105 Chapter-5 L U C K N 0 W A Study in Resort Personality Physical Setting : The cultural city of Lucknow - on - Gomati is a paramount urban agglomeration in the otherwise economically depressed rural Awadh. Lucknow »was founded on the mound, strategically located on the southern banks of the river Gomati. River frontages are not mere localizable attractions for city facades but they also have a secret hand in determining the morphological aspects of townships particularly in their early stages of development. It is situated at 26*^52' N Latitude and 80^ 56'E longitude. Presently, Lucknow dominates as the capital of Uttar Pradesh. This city, of about over one and half million people ranks among the ten big metropolis of India. Lie of the Land : Considering the notoriety of the Gomati for frequent rising in spates, the high mound-popularly known as the Lakshman Tila- was an ideal location for a human settlement, insuring safety and security against flood hazards. The rest of the land undulates very gradually, almost imperceptibly, towards the south and south east. • Air Quality Trends and Action Plan for Control of Air Pollution from Seventeen Cities
NATIONAL AMBIENT AIR QUALITY MONITORING SERIES : NAAQMS/29/2006-07 Air Quality Trends and Action Plan for Control of Air Pollution from Seventeen Cities CENTRAL POLLUTION CONTROL BOARD MINISTRY OF ENVIRONMENT & FORESTS Website: www.cpcb.nic.in e-mail: [email protected] September 2006 Air Quality Trends and Action Plan for Control of Air Pollution from Seventeen Cities FOREWORD COVER PAGE PERSONNEL INVOLVED CONTENTS FULL TEXT FOREWORD Urbanisation in India is more rapid in and around National Capital as well as the State Capitals and, over the years, these cities have become major centers for commerce, industry and education. Enormous increase in number of vehicles has resulted in increased emission of air pollutants and, as a result, levels of air pollutants such as respirable suspended particulate matter are found to exceed the prescribed standards in these cities. The Honorable Supreme Court has also identified sixteen cities in addition to Delhi for which action plans are being formulated and implemented to control air pollution. An attempt has been made in this report to address the pollution problem in these seventeen cities namely Agra, Ahmedabad, Bangalore, Chennai, Delhi, Faridabad, Hyderabad, Jharia, Jodhpur, Kanpur, Kolkata, Lucknow, Mumbai, Patna, Pune, Solapur and Varanasi. Trends of air pollutants are determined to find the effects of various actions taken so far to control air pollution. Action plans as developed by respective State Governments have also been covered. I am thankful to my colleagues Dr. B. Sengupta, Member Secretary, Dr. R.C. Trivedi, Additional Director and Sh. Naresh Badhwar, Environmental Engineer and Ms. Meetu Puri, SRF for their contribution in preparation of this report.

.------·1 Census of India, 1951 I DISTRICT POPULATION STATISTICS UTTAR PRADESH 22-ALLAHABAD DISTRICT t I 315.42 ALLAHABAD: PluNnNG AND STATIONERY, UTTAR PRADESH, INDIA 1951 1953 ALL CPS Price, Re.1-S. FOREWORD THE Uttar Pradesh Government asked me in March, 1952, to supply them for the purposes of elections to local bodies population statistics with separation for scheduled castes (i) mohalla/ward -wise for urban areas, and (ii) village-wise for rural areas. The Census Tabulation Plan did not provide for sorting of scheduled castes population for areas smaller than a tehsil or urban tract and the request from the Uttar Pradesh Government came when the slip sorting had been finished and the Tabulation Offices closed. As the census slips are mixed up for the purposes of sorting in one lot for a tehsil or urban tract, collection of data regarding scheduled castes population by mohallas/wards and villages would have involved enormous labour and expense if sorting of the slips had been taken up afresh. Fortunately, however, a secondary census record, viz. the National Citizens' Register, in which each slip has been copied, was available. By singular foresight it had been pre pared mohalla/ward-wise for urban areas and village-wise for rural areas. The required information has, therefore, been extracted from this record. 2. In the above circumstances there is a slight difference in the figures of population as arrived at by an earlier sorting of the slips and as now determined by counting from the National Citizens' Register. This difference has been accen tuated by an order passed by me during the later count.
