.

Now, I would like to invite all of you to actively participate in the 2007 US-Korea Conference on Science, Technology, and Entrepreneurship, to meet your colleagues and friends, to engage in interdisciplinary networking, and to visit the capital city of Washington, D.C. We are confident that this year’s conference will prove to be a valuable professional and personal experience.

Warm Regards,

Kang-Won Wayne Lee, Ph.D., P.E. UKC 2007 Conference Co-Chair and the 36th KSEA President University of Rhode Island, Kingston, RI 02881, USA

Dr. Yung Bog Chae’s Message

Honorable Dr. Kim Woo-Sik, Deputy Prime Minister and Minister of Science and Technology, Dr. Lee Kang-Won, President of the Korean-American Scientists and Engineers Association, distinguished scientists and engineers, ladies and gentlemen,

It is my great honor to deliver the welcoming address at the opening ceremony of the US- Korea Conference on Science, Technology and Entrepreneurship 2007.

As a co-chairman of UKC 2007 and the President of the Korean Federation of Science and Technology Societies, I would like to extend my warmhearted welcome to each and every one of scientists and engineers here today who had travelled all the way from Korea and the United States to attend this Conference.

As well recognized, the Korean-American Scientists and Engineers Association, or KSEA has played a key role in enhancing friendships and building up networks among the Korean-American scientists and engineers, operating 60 local branches throughout the United States.

KSEA has also made a great contribution to fostering scientific and technological cooperation between the United States and Korea. Through KSEA, we has actively pursued a variety of cooperative programs such as organizing conference, manpower development and information exchange. UKC, KSEA annual conference in particular, has expedited to share ideas and technical information, develop cooperative programs, and establish professional networks between our two countries.

Distinguished participants, ladies and gentlemen,

I am very glad to see the new developments of UKC 2007. Consisting of 11 professional symposiums, 3 forums and 2 workshops, the Conference is extended to cover almost all the important technical areas such as advanced material, aerospace, bio, civil & environmental engineering, basic science, food, energy, information technology, communication & networking, mechanical engineering, robotics & manufacturing, and nanotechnology. The Conference is also dealing with many interesting issues such as women in science and engineering, young professionals, and nano-metrology and quality of life.

It is also noteworthy to mention that two US Korean professional organizations, those are the Society of Biomedical Research and the Korean Computer Scientists and Engineers Association join UKC this year, organizing professional symposium or workshop. I strongly believe that this will serve to enhance the self-esteem of Korean-American science community and its capacity as a bridge for S&T cooperation between our two countries.

I would also like to draw your attention to so-called ‘Ultra Program’ session, which is geared to promote exchanges in science and technology between our two countries. I am confident that this will provide with great opportunities for bringing new ideas, discussing promising research topics, and elaborating cooperative programs. I am very grateful in this regard to Deputy Prime Minister Kim Woo-Sik for his initiative in holding the ‘Ultra Program’ and for his presence to this session.

Distinguished participants, ladies and gentlemen,

As we are well aware, the Korea-US Free Trade Agreement is waiting for ratification of the Korean National Assembly and the U.S. Congress, respectively. With no doubt, the FTA will not only boost bilateral trade but also promote S&T cooperation to a great extent. The license certification of engineers in particular will accelerate interrelationship among professionals and will ultimately lead to closer cooperative tie in science and technology between our two countries.

8

Taking this into account, the role of KSEA and UKC in particular, its annual conference will become more important than ever. I sincerely hope that with the leadership of KSEA being stronger, UKC will continue to grow into a highly renowned gathering, bringing prominent scientists and engineers not only from Korea and the United States but also from all over the countries.

In closing, I would like to extend once again my thanks to President Lee Kang-Won, KSEA, its members and staffs for their dedication and hard work in organizing this Conference. Finally I hope that the Conference will be more successful than ever before and will be meaningful and beneficial to all the participants. I wish you all enjoy the Conference, UKC 2007.

Thank you very much.

Dr. Yung Bog Chae President of the Korean Federation of Science and Technology Societies August 9, 2007
