It will qualify to the 21st Africa Nations Championship for Women (Afrobasket Women 2009). The team placed first following the competition will qualify to the 21st Afrobasket Women (Madagascar, September 2009). • Concerned Countries : Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia, Zimbabwe • To qualify : 01 • Team already qualified for Afrobasket Women 2009 : Angola & Mozambique 1. General & Administratives Provisions a) Only the African National Federations affiliated to FIBA and FIBA Africa have the right to participate in this competition, provided they have fulfilled all their financial obligations. The Federations wishing to participate in these preliminaries shall send their confirmation of participation to the Secretariat of FIBA Africa before February 17, 2009. ALPHA 2000, 7ème Étage, 01 BP 4482 Abidjan 01 Tél. : 00 (20 2) 2 391 0292, Fax. : 00 (20 2) 2 393 3600 Tél. : 00 (225) 20 21 14 10, Fax. : 00 (225) 20 21 14 13 [email protected] [email protected] www.fiba-afrique.org b) Only a player holding the legal nationality of a country and having fulfilled the terms of eligibility according to the appropriate internal regulations may play for the national team of that country. c) For the official registration of players for the nations competitions, the national federations shall provide the following documents, before February 17, 2009 : • A detailed list (Name, Surname, birth date, birth place, notification if the player is already registered by FIBA, current Club) • A passport size digital photograph for players and officials for the licences For the players born in the country of the requesting Federation • A copy of the birth certificate of the player • His passport shall be presented at the technical meeting prior to the competition For the players born in the country of the requesting federation but playing in another club with another nationality • A copy of the player’s birth certificate • A nationality certificate • A certificate from the National Federation of the country which nationality was used by the player confirming this one has never participated in a FIBA competition for this federation • His passport shall be presented at the technical meeting prior to the competition For the players born abroad • A copy of the player’s birth certificate • A letter explaining how the player was granted the nationality of the requesting country • A nationality certificate • A certificate from the National Federation of the country which nationality was used by the player confirming this one has never participated in a FIBA competition for this federation • His passport shall be presented at the technical meeting prior to the competition If the player’s documents are not complete, he will not be allowed to participate in the competition. d) The national federation is responsible at all times for the eligibility of its players noted on the list of players. It is also responsible of any infringement of the regulations governing the eligibility, the national status and age of players. e) The maximum number of persons per official delegation of a National for a competition shall be eighteen (18) persons, as follow: Twelve (12) players, two (02) coaches, two (02) officials and necessarily one (01) doctor and one (01) international referee appointed by FIBA Africa. National Federations are permitted to include only three (3) additional persons in their delegation as technical, medical or media observer after agreement with the organiser. They will pay their staying expenses in the same accommodation and under the same condition with the other eighteen (18) members of their delegation f) Any participating team without accompanying referee appointed by FIBA Africa or without a doctor shall be imposed a fine to be paid to FIBA Africa before its effective participation in this competition (Absence of referee : 3,000 dollars US ; absence of doctor : 1,000 dollars US) Circulaire 007/2009 Page 2 sur 3 g) Each team must have a minimum of two sets of playing kit (vest & shorts) of which one set of vest & shorts shall be white. Colours and dimensions of the shirts and shorts (length of shorts) shall be the same for the whole team. Advertising is permitted on the front of shirt (only one sponsor). Advertising is prohibited on the back of shirt, on shorts and socks. h) Any participating team in a FIBA Africa competition shall co-operate with the Organising Federation to ensure the technical and financial success of the event. They shall provide the organising federation with the information concerning their arrival (Date, time, Flight Number, delegation list, etc.) before February 23, 2009. i) All National Federations that confirm their final agreement to participate in a competition and do not participate in this competition shall be considered as having withdrawn from this competition, and they will be imposed financial and/or disciplinary penalties. 2. Financial Provisions a) The participating Federation shall support the round-trip expenses of its team. b) Participation fees to this competition are : - Registration fee : 400 Dollars US / team - Licence Fee Players : 10 Dollars US / licence Officials : 40 Dollars US / licence - Membership and arrears of the Federation For team list received after February 17, 2009 the licences fees will be double (20 and 80 dollars US /licence) c) The participating countries of this championship shall contribute to the staying expenses (Accommodation, food, internal transportation) of their delegation. This contribution is as follows: Fifty dollars US (50 $) per person and per day.
