VIDYASAGAR IJNMRSITY MIDNAPORE- 721102 The resolutions of the Fifth (51h) Meeting of the Eighth Executive Council of Vidyasagar University dated 07.12.2016. Dilip Padgaonkar, Noted journalist and former Editor-in-Chief of the "Times of India". 5. Ram Naresh Yadav, former Governor of Madhya Pradesh. 6. M. Balamuralikrishna, an Indian Carnatic vocalist.. 7. MGK Menon, renowned physicist. 8. Lt. Gen Srinivas Kumar Sinha, former Jammu and Kashmir Governor. 9. Janardhan G. Negi, Noted geophysicist.. 10. Janet Reno, the first woman to serve as U.S. Attorney General. 11. Mangat Ram Sharma, former Jammu and Kashmir (J&K) Deputy Chief Minister. 12. Pandit Amaradeva, Legendary Sri Lankan Singer and composer. 13. Raj Begum, celebrated Kashmiri singer. 14. Carlos Alberto Torres, Legendary footballer. 15. Tom Hayden, Peace activist. 16. Kigeli V Ndahindurwa, the last king of Rwanda. 17. Prabhat Kumar Tamili, Donor of Arun Chandra Memorial Endowment Medal in BLISc. 18. Action of VC: 02(a) To ratify the action of the Hon'ble Vice-Chancellor in extending the contract services of Kanika Das, Sunil Minz, Sankar Jana as Cooks, Mita Sing (Das), Gourab Biswas, Nepal Karmakar as Helpers, Anita Mukhi, Jitu Jhama & Piglu Behara as Sweepers of Prithilata Chatrinibas & Sidhu Kanu Birsa Chatrabas respectively for a further period of two months with effect from 13.09.2016. Dipa Nemai (Chowdhury) as Hostel Sweeper for a further period of two mouths with effect from 08.09.2016 based on the letter bearing No. VU/DSW/688/2016 dated 19.10.2016 submitted by the office of the Dean of Students' Welfare in this J'egard be ratified. 02(c) To ratify the action of the Hon'ble Vice-Chancellor in extending the service of Shri Radhakanta Sahoo as Office Assistant in the office of the Dean of Students' Welfare for a further period of two months with effect from 13.09.2016. Resolution: Resolved that the action of the Hon'ble Vice-Chancellor in extending the service of Shri Radhakanta Sahoo as Office Assistant in the office of the Dean of Students' Wel;fare for a further period of two months with effect from 13.09.2016 based on the letter bearing No. VU/DSW/687/2016 dated 19.10.2016 submitted by the office of the Dean of Students' Welfare in this regard be ratified. 02(d) To ratify the action of the Hon'ble Vice-Chancellor in extending the service of Ms. Likipa Maity as Cook in the Girls' Hostel of Vidyasagar University for a further period of two months with effect from 05.11.2016. Resolution: Resolved that the action of the Hon'ble Vice-Chancellor in extending the service of Ms. Likipa Maihj as Cook in the Girls' Hostel of Vidyasagar University for a further period of two months with effect from 05.11.2016 based on the letter bearing No. VU/DSW/703/2016 dated 02.11.2016 submitted by the office of the Dean of Students' Wel;fare in this regard be ratified. 2 1 5 " Meeting of the Eighth Executive Council dated 07.12.2016. 02(e) To ratify the action of the Hon'ble Vice-Chancellor in approving the decisions of the Special Committee taken in its meeting held on 26.10.2016, constituted by the Works & Tender Committee for negotiation between L-1 & L-2 bidder for removal of bushes, grasses and shrubs etc. from the Vidysagar University campus, for execution. Resolution: Resolved that the action of the Hon'ble Vice-Chancellor in approving the decisions of the Special Committee taken in its meeting held on 26.10.2016, constituted by the Works & Tender Committee for negotiation between L-1 & L-2 bidder for removal of bushes, grasses and shrubs etc. from the Vidysagar University campus, for execution. be ratified. 02(f) To ratify the action of the Hon'ble Vice-Chancellor in approving the decisions taken by the Committee in its meeting dated 02.11.2016, constituted by the Executive Council pertaining to consideration of the enrollment fees for the B.Ed. course both for Government and Self-financing B.Ed. Colleges stipulated by the University for the academic session 2014- 2015 and issuance of registration certificates withheld by the University for this purposes, for execution. Resolution: Resolved that the action of the Hon'ble Vice-Chancellor in confirming the service of Dr. Sibaji Pratim Basu as Professor in the Department of Political Science with Rural Administration of Vidyasagar University with effect from his date of joining the post at the University i.e. from the forenoon of 27.11.2015 based on the note put forwarded by the Establishmmt Section and on the basis of the satisfactory performance during his probation period as per rules of the University be ratified. 3 1 5 1t Meeting of the Eighth Executive Council dated 07.12.2016. 02(i) To ratify the action of the Hon'ble Vice-Chancellor in confirming the service of Dr. Sukhen Som as Deputy Registrar of Vidyasagar University with effect from his date of joining the post at the University, i.e. from the forenoon of 02.12.2015. Resolution: Resolved that the action of the Hon'ble Vice-Chancellor in confirming the service of Dr. Sukhen Som as Deputy Registrar of Vidyasagar University with effect from his date of joining the post at the University, i.e. from the forenoon of 02.12.2015 based on the note put forwarded by the Establishment Section and on the basis of the satisfactory pe1jormance during his probation period as per rules of the University be ratified. 02(j) To ratify the action of the Hon'ble Vice-Chancellor in permitting Professor Tarun Kumar Banerjee, National Fellow, ICSSR, Department of Political Science with Rural Administration of the University for retaining the Unit No. B/2 of Vidyasagar University Teachers' Quarter upto 31.12.2017 for completion of his study under the National Fellowship Programme.

    INDIA IN 2008 Domestic Turmoil and External Hopes Sumit Ganguly Abstract The past year saw signifi cant domestic turmoil in India. The country con- fronted a series of terrorist attacks including the one in Bombay, witnessed ethno-religious violence, dealt with a resurgent Maoist (Naxalite) guerilla move- ment, and faced agitations from agricultural communities over the acquisition of land for industrialization. On the external front, India managed to consum- mate a critical civilian nuclear agreement with the U.S., after much domestic debate and contention. Keywords: Naxalite agitation, terrorism, U.S.-India civilian nuclear agreement, Nandigram, economic downturn Introduction Communal violence, terrorist attacks and bombings, and internal confl icts wracked signifi cant parts of India throughout 2008. In addition, a dramatic spike in global oil prices, coupled with rising food prices, delivered considerable exogenous shocks to the country’s economy. Late in the year, the acute fi nancial crisis in the U.S. began having an ad- verse, but limited, impact on India’s economy. The fact that the Indian Army also influenced the decision on Partition needs to be taken into account. After their experience with Cromwell’s military dictatorship, the British ardently nurtured the concept of an apolitical army. It suited them to transplant that concept in the Indian Army that they raised. While this concept continues to hold good in India, it was thrown overboard in Pakistan. After 1857, the British decided not to have one-class regiments except for Gorkhas and Garhwalis. All other combat units were composed of 50 per cent Muslims and 50 per cent non-Muslims. Different communities living together in war and peace and encouraged to remain apolitical developed a regimental ethos that held them together. I was commissioned in the Jat Regiment, which had two companies of Jat Hindus and two of Muslims. I served with a Punjabi Muslim company. I found the regimental spirit among the men strong. There was no communal divide. This continued in the Army till the end of 1946 but started cracking in 1947, reaching breaking point by August 1947. Yet I saw that when the Muslim companies of the Jat Regiment were going to Pakistan, tears were shed on both sides.

This has been facilitated by the advent of the social media. Social media, with its immediate and amplified reach, has transformed the way people interact with each other. This is significant because information and social awareness have emerged as important factors of human empowerment. Though Agartala, India's northeastern state of Tripura achieved the first position in literacy with 94.65 per cent, beating Kerala, according to 2011 census, the use of social media in the Northeast came into prominence in less than ideal circumstances and there is no outstanding positive example of social media usage in the region to counter negative issues. The present study aims to focus on the use of social media as a tool for development communication in the Northeast region of the country.
