Introduction

From the 13-16th of December 2012, The ICD held its “Annual Conference on Cultural Diplomacy 2012” in Berlin, Germany. The world’s leading event in the field of Cultural Diplomacy featured a wide range of speakers from various backgrounds, giving insight into the impact of Cultural Diplo- macy in their fields, which included politics, human rights, economics, arts, and culture.

The ICD Annual Conference on Cultural Diplomacy 2012 was the concluding event of the Institute for Cultural Diplomacy’s year, and focused on reviewing, debating, and evaluating the most signifi- cant developments of 2012 in the field of Cultural Diplomacy.

The conference highlighted and proved that the principles of Cultural Diplomacy are reaching an ever-increasing audience, evidenced in the participation of a widely diverse range of participants and speakers.

Ruud Lubbers, Former Prime Minister of the Netherlands

Mr. Lubbers was asked how we feels Cultural Diplomacy could help promote democracy, to which he respond- ed that diplomacy was for experts but there was a growing awareness of the importance of culture in society, importantly there is no longer such a strict division between culture and politics. He also gave several solid examples of how by understanding different culture, Mr. Lubbers was able to negotiate difficult situations with much greater ease. In terms of dealing with the challenges facing the Netherlands such as growing anti-foreign movements, Cultural Diplomacy can play an important role.

Katalin Bogyay, President of the General Conference of UNESCO

Katalin Bogyay was interviewed by ICD Director and Founder Mark Donfried and Master’s Student Abdeslam Badre, Mr. Donfried first asked about the role of Cultural Diplomacy in conflict resolution. Ms. Bogyay replied that whilst Cultural Diplomacy can play a key role in a soft power package of diplomacy she does not believe that it can be used in conflict resolution, rather to improve the already good relations that exist. Cultural diplo- macy is a long term investment and not intended to be solutions. Mr. Badre asked about the future of Palestine in UNESCO. She responded that the now she hopes that Palestine becoming a member will bring Palestine and Israel closer together and talk about the important issues affecting them. She also was able to give information on the future role that NGO’s like the ICD can play in reaching their mutual goals of promoting art and culture.

Steve Merril, 77th Governor of New Hampshire

Mr. Merril in his interview mentioned the success of the United States Cultural Diplomacy programs during the cold war and how since that time, there has been a much smaller focus on programs of soft power, up until President Obama, who too has realized the role it can play in bridging understanding. He felt that since 9/11 American has realized that as a superpower it must do more to change the perspective of the world towards America and therefore soft power in Africa, Asia and Europe are just as important as in the Arab world. Mr. Merril deals with numerous businesses as was quick to mention the importance that Google put on Cultural Diplomacy and how they use it to make themselves a business people are attracted to.

Rebecca Tinsley, Director & Founder of Waging Peace & Gregory Stanton, President of Genocide Watch

Mr. Stanton was first asked about Syria and it’s perception as a civil war and/or a mass atrocity to which he ex- plained how the crisis can of course be both and based the genocide conventions definition what is happening in Syria is a Genocide. This led on to a discussion the veto power in the UN Security Council, and what can be done to avoid its pitfalls. Mr. Stanton highlighted the example of going straight to the general assembly as the Arab League did. He explained that the general assembly can authorize action when the UN Security council is too paralyzed to. He also discussed his work on the 8 stages of genocide, and how he plans to release a book on what he now defines as his 10 stages of genocide.

The question of what civil society can do was raised by the audience, Mr. Stanton responded by bringing up the idea of psychic numbing, and how this acts a barrier to raising the necessary funds to protect and ensure the survival of persecuted individuals. Rebecca Tinsley spoke how important new media can be, she says how your voice can always be heard, whether this is through expressing discontent or boycotting products.

Martin Cauchon, Former Minister of Justice for Canada

Mr. Cauchon was asked about the multiculturalism in Canada and what the EU could learn from their success- ful policy implementation. Firstly he noted that a mentality that is positive towards immigration, celebrating difference as they do in Canada is essential. He was also questioned on the effect of a separatist government being elected in Quebec, to which Mr. Cauchon that the changing provinces are more mature and growing in importance and that the fact that provinces are worked together is healthy. When asked about corporate Cul- tural Diplomacy he believes that despite the promotion of free trade, cultural difference between businesses will always exist, which is why soft power and Cultural Diplomacy will have an important role to play.
