  • The Fourth Report of Senior Pay and Perks in UK Universities History This
    Transparency at the top? The fourth report of senior pay and perks in UK universities History This is the fourth report on pay and perks at the top of British higher education institutions (HEIs) to be published by the University and College Union (UCU). It forms part of the union’s ongoing campaign for greater transparency in higher education, including the rationale behind senior pay rises. UCU submitted a Freedom of Information (FoI) request to 158 HEIs in October 2017. This followed similar requests submitted in 2016, 2015 and 2014. All requests were designed to shine a light on the arbitrary nature of senior pay and perks in universities, and support the union’s call for reform. The basis for this report The FoI request that forms the basis of this report was sent to 158 (HEIs). It requested details of vice-chancellors’ (or head of institution if known by a different title) salaries and those of other senior post-holders earning over £100,000 at the institution during the academic year of 2016/17 (1 August 2016 to 31 July 2017). It also asked for details of flights, spending on hotels, spending on expenses and if the vice-chancellor was provided with accommodation by the university. Finally, we requested to know whether or not the vice-chancellor was a member of the remuneration committee, and requested a copy of the most recently ratified minutes of the institution’s remuneration committee. Variety of responses The questions on expenditure on flights, hotels, expenses and accommodation for vice-chancellors elicited a huge variation in responses with many institutions deploying exemptions under the Freedom of Information Act to avoid providing data.

Professor Andy Hopper CBE’s research interests include computer networking, pervasive and sensor- driven computing, and using computers to ensure sustainability of the planet. He has pursued academic and industrial careers simultaneously, working both at the Computer Laboratory and the Department of Engineering at Cambridge and as co-founder of thirteen spin-outs and start-ups. In recent years the companies he co-founded have received five Queen's Awards for Enterprise. He is Chairman of RealVNC Group. Professor Hopper is a Fellow of the Royal Academy of Engineering and of the Royal Society, and former president of the Institution of Engineering and Technology. He was made a CBE for services to the computer industry in 2007, and received the Royal Society Bakerian Medal this year. He has been elected Treasurer of the Royal Society from December 2017. Dr Alistair Beresford’s work examines the security and privacy of large-scale distributed computer systems.

    REGISTER OF INTERESTS OF MEMBERS’ SECRETARIES AND RESEARCH ASSISTANTS (As at 30 May 2013) INTRODUCTION Purpose and Form of the Register In accordance with Resolutions made by the House of Commons on 17 December 1985 and 28 June 1993, holders of photo-identity passes as Members’ secretaries or research assistants are in essence required to register: • Any occupation or employment for which they receive over £330 from the same source in the course of a calendar year, if that occupation or employment is in any way advantaged by the privileged access to Parliament afforded by their pass. • Any gift (eg: jewellery) or benefit (eg: hospitality, services or facilities) they receive in the course of a calendar year, if the value of the gift or benefit exceeds £330 and if it in any way relates to or arises from their work in Parliament. In Section 1 of the Register entries are listed alphabetically according to the staff member’s surname. Section 2 contains exactly the same information but entries are instead listed according to the sponsoring Member’s name. Administration of the Register The Register is compiled and maintained by the Office of the Parliamentary Commissioner for Standards. Anyone whose details are entered on the Register is required to notify that office of any change in their registrable interests within 28 days of such a change arising. An updated edition of the Register is usually published every 4-6 weeks when the House is sitting. Changes to the rules governing the Register are determined by the Committee on Standards, although where such changes are substantial they are put by the Committee to the House for approval before being implemented.
