I understand that my thesis may be made electronically available to the public. ii Abstract In 1974 Boston, Massachusetts was forced to confront its civil rights violations. In the case of Morgan v. Hennigan, Judge W. Arthur Garrity Jr. found the city of Boston guilty of intentionally segregating its public schools and ordered Boston to bus students to achieve integration. When busing commenced in the fall of 1974, Boston was a city divided. The citizens of Boston were divided into two main groups: the opponents and supporters but there was no uniform consensus in either group. This study will argue that the motivations for support or opposition were multi-faceted. Those who supported busing had varied reasons for their support and those who opposed busing had varied reasons for their opposition. Through the examination of local and national newspapers and letters of public opinion this work elucidates how Judge Garrity and the Morgan v. In short, you pay for advertising and you pray for publicity, but not entirely. You have much more control when you purchase an ad in a newspaper or other media outlet, however, the consumer knows the difference between a paid ad and editorial content whereby an "objective" source feels you, your story or your business are truly compelling enough to write about. Advertising will cost you money. Publicity will cost you sweat equity. 2. When pitching yourself to the media, be sure to put yourself in their shoes. Why would you or your business be newsworthy to write about at this time? Do you other sources to give the reporter to better round out the story? Have you done your homework and know what "beat" they cover and they are the ideal person to pitch this story to? 3. In addition to keeping a folder of media contacts or reporters/editors whose topic area relates to you and your business and whose style you like, there are directories that can be found at the reference section of your local library such as Bacon's Publicity Checker. Almost all industry trade associations have publications as well. If your business is local, offer to take the editor of your local newspaper out to lunch and ask him or her what kinds of stories he/she is interested in. Offer names of others who have interesting businesses or could be good resources as well. -

The Commission, by the Chief, Media Bureau, pursuant to delegated authority, has before it for consideration the application for the renewal of license of television station WWOR-TV, Secaucus, New Jersey, filed by Fox Television Stations, Inc. (“Fox”).1 We also have before us the application for the renewal of license of television station WNYW(TV), New York, New York, filed by Fox.2 Previously, Fox filed a Petition for Modification of Permanent Waiver (“Modification Petition”) seeking to modify its current permanent waiver of the newspaper/broadcast cross-ownership rule, 47 C.F. R §73.3555(d)(“NBCO”), which permits it to own both WNYW(TV) and the New York Post (“Post”) in order to encompass the ownership of WWOR-TV.3 Finally, there is also a pending petition for reconsideration filed by Free Press of the Commission’s order on reconsideration in Murdoch Recon.4 In the interest of administrative efficiency, we are consolidating these proceedings. 2. I am Carla Howell. I am an adult citizen of the United States of America and the Commonwealth of Massachusetts. I am a registered voter in the Commonwealth of Massachusetts, eligible to vote in all federal elections. 2. I am the Libertarian Party candidate for Governor of the Commonwealth of Massachusetts in the 2002 election that will be held this November. My campaign is focused on promoting and educating the public about various policy issues and ideas, including reducing the size of government, abolishing the state income tax, and reclaiming personal liberties that have been eroded or eliminated by the policies of the two so-called “major” 2 parties and my opponents. My goal is not merely to win office, but also to support the initiative on the ballot in Massachusetts this November to abolish the state income tax, and to promote the Libertarian Party philosophy to the public so others who share this philosophy can be elected to federal and state office and/or inspired to work towards instituting Libertarian principles.
