    Lepr Rev (1980) S 1, 189 - 194 News and Notes DR RUTH PFAU, MD, APPOINTMENT AS FEDERAL ADVISOR FOR LEPROSY TO THE GOVERNMENT OF PAKISTAN Dr Ruth Pfau, MD Gennany, was born on 9 September 1929 in Leipzig, and did her medical studies in what is now called the Eastern Part of Gennany. After joining the Order of the Daughters of the Heart of Mary, whose Mother House is in Paris, she was on her way to India. She stayed for a while in Karachi and visited the Marie Adelaide 'hut' Leprosy Clinic, run by her Congregation, in the 'Beggar Colony' off McLeod Road. From the 'hut' has grown the main hospital with 70 beds and large OPD facilities, with 6 sub-centres and a home for crippled patients in Karachi. Present total case load is 12,000. She started the first Leprosy Technicians Course in 1965, and the institute has completed 11 courses, and 125 technicians have been trained both for the Government and private agencies. Dr Pfau, in search of the index cases, has travelled to every hill and valley of Pakistan. Since she has established leprosy services in nearly all the provinces in Pakistan, she has been decorated last year with the Hilal-e-Imtiaz, which is the highest Pakistani Civilian Award in the country, and just recently she has been appointed the Federal Adviser for Leprosy to the Ministry of Health, Governmentof Pakistan. JAPAN HONOURS DR STANLEY BROWNE At an impressive ceremony held in Tokyo recently, which was attended by Prince and Princess Hitachi and many government and civil dignitaries, the 'Special Appreciation Prize' was presented to Dr Stanley Browne, CMG, OBE, by the Nihon Kensho-Kai, a Japanese Foundation, for his outstanding work for leprosy sufferers throughout the world.

Police said that the child had fallen into an open manhole while playing in the street outside his home. The victim, identified as Calvin, son of Joseph, had gone missing from Police Lines, near Jamshed Quarters Police Station on Monday. When police received information about the body of a child that was found from a sewer, they reached the site and shifted the deceased to Dr Ruth Pfau Civil Hospital for medico-legal formalities. Later, the body was handed over to the family. A father’s plea Speaking to the media, the child‘s father said his son fell into the manhole of a sewer while playing with his friends. In the CCTV footage of the incident, Calvin can be seen falling into the sewer while walking in the street. The other children didn‘t notice him falling and walked ahead. Joseph added that his son fell into the manhole because its lid was open but someone closed it afte r he fell in. When the staff of Karachi Water and Sewerage Board (KWSB) came to unblock the sewer, they opened the lid and found his son‘s body there, said Joseph.

The country con- fronted a series of terrorist attacks including the one in Bombay, witnessed ethno-religious violence, dealt with a resurgent Maoist (Naxalite) guerilla move- ment, and faced agitations from agricultural communities over the acquisition of land for industrialization. On the external front, India managed to consum- mate a critical civilian nuclear agreement with the U.S., after much domestic debate and contention. Late in the year, the acute fi nancial crisis in the U.S. began having an ad- verse, but limited, impact on India’s economy.     ANNUAL REPORT 2016-2017 NATIONAL HUMAN RIGHTS COMMISSION, INDIA Chairperson NHRC F o r e w o r d The National Human Rights Commission is pleased to present to the Parliament and people of India, its twenty-fourth Annual Report for the period from 01 April 2016 to 31 March 2017. 2. The National Human Rights Commission has completed 24 years of its pioneering work in the promotion and protection of human rights since its establishment on 12 October 1993 under the Protection of Human Rights Act, 1993. Since then, the Commission has consistently worked towards bringing a human rights-centered approach in the Government at Central and State levels, as well as towards creating human rights awareness and sensitization amongst public authorities and civil society. Through the years, the Commission has channelized its efforts towards broadening the ambit of human rights to ensure the protection of the civil and political rights of the people as well as safeguard their economic, social, and cultural rights. 3. In a society as diverse as ours, the indivisibility and inter-connectedness of human rights, whether civil and political or economic, social and cultural, is self-evident, especially in respect of the most vulnerable, including people belonging to Scheduled Castes, Scheduled Tribes, Women, Children, Disabled and other vulnerable groups. The deprivation, problems and concerns that confront each of these groups, remained an important area of concern for the Commission during the period under review. 4. Accordingly, during 2016-2017, the Commission continued to intervene in matters concerning civil and political rights, on the basis of suo motu cognizance of media reports as well as complaints received.

Some of these methods involve the services of third parties. Historically, mediation and arbitration preceded judicial settlement. The former was known in ancient India and the Islamic world, whilst numerous examples of the latter can be found in ancient Greece, in China, among the Arabian tribes, in maritime customary law in medieval Europe, and in Papal practice. The modern history of international arbitration: The first phase is generally recognized as dating back from the so-called Jay Treaty of 1794 between the United States of America and Great Britain. The Alabama Claims arbitration in 1872 between the United Kingdom and the United States marked the start of a second, even more decisive, phase. The Hague Peace Conference of 1899, convened on the initiative of the Russian Czar Nicholas II, marked the beginning of a third phase in the modern history of international arbitration.
